95% OF NIGERIANS DEPEND ON ROAD TRANSPORT — PERMANENT SECRETARY

The Permanent Secretary, Federal Ministry of Works, Engr. Olufunsho Adebiyi, FNSE, has disclosed that approximately 95 percent of Nigerians rely on road transport for their movement and the transportation of goods and services across the country.

Engr. Adebiyi made this known, while delivering his Address at the 30th Meeting of the National Council on Works, which opened today, 3rd November 2025, at the Adetiloye Hall, Trade Fair Complex, Ado-Ekiti, Ekiti State.

He explained that despite the development of other modes of transportation such as rail, air, and water, road transport remains the dominant means of mobility in Nigeria — a situation that places enormous pressure on the nation’s road infrastructure. “The resultant effect is heavy traffic volume and rapid deterioration of our pavements caused by heavy-duty vehicles and cargo movements,” he stated.

The Permanent Secretary emphasised that the completion and effective utilisation of the national rail network would significantly reduce road congestion, improve safety, and enhance economic efficiency. “If rail transport becomes fully operational and reliable, many Nigerians would prefer to travel by train. It is cheaper, safer, faster, and less stressful,” he disclosed.

Engr. Adebiyi expressed appreciation to the Governor of Ekiti State, His Excellency, Mr. Biodun Abayomi Oyebanji, for hosting the milestone event and for the warm hospitality extended to delegates. He noted that holding the Council meeting in Ado Ekiti was symbolic, as it provides an opportunity to showcase the state’s infrastructure development strides.

He also lauded the Honourable Minister of Works, Sen. (Engr.) David Umahi, CON, FNSE, FNATE, and the Honourable Minister of State for Works, Bello M. Goronyo, Esq., for their exceptional leadership and untiring commitment to improving the nation’s road network, ensuring transparency in project implementation and management, and upholding professional standards in engineering practice.

The theme of the 30th National Council on Works, “Discipline, Transparency, and Innovation in Engineering Practice,” underscores the Federal Government’s resolve to entrench integrity, accountability, and creativity in infrastructure management and delivery.

According to Engr. Adebiyi, the theme reflects the nation’s commitment to ensuring value for money in public projects through ethical practices, openness in procurement, and the adoption of modern technologies to achieve durable and sustainable infrastructure.

He further called on all delegates and other stakeholders to engage in constructive deliberations during the Technical Sessions to develop practical strategies that will enhance service delivery, strengthen institutional capacity, and promote economic diversification through efficient road networks.

The meeting brought together Commissioners for Works from all the 36 States of the Federation and the Federal Capital Territory (FCT), Permanent Secretaries, Directors, representatives of professional bodies, contractors, and other key stakeholders in the works and infrastructure sectors.

In her remarks, the Director of Planning, Research and Statistics, Federal Ministry of Works, Mrs. Emily I. Sounde, also expressed heartfelt appreciation to the Government and good people of Ekiti State for hosting this important national event in such a calm, secure, and beautiful environment.

She described Ekiti State as “a wonderful land, where nature’s beauty meets tranquility,” noting that the hospitality extended to delegates made the state a truly fitting venue for this year’s Council meeting.

Mrs. Sounde emphasised that the National Council on Works remains a veritable platform for formulating policies and strategies that guide the growth and performance of Nigeria’s infrastructure sector.

She reaffirmed the Ministry’s commitment to evidence-based policy formulation, robust data systems, continuous research, and stakeholder engagement — all in line with national priorities and global best practices. She encouraged delegates to use the opportunity of the forum to evaluate current policies, identify implementation gaps, and propose actionable strategies to improve service delivery and sustainability in the works sector.

The Director further commended the Honourable Ministers of Works, the Permanent Secretary, and all delegates for their leadership, vision, and dedication to advancing the nation’s infrastructure development.

Speaking earlier, the Director of Civil Engineering, Ekiti State Ministry of Works, Engr. B. J. Oke, reaffirmed the State Government’s commitment to ethical governance, transparent procurement processes, and sustainable infrastructure delivery.
He stated that “As we commence this important engagement, let us approach our deliberations with discipline in thought, transparency in purpose, and innovation in action — for these remain the enduring foundations of progress in Nigeria’s engineering and works sector,” he stressed.

