FG COMMISSIONS REHABILITATED SECTIONS OF GWADA-SHIRORO ROAD, RESTORES CONNECTIVITY AND SAFETY IN NIGER STATE AND BEYOND

The Federal Ministry of Works has officially commissioned the completed critically failed sections of the Gwada–Shiroro Road Section 1 in Niger State, alongside Emergency Repairs of Embankment Washouts and the Construction of a 2-Cell Box Culvert on the same alignment. The projects are part of the 260 Emergency/Special Intervention Projects carried out, nationwide, by the Renewed Hope Administration of His Excellency, President Bola Ahmed Tinubu, GCFR in order to salvage the nation’s road network. It signals a significant milestone in restoring connectivity, safety, and economic activities in the affected areas.

Speaking at the commissioning ceremony, which forms an integral component of a National Media Tour, the Federal Controller of Works (FCW) in Niger State, Engineer Eyitayo Aluko, welcomed members of the Council for the Regulation of Engineering in Nigeria (COREN), Nigerian Society of Engineers (NSE), Civil Society Organisations (CSOs), community leaders, residents, members of the press, and other stakeholders. He informed the gathering that he represents the Honourable Minister of Works, His Excellency, Sen. (Engr.) David Umahi CON, FNSE, FNATE in the State, describing the intervention as “two projects in one.”
Engineer Aluko explained that the ceremony site was previously a critical failure point on the road, where a one-cell pipe culvert had collapsed due to its flawed design and overburdenedness. The collapse of the culvert severely disrupted the movement of people, goods, and services, moving in and out of Gwada town into a major challenge for commuters and residents.

“Before our intervention, movement through Gwada was a nightmare. The pipe cover here was inadequate and eventually collapsed. We had to intervene urgently,” said the Controller. According to him, the Ministry improved the infrastructure by replacing the collapsed one-cell pipe culvert with a two-cell box culvert measuring 2.0m x 2.0m, significantly enhancing water flow capacity and structural stability, and durability. He noted that the project has since been completed and traffic has fully resumed.
In addition to the construction of the culvert, the FCW disclosed that several failed sections of the Gwada–Shiroro Road were rehabilitated to improve travel time, road safety and reduce wear and tear of vehicles. The scope of work included embankment washout remediation, construction of the box culvert, laying of stone base, granular course, and asphalt surfacing.
The projects were awarded to Messrs Wise Spin Limited and Messrs High Dee Construction Limited, and have been substantially completed and put to use.

Also speaking at the occasion, the Representative of COREN, Engineer Dr. Bala Saliu, who is also the Chairman of the Engineering Regulation Committee of COREN, Niger State Chapter, commended the intervention, describing it as professional, timely, and impactful.

“This intervention speaks for itself. The project has been put to use, and you can see the community's happiness. Despite how remote this area is, its economic and social importance cannot be overemphasised,” he further noted.

He added that similar critical areas exist across Niger State and expressed confidence that the Federal Government would continue to intervene to ease the challenges faced by commuters and residents.

The Secretary General, NSE, Minna Branch, Engineer Abubakar Kawu also praised the delivery of the two projects. He described the Gwada–Shiroro Road as a strategic route that required urgent attention.
“This timely intervention has significantly reduced road accidents and increased socioeconomic activities. This road leads to the Shiroro Hydroelectric Power Station, a major contributor to power generation in Nigeria,” he recalled. He further stated that the road rehabilitation would positively impact the power and energy sectors, while affirming that the project meets required engineering standards and professional regulations.

The Mai Anguwa (Ward Head) of the immediate benefiting community, Alhaji Alhassan Zarumi, expressed deep appreciation to the Federal Government for extending the nationwide road intervention initiative to his people. He described the road as a former “death trap” and emphasised its importance as a link to the Shiroro Power Station and other surrounding towns and villages.

“If this place were not repaired, I wonder if we would be passing here today. Now, we can move freely and safely. We thank the Federal Government, the Engineers, and the contractors for a job well done,” he said.

In his remarks before performing the ribbon-cutting ceremony, the Vice Chairman of the Nigeria Union of Journalists (NUJ), Niger State Chapter, Comrade Uriah Tsado Gana, thanked President Tinubu and the Minister of Works for ensuring the successful completion of the project.

