IMMEDIATE WORKS ON EMERGENCY PROJECTS UNDERWAY AS PRESIDENT TINUBU DIRECTS ACTION ON REHABILITATION OF HIGHWAYS/BRIDGES ON THE VERGE OF IMMINENT DETERIORATION.
-  3RD MAINLAND BRIDGE  CLOSED AGAINST HEAVY DUTY VEHICLES FOR STRUCTURAL MAINTENANCE.

In the efforts of the Renewed Hope administration of the President of the Federal Republic of Nigeria, His Excellency Bola Ahmed Tinubu, GCFR, to expand and modernize road infrastructure to enhance sustainable economic growth, action is being taken to ensure immediate intervention on some of the inherited ongoing highways and bridge projects across the 6 Geo-Political Zones that are on the verge of imminent deterioration. The Honourable Minister of Works, His Excellency, Sen. Engr. Nweze David Umahi, CON made this disclosure during a press briefing held at the Honourable Minister’s conference hall, Mabushi - Abuja, on 6th August 2025.

Flanked by the Honourable Minister of State for Works, Rt. Hon. Bello Muhammad Goronyo, Esq and the Permanent Secretary of the Federal Ministry of Works, Engr. Olufunsho Olusesan Adebiyi, the Honourable Minister gave a detailed insight into the conditions of the road and bridge projects being handled on emergency basis, noting that the President had directed immediate action to address critical sections of the Highways and Bridge projects that require emergency intervention and this neccessited the decision of the Federal Ministry of Works to articulate the conditions of such bridges and roads that are in dire need of repairs, some of which are currently being procured while work is in progress in some others. In the South West, he listed 3rd Mainland bridge, Carter bridge, Iddo bridge, Lagos-Ibadan bridges, Lagos – Badagry road, Ibadan – Ilesa, Ilesa – Akure-Benin, Ibadan – Oyo, Oyo – Ogbomoso –Ilorin roads as projects that needed emergency intervention. He said, “Among other emergency jobs that you’ve been seeing in Lagos, we are having a very deep conversation on the Third Mainland Bridge and Carter Bridge. And it's a very deep and concerned conversation. And we have tabled it to the Federal Executive Council and the Chairman in Council, Mr. President, directed that the Ministry should articulate the exact situation and bring it to the Federal Executive Council for deliberation. So we won't be able to say much on that until we have done that exercise as directed by the Federal Executive Council, and we'll let you know. But be assured that the Third Mainland Bridge is safe for light vehicles, but not for heavy vehicles. We have closed it against heavy vehicles, and the Carter Bridge also has issues that Mr. President is going to address as soon as our memo is completed. We also have a problem with the heavy trucks that are loading beyond our headrooms in our flyovers. We have a couple of them between Lagos and Ibadan Bridges completed in the last administration. Some of them have been knocked down. The beams are knocked down, and the beams are the structural elements that  carry the slab that are carrying the vehicular loads. And so where the beam is not there, it means that it's not safe. So, for some of such bridges, we have closed down against vehicular movements. And we are very concerned. The Iddo Odo bridge was burned down during the past administration. So we are on it. It’s an ongoing project through Julius Berger.”

In the North East, he said, “We have a couple of projects that have been sent to us by the NSA today. In Bauchi, we have repair works between chainage 25 and chainage 26. That's Azare. That is procured. We have about four washouts in that Azare. That is on the long stretch of Kano to Maiduguri, which has five sections. Section one is terminated from Dantata and Sawoe, 100.9 kilometres. And so it's been re-awarded to the Triacta. Funding will be a challenge, but work is ongoing. We have section five, which is at Maiduguri, handled by CCECC. Work is ongoing. We have been assisting them with SUKUK. And I'm sure that we're going to find a new source of funds. But the first section that has been washed out between Bauchi and Jigawa has already been procured. We called the Triacta, which is very close there. He's going to put multiple culverts and raise the road above the flood level, a minimum of one metre above the carriageway, and put some retaining walls so that we'll be safe there. Unfortunately, the rain has come, but I commend the President who has released some funds to tackle this. That's about four locations. In Gombe, we have Triacta that is working and has been there. And we also encouraged Triacta with some SUKUK funding and some budgetary provisions. And we're doing quite a lot of work between Gombe and Bauchi roads. So, work is ongoing. And we've almost finalised the fourth legacy project of Mr. President, which is 439 kilometres by six lanes. It was done before, designed on asphalt. But now the President directed that for durability and  conformity with other legacy projects, we should do it on concrete. That project is taking off from Akwanga to Jos to Gombe. We're also doing the road from Gombe to Bauchi.”