The 30th National Council on Works will continue in Ekiti State tomorrow through Friday, with active participation from Commissioners of Works and Infrastructure Development, Permanent Secretaries, Directors, Engineers, Contractors, and other key stakeholders from across the Federation.

HONOURABLE MINISTER OF WORKS INSISTS NIGERIAN ROADS MUST LEAD THE ECONOMIC REVOLUTION AGENDA OF PRESIDENT ASIWAJU BOLA AHMED TINUBU GCFR AS FEDERAL GOVERNMENT CONSTRUCTS A MEGA TWIN FLYOVER TO FREE YEARS OF HEAVY CONGESTION AT EMENE IN ENUGU STATE, TO GIVE IMPETUS TO COMPETITIVE DEVELOPMENT IN SOUTH-EAST. In his passion to work day and night, workdays and public holidays to meet the desire of Nigerians in having an enduring network of road infrastructure that will stimulate Nigeria's economy, the Honourable Minister of Works, His Excellency, Sen Engr. Nweze David Umahi CON made it today, Sunday, 16/06/2024 to Enugu State to inspect some Federal Government's projects in the State.  This is coming after his marathon inspection visits to some Federal Government's projects in Lagos State, including the ongoing Lagos-Calabar Coastal Highway yesterday, where he announced the decision of the Federal Government to reduce the entire corridor of the Lagos-Calabar Coastal Highway, from phase two, section two of the coastal route to effective pavement of 55km including the train tracks. Upon arriving Enugu State, the Honourable Minister visited  the ongoing reconstruction  of the collapsed New Artisan bridge at  Enugu-PH Expressway, Enugu capital  city. He moved to inspect the ongoing construction  of a 23-span mega twin  flyover bridge at Emene in Enugu State.  This flyover bridge is described as the best thing that never happened to the people  of Enugu and neighbouring States until  the coming  on board  of the Renewed Hope administration of President Asiwaju Bola Ahmed Tinubu GCFR, who saw the need to decongest  the traffic  ridden axis of Enugu city to give way to stronger socio-economic competitiveness within the region. It would be recalled that the road which links to many suburbs within the State and the neighbouring States has for many years been a nightmare for vehicles, some of which ply the route through Benue State to far parts of Northern Nigeria and some others to parts of South-South through Cross River State. The administration of Mr. President thought it expedient, in keeping with his agenda of robust economic revolution for a sustainable future of our country, to construct for Enugu State a mega twin flyover that will beat the elegance and utility of all flyovers ever built in South-East.  This flyover, when completed, will change the face of Enugu State, attract trade and investment to the State, reduce accident and insecurity, improve safety and increase patronage to the economic facilities, including Airports in Enugu and Ebonyi States, and that of other neighbouring States. Mr. President means well for Nigeria and is determined to revolutionize the economy through road infrastructure development.  The Honourable Minister has this as a task that must be accomplished. FEDERAL MINSTRY OF WORKS ADOPTS MORE WORKEABLE MEASURES TO END DELAYS OF CONTRACTORS  IN PROJECT  DELIVERY, EXPRESSES COMMITMENT  TO CREATIVITY, INNOVATIONS AND THINKING  OUT OF THE BOX TO MEET THE ROAD INFRASTRUCTURE  NEEDS OF NIGERIANS As part of strategic  infrastructure  development  masterplan  of the Renewed Hope administration of His Excellency President Asiwaju Bola Ahmed Tinubu GCFR, the Federal Government  has adopted workeable measures  to end the old order of unnecessary delays in the execution  of road infrastructure  projects by  contractors and has taken steps to rejig the monstrous contract price variation  clause which has been a major clog in the wheel of progress of project execution over the years.  This was contained in the briefing of the Honourable Minister of Works, His Excellency Sen. Engr. Nweze David Umahi CON, during a meeting  with contractors handling  Federal Government's projects, held at the Ministry's Headquarters, Mabushi-Abuja on 10th  June 2024. The Honourable Minister expressed  the urgency of thinking realistically, creatively, innovatively, and thinking  out of the  square to  overcome  the funding  challenges that face road infrastructure development  in Nigeria.  He narrated, " When the Renewed Hope administration came on board on 29th May 2023, Mr. President  inherited over 2600 ongoing projects  from the past administration amounting to over N15 trillion, out of which only about N2 trillion was certified  and paid.  And so we now have ongoing  projects  of N13 trillion, including  budgetary projects, NNPCL, SUKUK, Presidential Initiative  Development  Projects, other Tax Credit  Scheme Projects  of NLNG, MTN, Dangote,  BUA, Mainstream and projects  under EPC +F, PPP"  He stated that the  aftermaths  of fuel subsidy and the forex forces affected  drastically  the contract cost elements and pricing of which Variation on Price( VOP) could not provide a remedy especially  for jobs awarded so many years ago, and where  VOP on contracts was sometimes  hitting  500%. He further  stated  that in looking  for a solution, the Ministry  sought for and got Mr. President's   approval to give an envelope in the 2024 budgetary  provision to keep all the inherited  projects  alive, believing  that more  funding of such projects could  come  by thinking  outside the box.  The new projects under the 2024 projects, including the constituency projects of the National Assembly, also have poor budgetary  allocations. In tackling responsibly the challenges  of funding, price  variation, and delays  in projects delivery, the Honourable  Minister introduced  responsive  approaches which were adopted as the Ministry's measures to overcome  the challenges  of road infrastructure development in Nigeria. Such measures  include but are not limited to reviewing  the VOP clause  to ensure workability  in line with the economic realities,  making  it a policy  that all contractors handling  two carriageway projects (with the exemption of the 3 legacy projects) must first complete  one side of the two carriageways and thereafter  continue  with the second part subject to availability of fund, advancement  of funds after  award of contract  is subject to conditions contained  in the bid document, going  forward. Other measures adopted were that contractors must have a timeline for project delivery, and every contractor shall have a duty to maintain  the road under construction until the entire project  is completed  and delivered.  A deadline shall be given for all ongoing projects, and with time, all projects that have no funding  shall be stood down, but projects  will be selected  Zone by zone or State by State for funding. In applying these measures,  he emphasized that all contractors will be treated equally. "One thing that is our policy is that no contractor in the Ministry of Works will be treated differently.  Whether you're an indigenous contractor or you're a foreign contractor, insofar as you can turn cement to the right grade and place it rightly. You're a good contractor; we check, and it's good."  The Honourable Minister noted the various  projects  completed  by contractors  and other major ones to be ready for commissioning  from July, 2024 and directed  the Directors in charge  of each Geo-Political  Zone to officially and publicly commission  the various  projects completed  in their  respective  Zones.  He further directed  that committees  made up of the Ministry's  Engineers and the  Media correspondents  be set up to pay inspection  visits  to the respective  zones to assess  the level of project performance in all the federal government projects being  handled  by the Federal Ministry of Works  under the Renewed Hope administration.   ...