The Team visited ongoing works on the Bida–Lemu–Wushishi–Zungeru Road, Phase 1, which commences from Yesso Junction in Bida Town to Yazhigi. Giving an update on the progress of work, the FCW revealed that the road shoulders are being constructed with 200mm thick concrete, and that approximately 16 kilometers of asphaltic binder course have been completed out of the 29.5-kilometer project length - representing about 40 percent completion. He added that the contractor is actively on site and is expected to complete the binder course within the next two months, after which the asphaltic wearing course will be applied.

The Project Manager of Gerawa Global Engineering Limited, Engineer Adam S. Adam, corroborated the update and highlighted initial challenges faced during project execution, including security concerns and attempted kidnappings. He disclosed that with the support of the Ministry, community leaders, and security stakeholders, these issues have been fully resolved and work is ongoing. “We are now working day and night. The problems have been resolved completely, and the quality of work speaks for itself,” he stated.

Also present was the NSE official, Engineer Aliyu, who attested to the project’s compliance with engineering standards and professional ethics, giving kudos to the company handling the work.

The Ministry continues to demonstrate its commitment to enhancing national road infrastructure with the execution of major highway projects across Niger State, aimed at improving connectivity between the Northern and Southern parts of the country, guaranteeing safety, and enabling socio-economic development. Another strategic project underway in the State is the Jebba–Mokwa–Bokani Junction Road (Section II), which forms part of the Trans-Sahara Road Network, linking Lagos in the South West geopolitical zone to Northern Nigeria through Kwara State.

The route is a vital artery that carries heavy volumes of articulated traffic on a daily basis. And the project is redesigned as a Dual Carriageway with a pavement structure consisting of 7.3-metre-wide asphaltic concrete carriageways on each side, complemented by 3.0m and 2.75m wide surface-dressed shoulders. The pavement layers include a 200mm thick sub-base, 275mm stone base, and two asphaltic concrete layers of 75mm binder course and 50mm wearing course.

The road section commences at the northern end of the River Niger Bridge in Jebba and terminates at the Bokani Junction, with a total length of 46.0 kilometres. It involves the construction of an additional carriageway that intersects the existing one at various alignments, traversing farmlands, settlements, and diverse terrains, including hills, valleys, streams, and ridges. Interchanges will also be constructed at major intersections to facilitate free-traffic flow. The project is being executed by Messrs CGC (Nigeria) Limited.

In addition, the Federal Government is presently rehabilitating the Minna–Zungeru–Tegina Road (Section I), also a major transportation link connecting Northern and Southern Nigeria and a vital route for the movement of industrial and agricultural goods. The road has suffered severe deterioration over the years, characterized by deep potholes, failed carriageway sections, frequent accidents, and prolonged travel time.

Section I of the project stretches 94.987 kilometres from Minna to Tegina, comprising a 10.90km dualised urban section within Minna town and an 84.087-kilometre single carriageway through inter-urban and non-urban areas. The scope of work includes the rehabilitation of the single-carriageway sections and overlay of the existing dual carriageway, which remains in fair condition. The road traverses about eighteen communities, including Maikonlele, Kuyi, Gusase, Zungeru, Akusu, Garum Gabas, and Gatako, terminating at Tegina.

The existing infrastructure includes several pipe and box culverts, as well as seven bridges, many of which are slated for repair and maintenance due to siltation and structural degradation. The project is being handled by Messrs Develevo (Nigeria) Limited in partnership with Messrs HMF Construction Limited.

Similarly, Section II of the Minna–Zungeru–Tegina Road, covering the Tegina–Kontagora axis, is also receiving intervention. This section is a single carriageway extending from Tegina to Kontagora, with its zero chainage at a Y-Junction off the Mokwa–Makera–Kaduna State border road and terminating at the Kontagora roundabout. The road passes through several semi-rural communities, including Gimi, Babban Gona, Mariga, Bobi, Beri, Tungan Ahmadu, Tadali, and Machanga.

The existing carriageway, though originally constructed to standard specifications, has suffered erosion of shoulders and deterioration of pavement in several sections. The project includes the replacement of substandard culverts, desilting of existing drainage structures, and maintenance works on six bridges along the corridor to ensure structural integrity and improved hydraulic performance. The contractor handling this section is Glamor Engineering Nigeria Limited.

Upon completion, these projects are expected to significantly reduce road accidents, shorten travel time, improve the movement of goods, both industrial and agricultural, and strengthen economic activities across Niger State and its neighbours. The Administration remains committed to delivering quality road infrastructure that enablers of national growth and improves the quality of life of Nigerians. Road users, members of the benefiting communities along the corridors visited, and different stakeholders were full of praises to Mr. President’s infrastructure renaissance.

