FG COMMISSIONS REHABILITATED SECTIONS OF GWADA-SHIRORO ROAD, RESTORES CONNECTIVITY AND SAFETY IN NIGER STATE AND BEYOND 

The Federal Ministry of Works has officially commissioned the completed critically failed sections of the Gwada–Shiroro Road Section 1 in Niger State, alongside Emergency Repairs of Embankment Washouts and the Construction of a 2-Cell Box Culvert on the same alignment. The projects are part of the 260 Emergency/Special Intervention Projects carried out, nationwide, by the Renewed Hope Administration of His Excellency, President Bola Ahmed Tinubu, GCFR in order to salvage the nation’s road network. It signals a significant milestone in restoring connectivity, safety, and economic activities in the affected areas.

Speaking at the commissioning ceremony, which forms an integral component of a National Media Tour, the Federal Controller of Works (FCW) in Niger State, Engineer Eyitayo Aluko, welcomed members of the Council for the Regulation of Engineering in Nigeria (COREN), Nigerian Society of Engineers (NSE), Civil Society Organisations (CSOs), community leaders, residents, members of the press, and other stakeholders. He informed the gathering that he represents the Honourable Minister of Works, His Excellency, Sen. (Engr.) David Umahi CON, FNSE, FNATE in the State, describing the intervention as “two projects in one.”
Engineer Aluko explained that the ceremony site was previously a critical failure point on the road, where a one-cell pipe culvert had collapsed due to its flawed design and overburdenedness. The collapse of the culvert severely disrupted the movement of people, goods, and services, moving in and out of Gwada town into a major challenge for commuters and residents.

“Before our intervention, movement through Gwada was a nightmare. The pipe cover here was inadequate and eventually collapsed. We had to intervene urgently,” said the Controller. According to him, the Ministry improved the infrastructure by replacing the collapsed one-cell pipe culvert with a two-cell box culvert measuring 2.0m x 2.0m, significantly enhancing water flow capacity and structural stability, and durability. He noted that the project has since been completed and traffic has fully resumed.
In addition to the construction of the culvert, the FCW disclosed that several failed sections of the Gwada–Shiroro Road were rehabilitated to improve travel time, road safety and reduce wear and tear of vehicles. The scope of work included embankment washout remediation, construction of the box culvert, laying of stone base, granular course, and asphalt surfacing.
The projects were awarded to Messrs Wise Spin Limited and Messrs High Dee Construction Limited, and have been substantially completed and put to use.

Also speaking at the occasion, the Representative of  COREN, Engineer Dr. Bala Saliu, who is also the Chairman of the Engineering Regulation Committee of COREN, Niger State Chapter, commended the intervention, describing it as professional, timely, and impactful.

“This intervention speaks for itself. The project has been put to use, and you can see the community's happiness. Despite how remote this area is, its economic and social importance cannot be overemphasised,” he further noted.

He added that similar critical areas exist across Niger State and expressed confidence that the Federal Government would continue to intervene to ease the challenges faced by commuters and residents.

The Secretary General, NSE, Minna Branch, Engineer Abubakar Kawu also praised the delivery of the two projects. He described the Gwada–Shiroro Road as a strategic route that required urgent attention.
“This timely intervention has significantly reduced road accidents and increased socioeconomic activities. This road leads to the Shiroro Hydroelectric Power Station, a major contributor to power generation in Nigeria,” he recalled. He further stated that the road rehabilitation would positively impact the power and energy sectors, while affirming that the project meets required engineering standards and professional regulations.

The Mai Anguwa (Ward Head) of the immediate benefiting community, Alhaji Alhassan Zarumi, expressed deep appreciation to the Federal Government for extending the nationwide road intervention initiative to his people. He described the road as a former “death trap” and emphasised its importance as a link to the Shiroro Power Station and other surrounding towns and villages.

“If this place were not repaired, I wonder if we would be passing here today. Now, we can move freely and safely. We thank the Federal Government, the Engineers, and the contractors for a job well done,” he said.

