FG COMMISSIONS REHABILITATED SECTIONS OF GWADA-SHIRORO ROAD, RESTORES CONNECTIVITY AND SAFETY IN NIGER STATE AND BEYOND 

The Federal Ministry of Works has officially commissioned the completed critically failed sections of the Gwada–Shiroro Road Section 1 in Niger State, alongside Emergency Repairs of Embankment Washouts and the Construction of a 2-Cell Box Culvert on the same alignment. The projects are part of the 260 Emergency/Special Intervention Projects carried out, nationwide, by the Renewed Hope Administration of His Excellency, President Bola Ahmed Tinubu, GCFR in order to salvage the nation’s road network. It signals a significant milestone in restoring connectivity, safety, and economic activities in the affected areas.

Speaking at the commissioning ceremony, which forms an integral component of a National Media Tour, the Federal Controller of Works (FCW) in Niger State, Engineer Eyitayo Aluko, welcomed members of the Council for the Regulation of Engineering in Nigeria (COREN), Nigerian Society of Engineers (NSE), Civil Society Organisations (CSOs), community leaders, residents, members of the press, and other stakeholders. He informed the gathering that he represents the Honourable Minister of Works, His Excellency, Sen. (Engr.) David Umahi CON, FNSE, FNATE in the State, describing the intervention as “two projects in one.”
Engineer Aluko explained that the ceremony site was previously a critical failure point on the road, where a one-cell pipe culvert had collapsed due to its flawed design and overburdenedness. The collapse of the culvert severely disrupted the movement of people, goods, and services, moving in and out of Gwada town into a major challenge for commuters and residents.

“Before our intervention, movement through Gwada was a nightmare. The pipe cover here was inadequate and eventually collapsed. We had to intervene urgently,” said the Controller. According to him, the Ministry improved the infrastructure by replacing the collapsed one-cell pipe culvert with a two-cell box culvert measuring 2.0m x 2.0m, significantly enhancing water flow capacity and structural stability, and durability. He noted that the project has since been completed and traffic has fully resumed.
In addition to the construction of the culvert, the FCW disclosed that several failed sections of the Gwada–Shiroro Road were rehabilitated to improve travel time, road safety and reduce wear and tear of vehicles. The scope of work included embankment washout remediation, construction of the box culvert, laying of stone base, granular course, and asphalt surfacing.
The projects were awarded to Messrs Wise Spin Limited and Messrs High Dee Construction Limited, and have been substantially completed and put to use.

Also speaking at the occasion, the Representative of  COREN, Engineer Dr. Bala Saliu, who is also the Chairman of the Engineering Regulation Committee of COREN, Niger State Chapter, commended the intervention, describing it as professional, timely, and impactful.

“This intervention speaks for itself. The project has been put to use, and you can see the community's happiness. Despite how remote this area is, its economic and social importance cannot be overemphasised,” he further noted.

He added that similar critical areas exist across Niger State and expressed confidence that the Federal Government would continue to intervene to ease the challenges faced by commuters and residents.

The Secretary General, NSE, Minna Branch, Engineer Abubakar Kawu also praised the delivery of the two projects. He described the Gwada–Shiroro Road as a strategic route that required urgent attention.
“This timely intervention has significantly reduced road accidents and increased socioeconomic activities. This road leads to the Shiroro Hydroelectric Power Station, a major contributor to power generation in Nigeria,” he recalled. He further stated that the road rehabilitation would positively impact the power and energy sectors, while affirming that the project meets required engineering standards and professional regulations.

The Mai Anguwa (Ward Head) of the immediate benefiting community, Alhaji Alhassan Zarumi, expressed deep appreciation to the Federal Government for extending the nationwide road intervention initiative to his people. He described the road as a former “death trap” and emphasised its importance as a link to the Shiroro Power Station and other surrounding towns and villages.

“If this place were not repaired, I wonder if we would be passing here today. Now, we can move freely and safely. We thank the Federal Government, the Engineers, and the contractors for a job well done,” he said.