JULIUS BERGER PLC URGED NOT TO RENEGE ON THEIR COMMITMENT TOWARDS COMPLETING THE REHABILITATION OF THE 82 KM SECTION II OF ABUJA-KADUNA- ZARIA- KANO ROAD. - AS THE WORKS MINISTER, SEN. UMAHI CHARGES THE NEW MANAGING DIRECTOR OF JB PLC TO BRACE UP FOR A REALISTIC CONTRACT PRICING IN DEFERENCE TO NATIONAL ECONOMIC RECOVERY PLANS. The Honourable Minister of Works, His Excellency, Sen. Engr. Nweze David Umahi, CON has for the umpteenth time called on Julius Berger Plc. to show corporate patriotism by accepting the Federal Government’s approved reviewed total contract sum of ₦740, 797,204,713.25 (Seven Hundred and Forty Billion, Seven Hundred and Ninety-Seven Million, Two Hundred and Four Thousand, Seven Hundred and Thirteen Naira, Twenty Five Kobo for the completion of the rehabilitation of the 82 km section II of the Abuja-Kaduna-Zaria-Kano road, contract No.6350. This call was made during the courtesy visit of the new Managing Director of Julius Berger Plc, Dr. Pier Lubasch, who was accompanied by the outgoing Managing Director, Dr. Lars Richter at his office, Federal Ministry of Works Headquarters, Mabushi Abuja on 22nd October 2024. He lamented that the delay in mobilizing to the site despite the approved funds by the Federal Executive Council is causing untold hardship to the road users and that the Federal Government is at the receiving end of the situation. In the Honourable Minister’s Words “So if Berger is not doing it, then let's have other people to do the job and within the time that we can control price. We've had more than 20 letters from Berger on this. It is a ping pong game from Julius Berger. The prices rose from ₦710 billion to ₦740 billion because of these delays. And if we continue the delays, it is the problem of the Ministry of Works.” The Honourable Minster expressed dismay that Julius Berger Plc, which has had years of patronage by Federal Government and sub-national governments, is not realistic in the contract pricing, especially at this time of Nigeria’s economic challenges. He therefore urged the contractor to within 7 days accept or reject the approved reviewed contract sum for the completion of the rehabilitation of section II of the Abuja-Kaduna-Zaria-Kano road or face contract determination as Federal Government cannot be held to ransom by the desire for unrealistic pricing and augmentation by contractors. He said, “This offer is not subject to any condition. It's not subject to any condition that is being dished out here. It's taken as given after more than 14 months. I'm sorry, I have to sound this way because there must be an end to negotiation. If anybody says there shouldn't be an end to negotiation, then that person is not a business person. If you have negotiated for 14 months without any result, you should terminate the negotiation.” While welcoming the new Managing Director of Julius Berger Plc, the Honourable Minister reiterated the need for construction companies working with the Federal Ministry of Works to prepare to make sacrifices in terms of value for money and realistic contract pricing, so as to encourage the much needed road infrastructure revolution for the nation’s economic transformation which is a cardinal agenda of the Renewed Hope administration of the President of the Federal Republic of Nigeria, His Excellency, President Bola Ahmed Tinubu, GCFR He said, “already a number of Berger projects have been terminated because the site has been abandoned. And we needed to do something about it because Nigerians are suffering. Nigerians are crying, and they are insulting the President. We cannot allow that to be happening.” The new Managing Director promised to revert as soon as possible on the issues sought to be addressed and hoped that consensus would be reached for the project to take off without further delay. The outgoing Managing Director, however, noted that the essence of the courtesy call to the Honourable Minister of Works was to introduce the new Managing Director of the company. ...