In his remarks before performing the ribbon-cutting ceremony, the Vice Chairman of the Nigeria Union of Journalists (NUJ), Niger State Chapter, Comrade Uriah Tsado Gana, thanked President Tinubu and the Minister of Works for ensuring the successful completion of the project.

The Team visited ongoing works on the Bida–Lemu–Wushishi–Zungeru Road, Phase 1, which commences from Yesso Junction in Bida Town to Yazhigi. Giving an update on the progress of work, the FCW revealed that the road shoulders are being constructed with 200mm thick concrete, and that approximately 16 kilometers of asphaltic binder course have been completed out of the 29.5-kilometer project length - representing about 40 percent completion. He added that the contractor is actively on site and is expected to complete the binder course within the next two months, after which the asphaltic wearing course will be applied.

The Project Manager of Gerawa Global Engineering Limited, Engineer Adam S. Adam, corroborated the update and highlighted initial challenges faced during project execution, including security concerns and attempted kidnappings. He disclosed that with the support of the Ministry, community leaders, and security stakeholders, these issues have been fully resolved and work is ongoing. “We are now working day and night. The problems have been resolved completely, and the quality of work speaks for itself,” he stated.

Also present was the NSE official, Engineer Aliyu, who attested to the project’s compliance with engineering standards and professional ethics, giving kudos to the company handling the work.

The Ministry continues to demonstrate its commitment to enhancing national road infrastructure with the execution of major highway projects across Niger State, aimed at improving connectivity between the Northern and Southern parts of the country, guaranteeing safety, and enabling socio-economic development. Another strategic project underway in the State is the Jebba–Mokwa–Bokani Junction Road (Section II), which forms part of the Trans-Sahara Road Network, linking Lagos in the South West geopolitical zone to Northern Nigeria through Kwara State.

The route is a vital artery that carries heavy volumes of articulated traffic on a daily basis. And the project is redesigned as a Dual Carriageway with a pavement structure consisting of 7.3-metre-wide asphaltic concrete carriageways on each side, complemented by 3.0m and 2.75m wide surface-dressed shoulders. The pavement layers include a 200mm thick sub-base, 275mm stone base, and two asphaltic concrete layers of 75mm binder course and 50mm wearing course.

The road section commences at the northern end of the River Niger Bridge in Jebba and terminates at the Bokani Junction, with a total length of 46.0 kilometres. It involves the construction of an additional carriageway that intersects the existing one at various alignments, traversing farmlands, settlements, and diverse terrains, including hills, valleys, streams, and ridges. Interchanges will also be constructed at major intersections to facilitate free-traffic flow. The project is being executed by Messrs CGC (Nigeria) Limited.

In addition, the Federal Government is presently rehabilitating the Minna–Zungeru–Tegina Road (Section I), also a major transportation link connecting Northern and Southern Nigeria and a vital route for the movement of industrial and agricultural goods. The road has suffered severe deterioration over the years, characterized by deep potholes, failed carriageway sections, frequent accidents, and prolonged travel time.

Section I of the project stretches 94.987 kilometres from Minna to Tegina, comprising a 10.90km dualised urban section within Minna town and an 84.087-kilometre single carriageway through inter-urban and non-urban areas. The scope of work includes the rehabilitation of the single-carriageway sections and overlay of the existing dual carriageway, which remains in fair condition. The road traverses about eighteen communities, including Maikonlele, Kuyi, Gusase, Zungeru, Akusu, Garum Gabas, and Gatako, terminating at Tegina.

The existing infrastructure includes several pipe and box culverts, as well as seven bridges, many of which are slated for repair and maintenance due to siltation and structural degradation. The project is being handled by Messrs Develevo (Nigeria) Limited in partnership with Messrs HMF Construction Limited.

Similarly, Section II of the Minna–Zungeru–Tegina Road, covering the Tegina–Kontagora axis, is also receiving intervention. This section is a single carriageway extending from Tegina to Kontagora, with its zero chainage at a Y-Junction off the Mokwa–Makera–Kaduna State border road and terminating at the Kontagora roundabout. The road passes through several semi-rural communities, including Gimi, Babban Gona, Mariga, Bobi, Beri, Tungan Ahmadu, Tadali, and Machanga.