RENEWED HOPE ADMINISTRATION COMMITTED TO COMPLETING THE ABUJA-KADUNA- KASTINA-KANO FEDERAL HIGHWAY, COMMENCES  DESIGN OF SOKOTO -BADAGRY  ROAD The Honourable Minister of Works, His Excellency, Sen. Engr. Dr. Nweze David Umahi CON  has reiterated  the commitment  of Federal Government  under the Renewed Hope administration of the President of Nigeria, His Excellency, President Asiwaju Bola Ahmed Tinubu GCFR to completing  the Abuja- Kaduna-Katsina- Kano Federal  Highway  within a record  time.  He stated this during a courtesy visit of the Governor of Kaduna State, His Excellency, Sen. Uba Sani to his office, Mabushi-Abuja, on 7th May 2024.  Speaking  during  the event,  the Honourable  Minister said  he had the directive  of Mr. President to present  a programme  that could see to the completion  of the project within  the next one year.  He assured the Governor that the project, which  was inherited   from the past administration, would  be started in three sections as soon as possible. He said, "We are going to have the first section of 38 kilometers by 2, (which is 76 kilometers,) done by Dangote Group  of Companies on Tax Credit and it's going to use concrete to do it. We will allow the next 82 kilometers for Julius Berger to handle. And then the last 20 kilometers by 2,  (which is 40 kilometers) for  BUA to handle and  to also use concrete to do that.  And I can assure you that the job will start in these three sections within this month of May." The Honourable Minister commended  the Governor  for the peace and development being witnessed in  Kaduna State under his administration despite inherent challenges. "I want to commend you very highly. In spite of the challenges you have in your State, you have started extremely very well.  And God will be with you. God will provide the means  because you mean well  for the nation, for your people in Kaduna State and in fact, for everyone who is living in Kaduna State.  I want to commend you. I commend you for the peace of the State, the unity of the State and the oneness of the State, irrespective of religion "He further  stated that the  President's  directive on designing  1000 kilometers  Sokoto- Badagry Highway was being  handled with dispatch by the Federal Ministry of Works, noting  that  the project  would cover the old African trade route  of Sokoto, Kebbi, Niger, Kwara, Ondo,  Oyo, Ogun, Lagos States, connecting  to Badagry.   He also stated that a proposal was being made to link the South East to the North through the Trans Sahara Highway  that would have a spur passing through Benue, Kogi, Nasarawa, and end in Abuja. On his part, the Governor of Kaduna State extolled  the vision and will  of the President of Nigeria  in revolutionizing  road infrastructure, which  is a catalyst  for the socio- economic development  of  the  nation, and the commitment  of the Honourable Minister of Works  which has changed  the narrative in the development of road infrastructure in Nigeria.  He said," I have to commend him for his effort. Since his assumption to office, he has made us proud, because he has done extremely well, and because he has been able to follow the blueprint of our President, who has promised everyone when he was elected, that he would take development to every part of Nigeria, irrespective of those that elected him or not. And of course, that is the agenda, that is the Renewed Hope. Today, we are proud to say that development is reaching everywhere in Nigeria." He commended the President's initiative  to construct Lagos-Calabar road and the Sokoto-Badagry road, noting that the projects would enhance the socio-economic potential  of the country when completed. He emphasized the importance of Federal Government's intervention on the Eastern Bypass in Kaduna State, the Mando-Benigwari road connecting the North-West. He said that the road was of prime importance for agricultural programmes in the North. "And for all of us in Northern Nigeria, you will agree with me that farming is very important.  And what we really want is creating opportunities for people that are in the rural areas. That will certainly help, particularly our farmers, linking our farms with markets. Our people believe in this infrastructure to support our farmers. ...