UMAHI FORMALLY FLAGS OFF REHABILITATION WORKS ON SECTION I OF THE ABUJA - KANO DUAL CARRIAGEWAY One of the key areas of focus under the Renewed Hope Agenda of His Excellency, President Bola Ahmed Tinubu, GCFR is the construction, reconstruction and rehabilitation of road infrastructure to enhance economic growth and social development. One such road projects is the Abuja - Kaduna Dual Carriageway, which has been under construction for many years. The economic importance of this road cannot be over emphasised, as it links the Federal Capital, Abuja to the Northern part of the country, as well as facilitate the movement of people, goods and services. To this end, the Honourable Minister of Works, His Excellency, Sen. (Engr.) Nweze David UMAHI, CON, FNSE, FNATE officially flags off the rehabilitation works on the Abuja - Kaduna road on Thursday, 17th October, 2024. Speaking at the epoch-making event, the Minister stated that the road project is in three sections: Abuja - Kaduna (Section I), Kaduna - Zaria (Section II) and Zaria - Kano (Section III). The Zaria - Kano section is substantially completed with about 17 kilometres remaining and has recently been expanded by about 5.3 kilometres to the Malam Aminu Kano International Airport, Kano with solar street lightings. This is being handled by BUA (Nig.) Plc. The Kaduna - Zaria section is being handled by Messrs Julius Berger (Nig.) Plc. However, due to the slow pace of work on Section I, Engr. Umahi admonished the original contractor, Messrs Julius Berger (Nig.) Plc to stop playing games and pushing the Administration around but concentrate on delivering the project according to the reviewed contract sum of N740 billion, insisting that no further review would be entertained. The Minister further disclosed that if Messrs Julius Berger (Nig.) Plc are not willing to continue with the project at the agreed amount, they may as well come out plain, as the Ministry is ready to do it on concrete, while maintaining the same quality with that of the Lagos – Calabar Coastal Highway or the Apapa - Oworonshoki Expressway, which is built to last for between 50 - 100 years. Engr. Umahi also maintained that President Bola Ahmed Tinubu, GCFR has directed two prompt actions to be taken on the road to ease the plight of road users: palliative works to be effected on the failed portions, and the contractor have since mobilised to site and is expected to finish by the middle of November, as well as its total rehabilitation. “When completed, you can travel from here to Kaduna with your eyes closed," he humorously remarked. A portion of Section I of the road is awarded to Messrs Dangote Industries Plc, who sub- contracted it to Messrs Hitech (Nig.). The Minister, while flagging off the project, appealed to them to commence the work in three sections and, most importantly from the end where the road is critically bad. He commended the infrastructural initiative of Mr. President, stating that infrastructure, nationwide, was in a terrible state of decay on his assumption of office. In his welcome address, the Director, Highways, Construction and Rehabilitation, Engr. Umar Bakare, disclosed that the original contract was awarded to Julius Berger PLC. in 2018 and was divided into three (3) sections for ease of construction. Section II is substantially completed, while Section III is at an advanced stage of completion but Section I is only about 27% completed. Due to the importance of the road as a major link to the FCT and its economic importance to the country, it has become imperative to fast track the completion of the outstanding sections of the Dual Carriageway. Engr. Bakare also informed that the length of the project is 38 kilometres (dual) within the Section I of the original contract. The scope of work consists of scarification, pulverization and compaction of the existing distressed pavement as sub- base. Provision of new stone- based to be stabilised with cement (3%) and provision of CRCP (continuously reinforced concrete pavement) on both the carriageway and the shoulders. It also includes the provision of hydraulic structures (culverts, lined drains etc.) The amount for the contact is N145. 8 billion and it is expected to be completed within fourteen (14) months. The financing model is under the Tax Credit Scheme of the Federal Government of Nigeria. Speaking at the ceremony, the representative of Dangote Group, Alh. Bukar Abba, thanked the Federal Government and, particularly the Minister for the confidence reposed in the Dangote Industries Ltd., while assuring that they would align very well with the project’s specifications and the proposed completion period. The Deputy Chief Whip of the Senate, Sen. Onyekachi Nwebonyi and His Excellency, Sen. Adamu Aliero were full of praises for the Administration for coming to the aid of road users, while urging the contractor to deliver according to specifications, as well as the dateline. FG SET TO IMPLEMENT CASHLESS TOLLING SYSTEM FOR ABUJA-KEFFI EXPRESSWAY AND DUALIZATION OF KEFFI-AKWANGA-MARKURDI ROAD, INAUGURATES COMMITTEE FOR IMPLEMENTATION FRAMEWORK. As part of measures of the Renewed Hope administration to revolutionize road infrastructure development and stimulate economic growth, the Honourable Minister of Works, His Excellency, Sen. Engr. Nweze David Umahi CON has inaugurated a committee on the implementation of