The existing carriageway, though originally constructed to standard specifications, has suffered erosion of shoulders and deterioration of pavement in several sections. The project includes the replacement of substandard culverts, desilting of existing drainage structures, and maintenance works on six bridges along the corridor to ensure structural integrity and improved hydraulic performance. The contractor handling this section is Glamor Engineering Nigeria Limited.

Upon completion, these projects are expected to significantly reduce road accidents, shorten travel time, improve the movement of goods, both industrial and agricultural, and strengthen economic activities across Niger State and its neighbours. The Administration remains committed to delivering quality road infrastructure that enablers of national growth and improves the quality of life of Nigerians. Road users, members of the benefiting communities along the corridors visited, and different stakeholders were full of praises to Mr. President’s infrastructure renaissance.

HON MINISTER OF WORKS, DEPLOYS MINISTRY’S PERSONNEL, MAINTENANCE TEAM OF  CONCESSIONAIRE TO THE RECENTLY FLOODED SECTION OF COMPLETED LAFIA-MAKURDI ROAD, TASKS THEM ON PERMANENT SOLUTION TO FLOODING ALONG THE CARRIAGEWAY -APOLOGIZES TO MR. PRESIDENT, ROAD USERS FOR THE EMBARRASSMENT CAUSED BY NEGLIGENCE OF THE CONCESSIONAIRE WHOSE DUTY IS TO OPERATE AND MAINTAIN THE ROAD. In a passionate response to the flooding situation that occurred along Lafia-Makurdi road that severely disrupted traffic flow on 18th June 2025, the Honourable Minister of Works, His Excellency, Sen. Engr. Nweze David Umahi, CON has directed the immediate deployment of the Ministry’s personnel and the maintenance team of China Harbour Operations and Maintenance Company, concessionaire for Abuja-Keffi-Akwanga-Lafia-Makurdi road to bring effective and permanent solution to flood disturbances along the road. In a Press Statement made in his office on 19th June 2025, the Honourable Minister condemned the unfortunate negligence by the concessionaire whose duty under the Highways Development  Management Initiative (HDMI) of the Federal Government is to operate and maintain the road. “We have got information on the unfortunate flooding of a section of Keffi-Makurdi road which is under HDMI, that is, a PPP with China Harbour. We know that the project has been completed and it is tolled, but unfortunately yesterday there were a lot of debris that covered an existing culvert there and that led to flooding but in the midst of that rain we deployed our Ministry of Works personnel in Makurdi State and also the China Harbour personnel and they had to go to the inlet of the culvert and removed all the debris and the flood has been totally evacuated.” That section of the road has been reinstated He directed the concessionaire to critically assess the primary cause, provide a permanent solution to flooding along the carriageway, and take all steps necessary to prevent future occurrence. "We apologize very profusely to Mr. President and  Nigerians, for the embarrassment, this unfortunate incident caused him and Nigerians." He commended the President for his fatherly intervention in the unfortunate incident in Benue State. "We also commend Mr. President very highly for his fatherly role in Benue State. His visit there has made a lot of impact in the lives of the people of Benue State and everyone living in that place. With God on his side, Benue people shall see sustainable peace and progress." Speaking earlier during the courtesy visit of the Managing Director/CEO of Citibank Nigeria Ltd, Nneka Enwereji, the Honourable Minister  highlighted some of the initiatives of Federal Government of Nigeria under the present administration to improve the quantity and quality of the road assets in Nigeria, especially the initiative to construct the four Renewed Hope Legacy Projects which are critical road infrastructure necessary for the economic advancement of the nation. He sought for the partnership of the bank by investing on any of the Renewed Hope Legacy Projects “I'm happy to have Citibank Executives here in my office today to discuss how they can partner with us over the four Legacy Projects of President Bola Ahmed Tinubu, GCFR and also other infrastructural developments in the country. We have had a very fruitful meeting, and I am very happy that the efforts of Mr President on external inflow is yielding desired result and that the international community has commended him very highly on his transformative reforms. This project shall be realized by the courage and commitment of President Bola Ahmed Tinubu GCFR.” In her mission statement, the Managing Director/Chief Executive Officer of