In the North West, he said that actions were being taken to ensure that an intervention be made to the Kebbe bridge in Sokoto State and other major projects that needed emergency intervention including the NNPC projects within the zone. “In North West, we have the Kebbe Bridge in Sokoto State. So we've also directed that work should commence. So what we have told you are the emergency projects that you may be coming across in social media, and to clarify that Mr. President has directed immediate action in all the locations because the chain is as strong as the weakest link. If any section of this road or bridges gets cut, then the movement is impaired. So you won't be able to move from one point to the other.”

In North Central, he said, “We have the Keffi Bridge, the flyover that was knocked, and three people were killed by overboarding vehicle. We have settled with the families of the persons that were killed and that’s through the man that did the killings. We have visited there, and we've seen what the problem is to rectify it. Work is already ongoing. We procured CGC under emergency condition, since they are working at FCT so that they can start. It will involve the replacement of the beam that is knocked down. It will involve the chiseling out of the shoulder and part of the carriageway. It will involve replacement, and then to do integrity tests on the remaining beams that were damaged, and then the bridge will be restored. On Katsina-Ala road, we just got approval from Mr. President yesterday to re-scope the project, review the project, and have it completely executed. I was a very happy person because that's been giving us a lot of concern. And we'll try with the little resources to do palliative on that project.”

In the South East, he stated, “The most important route in South East is the Enugu - Onitsha road, and that was awarded by the past administration, 108 kilometres by 2, and it was awarded for N202 billion to MTN under Tax Credit. But at the time we came on board, they had exhausted only N50 billion, and so we had to descope the project. And so we took out 72 kilometres of the project and awarded it to SKCC for N150 billion. Work is ongoing there. And so what we have done is to direct on emergency basis for SKCC and MTN to move immediately to the sections of the roads that are very bad, and within the scope of their work, do palliative, so that no section of that road will be unmotorable from Enugu down to Onitsha.”  He urged the people of South East to double their support for the re-election of President Tinubu, noting that he has demonstrated enough goodwill to Ndigbo through many infrastructural investments of Federal Government in South East.

In South South, he noted a number of roads that would be done through PPP and those for emergency intervention, including Benin – Asaba road. He said, “We have the 1st Niger Bridge to the summit junction. That is about 11.5 kilometres by two. We have China Harbour and the Atland on that project, 225 kilometres from Benin to Asaba, but not connecting the summit junction to the bridge. And so on that PPP, we gave it to African Plus, and so they're doing it on PPP. They have started work, but the other section, 11.5 by two, China Harbour, felt that it's small for them, so we have, on that emergency, given it to Atland. And the President has also released some money to start the project.”  He noted that under the NNPCL projects, the North has 53% of that project, and the south has 47% of that project and which was not fairly distributed, because a place like South East has only 4%, and South West only 5%. But that notwithstanding, Mr. President decided to continue with the entire project.

He described the trending video decrying the collapse of shoulders of the Lagos – Calabar Coastal Highway as an orchestration of uninformed critics who darken counsel without knowledge. He placed on record that the section being referred to is still work in progress noting that the crack was not a structural failure but a normal occurrence that happened on a sand- filled section of the shoulder (not the carriageway) because of rains. He said. “Absolutely, it's not an issue at all. That section has not been completed. Section 1 is 47.47 kilometres by 6 lanes. And so you have the main carriageway, you have the shoulder. And so where you notice the crack is the sand-filled section of the shoulder, not carriageway, with stone base, where we are not presently working on. Because to work on the shoulder, we have to bury the cable ducts. We also have to put underground drainage. People even say there is no drainage there. That thing is not a structural failure at all. Whether it is a stone base you are using, or sand, or laterite, it is bound to happen. The moment water is pounding on it, it has to erode. But you can go from Ahmadu Bello, where we have completed, and you find out whether you find such a thing, because we have closed every aspect of the sand-filled or stone base filled areas.”