Cashless Tolling System for Abuja-Keffi Expressway and Dualization of Keffi-Akwanga-Markurdi road. Speaking during the inauguration ceremony held at the Ministry’s headquarters, Mabushi, Abuja on 17th October 2024, the Honourable Minister of Works stated that the cashless tolling system was a strategic programme under the Highway Development and Management Initiative aimed at promoting strong and sustainable transportation ecosystem. He said “This is one of the cardinal strategies of President Bola Ahmed Tinubu towards realizing the desires of our people in the road sector development. Recall that a point of Keffi-Akwanga-Markurdi was done on EPC + F, and funded up to 85% by China Exim Bank, and the Federal Government paid 15% counterpart funding and the job was executed satisfactorily by China Harbour Ltd. Part of the agreement is that they will toll the road and then recoup the money for the Federal Government to pay back the loan segment of the project. Inaugurating the committee, the Honourable Minister commended very highly the President of Nigeria, His Excellency, President Bola Ahmed Tinubu, GCFR for the vast strategic economic recovery initiatives of the Renewed Hope administration, and expressed hope that the committee would leverage on ideals of the Terms Of Reference handed to them to develop a robust implementation Master plan that would lead to the realization of the economic and social objectives of the Highway Development and Management Initiative which is institutionalized to ensure sustainable private sector investment and to improve the quality and quantity of the road assets in Nigeria with a view to propelling rapid economic development. He tasked the committee on the Terms Of Reference which among other things are to develop the cashless tolling system implementation framework, make appropriate recommendation as to the potentials of relief stations and good physical environment along the corridors and profer practical solution to the challenges of implementing cashless toll collection in Nigerian environment. He said “We must also, as part of the assignment, develop relief stations. Relief stations is what you see in overseas' expressways, where you have a lot of stations where you have a supermarket, you have a small clinic, you have also security outfits, and a number of other facilities, including parks, wheel lorries, and vehicles park, and tow vans. The idea of Mr. President is that we should have a maximum of 10 minutes of response time on our Highways, meaning that in the full development of this route, part of the assignment will be how we can install CCTV cameras, and also have solar light all through the entire route of the project. And so, we will be able to put security on our roads, and then we have a station at the relief center, where they will stay and watch the vehicles, so that within 10 minutes of any incident along the route, the security people will be able to be there within 10 minutes response time. This is the idea of Mr. President, and for our major highways.” Earlier in her welcome remarks, the Head PPP Unit, Federal Ministry of Works, Mrs. Ugwu-Chima Nnennaya stated that the inauguration was part of the statutory responsibilities of the Federal Ministry of Works which has the mandate to attract private sector funding for the development and management of Federal road network through the Highways Development and Management Initiative (HDMI). She said, "The HDMI is expected to, among others, bring order, accountability, and profitable entrepreneurship to the operations, management, and maintenance of Federal Highways. This is consistent with the provisions of the ICRC Establishment Act 2005; National Policy on Public-Private Partnership (“N4P”); Federal Roads and Bridges Tolling Policy of August 2021 and Federal Highways Act CAP. 135, 1971, which grants the Honourable Minister of Works the power to administer Tolls on Federal Highways." In her acceptance speech on behalf of the committee on the implementation of Cashless Tolling System, the Chairman of the committee thanked the Honourable Ministry of Works for the opportunity to serve the nation in that capacity. She noted the scope of the assignment, which she said was onerous and assured of profound commitment of the committee to the assignment given to them. She said, "We thank you, Honourable Minister, for giving us this opportunity to serve our nation. As we all know, infrastructure is the root for development, and amongst the sectors of infrastructure, transportation is one of the most important sectors. Without transportation, things would slow down, and we need to open up roads everywhere as we all know that, particularly in Nigeria, transportation is one of the main means of movement for people, goods, animals and everything. So, it's a sector that is very important in the development of a nation. I would like to thank the Ministry of Works for giving us the opportunity to serve, and we will do our very best to make sure that we contribute to the success of this project." The committee which comprises members drawn from the Federal Ministries of Works, Finance, Budget and National Planning, Justice as well as Infrastructure Concession Regulatory Commission (ICRC) has the Head, PPP Federal Ministry of Finance, Haj. FG ADDRESSING ROAD INFRASTRUCTURE CHALLENGES IN TERTIARY INSTITUTIONS –FASHOLA

