PRESIDENT TINUBU REITERATES COMMITMENT TO QUALITY INFRASTRUCTURE DELIVERY AT THE 34TH COREN ENGINEERING ASSEMBLY

President Bola Ahmed Tinubu, GCFR, has reaffirmed the Federal Government's unwavering commitment to strengthening engineering regulations, promoting quality infrastructure, and safeguarding public safety across Nigeria.

Represented by the Honourable Minister of Works, *Engr. David Umahi, CON, FNSE, FNATE *, while declaring open the 34th COREN Engineering Assembly, the President described the Assembly’s theme, *"Advancing Public Safety in Nigeria through Strategic Engineering Regulatory Enforcement and a Tiered Sanctioning Regime,"* as timely and relevant to the nation’s developmental aspirations.

The President stated that engineering remains the backbone of national development and that effective regulatory enforcement is essential for protecting lives, ensuring quality infrastructure, and restoring public confidence in the engineering profession.

He stressed that regulations are not intended to punish professionals but to protect public interest, noting that *” no road, bridge, or building is more valuable than human life.”*

President Tinubu assured participants that his administration remains fully committed to completing the four (4) Legacy Road Projects across the six geopolitical zones, under the Renewed Hope Agenda. He described them as strategic investments that will transform the nation’s economy, improve connectivity, and stimulate sustainable development.

The Honourable Minister of Works commended the Council for the Regulation of Engineering in Nigeria (COREN) for choosing an apt theme that aligns with the Federal Government’s vision for quality infrastructure delivery and adherence to public safety.

He noted that engineering is a profession where mistakes can cost human lives, emphasising that, unlike many other professions, there is often no opportunity for appeal after a structural failure. He, therefore, called for stronger regulations, strict enforcement, and effective sanctions against unqualified practitioners and professionals, who compromise ethics and standards.

Engr. Umahi stressed that site engineers must discharge their responsibilities professionally and should never allow contractors to dictate engineering decisions. He urged Council to strengthen its disciplinary mechanisms, similar to other professional regulatory bodies, to ensure that only qualified engineers are allowed to practice.

The Minister highlighted the achievements of President Tinubu’s administration, especially the ongoing Legacy Road Projects spread across all the geopolitical zones, designed to improve economic integration, enhance national security, create employment opportunities, and stimulate investment.

He expressed confidence that with continued discipline, transparency, and adherence to engineering ethos, Nigeria’s infrastructure deficit would be significantly reduced within the coming years.

Presenting the *Keynote Address* on behalf of the Honourable Minister, the *Permanent Secretary, Federal Ministry of Works, Mr. Rafiu Adeladan,* stated that the Renewed Hope Agenda places infrastructure development at the centre of Nigeria’s economic transformation. He explained that the Ministry is implementing four major Legacy Projects across the geopolitical zones to connect communities, promote commerce, improve national integration, and encourage investment.

The Permanent Secretary emphasised that quality assurance, competence, professionalism, and independence amongst stakeholders remain fundamental requirements for sustainable infrastructure development. He urged engineers to uphold ethical standards, comply strictly with engineering regulations and best practices, and strengthen resilience through adherence to due process

The Chairman of the occasion, *Alhaji Aliko Dangote, GCON,* represented by *Prof. Hassan Umaru* described the Assembly as timely and significant, noting that engineering excellence remains the foundation of public trust, industrial competitiveness, and national development.

He observed that every infrastructure project must be executed according to approved standards and maintained throughout its lifespan. Drawing from the experience of the *Dangote Refinery* project, he explained that rigorous engineering design, quality control, technical discipline, and strict compliance with standards were critical to its successful delivery.

The Chairman called for sustained excellence within the engineering profession and urged COREN to continue strengthening regulatory frameworks, while enforcing disciplinary measures against erring practitioners, in order to safeguard lives and property.

In his *Welcome Address,* the *President of COREN, Engr. Prof. Sadiq Zubair Abubakar, FNSE,* outlined the Council’s statutory responsibility of regulating engineering education and practice in Nigeria, in line with international standards and recommended practices.

He explained that engineering graduates are expected to undergo mandatory industrial training before participating in the National Youth Service Corps (NYSC), describing practical exposure as critical to professional competence.