FG ORDERS EVACUATION OF TRUCKS, TRAILERS FROM ABUJA-KADUNA-KANO HIGHWAY

…To provide temporary parks along the corridor

…Gives order to all trucks to leave by the end of the year

The Federal Government has constituted a Presidential Inter-Agency Committee for Evacuation of Trucks and Trailers along the Right of Way of Abuja-Kaduna-Kano highway to ease vehicular movement and reduce damage on the shoulders of the highway before the end of the year.

The Director of Highway Construction and Rehabilitation, Federal Ministry of Works and Housing who is also the Chairman of the Committee, Engr. Folorunsho Esan disclosed this during an inspection tour of  the road.

Engr. Esan, said the ministry would provide a temporary park at Tafa, along Kaduna road, where the vehicles can park adding that the park would accommodate about 500 trucks when fully operationalized thereby helping to address the problems of road access and insecurity in the area.

According to him, “The Committee was set up by the Minister of Works and Housing, H.E Babatunde Raji Fashola, SAN with directives from Mr. President for trucks to be evacuated from the Abuja-Kaduna-Kano road so that the contractors can take full possession to enable  a hitch free work on the road,” he said.

He added that the purpose of the inspection was to assess areas where the trucks could be relocated to away from the Right of Way. “Also, road users can have free passage without bottlenecks. So we are here to inspect facilities that are available where trucks can now be moved to,” he explained.