The Federal Government is working assiduously in addressing the road infrastructure challenges in tertiary institutions across the country, the Minister of Works and Housing, Mr. Babatunde Fashola, SAN, has said. Fashola, who spoke in Abuja, Thursday during the formal commissioning and handover of the 1.05 kilometre road project rehabilitated in the University of Abuja by his Ministry, said Federal Government’s intervention in the development of infrastructure in the nation’s tertiary institutions was aimed at boosting the quality of Education in the institutions.

The Minister, who was represented at the occasion by the Federal Controller of Works in the Federal Capital Territory (FCT), Engr. Usman Yakubu, said the intervention was giving students renewed hope and enthusiasm with regards to attending classes where Federal Government has restored motorability to the hitherto defective roads.

He disclosed that under the Tertiary Institutions Road Intervention Programme initiated by his Ministry, the Federal Government is currently working on 76 road projects in selected Federal tertiary institutions spread across the nation.

"We have successfully intervened in the internal road networks of 46 Federal Tertiary Institutions and handed over 29 of the roads as at 2021 and we now have another 17 ready to be handed over while we are currently attending to 30 roads in similar institutions across the country making a total of 76”, the Minister said.

According to him, "It is undebatable that the quality of education will be impacted by the quality of infrastructure and the learning environment and those who doubt it should simply listen to some of the feedbacks from the students of the schools where this type of intervention has taken place."

Fashola said the summary of all the feedbacks from students and Management staff of the University of Abuja, Gwagwalada, had demonstrated that the gap of the nation's infrastructure needs was steadily being bridged by a gradual process of repairs and construction on the major highways and schools.

The Minister described the construction of the internal roads by Federal Government in the nation’s tertiary institutions as a pointer to the administration’s progressive ideal of improving the human condition by supporting Education.

In his response, the Vice Chancellor of the University, Professor Abdulrasheed Na’ Allah, thanked President Muhammadu Buhari and the Minister for selecting the University of Abuja to benefit from the special Government’s intervention in infrastructure development saying the road used to be the worst in the institution especially during the Rainy Season.

“It is a very important road in the university, it used to be one of the worst roads we have in this campus especially during the Rainy Season and now it has become the best. We give thanks to Federal Ministry of Works and Housing”, the Vice Chancellor said.

According to him, “Tertiary institutions cannot achieve their greatness if infrastructure in the schools is not developed. With this internal road completed and handed over, Nigerians will be proud because it is a unity institution and belongs to all irrespective of your region. The internal road is very important and it will serve as a boost for sustainable social, academic and economic well-being of the students as well as the staff of the institute”, he said.

In his remarks, the institution’s Head of Works and Services, Engr. Joshua Musa, thanked the Ministry for the project saying that the road was a death trap before its rehabilitation. He said, “it is a big blessing to the entire students and management of the institute. We are grateful and very happy that the road has been fixed. Before now, we have recorded a lot of bike accidents on the road because of its bad nature”, he explained.

Reiterating Engr. Musa’s position, the Registrar of the School, Mallam Yaya Ibrahim, declared, “We are fortunate to be able to witness the handing over of this project and we thank President Muhammadu Buhari and the Honourable Minister of Works and Housing for making this to happen. It is a laudable project and will ease our movement within the school premises”.

REMARKS BY THE CHAIRMAN OF THE SESSION AND PERMANENT SECRETARY, FEDERAL MINISTRY OF WORKS AND HOUSING, ALHAJI BABANGIDA HUSSAINI

In his remarks, the Permanent Secretary and Chairman of the session, Babangida Hussaini welcomed Permanent Secretaries to the 27th Meeting of the National Council on Works. He thanked the Host, His Excellency Sen. Bala Abdulkadir Mohammed, the Executive Governor of Bauchi State, his executive team members and good people of Bauchi State for providing the enabling environment for the successful hosting of the event.

He also thanked the technical session for the meticulous work done on the memoranda presented for the consideration of the 27th meeting of the National Council meeting on Works.

He explained that the theme of this year’s National Council on Works “Infrastructure Delivery, the Maintenance Economy, and National Prosperity” is carefully chosen as a new concept to explore ways of providing massive infrastructure with the support of alternative sources of funding to complement Government efforts and reduce overdependence on Government for infrastructure delivery.

He added further that the focus of the Theme is on policy formulation and implementation, Institutional Strengthening, alternative sources of funding, enhancing professionalism in road infrastructure development, maintenance as an emerging economy in infrastructure economy, tolling and weigh bridges as a catalyst in road infrastructure development and sustainability, Local Content and Alternative technology in road infrastructure development and skill development and job creation for national prosperity.

He charged members to ensure that the outcome of the meeting, meets the standard and expectations of the Council so that the nation can harness the benefits of accelerated infrastructure development.