Prof. Abubakar further disclosed that COREN has successfully introduced digital verification and enforcement systems to improve transparency, eliminate fraudulent practices, and strengthen regulatory compliance.

He assured members that the Council would continue to uphold integrity, professionalism, and accountability, while addressing attempts by some practitioners to circumvent established standards. According to him, engineering regulation must remain transparent, sustainable, and effective in preventing infrastructure failures across the country.

In his introductory remarks, *Prof. O. A. U. Uche* emphasised the importance of sustaining quality infrastructure development through continuous improvement in engineering practice. He described infrastructure development as a collective responsibility requiring collaboration among government, professional bodies, academia, industry, and private sector stakeholders. In this vein, he, therefore, called for stronger synergy in advancing engineering excellence and national development.

The *Honourable Minister of Innovation, Science and Technology, Dr. Bosun Tijjani*, stated that science, technology, and engineering remain critical drivers of economic growth, innovation, and public safety. He pledged continued collaboration between the Ministry and engineering regulatory agencies.

Representing the Nigeria Governors' Forum, the *Governor of Plateau State, Barr. Caleb Mutfwang,* opined that engineering is one of the most respected professions globally and emphasised the need to create an enabling environment for engineers to thrive, while sustaining public safety and economic development.

The *National Chairman of the All Progressives Congress (APC), Professor Nentawe Yilwatda*, commended COREN for its achievements in regulating engineering practice. He described engineers as the backbone of national development and praised the Federal Ministry of Works, under the leadership of Engr. David Umahi for the remarkable progress recorded on the four Legacy Road Projects and others across the six geopolitical zones.

He congratulated the Ministry for its commitment to quality infrastructure and affirmed that Nigerian engineers continue to distinguish themselves through professionalism and excellence both nationally and internationally.

UMAHI, NIGER GOVERNOR STRENGTHEN COLLABORATION TO FAST-TRACK FEDERAL ROAD PROJECTS The Honourable Minister of Works, H.E. Sen. Engr. David Umahi, CON, FNSE, FNATE, has reiterated the Federal Government’s determination to accelerate the delivery of ongoing Federal road and bridge projects in Niger State, following a high-level meeting with the Governor of Niger State, His Excellency, Farmer Umaru Mohammed Bago. Speaking during the meeting held at the Ministry’s headquarters, Mabushi-Abuja today, 28 January, 2026, the Minister commended Governor Bago for his untiring efforts toward infrastructure development and urban renewal across Niger State. He noted, with appreciation, that many of the state government's interventions are on Federal road corridors that directly benefit the citizens. Engr. Umahi acknowledged the numerous challenges associated with Federal roads in the State, stressing that road infrastructure development is a shared responsibility, irrespective of jurisdiction. He praised the significant interventions in areas such as Bida, Minna, and Suleja, describing them as impactful urban renewal efforts that have enhanced mobility and boosted economic activities. The Minister assured the Governor of the Federal Government’s strong support, particularly on key projects including the Minna–Suleja Road (71km), which has received approval from the Bureau of Public Procurement (BPP) and is awaiting consideration by the Federal Executive Council (FEC). He disclosed that President Bola Ahmed Tinubu, GCFR, has personally directed that the project be prioritised and assured that any advance intervention funds expended by the Niger State Government would be refunded. On the Jebba and Lambata Bridges, the Minister informed his August visitor that integrity tests and work on the expansion joints are ongoing. Engr. Umahi stressed the urgent need to curb indiscriminate parking, trading activities, and traffic congestion on bridges, which accelerate their structural deterioration. “Bridges are not designed to carry static loads but built for the dynamic flow of traffic,” he advised. He announced plans to engage key stakeholders, including transport unions and tanker drivers, to safeguard national assets and extend the lifespan of bridges. The Minister further disclosed that all ongoing NNPC-funded road projects, nationwide, have now been approved for takeover by the Ministry, in line with Mr. President’s directive. Funding templates are currently being finalised to ensure the seamless continuation of works on such projects. He also directed officials of the Ministry to provide comprehensive status reports on all Federal road projects in the state to enable prompt interventions, where required. Earlier, Governor Bago expressed appreciation to the Minister and his team for their responsiveness and collaborative approach. He highlighted the strategic importance of Niger State as Nigeria’s central corridor linking the North and South, with over 100,000 trucks traversing major routes in the State on a daily basis. The Governor raised concerns about severe traffic congestion, infrastructure degradation, and security challenges along critical corridors, such as Jebba–Lambata–Minna–Suleja. He called for urgent attention to the structural integrity of the Jebba Bridge and other heavily trafficked bridges, emphasising the need for structural testing, traffic control measures, and accelerated rehabilitation works to avert potential disasters. Governor Bago also commended the Federal Government for the ongoing concrete pavement works on the Abuja–Kaduna Expressway and urged that similar durable solutions be applied to other major highways in the country. Both leaders reaffirmed their commitment to sustained collaboration to fast-track federal road projects, enhance road safety, stimulate economic activities, and improve the quality of life for the people of Niger State and Nigerians at large. ...