In his remarks before performing the ribbon-cutting ceremony, the Vice Chairman of the Nigeria Union of Journalists (NUJ), Niger State Chapter, Comrade Uriah Tsado Gana, thanked President Tinubu and the Minister of Works for ensuring the successful completion of the project.

The Team visited ongoing works on the Bida–Lemu–Wushishi–Zungeru Road, Phase 1, which commences from Yesso Junction in Bida Town to Yazhigi. Giving an update on the progress of work, the FCW revealed that the road shoulders are being constructed with 200mm thick concrete, and that approximately 16 kilometers of asphaltic binder course have been completed out of the 29.5-kilometer project length - representing about 40 percent completion. He added that the contractor is actively on site and is expected to complete the binder course within the next two months, after which the asphaltic wearing course will be applied.

The Project Manager of Gerawa Global Engineering Limited, Engineer Adam S. Adam, corroborated the update and highlighted initial challenges faced during project execution, including security concerns and attempted kidnappings. He disclosed that with the support of the Ministry, community leaders, and security stakeholders, these issues have been fully resolved and work is ongoing. “We are now working day and night. The problems have been resolved completely, and the quality of work speaks for itself,” he stated.

Also present was the NSE official, Engineer Aliyu, who attested to the project’s compliance with engineering standards and professional ethics, giving kudos to the company handling the work.

The Ministry continues to demonstrate its commitment to enhancing national road infrastructure with the execution of major highway projects across Niger State, aimed at improving connectivity between the Northern and Southern parts of the country, guaranteeing safety, and enabling socio-economic development. Another strategic project underway in the State is the Jebba–Mokwa–Bokani Junction Road (Section II), which forms part of the Trans-Sahara Road Network, linking Lagos in the South West geopolitical zone to Northern Nigeria through Kwara State.

The route is a vital artery that carries heavy volumes of articulated traffic on a daily basis. And the project is redesigned as a Dual Carriageway with a pavement structure consisting of 7.3-metre-wide asphaltic concrete carriageways on each side, complemented by 3.0m and 2.75m wide surface-dressed shoulders. The pavement layers include a 200mm thick sub-base, 275mm stone base, and two asphaltic concrete layers of 75mm binder course and 50mm wearing course.

The road section commences at the northern end of the River Niger Bridge in Jebba and terminates at the Bokani Junction, with a total length of 46.0 kilometres. It involves the construction of an additional carriageway that intersects the existing one at various alignments, traversing farmlands, settlements, and diverse terrains, including hills, valleys, streams, and ridges. Interchanges will also be constructed at major intersections to facilitate free-traffic flow. The project is being executed by Messrs CGC (Nigeria) Limited.

In addition, the Federal Government is presently rehabilitating the Minna–Zungeru–Tegina Road (Section I), also a major transportation link connecting Northern and Southern Nigeria and a vital route for the movement of industrial and agricultural goods. The road has suffered severe deterioration over the years, characterized by deep potholes, failed carriageway sections, frequent accidents, and prolonged travel time.

Section I of the project stretches 94.987 kilometres from Minna to Tegina, comprising a 10.90km dualised urban section within Minna town and an 84.087-kilometre single carriageway through inter-urban and non-urban areas. The scope of work includes the rehabilitation of the single-carriageway sections and overlay of the existing dual carriageway, which remains in fair condition. The road traverses about eighteen communities, including Maikonlele, Kuyi, Gusase, Zungeru, Akusu, Garum Gabas, and Gatako, terminating at Tegina.

The existing infrastructure includes several pipe and box culverts, as well as seven bridges, many of which are slated for repair and maintenance due to siltation and structural degradation. The project is being handled by Messrs Develevo (Nigeria) Limited in partnership with Messrs HMF Construction Limited.

Similarly, Section II of the Minna–Zungeru–Tegina Road, covering the Tegina–Kontagora axis, is also receiving intervention. This section is a single carriageway extending from Tegina to Kontagora, with its zero chainage at a Y-Junction off the Mokwa–Makera–Kaduna State border road and terminating at the Kontagora roundabout. The road passes through several semi-rural communities, including Gimi, Babban Gona, Mariga, Bobi, Beri, Tungan Ahmadu, Tadali, and Machanga.

