INFRASTRUCTURE REMAINS CRITICAL TO ECONOMIC GROWTH — PERMANENT SECRETARY TELLS INTERNATIONAL CIVIL SERVICE CONFERENCE 2026 IN ABUJA The Permanent Secretary, Federal Ministry of Works, Mr. Rafiu Olarinre Adeladan, has reaffirmed that infrastructure development remains the foundation of economic growth and sustainable national development, stressing that no nation can attain meaningful progress without substantial investment in critical infrastructure. Speaking at the International Civil Service Conference 2026 held on Thursday in Abuja, the Permanent Secretary described infrastructure as a key driver of economic transformation, noting that the present administration has prioritised infrastructure and transportation as central pillars of national development. According to him, countries such as the United States, the United Kingdom, Germany, and South Africa have continued to achieve significant economic advancement through deliberate and sustained investments in roads, railways, power, and other essential infrastructure. He explained that infrastructure plays a strategic role across all sectors of the economy, including agriculture, transportation, commerce, and oil and gas, by facilitating the movement of goods and services, enhancing productivity, attracting investments, and improving the quality of life of citizens. Adeladan further disclosed that the Federal Ministry of Works has adopted modern and resilient road construction technology known as Continuously Reinforced Concrete Pavement (CRCP), in line with global best practices and in response to the growing impact of climate change on road infrastructure. He noted that although CRCP roads require higher initial construction costs, they are more durable, environmentally sustainable, cost-effective over time, and capable of withstanding heavy traffic loads for up to 50 years with minimal maintenance. Addressing the challenges confronting infrastructure development in Nigeria, Adeladan identified inadequate funding as a major constraint, particularly given the enormous resources required to bridge the nation’s infrastructure deficit. He explained that government alone cannot provide all the funding needed for infrastructure development, hence the increasing adoption of Public-Private Partnerships (PPP) and concession arrangements for major road projects nationwide. The Permanent Secretary stressed the importance of designing infrastructure projects with clear developmental objectives, sustainability, climate resilience, and community needs in mind, noting that infrastructure investments must deliver tangible socio-economic benefits and long-term public value. Also speaking at the conference, the Permanent Secretary, State House, Mr. Temitope Peter Fashedemi, underscored the importance of proper planning and climate-conscious infrastructure delivery to mitigate losses caused by flooding, erosion, and poor maintenance culture. In his remarks, the Director-General/Chief Executive Officer of the Infrastructure Concession Regulatory Commission (ICRC) emphasised that Nigeria’s huge infrastructure gap requires stronger private sector participation, noting that sustainable infrastructure financing can only be achieved through an enabling environment that guarantees investor confidence and reasonable returns on investment. The conference brought together top government officials, policymakers, development experts, and other stakeholders to deliberate on strategies for strengthening infrastructure delivery and promoting sustainable national development through innovation, technology, and collaborative partnerships. The Permanent Secretary added that the adoption of concrete pavement technology promotes local content development through the utilisation of locally sourced materials and labour, thereby creating employment opportunities and stimulating economic growth.
He cited the Benin–Asaba Road and the Abuja–Keffi–Akwanga corridor as examples of projects already concessioned to ensure sustainable maintenance, improved efficiency, and enhanced service delivery.
Similarly, the Permanent Secretary, Federal Ministry of Water Resources and Sanitation, Dr. Emanso Umobong, advocated the integration of technology, smart city concepts, community participation, and human capital development in infrastructure planning and implementation.