Citibank Nigeria Ltd, expressed the willingness of the Bank to partner with  Federal Government of Nigeria through sustainable investment and funding in the development of those projects that would make a positive impact to the progress of the country. PPP IS SOLE DRIVER OF INFRASTRUCTURAL DEVELOPMENT -Barrister Goronyo The Nigeria Public-Private Partnership  (PPP) Summit 2025,  hosted by the Infrastructure Concession Regulatory Commission (ICRC), had the theme: Role of Public-Private Partnerships in Delivering the Renewed Hope Agenda". Its aim was to assemble policymakers, investors, and industry leaders to engage in insightful discussions about the evolving landscape of infrastructure in Nigeria and its global implications. The Summit, which held on June 17 and 18 at the State House Banquet Hall and Congress Hall, Transcorp Hilton in Abuja, Nigeria, also explored how collaborative efforts between the public and private sectors can drive transformative change. The Federal Ministry of Works, which is a major stakeholder in this initiative, was represented at the event by its Minister of State, Barrister Bello Mohammed Goronyo, who presented to the Summit, the perspective of his ministry on Highway Development and Management Initiative ( HDMI) and various concessions  under PPP arrangements like the 227.2km Akwanga-Lafiya -keffi and the recently signed 127km Benin-Asaba Barrister Goronyo actively participated in and impacted on.the panel discussion, where he emphasised the commitment of the administration of President Ahmed Bola Tinibu to fix Nigeria's  infrastructural deficit, revealing that Nigeria has over 200,000km of roads 35,000,km of which are of Federal. He told the Summit that the current government inherited over 2,600projects, with a total worth of about 19 trillion, explaining that since the nation's  budget cannot fund  these projects, there is a necessity for PPP as a feasible option.  The Minister pointed to the need for concessionaires to be open and transparent in their agreement because "we cannot in the name of PPP,  mortgage our country by signing agreements that tend to favour concessionaires." WORKS MINISTER ORDERS TERMINATION OF CONTRACT WITH LEVANT CONSTRUCTION LTD ON BENIN- SAPELE-WARRI ROAD PROJECT FOR NON-PERFORMANCE DIRECTS JOINT MEASUREMENT. DESCRIBES AS ABSOLUTELY UNFOUNDED MALICIOUS AND UNCHARITABLE SPECULATIONS THAT THE NORTH IS BEING MARGINALIZED ON ROAD INFRASTRUCTURE DEVELOPMENT UNDER THE RENEWED HOPE ADMINISTRATION The Honourable Minister of Works,His Excellency, Sen. Engr. Nweze David Umahi CON has ordered the termination of the contract with Levant Construction Ltd on the reconstruction of Benin-Sapele-Warri Road (Section 1: Benin - Imasabor) being executed under Road Infrastructure Development and Refurbishment Investment Tax Credit Scheme, due to non-performance. In a briefing after a meeting with the Chief Executives of GELD Construction Ltd and SKECC Nigeria Ltd over the delay in the execution of the Benin-Sapele-Warri road project held in his office, Mabushi-Abuja on 17th June 2025, and which had in attendance, the Honourable Minister of State for Works, Rt. Hon. Bello Muhammad Goronyo Esq, the Permanent Secretary Federal Ministry of Works, Engr.Olufunso Adebiyi, and directors of key departments, the Honourable Minister  expressed disapproval over the failure and/or neglect of Messrs Levant to live up to expectation in their contractual duties in respect of the section of the road awarded to them. He stated, “We have three sections there. We have the Levant section. Unfortunately, Levant has not lived up to expectation. We even had to intervene and beg the Governor of Edo State to please get the worst sections of that route done. We divided the worst sections into two and told Levant to concentrate on one part. While the Governor of Edo State intervened,which I think is about 23 kilometers for N35 billion, and that section the Governor of Edo State intervened is ongoing very well, Levant has since left site. We gave them a series of warning letters. We also gave them the last termination notice. When a termination notice is given to you, it is for you within 14 days to go back to the site and begin to do those things you were not doing. This time is for them to remobilize to the site and for them to work, but they did not respond." He directed the Permanent Secretary get the job properly terminated and write them a letter for a joint measurement, and also to write their bank to request for repayment of the APG failing which the matter would be taken to EFCC. The Honourable Minister, however, expressed satisfaction with the outcome of the discussion with SKECC Nigeria Ltd and Geld Construction Ltd over the need for them to step up