The existing carriageway, though originally constructed to standard specifications, has suffered erosion of shoulders and deterioration of pavement in several sections. The project includes the replacement of substandard culverts, desilting of existing drainage structures, and maintenance works on six bridges along the corridor to ensure structural integrity and improved hydraulic performance. The contractor handling this section is Glamor Engineering Nigeria Limited.

Upon completion, these projects are expected to significantly reduce road accidents, shorten travel time, improve the movement of goods, both industrial and agricultural, and strengthen economic activities across Niger State and its neighbours. The Administration remains committed to delivering quality road infrastructure that enablers of national growth and improves the quality of life of Nigerians. Road users, members of the benefiting communities along the corridors visited, and different stakeholders were full of praises to Mr. President’s infrastructure renaissance.

EIGHT-POINT AGENDA OF MR. PRESIDENT LINKED TO GOOD ROAD INFRASTRUCTURE - Umahi The Honourable Minister of Work, His Excellency, Sen. (Engr.) David Nweze Umahi, CON, FNSE, FNTI has reiterated that the availability of good road network is instrumental to achieving food security, ending poverty, improving security, enhancing economic growth and job creation. He affirmed this, while opening a two-day retreat organised for Highways Engineers and management staff of the Ministry with the theme, “Ensuring Delivery of Mr. President’s Agenda on Road Infrastructural Development” on 17th January, 2025 in Abuja. According to Engr. Umahi, the massive infrastructural development embarked upon by the present Administration across the entire six (6) geo-political zones of the country is premised on stimulating the economy and improving the lives of the citizenry. He re-affirmed the present administration's commitment towards the reconstruction and rehabilitation of failing major highways across the zones, which will provide robust road infrastructure, as well as alleviate the sufferings of the citizens. He also added that the retreat, which is aimed at enhancing optimum service delivery, efficiency, and unity in the delivery of road projects, nationwide, is expected to help participants ensure that the government gets value for money expended on all projects. While urging participants, especially the Ministry’s supervisory staff, to make the best use of the retreat to sharpen and improve their technical capabilities, he expressed optimism that they would acquire enough resources to help in delivering Mr. President's 8-point agenda. The Minister, who earlier maintained that bad roads are tantamount to keeping people in prison, as it hinders their movement, also called on Highway Engineers to change their _modus operandi _and work professionally, imbibing internationally recommended engineering standards and practices, to achieve the objectives of the Renewed Hope Agenda of Mr. President. He directed that henceforth, contractors must mobilise to the site before requesting for mobilisation fee. Acknowledging the need for continuous capacity building for Engineers, as an enabler for improvement in service delivery, he promised that such exercises would be institutionalised. He, as well, directed all Federal Controllers of Works (FCW) to dismantle all speed calming devices/measures (speed breakers or bumps) on Federal highways in their respective states, insisting that there is nothing wrong in mounting such bumps but there should be approval and standard design and specifications guiding such endeavours. In his Goodwill Message, the Permanent Secretary, Federal Ministry of Works, Engr. Olufunsho Adebiyi, FNSE thanked and welcomed the Honourable Ministers for approving, as well as gracing the occasion. He called for rapid transformation in service delivery in the road sector. The Permanent Secretary, however, formally presented to the Honourable Ministers, a team of transformed Engineers, who are willing to support the government achieve its Renewed Hope Agenda. The Honourable Minister of State for Works, Muhammadu Bello Goronyo, Esq., eulogised the personality of the Minister, whom he revered and referred to as a go-getter, intelligent, hardworking and highly professional. He expressed gratitude to all stakeholder for their collaborative efforts in ensuring the success of the present administration, particularly in the provision of critical road infrastructure. The Chairman of the House Committee on Works, Hon, Akin Alabi enjoins the Ministry to put in more effort, so that our roads work for the citizens, while the Chairman, Senate Committee on Works, Sen. Mpigi Barinada, called on the need to engage the members of the National Assembly (NASS) to ascertain that correct appropriation is made to accommodate all Nigerian roads. He concluded by saying that the good works of the Ministry are an indication of support for Mr. President’s Agenda. The retreat was facilitated by a panel of experts delivering insightful presentations on critical topics. The panelists included the Permanent Secretary of the Ministry, the Director, Highways, Construction and Rehabilitation, Engr. Clement Ogbuagu, representative of the Chairman, Economic and Financial Crimes Commission (EFCC), Mr. Francis Useni, the Chairman of the FCT Civil Service Commission, Engr. Emeka Eze and retired directors from the Ministry such as Engineers Bala Danshehu, Bola Aganaba, J. A. Yusuf, A. A. Adebiyi and Olufemi Oyekanmi. Their Sessions covered Compliance with Procurement Laws, Prudent Use of Resources, Project Planning and Alignment with President Tinubu’s Eight-Point agenda. Discussions were centred on the composition of the Site Management Team; Project Planning; Resolving Bill 1; Direct Labour Policy; Inter Relationship between