FG INTERVENES IN NNPCL-FUNDED PROJECTS, REASSURES OF CONTINUITY AND PAYMENT *— No Project Stalled, No Payment Lost* The President, His Excellency, Bola Ahmed Tinubu, GCFR, through the Federal Ministry of Works, has swiftly intervened in the ongoing concerns surrounding the potential discontinuation of funding for road infrastructure projects under the Nigerian National Petroleum Corporation Limited (NNPCL) Tax Credit Scheme. Speaking during a high-level engagement held on 31 July 2025 at the Ministry’s headquarters in Abuja with the affected contractors, the Honourable Minister of Works, Engr. David Umahi, CON, FNSE, FNATE relayed Mr. President’s message, reaffirming the administration’s unwavering commitment to infrastructure development. He assured stakeholders of continuous funding and guaranteed that no project would be abandoned. Addressing the issue of unpaid certificates under the NNPCL Tax Credit Scheme, the Minister moved to dispel fears within the contractor community. He clarified that the majority of projects under NNPCL’s funding will remain unaffected. Furthermore, he assured the contractors, particularly those working on concession-bound roads, that before such projects are handed over to prospective concessionaires, who have proof of funds and capacity to perform, all debts and outstanding entitlements to such contractors will be fully paid for. Engr. Umahi directed that all contractors and field officers return to the sites and resume work immediately. He emphasised that updated project documentation, including revised scopes for critical corridors like the Lokoja–Benin Dual Carriageway and all other projects must be submitted within seven days. He warned that inaccurate data submissions could result in project misinformation and delays in execution. On the issue of unpaid certificates, the Honourable Minister stressed the need for accurate reconciliation of certified amounts with payments received, including VAT, other taxes, and 5% retention fee, which remain a part of the contractors’ entitlements. He revealed that the Ministry is actively engaging with NNPCL to clear all outstanding verified certificates earned before 1st August 2025. Engineer Umahi informed all contractors of NNPCL projects that Mr. President has approved that funding of such projects from 1st August 2025 will continue on a new sustainable funding mechanism, and that all such projects must continue. To ensure proper oversight and accountability, Engr. Umahi constituted a committee with representation from the Directors of Highways, Construction and Rehabilitation (C&R), Highways, Bridges and Design, Press and Public Relations, and Public Procurement to collate and verify all necessary information within the stipulated deadline. He further announced that Zonal Directors, Federal Controllers of Works, and Contractors will be deployed across the six (6) geopolitical zones for physical inspections of ongoing projects and commissioning of completed palliative projects with the full participation of members of the Nigerian Union of Journalists (NUJ). Reiterating the Ministry's zero-tolerance stance on financial misconduct, the Honourable Minister ordered that all projects exceeding ₦10 billion be reported separately from those below to enhance transparency. Any unresolved payment issue or financial discrepancy after the seven-day deadline will be escalated Concluding the meeting, Engr. Umahi called on all stakeholders to treat their respective assignments as a golden opportunity to anchor Nigeria’s infrastructure revolution under the Renewed Hope Administration. “We are building with integrity, accountability, and in the best interest of the Nigerian people,” he affirmed. A NEW ERA OF ROAD INFRASTRUCTURE DEVELOPMENT UNFOLDS WITH EQUIPMENT DONATION In a significant boost to Nigeria’s infrastructure development efforts, the Honourable Minister of State for Works, Bello Muhammad Goronyo, Esq., has described the commissioning of construction equipment donated by the Government of Japan to the Federal Roads Maintenance Agency (FERMA) as a strategic milestone in the nation’s pursuit of sustainable infrastructure renewal. The commissioning ceremony on 1st August 2025 brought together key stakeholders and distinguished figures from both the public and private sectors. Those in attendance included the Chairman, Senate Committee on FERMA, Senator Sahabi Yau; the Chairman, House Committee on FERMA, Engr. Remi Oseni; the Japanese Ambassador to Nigeria, His Excellency, Suzuki Hideo; the Managing Director of FERMA, Engr. Emeka Agbasi; members of the Board of FERMA, former Managing Directors, the President of the Nigerian Society of Engineers (NSE), Engr. Margret Oguntala, FNSE, and the Programme Coordinator of the Presidential Compressed Natural Gas Initiative (PCNGi), Engr. Michael Oluwagbemi. Valued at ₦3.6 billion (three billion, six hundred thousand Naira), the donated equipment is expected to transform FERMA’s capacity to maintain and rehabilitate Nigeria’s vast road network. Goronyo emphasised that the donation ushers in a new era of road maintenance, enabling engineers and technicians to deliver faster and more sustainable outcomes. “This generous contribution from Japan brings us closer to our vision of a smoother, safer, and more reliable travel across the country. The Honourable Minister of Works and Housing Mr. Babatunde Raji Fashola ,SAN, has handed over the 1.636 internal road in Bayero University Kano to the University authorities on Wednesday, March 23, 2022.
Represented by the Federal Controller of Works in Kano State, Engineer Yahaya Baba Ali, the Minister stated that the internal road construction and rehabilitation in tertiary institutions by the Federal Ministry of Works and Housing on behalf of the Federal Government was part of the steady effort by the Federal government under the leadership of President Muhammadu Buhari to bridge the gap in the Infrastructural needs in the country.