FG Insists on Speed and Quality as Goronyo Inspects Sokoto–Gusau–Zaria Road Project The Federal Government has reaffirmed its determination to ensure the timely and high-quality delivery of the Sokoto–Gusau–Funtau–Zaria Road Project, warning that contractors who fail to meet agreed timelines and specifications risk sanctions. The Honourable Minister of State for Works, Rt. Hon. Bello Muhammad Goronyo, Esq., stated this on Sunday, 25th January, 2026, during an on-the-spot assessment of reconstruction works along key sections of the 750-kilometre highway spanning Sokoto, Zamfara, Katsina and Kaduna States. Speaking during the inspection of sections from Dange to Shuni in Sokoto State, and onward through Talata Mafara, Maru and Bungudu in Zamfara State, the Minister stressed that the Federal Government would not tolerate undue delays on projects of critical national importance. According to him, the inspection exercise was conducted in line with the directive of President Bola Ahmed Tinubu, GCFR, to ensure strict compliance with approved standards, value for money, and early delivery of projects meant to ease transportation challenges and stimulate economic activities. “I am personally leading senior officials of the Ministry across these states to verify the quality of work being delivered and to ensure that contractors live up to their responsibilities,” Rt. Hon. Goronyo said. He added, “I am also representing the Honourable Minister of Works, Engr. Dave Umahi, GCON, to assess the level of work done and the degree of compliance with approved specifications.” While noting that some sections of the project recorded commendable progress, the Minister expressed concern over the overall pace of execution, stressing the need for contractors to accelerate work in order to reduce hardship faced by road users. He cited the Sokoto–Tureta–Mafara section, which has attained about 27 per cent completion, as relatively encouraging, but expressed dissatisfaction with the Mafara–Maru–Gusau section, where progress stands at approximately 16 per cent, describing it as unsatisfactory. The Minister warned that the Federal Government is prepared to restructure the project scope on underperforming sections, including restricting contractors to shorter distances and reassigning outstanding portions to more competent firms if noticeable improvement is not achieved. Rt. Hon. Goronyo explained that earlier challenges linked to compensation for affected properties had been resolved, crediting the intervention of Governor Ahmed Aliyu of Sokoto State for facilitating payments and ensuring community cooperation. He also acknowledged the role of the National Security Adviser, Malam Nuhu Ribadu, in coordinating security support that has enhanced safety for workers and equipment along the corridor. Reiterating the Federal Government’s broader infrastructure strategy, the Minister noted that the adoption of concrete pavement technology under the Tinubu administration is aimed at delivering more durable, cost-effective, and long-lasting road infrastructure nationwide. He further highlighted the ongoing 1,068-kilometre Sokoto–Badagry Super Highway Project as a landmark initiative that revives the long-standing vision of former President Shehu Shagari, adding that it would significantly enhance connectivity, boost trade, and promote national integration. Rt. Hon. Goronyo commended President Bola Ahmed Tinubu, GCFR, for infrastructure development the priority it deserves, describing road infrastructure as a critical enabler of economic growth, national integration and shared prosperity. He noted that the President’s unwavering commitment to revitalising key transport corridors across the country is already yielding tangible results under the Renewed Hope Agenda. Goronyo also praised the Honourable Minister of Works, Engr. Dave Umahi, GCON, for his hard work, visionary leadership and dedication to delivering the mandate of the Ministry, adding that the ongoing reforms and adoption of durable construction standards reflect a clear focus on value, sustainability and long-term impact. “The Renewed Hope Agenda is about results. Nigerians deserve roads that last and projects that are completed on time, and this administration is committed to delivering just that,” the Minister stated. FG RECORDS SIGNIFICANT PROGRESS ON KEY ROAD PROJECTS IN JIGAWA STATE In accordance with one of the eight items on the Renewed Hope Agenda of the Administration of His Excellency, President Bola Ahmed Tinubu, GCFR, which is the enhancement of infrastructure and transportation as enablers of growth, a Media Tour of ongoing projects in the North West Zone has been concluded with Jigawa State. The Tour also featured the Commissioning of Emergency/Special Intervention Projects in the State. The exercise showcases the Federal Government’s determination to deliver critical road infrastructure to Nigerians, with substantial