Engineers; Adherence to the Rules of Law and lastly, Funding of Projects. It was agreed that the Ministry should return to its original structure; waiver for recruitment of young Engineers is to be pursued to bridge the gap of shortage of staff; there is no free money in Bill 1 anymore; the issue of direct labour was stepped down, as extant laws do not support it, more so, to avoid conflict of interest with the Federal Emergency Road Management Agency (FERMA). It was rather agreed that FERMA should be strengthened to effectively carry out its mandates. The Ministry was advised to lobby for the establishment of a Federal Highways Authority; Participants were admonished to eskew backbiting and learn to bond with each other, as well as to forgive one another. As takeaways from the Retreat, participants were asked to reduce the use of emergency contracts; publish all contracts on the Ministry’s websites, including the names of the contractors, and value for money expended on every project; ensure that effective from 2025, categorisation of contractors will start and no longer portfolio or envelop contractors. To avoid unnecessary embarrassment, Officers need to apply extant rules in discharging their duties. The year 2025, being a year for enhanced performance for Mr. President, priority projects will be tracked by the second quarter of 2026, which should be ready for commissioning.  Participants also were urged to ensure that Nigeria roads are motorable, especially that of Abuja - Kaduna, a vital artery linking the South to the North of the country. DISCOUNTENANCE THE BASELESS  RUMOUR THAT THE 3RD MAINLAND BRIDGE IS JERKY AND DEFECTIVE AS A DECEPTIVE  PROPAGANDA FROM THE FIFTH COLUMNISTS The attention of the Honourable Minister of Works, His Excellency Sen. Engr. Nweze David Umahi CON has been drawn to a widely  circulated  but baselessly and maliciously orchestrated   rumour that the 3rd Mainland  bridge  is shaky and defective. The rumour,  for all intents and purposes, is nothing but an untactful falsehood by the fifth columnists whose mission is to undermine  the confidence and solidarity reposed  on the works  sector  of the Renewed Hope administration  by Nigerians. The Honourable Minister of Works had upon getting wind of this needless rumour and, for the benefit of the doubt, deployed a team of engineers led by the Federal Controller of Works in charge of Lagos State, Engr. Olukorede Kesha to inspect the entire length and width of the bridge  measuring 11 kilometers  with a view to ascertaining if by the whiskers  anything went amiss with the 3rd Mainland bridge. The report is the same; that the bridge  is hale and hearty, and its integrity is undoubtedly intact Members  of the public are therefore  enjoined  to disregard  the false rumours making  the rounds on the state of the 3rd Mainland bridge. The Renewed Hope administration of the President of Nigeria, His Excellency Bola Ahmed Tinubu GCFR, has demonstrated  unprecedented commitment  to the revampment of the inherited road infrastructural deficiencies. The 3rd Mainland bridge, including other iconic bridges in Lagos, has received priority intervention by Mr. President knowing  their vitality to the road communications and transportation ecosystem in Lagos and beyond. That is why the superstructure, the substructure, and other underwater elements  of the 3rd Mainland bridge are receiving profound  repairs by the Renewed Hope administration. The Federal Ministry of Works is up to task and speed  in changing  the narratives in the road infrastructure development in Nigeria. The code is quality, speed, and value for money, and you can be sure that the roads done by the Renewed Hope administration can stand the test of time. Project Inspection: Minister Chides Contractor In continuation of his inspection of projects in the South-South geopolitical zone, the Minister of Works, Engr. Nweze David Umahi, CON, FNSE, FNATE visited ongoing works on the Dualisation of East-West Road, Section II-II (Ahoada-Kaiama) and the Construction of Multiple Box Culverts at Flood Affected Areas on East-West Road, Section II-II (Ahoada-Kaiama) in Rivers and Bayelsa States, yesterday, Wednesday, 8th January, 2025. Engr. Umahi disclosed that he was highly impressed with the quality of work on Section II-II (Ahoada-Kaiama) by Messrs Setraco (Nig.) Ltd. but directed them to speed up the process through the addition of more resources to the job. He reminded them that the April, 2025 delivery date remains sacrosanct. He directed that due to the nature of the soil in the areas affected by floods, where box culverts are being constructed, continuously reinforced concrete pavement  (CRCP) should be used. The affected area is about 2.3 kilometres. The Project Manager of Setraco, Engr. Isaa Michel, while appreciating the Minister for the site inspection and the savory, as well as unsavoury comments, promised to hasten the pace of work, to meet the dateline. The Minister was also at the site of the Construction of Multiple Box Culverts on the East-West Road being handled by Messrs Rock Result (Nig.) Ltd., where he praised the standard of work but frowned at the level of work achieved. He expressed his disappointment with the pace, stating that the contract was scheduled for finishing by November, 2024 but was extended to December and is still uncompleted. He, therefore, gave the contractor up till the end of January, 2025 to complete it or it stands revoked. Engr. Umahi informed the contractor that the provision of roads and bridges remains a top priority of the Renewed Hope Infrastructure Revolution of the administration of His Excellency, President Bola Ahmed Tinubu, GCFR. Minister of Works and Housing, Babatunde Raji Fashola SAN, has said that the Federal Government will remain committed to the development of Education in the county through the provision of quality infrastructure.