PRESIDENT TINUBU PRAISES CONCERTED EFFORTS OF SOUTH-EAST LEADERS IN PEACE BUILDING AND GOVERNANCE 1.  The President of the Federal Republic of Nigeria, His Excellency, President Asiwaju Bola Ahmed Tinubu GCFR has commended the leaders of South-East for their concerted efforts in harnessing their collective experience, knowledge and relationships to advance developmental ideals, peace building and robust democratic governance in South-East. The President made this commendation during the burial ceremony of late Deaconess (Mrs) Theresa Osinachi Omoke JP, the mother of his Senior Special Assistant on Community Engagement, South East, Barr. (Mrs) Chioma Nweze, CEHF. 2.  The President, represented by the Honourable Minister of Works, His Excellency Sen Engr Nweze David Umahi. FNSE FNATE, GGCEHF, CON, particularly thanked the Governor of Ebonyi State,  His Excellency,  Rt. Hon. Bldr. Francis Ogbonna Nwifuru, FNIOB,  GGCEHF for  raising  the bar in the peace  and security  of the State and for deepening the cause  of development of the State and all who live in it. He said, "You have taken every challenge of Ebonyi State as the challenge of the people, and you have raised the bar in advancing the People's Charter of Needs of Ebonyi State. The President is very excited about your performances."  In his condolence message to the family of the deceased, the President described the late mother  of his SSA on Community Engagement as a woman with  exemplary virtues who made immeasurable contributions  to the advancement of the  cause of humanity, and enjoined her and the entire Omoke family to take solace in the accomplishments of her age. "I would like to condole with you and the entire  Omoke family on the death of your beloved mother, an icon and the matriarch of your family who sadly passed away on 18th of December, 2023 at the age of 75". 3.  The Honourable Minister of Works  used the opportunity  to clear the air on misrepresentations  on  media platforms  over the government  that handled the much commended  rehabilitation  of Third Mainland Bridge Lagos, which is now opened  for road users. "The Third Mainland Bridge was not done by Lagos State Government. No, it was done by the Federal Government as directed by President Ahmed Tinubu GCFR. Everything about the  funding  was entirely done by Mr. President through his Minister  of  Works." He also used the opportunity to thank the leaders and people  of South East for their support to the Renewed Hope administration of Mr. President. He said, "I want to send a message of thanks from Mr. President to the people of South East, for their support;  I want to thank the Governors and  appreciate  them for their  support, which is beyond party lines." He revealed, "In a very short moment, leaders of South East will  come together to openly, publicly, and heartily appreciate Mr. President, and let Nigerians and the world know that we stand with the Renewed Hope agenda of Mr. President. 4.  In his address  during  the event, the Governor of Ebonyi State thanked Mr. President  for his fatherly  disposition  to all the States of the federation  and his inclusive governance, which has renewed the hope of Nigerians  in actualizing  positive  trajectories in the political  and socio- economic  history  of the nation. He offered  his deep condolences  to the deceased  family  and his compassions to the cause of the family  and community who would deeply  miss her  love and charity.  While praying  for the repose of her soul, he  expressed commitment  towards immortalizing the good name she bequeathed. He said, "As government, we must do a very  significant thing  today. The State Government  will build  a befitting pavilion in this field, and that  pavilion  will be named after  the late mother of Barr. (Mrs) Chioma Nweze. Lagos 3RD Mainland Bridge Reopens Today  The Lagos 3RD Mainland Bridge is to reopen to traffic today in the coming hours.  Minister of Works, His Excellency, Senator David Nweze Umahi in a phone call in the early hours of today,directed the Controller of Works, Lagos State, Engr Mrs O.I.Kesha to open the Bridge to traffic inorder to ease the stress which motorist have been subjected to, during the period of the first phase of Rehabilitation works on the Bridge Speaking to journalists soon after the directive, the Minister of Works  said, the successful completion of the first phase of the Rehabilitation works which was started and completed by the Bola Ahmed Tinubu led administration is a clear Indication that President Tinubu is working . Senator Umahi called on all Nigerians to continue to have faith in the Renewed Hope Agenda of the President ,maintaining however, that nothing good comes so easy.  The Minister revealed that work has already begun on the underwater damage to the bridge, which is the second phase of the Rehabilitation works on the bridge.  Similarly, the Minister said, Rehabilitation works will commence on the Carter bridge in the coming weeks, adding that the contractor has already been mobilised. ...