Fashola said "The gap of our Infrastructural need is steadily being bridged by the gradual process of repairs, renewal and reconstruction on major highways and it has reached the schools."
He further said, "We have successfully intervened in the internal roads network of 46 Tertiary Institutions and handed over 29 as at 2021 and we now have another 17 ready to be handed over while we are currently attending to 30 roads in similar institutions across the country making a total of 76".
The Minister revealed that efforts were being made for another intervention work on the internal roads of BUK that is three times bigger than the one that was being handed over to the University. This is in addition to the plan to construct a pedestrian bridge at the entrance gate of the institution to put a stop to the accidents that occur sometimes when people are trying to cross the road to the University.
In his address, the Vice Chancellor of the University , Professor Sagir Adamu Abbas who was visibly overjoyed expressed gratitude to the Federal government and the Ministry of Works and Housing for the intervention work adding that the road being handed over which leads to the solar plant of the institution was in a very bad shape before.
He said, " We are really very grateful to the Minister and the Federal Government and we are appreciative of another gesture of coming in to rehabilitate more roads for us so we extend our gratitude to the Minister and the Ministry."
The VC also disclosed that the University had received the award letter to the contractor that is coming to install transformers in the institution, adding that once that is done most of the problems of the school associated with power supply will be a thing of the past.
Mustapha Aminu, a Deputy Registrar in the University said in an interview, "Before the commencement of the project, this place was very hard to reach . Now with the completion of the road done by the Federal Government, it has linked the main road that leads to all parts of the University community. So it will make movement and other activities easier.I want to commend the effort of the Ministry for doing a great job."
The Acting Director Establishment in the institute, Binta Yahaya Naisa said, " The road was bushy, so bushy that sometimes people could not pass through. But now that the road has been constructed, it has opened up the place so much that you can see the next village from here."
" It is a very good development . It will improve our security and provide easy access from one place to another."
Nura Garba had this to say, "It is a road that leads to other parts like farms around and new hostels under construction." It was very difficult to pass through this place especially during the raining season, we had to park our cars far away."
" This work is a sigh of relief, you can see people moving around. It is so good to move around here now because the contractor has done a very good job so we thank the Federal Ministry of Works for doing this great job."

On behalf of the Federal Government of Nigeria and President Muhammadu Buhari, I bring good tidings to the peoples and Government of Jigawa State, who will be impacted by the Hadeijia-Nguru Road, that our President will hand over today.
My principal message to you all is that this is the first of the second phase of project Completion and Handovers our country will be witnessing as we progress further in this season of completion and impact which started in the last quarter of 2021.
In this second phase of completion Mr. President has also approved that Ministers from the various States where projects have been completed should represent him to perform the handover formalities.
The other handing over formalities that will follow these formalities Jigawa will be in:
a) Delta for Isoko Ring Road Section II covering Aviara – Uzere.
b) Yobe for Section II and Phase I of the Nguru – Gashua – Bayamari Road covering Gashua to Bayamari; Section I, Phase II covering Nguru to Gashua.
c) Nasarawa for Lafia – Obi – Awe – Tunga Road.
d) Gombe for Phase II of the Gombe – Numan –Yola Road covering Gombe – Kaltungo.
These projects represent major investment in road Transport infrastructure, which is a commitment of the Buhari administration as a driver for economic growth and prosperity.
They are visible and incontrovertible Assets in proof of what Nigeria’s resources are invested in, from a combination of our earned resources, and borrowings.
This occasion affords the opportunity to restate that in addition to other innovative sources of funding, our Budgetary provisions are also being diligently applied to complete projects such as these.
I want to express deep gratitude to the Ministry of Finance, and the members of the National Assembly, especially the Chairmen of the Senate and House Committees on Works in the 8th and 9th Assembly for their support.
To our staff and contractors who have worked very hard to bring these projects to conclusion I also say thank you, as I cannot fail to acknowledge the cooperation of the host communities where these projects pass through or are hosted.
I hold them out as examples of what peace can achieve, and the investments that collaboration and some sacrifice can deliver if we embrace partnership with Government.
Ladies and Gentlemen, none of these would have been possible without the support of Ministers in the Federal Executive Council during debates over the projects.