The Minister spoke in Kano while handing over 1.06 km internal road, including construction of reinforced concrete culverts and drains at the Aminu Kano Teaching Hospital, Kano (AKTH), Tuesday, March 22, 2022.

Fashola was represented by the Federal Controller of Works in Kano State Engr. Yahaya Baba Ali.

He said " it is undebatable that the quality of education will be impacted by the quality of infrastructure and the learning environment and those who doubt it should simply listen to some of the feedback from students in the schools where this type of intervention has taken place".

The Minister stated further that President Buhari's administration has successfully intervened in the internal Road networks of 46 Tertiary Federal institutions and handed over 29 as at 2021.

Accordingly, he said that another 17 tertiary institutions Internal roads are now ready to be handed over, while work is ongoing on 30 roads in similar institutions across the country making a total of 76.

Earlier, in his welcome address the Chief Medical Director AKTH Prof. Abdulrahaman Abba Sheshe expressed happiness an important project of this magnitude has been executed in the teaching hospital, pointing out that it will allow easy access for patients seeking medical treatment in different parts of the hospital.

" We are indeed very happy that the Federal Government under President Muhammadu Buhari through the Federal Ministry of Works realized the importance of this project which was carried out through special Intervention, the result is what we are seeing all around the hospital today" he said.

In his remarks, the Chairman Board of Directors, AKTH, represented by Dr. Dahiru M.D Shehu said he is hopeful that the present administration will continue to bring in more projects to the hospital.

" I thank Pesident Muhammadu Buhari, the Minister of Works and Housing Babatunde Raji Fashola for the road which will help in the development of the Health Sector in the country" he said.

He also commended the administration of President Muhammadu Buhari for the support given to the hospital in terms of improvement of the health care system in the country.

In an interview, the Principal Iman Academy AKTH Mallam Zakariya'u Muhammad thanked President Buhari and the Minister of Works and Housing for the internal road.