progress recorded on several ongoing works and the pouring of encomiums by host communities across the states. Speaking in Gumel, the Federal Controller of Works (FCW), Jigawa State, Engr. Yusuf Mahmoud, disclosed that work is progressing on the Reconstruction of the Kwanar Danja–Tsalle–Hadejia Road. The project, being executed by Gerawa Global Engineering (Nigeria) Plc, is a 117-kilometre (Phase 1) reconstruction awarded in February 2022. The scope of work includes reconstruction of the existing carriageway, construction of lined drains, and installation of culverts to improve drainage, enhance road durability, and protect adjoining communities from flooding. Engr. Mahmoud explained that although the project was initially scheduled for completion in February 2025, delays were encountered due to challenges related to advance payment and budgetary provisions. He, however, noted that these issues have since been fully resolved, enabling the contractor to return to the site with renewed momentum. “It has attained about 75 per cent completion, with nearly 79 kilometres already reconstructed. Construction is ongoing simultaneously from the Gumel and Hadejia ends, with two teams (gangs) deployed to fast-track delivery,” he stated. The Project Manager of the company, Engr. Ibrahim Abubakar, confirmed that the company has mobilised extensive equipment, multiple asphalt plants, and deployed more personnel along the remaining alignments to accelerate completion. “With all challenges being surmounted, we are working with two construction gangs from both ends of the road. Our target is to complete the project before December 2026, ahead of the revised completion date of February 2027,” he confirmed. He further assured a cordial relationship with host communities, explaining that temporary work stoppages during peak rainy periods were unavoidable due to safety and technical considerations. The Chairman, Nigeria Union of Road Transport Workers (NURTW), Gumel Branch, Salisu Muhammed, alongside another stakeholder, Mas’ud Usman, expressed satisfaction with the work, noting that travel time and cost of transportation, as well as vehicle maintenance have significantly reduced compared to the previous condition of the road. They commended the present administration for its commitment to road infrastructure development. The team also assessed progress on the Kunya–Kanya–Babura–Babban Mutum Road, a 47-kilometre rehabilitation project being executed by CRCC Construction Company (Nigeria) Limited. While briefing, the FCW, Engr. Mahmoud disclosed that the project has reached 82 per cent completion, with about 37 kilometres already rehabilitated. The remaining sections are expected to be completed within the year, following the resolution of earlier challenges. He noted that upon completion, the road will significantly boost cross-border trade due to its proximity to the Nigeria-Niger border, facilitate the movement of agricultural produce, and enhance regional connectivity. The Project Manager of the construction firm, Mr. Du For, highlighted the strong collaboration between Nigeria and China, assuring that the company remains committed to executing the project in tandem with approved specifications. Members of the benefiting communities on the corridor and road users thanked the Federal Government for hearing their complaints and for its inclusivity. Malam Audu Ibrahim stated that “The Government is trying and we really like the President because of the road. It has opened up business opportunities,” he added. In addition, the Chairman, Nigeria Union of Journalists (NUJ), Jigawa State Council, Comrade Ismail Ibrahim, commissioned, on behalf of the Minister of Works, the Special Repairs of the Kano State Border–Dutse–Kiyawa–Bauchi State Border Road, an emergency intervention project approved under the 260 Emergency Road Projects. The project commenced in March, 2024 and was completed in December 2024, restoring the road from a severely deteriorated condition to a safe and motorable state. A community representative, Mustapha Isah, expressed appreciation for the quick response, while appealing for the provision of additional drainage infrastructure to address perennial flooding challenges. At the conclusion of the National Media Tour to the North-West, the Senior Special Adviser to the President (SSA-P) on Community Engagement, North-West, Hon. Abdullahi Tanko Yakasai, once again, commended the Federal Government for prioritizing road infrastructure in Jigawa State, describing the projects as critical to the state’s agrarian economy. He added that the projects align with the Renewed Hope Agenda of President Bola Ahmed Tinubu, GCFR, and commended the Honourable Minister of Works, Sen. Engr. David Umahi, CON, FNSE, FNATE, the Minister of State, Bello Muhammad Goronyo, Esq., and all stakeholders for their sustained efforts to improve Nigeria’s road infrastructure. ...