Federal Government Approves Funding of 30km Dualization of Three Sections of Benin- Lokoja Highway Under Tax Credit Scheme by BUA Group   1. In a bid to provide urgent and accelerated   intervention on the critical sections of the Benin- Lokoja Federal Highway, the Renewed Hope administration of the President of Nigeria, His Excellency, President Asiwaju Bola Ahmed Tinubu GCFR has approved the immediate funding of 30km dualization of three sections of the road, to be funded under Tax Credit Scheme by BUA Group. The Hon. Minister of Works, His Excellency Sen Engr. Nweze David Umahi CON made this known during a meeting with all the contractors handling the Benin- Lokoja Federal Highway and some stakeholders from the area.  The Honourable Minister said that the Ministry took some steps to review the texture of the pavement of the project to conform to the new innovation introduced by Renewed Hope administration to ensure best standards and durability According to him, "I first went through the road in September, and when I went through it, I was very satisfied that BPP and the Ministry did very fantastic work. But all I did was to keep the project but review the texture of the pavement. And so we allowed the existing carriageway to be on asphalt and then reviewed the new carriageway to be on concrete. Being satisfied, so we went through the process of notifying the BPP, and from there, we went to FEC, and graciously, FEC approved, and so we are in the process of signing an addendum  to the contract." "Mr. President has approved that BUA Group should do 30km of the road in 3 locations multiplied by 2, that is 60km on Tax Credit" 2. The Honourable Minister  commended  BUA Group for their interest to handle the  construction  of the  30 km carriageway under Tax Credit  Scheme and said the intervention was targeted  at the critical  sections  of the road as already  isolated when he last visited the  Benin- Lokoja road. He stated, "Let me commend BUA plc very highly, because on their own they had indicated interest to do about 30km of the road on tax credit. That was one of the reasons I decided to go and revisit the road to know the section they needed to do and also to open the road. So, we had to open the road. We appealed to  the road transport workers, that work would start  Monday, the next week. That was 18th, and indeed, we briefed the President, and then Senator Adam Oshiomhole now came with the full weight of his person. " 3. Speaking  on behalf  of the people  of the area, the Senator representing Edo North Senatorial District and Chairman, Senator  Committee  on Interior, Senator Adams Oshiomhole praised the determination  of the Renewed Hope administration of Mr. President  in  changing the socio-economic narrative  of the nation through  aggressive  road infrastructure  transformation and the  uncommon commitment  of the Honourable Minister of Works in achieving  the vision  of Mr. President  on road  infrastructure  development.  The Senator who came in the company of  the APC   Candidate in the  Edo State September  2024  Governorship election and Senator representating Edo Central Senatorial District, Sen. Monday Okpebholo expressed  his profound pleasure over the new paradigm in the Federal Ministry of Works,  noting  that the Ministry  under Sen. Umahi  has recorded unprecedented  performance in the road infrastructure  development  within the shortest period of time. He said, " I was shocked that within 72 hours this Minister did not only hear the word of the President, he packaged what I have seen from the briefing to be a doable and workable approach to solving a problem that four or five ministers before him could not solve. So I wish to ask us to appreciate his energy, his drive, and his focus, without which we will not be here today." 4. In their separate remarks, the  Governorship  candidate  of APC in Edo, Sen Monday Okpebholo said, "Mr. President has rekindled our hope. Just within the shortest time of our request to the Honourable Minister, magic has been done, if this is how Nigeria works; everybody will want to come back home, nobody will want to 'japa'." On his part, the Group Executive Director of BUA Group, Kabiru Rabiu, assured of the commitment  of the company in delivering the project within a record time. FASHOLA CONDOLES WITH  ADENIRAN OGUNSANYA FAMILY OVER DEATH OF FORMER SSG