work on the respective sections of the road project being handled by them. He commended the Governor of Delta State, His Excellency, Rt. Hon. Sheriff Oborevwori and the Governor of Edo State, His Excellency,Rt Sen. Monday Okpebholo for their interventions on some kilometers of that road project. “I have called the Governor of Delta State, and I commend him for the very beautiful work he's doing. Three flyovers at the same time, beautiful flyovers. In this country, we need such beauties. We have also learned from that design. So we appealed to him to get any contractor within that zone to put ten kilometers with reinforced concrete. He has accepted to do that. So I commend him very highly, which means that the Governor of Edo State is intervening in that section, and the Governor of Delta State is intervening in that section. We are grateful to them." On the jobs by Messrs SKECC and Messrs Geld, the Honourable Minister stated, “SKECC has about one kilometer which they started with milled asphalt, yes the money in the budget for SKECC within their own section, NNPC allocation, is exhausted. But we are pleading with them to go back and remedy this one kilometer that they have milled the existing asphalt." For Messrs Geld, he said, "Geld has accepted to go back to their own section, and we've agreed to review their project to cater for the unforeseen circumstances that they encountered. So they are going back to the site, and we've agreed to work very well with them. And we're happy about that. And the second job they have, which is  Lokoja-Abuja road, we've also agreed that they should go back to the site and review the project, because as of today, the asphalt cost is 9,000 per square meter, whereas  asphalt is about 30,000 per square meter. So they are going back to the site on trust, and we're going to do that. And then you get to Itoki – Ikorodu road, which is 34 kilometers. We've agreed with them on all the  issues. They are going back to the site, and I thank Mr. President for his interest in all the projects in the federation.” While reacting to  statements by some groups who purport to  speak on behalf of Northern Elders and who alleged that the Federal Ministry of Works is doing more projects in the South than in the North, the Honourable Minister debunked such impressions as false and misleading, noting that the Renewed Hope administration of President Bola Ahmed Tinubu, GCFR, has been consistently inclusive in the implementation of road and bridge projects across the six (6) Geo-Political zones, both in the execution of the inherited ongoing road projects and in the distribution of the Renewed Hope road Legacy Projects. While recounting  the numerous ongoing projects  in the north, he stated, “ In this ministry, we don't count where anybody came from. We don't count where projects are cited. We are using the example of Mr. President who came on board. He took all the inherited projects of the ministry and continued to go with them. He didn't want to know  the lopesidedness of the projects. For example, this Tax Credit of NNPC is only 5% in South West and 4% in South East, Niger State has 26% alone. So, he didn't want to care about where these inherited projects are. He had to, as a very unique leader, take over the entire thing, and he's going on with them. And so we should stop looking at a project as it's coming from the North, it's coming from the South because the Southern people use the roads of the North, and the Northern people use the roads of the South. So we should see ourselves as one people one country, this is very important.” Also responding to other uninformed criticisms on the distribution and funding of projects across the Zones, he said, "they talked about Second Niger Bridge. They talked about Lagos-Ibadan. They said Lagos-Ibadan is ₦195 billion. What they didn't know is that ₦195 billion is the total contract sum from the past administration, and that what this administration is putting to complete the project is only ₦33 billion. So it's not ₦195 billion. They talked about Second Niger Bridge. This section II A is ₦134 billion, and section II B is ₦174 billion. Now, if you look at the projects in the North, just to properly inform the people, you look at Abuja-Kaduna-Zaria- Kano road, Sections I and III. It's ₦252 billion. 