Works Ministry Sensitizes Directors on Asset Declaration, Infringement

The Federal Ministry of Works and Housing has organized a sensitization workshop for its directors on strict compliance with Asset Declaration Processes, Code of Conduct and the consequences attached to infringements.

Declaring the workshop open, the Permanent Secretary of the Works and Housing Ministry, Bashir Nura Alkali, said that the purpose of the workshop was to enlighten the participants on the provisions of the Code of Conduct Bureau and Tribunal and its application as they relate to Asset Declaration.

Alkali, represented by the Director Highways Planning and Development in the Ministry, Engineer Uzor Chukwuwinke Ogbona, pointed out that it had become imperative to organize the workshop because of the increasing cases of allegation of infringement of the codes by public officers thereby resulting to frequent invitations for questioning by the Bureau.

"This has become necessary in view of the report of increasing cases of alleged breach of the provisions of the Act by our officers occasioning their invitations for questioning by the Bureau," he said.

Accordingly, he added that all the other levels of the officers in the ministry would go through a similar workshop because of the sensitivity and importance of Asset Declaration to public officers.

"Given the importance and seriousness attached to the issue, the Ministry is determined to ensure that this enlightenment programme is cascaded to all levels of officers from the Directorate cadre downwards," he added.

Engr. Uzo implored participants to use the opportunity of the workshop to ask pertinent questions on issues that needed clarity, pointing out that the facilitators were experts in the field recommended by the Code of Conduct Bureau that could respond to these questions.

In his goodwill message, the Chairman of the Code of Conduct Bureau, Professor Muhammed Isah who was represented by a member of the Bureau, Professor Samuel Ogundare, informed the participants that in a bid for government to ensure that public officers maintained a high level of integrity while discharging their duties, a set of codes have been established to guide them.

He explained that the codes specify the standard of integrity expected of public officers as well as how to meet them, adding that safety of public officers has been captured in the codes in discharging their duties.

The Chairman urged the participants to oblige the Bureau with suggestions from their experiences on how to minimize infringement of the codes.

" It is also our wish that since most of you will be exiting from the service soon, you will share your experiences with us on how we can minimize the judgement in these codes,"Professor Ogundare said.

In her presentation, Mrs. Ofor Ijeanuli, a Deputy Director from the Code of Conduct Bureau, in her paper presentation titled: Code of Conduct Act & Code of Ethics in Government Business, mentioned that there are fourteen codes synonymous to rules guiding the public officers of which Asset Declaration is one of them.

She noted that civil servants were mandated to declare their assets every four years within the period of years they are still in service of the Federal Republic of Nigeria, pointing out that failure to do that was an infringement.

Explaining further, Ofor stated that public officers are expected to submit a written declaration of all their properties, assets and liabilities and those of their unmarried children under the age of eighteen years including their spouses that are not working.

Accordingly, she disclosed that, the Code of Conduct for Public Officers should serve as a mechanism for continuous self-assessment by public officers to meet up with public expectations, scrutiny and evaluation, noting that any property acquired in abuse of or corruption in office will be forfeited to the state.