The Minister of Works and Housing, Mr. Babatunde Fashola, SAN has condoled with the Adeniran Ogunsanya Family, the Government and people of Lagos State over the passage of the former Secretary to the State Government, Princess Adenrele Adeniran Ogunsanya.

Expressing deep shock and sadness over the death of Princess Adeniran Ogunsanya, who served as Secretary to the State Government from 2007 to 2011 during his first tenure as Governor of Lagos State, Fashola said that her passing was a huge loss not only to the historic town of Ikorodu and Lagos State but to the country in general.

In a Press Release signed by the Special Adviser on Communications to the Hon. Minister, Fashola noted that Princess Adenrele Adeniran-Ogunsanya’s single minded devotion to public service, politics of inclusion and women advocacy as well as her humaneness would be sorely missed by all.

A scion of the famous Adeniran-Ogunsanya family whose patriarch served meritoriously as Minister in the First Republic, Fashola said that Princess Adeniran-Ogunsanya brought her rich experience to bear while serving as the Secretary to the State Government in the Class of 2007-2011 in the Lagos State Cabinet which he had the privilege to lead.

While praying that Almighty God will grant the immediate family members of the deceased the fortitude to bear the sad loss, Fashola implored them to take solace in the fact that Princess Adeniran-Ogunsanya throughout her earthly sojourn bore aloft and admirably without stain the banner of committed public service for which the family had always been known.   He also prayed that Almighty God grants her soul peaceful repose.

The Highway Development Management Initiative Ministerial Notice Delivered By H.E Babatunde Raji Fashola, San At The Conference Hall Of The Ministry Of Works And Housing On Tuesday, 22nd March 2021

Distinguished Ladies and Gentlemen,

Our Permanent Secretary has already welcomed you all to this event, the official ministerial notice of the commencement of the Highway Development Management Initiative (HDMI).

What remains for me to do is to get on with the business of issuing the notice for the HDMI to commence the procurement process; after a few preliminary remarks.

As you all know, one of the early initiatives of the Buhari administration was to improve the ease of doing business, and it is no secret that infrastructure was going to be an important driver of this initiative.

Since 2015, the administration has made no pretence about its commitment to improve the stock of infrastructure both in qualitative and quantitative terms in many sectors from roads and bridges, to rail, airports and seaports to mention a few.

Currently the government is executing over 700 different contracts which aggregates to the rehabilitation and reconstruction of over 13,000 km of roads and bridges across all the 36 states including the Federal Capital Territory.

As a result of the size of the undertaking, there is an increasing and unsatisfied demand for funding to finance these projects to completion and to maintain them.

There is also the need to finance other complementary services like weigh bridges, rest houses, towing vehicles and road furniture which seem better suited for the commercial initiative of the private sector.

In the interim, government is constrained to borrow, offer tax credit, increase her revenue mobilization capacities in order to sustain this massive infrastructure renaissance.

This is the background to the HDMI which is another effort to mobilize private capacity, resources, and entrepreneurship into the Nigerian highway sector; and hopefully convert roads from just social assets into assets of commercial opportunities and enterprise.

The HDMI is made up of 2 categories namely the Value-added Concessions (VAC) and the Unbundled Assets Approvals (UAA).

The UAA provides opportunity for small businesses to take advantage of the commercial opportunities that are available along the ROW while under the VAC the road pavement and entire right of way is concessioned for development and management by the concessionaire .