Continuing, the Chairman said that Tafa axis of the road was more troublesome, but added that there was provision where the trucks would be moved to. “One of the very pronounced bottleneck is in Tafa and fortunately enough, we have an empty land acquired by Federal Road Maintenance Agency although they have not been able to do anything on it.

“But we are thinking of moving the trucks from Tafa to that plot of land after some ground improvements on the land for trailers to be able to stay without sinking,” he said.

On collaboration, he said various unions like the Tanker Drivers NARTO, NURTW, and others are in support of government to move their trucks from the road anytime the trailers park is ready along that axis.

On the collaboration with other stakeholders on moving away from the road, the representative of Petroleum Tankers Association, Comrade. Abdullahi Haruna said that the tankers drivers were ready to move immediately alternative parking space was provided. “We, the petrol tanker drivers are ready to work with the committee to evacuate trucks from the road, ‘he said.

Haruna said that there was the need to make the park conducive for the users through the provision of basic facilities like borehole, toilets and canteens.

He said, “What we are appealing for is that the palliative or temporary work should be done well. If it is good, there would  be no need of planning for a permanent park, we will use this one.”

Reiterating the collaboration on moving away from the road, the District Head of Jere, Alhaji Yusuf Suleiman said that he was happy about the development and assured the committee that he would mobilize and make sure that the trucks leave the shoulders of the highway when the park is ready.

“We will give the ministry and concerned stakeholders necessary support that would lead to the permanent evacuation of trucks and trailers from the road,” he assured committee.

Other members of the committee include: The Federal Roads Safety Commission, the Nigerian Army among others.

Keynote Speech Delivered By Babatunde Raji Fashola, SAN At The Special Luncheon To Celebrate 6 (Six) UniBen Alumni Elevated To The Rank Of Senior Advocates Of Nigeria On The 28th January 2021 At The Banquet Hall Of The University Of Benin

Distinguished Ladies and Gentlemen, let me start my speech today by wishing all and one who are with us here today a very Happy New Year albeit belatedly, on the 28th day of the first month of the year 2021.

It is a matter to be extremely thankful for, because not a few people have sadly departed this planet in the throes of a virulent virus that changed our world in 2020 and which still continues to thrive in spite of efforts to bring it under control.

To all the dear departed, known and unknown, may their souls rest in peace and may their memories be a blessing to our civilization. In spite of the virus, we gather today for a very important purpose beyond wining and dining.

It is my humble view that this is a gathering to celebrate many values and virtues that make life really worth living and which are now regrettably not in enough supply. It is those values that I will speak about in this keynote address.

Let me start with the first that comes to mind, namely HONOUR; (in the sense of the VERB), and in this respect, the kind gesture of the Vice Chancellor of the University of Benin, Professor Lillian I. Salami, and the Alumni Association comes to mind.

I therefore would like, on behalf of all the Honorees (about whom I shall speak later), to thank the Vice Chancellor and the Alumni Association for the grace that informed this decision to honour our colleagues. I pray fervently that honour will never depart from the Vice Chancellor, the Alumni Association and all those unseen men and women who put this luncheon of honour together.

One of the things for which my wife, Abimbola has been a crusader about, is the need to celebrate the success of others, to Honour them, as an inspiration for promoting common Good.

We must therefore be, and are all, truly thrilled by this Gesture of Honour.

The other virtue about which I will speak is SELFLESSNESS. In a world where consideration for self now takes pre-eminence over selflessness, in a world where selfies (as in photographs) now dominate our conversation, I urge that we seek to enthrone more selflessness in our lives.

In this regard, I ask all of us to reflect and ask whether we will be here to celebrate senior advocates, if there were first no lawyers, and if we could celebrate lawyers without law graduates, and indeed if they could have been law graduates without successful law students.

The extended question in reflection is this: where would we all have been without our teachers in primary and secondary schools, in the University and the Nigerian Law School?

To all those teachers (lecturers if you like) living and dead, serving and retired I say thank you, I could think of none other as a symbol of our collective gratitude and appreciation of your selflessness than Professor Itsejuwa Esanjumi Sagay, SAN.