It was a very fruitful discussion in which a large number of the Director's participated in with genuine questions asked and explicit answers given by the officials from the Code of Conduct Bureau in the Ministry's Headquarter conference room in Mabuchi, Abuja.

Welcome Address by The Permanent Secretary, Federal Ministry Of Works And Housing, Bashir Nura Alkali, FCA, FCTI Represented by the Controller Yobe State, Engr O. B. Akinmade at The Commissioning of The Construction of Nguru-Gashua-Bayamari Road Section II, Phase I (Gashua-Bayamari) and Rehabilitation of Nguru-Gashua Bayamari Road Section I (Nguru-Gashua) Phase II in Yobe State on Saturday, 2nd July, 2022.

PROTOCOLS
       It is my great pleasure to welcome you all to this significant event in the affairs of our National life. I welcome all the eminent and distinguished invited guests to the occasion of the commissioning of the second phase of the completed roads across the country.
2.       On behalf of the Honourable Minister Babatunde Raji Fashola SAN, Directors and Head of Units, Federal Ministry of Works & Housing, I welcome all distinguished invited Guests, the Royal Fathers and the entire people of Yobe State to this event.
3.       As part of President Muhammadu Buhari’s developmental agenda of addressing road infrastructural development across the length and breadth of Nigeria, the Federal Government as a policy direction focused on the completion of several on-going projects to stimulate economic development, job creation and promoting local content. The focus is to link the major arterial roads to Refineries, Ports, tertiary institutions and high volume commercial centres with a view to reducing travel times, vehicle maintenance costs, safety and security of commuters etc.

4.       The Ministry has successfully completed several roads and maintained several bridges to ensure that road users have a rewarding road travel experience. Several other roads and bridges are at various stages of completion such as the 2nd Niger Bridge and its approach road, Dualization of Abuja-Kaduna-Kano, Loko-Oweto Bridge linking Nasarawa to Benue States, Dualization of Enugu-Portharcourt Expressway, Bodo-Bonny Brigde, Lagos-Ibadan Dualization project, to mention just a few.
5.       We have now entered the season of completion and handover of several roads and bridges projects across the country. Recently, 5-roads were commissioned by Mr. President who was represented by the Cabinet Ministers from the states where the projects were sited such as:
i.   Commissioning of Sokoto-Tambuwal-Jega-Kotangora-Makere Road, Phases I&II in Kebbi State;
ii.   Vandeikya-Obudu Cattle Ranch Road Phases I&II in Benue State;
iii.   Nenwe-Oduma Road Sections I&II in Enugu and Ebonyi States;
iv.   Kano-Maiduguri Section III (Azare-Potiskum) in Bauchi/Yobe States; and
v.   Kano-Maiduguri Road Section II Shuwarin-Azare, with spur from Dutse to Kwanar Huguma in Jigawa/Bauchi States.
6.        In this phase of the commissioning, Mr. President approved the commissioning of the following roads:
i.   Rehabilitation of Efon Alaaye-Erinmo-Iwaraja Road In Ekiti/Osun States;

ii.   Isoko Ring Road in Delta State;
iii.   Rehabilitation of Hadeija-Nguru Road, Phase II CH 40+000-CH 73+150 Kirikasama-Nguru in Jigawa State;
iv.   Completion of Gombe-Numan-Yola Road Phase II (Gombe-Kaltungo) in Gombe State;
v.   Construction of Nguru-Gashua-Bayamari Road Section II, Phase I, (Gashua-Bayamari), Yobe State;
vi.   Rehabilitation of Nguru-Gashua-Bayamari Road Section I (Nguru-Gashua) Phase II in Yobe State;
vii.   Rehabilitation of Lafia-Obi-Awe-Tunga Road in Nasarawa State.
7.       As we complete the commissioning of this road here in Yobe State, the train will move to Nasarawa State and on to the others.
8.        Our joy is that Nigerians are benefitting from the fruits of democracy and the promises made by the present Administration. These projects have created direct and indirect jobs as well as provided socio-economic benefits that the magnitude of such projects carries with it.
9.   At this juncture, I welcome you all once again to the commissioning ceremony of this laudable road project in Yobe State.