30% is already paid for that job. And it's being done with the same quality of Lagos-Calabar Coastal Highway. The job is ongoing. Section II is 164 kilometers, and it is ₦525 billion. And it's being done with concrete, the same quality of Lagos-Calabar Coastal Highway. Mr. President has approved 30% payment, which is   ₦152 billion, and work is ongoing. You come and see the project that was awarded in March 2023, which is the Sokoto-Zamfara-Katsina-Kaduna, a total of 750 kilometers, totaling initial cost of ₦825 billion. That project is ongoing.There was no shovel on the project before we came on board. It's Mr. President that is doing the project. In Sokoto axis, by August, CBC would have completed about 50 kilometers on Continuously Reinforced Concrete, the same quality Lagos-Calabar Coastal Highway project. We have the Mothercat. We have the Tracta. We have the Sectraco working, major top companies that are doing the project. We have Zaria-Nkru project, which is 152 kilometers.That project is ongoing. We have the project that covers the BUA Tax Credit, which is 256 kilometers, that is going through Jigawa, Kano, Katsina. It's also under BUA Tax Credit. We have the Kano Northern Bypass. That project is ongoing. We have Section l of Kano-Maiduguri, 100.9 kilometers by Tracta. That project is ongoing. We have the Dikwa project, which is 52 kilometers in Borno State. That project is ongoing under Dangote Tax Credit.You have the Bama project in Borno State, which is 49 kilometers. That project is ongoing under Dangote Tax Credit. We have section V of the Kano - Maiduguri project being done by CCECC, that project is ongoing. We have the fourth Renewed Hope Legacy Project of Mr. President, which is the Akwanga- Jos-Bauchi-Gombe Superhighway, 439 kilometers. We are completing the design by the directive of Mr. President. It was on flexible pavement. President said, "No, I want it double carriageway, three lanes each, concrete pavement. We have the Maraba-Keffi project, 43 kilometers by two, ₦73 billion by China Harbor. That project is ongoing. We have the Makurdi down to 9th mile Enugu, 260 kilometers by two, which is about a billion U.S. dollar project. That project is ongoing. We have the Manado project in Kebbi State. That project is ongoing. Time will fail me to read out the projects that Mr. President is doing in the North and also doing in the South. So, when you look at the four legacy projects of the President, the North has 52%, and the South has 48%. Let me tell you something. People talk about Lagos-Calabar Coastal Highway. Yes, we procured Section I, which is ₦1.068 trillion, 30% has been paid. We procured Section II, which is the flyovers of Section I and Section II, passing through Dangote Refinery, passing through swamp, which is about ₦1.6 trillion. Yes, we have procured Section III A and III B, which is the end of the project, in Akwa Ibom and  Cross River, which is about ₦1.33 trillion. When you aggregate this thing, this is about 3 point something trillion Naira. But then you get to Kebbi, we have 258 kilometers of one carriageway, which we procured for about ₦958 billion, only one section. The second carriageway is going to FEC. So, when you put the two together, you have about ₦2 trillion on the Kebbi axis alone. Then Sokoto is 120 kilometers, where my brother, the Honourable Minister of State for Works, hails from. We've already procured ₦454 billion for the 120 kilometers. And by the time you procure the second one, you're almost about a trillion. So, the two together are about ₦3 trillion. It is done with the same quality of the Lagos-Calabar Coastal Highway. The one that's coming from Cross River to Ebonyi, to Benue, to Kogi to Nasarawa, to Abuja,  Section I has  been procured which is ₦362 billion for 118 kilometers. It is being procured, and we are just reviewing it to include an additional 5 kilometers of road because of underlying factors. So, Mr.  President is very committed. I've never seen such a unique President." For those who criticize the pace of work on Eleme-Onne project, which is also a Tax Credit project, the Honourable Minister  explained, "When we came on board, the total cost was ₦156 billion for 30 kilometers of the road, and plus decompile towards Akwa Ibom section of the East West road, and then also a bridge at Aleto, and then four flyovers. One flyover has been started at refinery junction, and then Aleto Bridge is ongoing, very beautiful design, 80-meter span there, which is a beauty to behold. Let me say that the contractor, RCC, after the initial fight with them,they are behaving very well and doing  beautiful work now. People were saying that we did not complete one carriageway. We've completed one carriageway. But they now say, oh, if you've completed, why are you doing asphalt on the same carriageway? If you go and check where we are doing asphalt on the same carriageway, you will find out that it is on the location of the flyover. We are not supposed to do that. But because we wanted a seamless traffic movement, we said, "Okay, come and do asphalt in those locations." Works Ministry Sensitizes Directors on Asset Declaration, Infringement