He said " this has brought relief to the people. Before the intervention visitors to this hospital suffer from dust due to the bad road and during raining season patients and pupils finds it difficult to access the road".

The ward head in the Hospital, Alhaji Sulaiman Shehu, expressed his happiness for the intervention and thanked the government for removing the pains of the people while using the road, saying that they can now move freely on the road.

President Muhammadu Buhari’s Acceptance Speech Of The 2021 Trophee Babacar Ndiaye

Ladies and Gentlemen,

This is an auspicious African day, in the capital city of Africa’s most populous nation.

It is an African day of Pride, where the story of Africa’s long-awaited Renaissance begins to unfold inside her largest country by population and GDP.

It is a day of Pride for the African Union and Her Dreams for the continent.  The policies and programmes that have been inaugurated over the years are beginning to bear fruits and results.

The Trans African Highway programme, launched in 1971 sought to connect the whole of African through a major system of Nine (9) highways, the TAH1 to the TAH9 covering an aggregate distance of 56,683km.

The African Development Bank, a financial institution set up to support the African Countries in their developmental objectives.

The African Continental Free Trade Area Agreement set up to create a unified, borderless market of over one billion people to facilitate intra-African Trade.

I am delighted to report that Nigeria is playing her membership and leadership role in all of these institutions and in the pursuit of achieving their objectives.

Only a few days ago in the city of Lagos, our private sector opened a 3,000 metric tonne granular Fertilizer Company to support Farmers and Agriculturalists on the African continent and beyond.

Our collaboration with the African Development Bank has been productive and results are now manifest in projects like the Mfum-Bamenda Bridge that connects Nigeria and the Republic of Cameroon.   I also acknowledge the support of the Bank in financing Feasibilities, Consultancies and Pre-construction work on the Lagos-Abidjan Corridor comprising Nigeria, the Republic of Benin, Togo, Ghana and Cote d’Ivoire which is part of Trans African Highway No. 7 from Dakar in Senegal to Lagos in Nigeria.

I am happy to report that the Nigerian sections of this highway is now under construction on the Lagos-Badagry corridor through our local financing institution such as the Tax Credit Scheme introduced by Executive Order No. 7; and in collaboration with the Lagos State Government.

I am able to report that apart from Trans African Highway No. 7, Nigeria is also connected by Trans African Highways No. 2, Algiers to Lagos and Trans African Highway No. 8, Lagos – Mombasa.

The East to West crossing of Nigeria across the Second River Niger Bridge which will be finished this year is a major investment by Nigeria on the Lagos-Mombasa Trans African Highway, as is the Enugu – Abakaliki to Mfum Highway.

The 375Km Abuja to Kano that is now under construction is Nigeria’s major part of the Trans African Highway No. 2; Algiers to Lagos.

Apart from these Trans African connections, we are rebuilding, expanding or replacing strategic Highways and Bridges across our country.

The Apapa-Oworonshoki Highway in Lagos is strategic for trade and business facilitation to support our busiest and largest Sea Port in Apapa and Tin Can Island.

The Suleja-Minna Highway is critical to our petroleum distribution network and access to strategic petroleum products Depot in Niger State; and it is receiving attention, while the Calabar-Itu-Odukpani unlocks access to agricultural produce and supports mining and extractive activities for construction, in the South South and South East of Nigeria.

Ladies and Gentlemen, these are only examples of over 13,000Km of Road and Bridge construction, expansion and rehabilitation nationwide.

They have been a major boost for the growth of our economy, keeping people at work; driving a supply value chain, stimulating productivity at Quarries, Cement Factories, Steel Factories, and the Petroleum sectors for lubricants, fuel and bitumen.

Our most recent GDP results of 3.40%, the biggest in the last 7 years clearly show that the construction sub-sectors and related sub-sectors of the economy were among the big performers of the growth surge.

Very evidently, infrastructure investment is good for the economy.

By building Roads, we are building Economies.

The founding vision of African Leaders is coming to fruition, Evidence of the African Renaissance is being showed today in Nigeria.

The Trophee Babacar Ndiaye 2022 at the 7th Edition of Africa Road Builders symbolizes this Renaissance.