Professor Sagay was not alone; he had many good men and women who shared the burden with him and it would be invidious of me to attempt to name all of them.

Not only would such an effort be fraught with errors of omission, the time it would take suggests that our lunch would get cold, by the time I am done.

Therefore, to Professor Sagay I return, as the pioneer Dean of the faculty of law of the University of Benin, and it is his selflessness and that of those who worked with him that ultimately brought about this day and the success we gather to celebrate.

He and his team gave so much of themselves, so that we could become.

The elements could not have converged better than for six (6) graduates of the faculty he birthed, to be honored in 2020, the same year Professor Sagay turned 80.

Covid-19 made a party very risky, to celebrate Professor Sagay’s birthday, but I believe that I speak the minds of all who are here that we could never celebrate or thank Professor Sagay and his team enough.

Thank you very much Sir.

The next set of virtues and values I want to address are HARDWORK and DEDICATION. Without them, success such as we congregate to celebrate today is not possible.

Many, including my humble self, have walked your path. If it was difficult at the time I was preferred in 2004, I can only now imagine how much more difficult it must have been. There are many more qualified lawyers seeking the rank and therefore the competition is immensely magnified. The conditions that I have looked at for prequalification are more stringent. 

For your dedication, hard work and ultimate success I doff my hat in admiration.

To all those in Uniben Law Alumni who are still aspiring, the magnitude of HARD WORK and the span of dedication it requires to succeed is not intended to deter but to challenge you to aspire. Afterall, you are the products of the great Uniben.

This brings me to the next subject of my focus in this speech which is COMMITMENT.

As I understand it from history, the University of Benin is the product of the farsighted and visionary commitment of men and women who sought to develop Nigeria’s human capital.

That vision has fructified manyfold, and it is still bearing fruit as is evident from the many products of this university who have, and are still occupying positions of leadership and responsibility in the private and public spheres of our nation.

That list is long and growing and I doubt that there could be a better tribute to the vision of the founders than what we gather to do today; to celebrate six (6) products of University of Benin who ascend to leadership role in the legal profession in the year 2020 when University of Benin commemorated its 50th (FIFTIETH) year of existence.

Of course, the rank brings fame and privileges, but it also imposes a huge responsibility of LEADERSHIP, to be used to improve the cause of justice and enthrone law and order for the peace, order and good government of Nigeria and her people.

You and I who are the beneficiaries of this rank must therefore always remember that we are products of Uniben. We must fly her flag proudly with our rank. We must not be afraid to break new grounds in the development of the law.
There perhaps would be no better time than now, in the 60th year of Nigeria’s independence to practicalize the motto of our university by putting all of our knowledge to the service of our Nation.

There are many ways to do this. But one that readily comes to mind is to offer our services in the Training and Development of the next set of Law students, Law graduates, Lawyers etc.

For the cause of law and order, no matter how difficult it is, we must find the courage to shatter any glass ceiling that stands in our way.

This is the Spirit of Uniben, where every good thing must be possible.

The spirit paved the way for all of us, when our chairman for this event, Chief Charles Uwensuyi-Edosomwan, SAN broke the glass ceiling in 2000, by becoming the first law graduate of this university to take the rank.

To our chairman, the Obasuyi of Benin Kingdom, I say thank you for your pioneering effort.

It is impossible to capture the essence of your pioneering effort in English, so permit me to do so in Yoruba by saying: “Tí orí kan bá sunwọ̀n, á ran igba.” The closest possible literal translation in English is that “when one person succeeds, it spreads a thousandfold.”

We have all benefited from your pioneering efforts, and although we are not yet one thousand senior advocates of Nigeria from the University of Benin, I believe that the day will not be far off.

My last word today, is to especially thank Chief Richard Oma Ahonaruogho SAN, an outstanding alumnus of this school for continuously organizing the periodic celebration of Senior Advocates of this university year in year out, even when he himself was then not successful in his application.

I am certain that when we have 1000 senior advocates, he will blow the trumpet for a celebration worthy of the occasion.