The Federal Ministry of Works and Housing has organized a sensitization workshop for its directors on strict compliance with Asset Declaration Processes, Code of Conduct and the consequences attached to infringements.

Declaring the workshop open, the Permanent Secretary of the Works and Housing Ministry, Bashir Nura Alkali, said that the purpose of the workshop was to enlighten the participants on the provisions of the Code of Conduct Bureau and Tribunal and its application as they relate to Asset Declaration.

Alkali, represented by the Director Highways Planning and Development in the Ministry, Engineer Uzor Chukwuwinke Ogbona, pointed out that it had become imperative to organize the workshop because of the increasing cases of allegation of infringement of the codes by public officers thereby resulting to frequent invitations for questioning by the Bureau.

"This has become necessary in view of the report of increasing cases of alleged breach of the provisions of the Act by our officers occasioning their invitations for questioning by the Bureau," he said.

Accordingly, he added that all the other levels of the officers in the ministry would go through a similar workshop because of the sensitivity and importance of Asset Declaration to public officers.

"Given the importance and seriousness attached to the issue, the Ministry is determined to ensure that this enlightenment programme is cascaded to all levels of officers from the Directorate cadre downwards," he added.

Engr. Uzo implored participants to use the opportunity of the workshop to ask pertinent questions on issues that needed clarity, pointing out that the facilitators were experts in the field recommended by the Code of Conduct Bureau that could respond to these questions.

In his goodwill message, the Chairman of the Code of Conduct Bureau, Professor Muhammed Isah who was represented by a member of the Bureau, Professor Samuel Ogundare, informed the participants that in a bid for government to ensure that public officers maintained a high level of integrity while discharging their duties, a set of codes have been established to guide them.

He explained that the codes specify the standard of integrity expected of public officers as well as how to meet them, adding that safety of public officers has been captured in the codes in discharging their duties.

The Chairman urged the participants   to oblige the Bureau with suggestions from their experiences on how to minimize infringement of the codes.

" It is also our wish that since most of you will be exiting from the service soon, you will share your experiences with us on how we can minimize the judgement in these codes,"Professor Ogundare said.

In her presentation, Mrs. Ofor Ijeanuli, a Deputy Director from the Code of Conduct Bureau, in her paper presentation titled: Code of Conduct Act & Code of Ethics in Government Business, mentioned that there are fourteen codes synonymous to rules guiding the public officers of which Asset Declaration is one of them.

She noted that civil servants were mandated to declare their assets every four years within the period of years they are still in service of the Federal Republic of Nigeria, pointing out that failure to do that was an infringement.

Explaining further, Ofor stated that public officers are expected to submit a written declaration of all their properties, assets and liabilities and those of their unmarried children under the age of eighteen years including their spouses that are not working.

Accordingly, she disclosed that, the Code of Conduct for Public Officers should serve as a mechanism for continuous self-assessment by public officers to meet up with public expectations, scrutiny and evaluation, noting that any property acquired in abuse of or corruption in office will be forfeited to the state.  

It was a very fruitful discussion in which a large number of the Director's participated in with genuine questions asked and explicit answers given by the officials from the Code of Conduct Bureau in the Ministry's Headquarter conference room in Mabuchi, Abuja.