The VAC will be rolled out in phases, and this First Phase involves 12 roads namely:

1.    BENIN – ASABA (125KM);

2.    ABUJA – LOKOJA (193KM);

3.    KANO – KATSINA (150KM);

4.    ONITSHA – OWERRI – ABA (161KM);

5.    SHAGAMU – BENIN (258KM);

6.    ABUJA – KEFFI – AKWANGA (122KM);

7.    KANO – MAIDUGURI (lot 1 Kano-Shuari 100KM ;

       lot 2 Potiskum-Damaturu 96.24KM )

8.    LOKOJA – BENIN (270KM);

9.    ENUGU – PORT HARCOURT (200KM); 

10.    ILORIN – JEBBA (129KM);

11.    LAGOS – OTA – ABEOKUTA (80KM);

12.    LAGOS – BADAGRY (79KM)

These 12 roads were carefully chosen to ensure that each of the 6 (SIX) geo political zones are covered.

They aggregate in total to 1963.24 km which is 5.6% of the 35,000 km Federal road network.

The initial capital investments that we foresee is something in the order of NGN 1,134,690,048,000.76 and the employment potentials are an estimated 50,000+ direct jobs and 200,000+ indirect jobs.

The process started on the 17th June 2020 with legislative consultation to get parliamentary support and endorsement which I believe was successful and we are assured that if there is need for legislative support, the response will be reasonably swift.

It was followed by a Stakeholder consultation (webinar) which held on the 25th June, 2020 with Over 1,173 participants including critical stakeholders such as legislative representatives, representatives from the executive, prospective concessionaires, road users, media and industry experts;  a market sounding session was also held on the 31st August, 2020 with 162 participants. 

In the course of this journey, we have struck strategic partnerships with some high-profile brands who have offered their services in various aspects of the project development such as KPMG, UK NIAF, Lagos Business School etc.

We look forward to further exploring and strengthening these partnerships and the clear terms of the relationships will be notified to the public in due course as they are important to the success that we expect.

As published, not only has the right of way of the 12 roads been fully gazetted, the Infrastructure Concession Regulatory Commission (ICRC) , as a regulatory body for concessions of this nature, has issued the Certificate of Compliance for the Outline Business Case that is necessary to commence the process.

On the 3rd of March 2021, the Federal Executive Council (FEC), the highest executive decision-making organ of the Nigerian Federal Government was notified about the commencement of the procurement process.

In order to ensure competitiveness and to guarantee transparency, a procurement portal has been developed to serve as the interface with the public and manage the HDMI from Procurement to Implementation.

The portal will provide:

a.    An  interface that will provide the public all the information they need to know about the Initiative. It will give access to relevant documents, news updates, videos and so on;

b.    E-procurement – The management of the PPP procurement  process of the VAC and the process of approvals and permits under the UAA;

c.    Vendor Market Place – This has specifically been included to promote local businesses and vendor partnerships with prospective concessionaires.

Therefore, let me say to all those who have been writing letters of inquiry, making offers of interest on the HDMI, offering to provide services like tolling, weigh bridge, rest houses and so on; we are sorry we cannot respond to those letters in order to maintain the integrity of this process and to keep the playing field level.

To all of you and to those who have not written or called, the day is now upon us, the venue is fixed and I have the pleasure to announce that the HDMI portal https://hdmi.worksandhousing.gov.ng/)  will open on Monday the 29th March, 2021.

The portal will be open for all HDMI related functions as earlier stated and most importantly   the RFQ application for the VAC which will be officially advertised on the same day.

Please visit the portal and I wish you all a very interactive and rewarding experience.

Let me repeat that all our transactions will be done through this portal and we will not entertain any personal inquiries to me or to any of our staff who have correspondingly been mandated not to entertain such requests.

Let me conclude by saying that we expect a vibrant process and a successful one that unleashes the commercial opportunities on Nigerian highways from paved roads, to clean and well-maintained highways, proper signage and route assurance signs, rest houses and commuter support for emergencies like vehicle towing and repairs.

We expect a splendid and safer commuting experience for all users of these roads as a result of the HDMI.