Welcome Address by The Permanent Secretary, Federal Ministry Of Works And Housing, Bashir Nura Alkali, FCA, FCTI Represented by the Controller Yobe State, Engr O. B. Akinmade at The Commissioning of The Construction of Nguru-Gashua-Bayamari Road Section II, Phase I (Gashua-Bayamari) and Rehabilitation of Nguru-Gashua Bayamari Road Section I (Nguru-Gashua) Phase II in Yobe State on Saturday, 2nd July, 2022.

PROTOCOLS
        It is my great pleasure to welcome you all to this significant event in the affairs of our National life. I welcome all the eminent and distinguished invited guests to the occasion of the commissioning of the second phase of the completed roads across the country. 
2.        On behalf of the Honourable Minister Babatunde Raji Fashola SAN, Directors and Head of Units, Federal Ministry of Works & Housing, I welcome all distinguished invited Guests, the Royal Fathers and the entire people of Yobe State to this event.
3.        As part of President Muhammadu Buhari’s developmental agenda of addressing road infrastructural development across the length and breadth of Nigeria, the Federal Government as a policy direction focused on the completion of several on-going projects to stimulate economic development, job creation and promoting local content. The focus is to link the major arterial roads to Refineries, Ports, tertiary institutions and high volume commercial centres with a view to reducing travel times, vehicle maintenance costs, safety and security of commuters etc.

4.        The Ministry has successfully completed several roads and maintained several bridges to ensure that road users have a rewarding road travel experience. Several other roads and bridges are at various stages of completion such as the 2nd Niger Bridge and its approach road, Dualization of Abuja-Kaduna-Kano, Loko-Oweto Bridge linking Nasarawa to Benue States, Dualization of Enugu-Portharcourt Expressway, Bodo-Bonny Brigde, Lagos-Ibadan Dualization project, to mention just a few. 
5.         We have now entered the season of completion and handover of several roads and bridges projects across the country. Recently, 5-roads were commissioned by Mr. President who was represented by the Cabinet Ministers from the states where the projects were sited such as:
i.    Commissioning of Sokoto-Tambuwal-Jega-Kotangora-Makere Road, Phases I&II in Kebbi State;
ii.    Vandeikya-Obudu Cattle Ranch Road Phases I&II in Benue State;
iii.    Nenwe-Oduma Road Sections I&II in Enugu and Ebonyi States;
iv.    Kano-Maiduguri Section III (Azare-Potiskum) in Bauchi/Yobe States; and
v.    Kano-Maiduguri Road Section II Shuwarin-Azare, with spur from Dutse to Kwanar Huguma in Jigawa/Bauchi States.
6.         In this phase of the commissioning, Mr. President approved the commissioning of the following roads:
i.     Rehabilitation of Efon Alaaye-Erinmo-Iwaraja Road In Ekiti/Osun States;


ii.    Isoko Ring Road in Delta State;
iii.    Rehabilitation of Hadeija-Nguru Road, Phase II CH 40+000-CH 73+150 Kirikasama-Nguru in Jigawa State;
iv.    Completion of Gombe-Numan-Yola Road Phase II (Gombe-Kaltungo) in Gombe State; 
v.    Construction of Nguru-Gashua-Bayamari Road Section II, Phase I, (Gashua-Bayamari), Yobe State;
vi.    Rehabilitation of Nguru-Gashua-Bayamari Road Section I (Nguru-Gashua) Phase II in Yobe State;
vii.    Rehabilitation of Lafia-Obi-Awe-Tunga Road in Nasarawa State.
7.        As we complete the commissioning of this road here in Yobe State, the train will move to Nasarawa State and on to the others.
  8.         Our joy is that Nigerians are benefitting from the fruits of democracy and the promises made by the present Administration. These projects have created direct and indirect jobs as well as provided socio-economic benefits that the magnitude of such projects carries with it.
9.    At this juncture, I welcome you all once again to the commissioning ceremony of this laudable road project in Yobe State.
