FG COMMISSIONS REHABILITATED SECTIONS OF GWADA-SHIRORO ROAD, RESTORES CONNECTIVITY AND SAFETY IN NIGER STATE AND BEYOND

The Federal Ministry of Works has officially commissioned the completed critically failed sections of the Gwada–Shiroro Road Section 1 in Niger State, alongside Emergency Repairs of Embankment Washouts and the Construction of a 2-Cell Box Culvert on the same alignment. The projects are part of the 260 Emergency/Special Intervention Projects carried out, nationwide, by the Renewed Hope Administration of His Excellency, President Bola Ahmed Tinubu, GCFR in order to salvage the nation’s road network. It signals a significant milestone in restoring connectivity, safety, and economic activities in the affected areas.

Speaking at the commissioning ceremony, which forms an integral component of a National Media Tour, the Federal Controller of Works (FCW) in Niger State, Engineer Eyitayo Aluko, welcomed members of the Council for the Regulation of Engineering in Nigeria (COREN), Nigerian Society of Engineers (NSE), Civil Society Organisations (CSOs), community leaders, residents, members of the press, and other stakeholders. He informed the gathering that he represents the Honourable Minister of Works, His Excellency, Sen. (Engr.) David Umahi CON, FNSE, FNATE in the State, describing the intervention as “two projects in one.”
Engineer Aluko explained that the ceremony site was previously a critical failure point on the road, where a one-cell pipe culvert had collapsed due to its flawed design and overburdenedness. The collapse of the culvert severely disrupted the movement of people, goods, and services, moving in and out of Gwada town into a major challenge for commuters and residents.

“Before our intervention, movement through Gwada was a nightmare. The pipe cover here was inadequate and eventually collapsed. We had to intervene urgently,” said the Controller. According to him, the Ministry improved the infrastructure by replacing the collapsed one-cell pipe culvert with a two-cell box culvert measuring 2.0m x 2.0m, significantly enhancing water flow capacity and structural stability, and durability. He noted that the project has since been completed and traffic has fully resumed.
In addition to the construction of the culvert, the FCW disclosed that several failed sections of the Gwada–Shiroro Road were rehabilitated to improve travel time, road safety and reduce wear and tear of vehicles. The scope of work included embankment washout remediation, construction of the box culvert, laying of stone base, granular course, and asphalt surfacing.
The projects were awarded to Messrs Wise Spin Limited and Messrs High Dee Construction Limited, and have been substantially completed and put to use.

Also speaking at the occasion, the Representative of COREN, Engineer Dr. Bala Saliu, who is also the Chairman of the Engineering Regulation Committee of COREN, Niger State Chapter, commended the intervention, describing it as professional, timely, and impactful.

“This intervention speaks for itself. The project has been put to use, and you can see the community's happiness. Despite how remote this area is, its economic and social importance cannot be overemphasised,” he further noted.

He added that similar critical areas exist across Niger State and expressed confidence that the Federal Government would continue to intervene to ease the challenges faced by commuters and residents.

The Secretary General, NSE, Minna Branch, Engineer Abubakar Kawu also praised the delivery of the two projects. He described the Gwada–Shiroro Road as a strategic route that required urgent attention.
“This timely intervention has significantly reduced road accidents and increased socioeconomic activities. This road leads to the Shiroro Hydroelectric Power Station, a major contributor to power generation in Nigeria,” he recalled. He further stated that the road rehabilitation would positively impact the power and energy sectors, while affirming that the project meets required engineering standards and professional regulations.

The Mai Anguwa (Ward Head) of the immediate benefiting community, Alhaji Alhassan Zarumi, expressed deep appreciation to the Federal Government for extending the nationwide road intervention initiative to his people. He described the road as a former “death trap” and emphasised its importance as a link to the Shiroro Power Station and other surrounding towns and villages.

“If this place were not repaired, I wonder if we would be passing here today. Now, we can move freely and safely. We thank the Federal Government, the Engineers, and the contractors for a job well done,” he said.

In his remarks before performing the ribbon-cutting ceremony, the Vice Chairman of the Nigeria Union of Journalists (NUJ), Niger State Chapter, Comrade Uriah Tsado Gana, thanked President Tinubu and the Minister of Works for ensuring the successful completion of the project.

The Team visited ongoing works on the Bida–Lemu–Wushishi–Zungeru Road, Phase 1, which commences from Yesso Junction in Bida Town to Yazhigi. Giving an update on the progress of work, the FCW revealed that the road shoulders are being constructed with 200mm thick concrete, and that approximately 16 kilometers of asphaltic binder course have been completed out of the 29.5-kilometer project length - representing about 40 percent completion. He added that the contractor is actively on site and is expected to complete the binder course within the next two months, after which the asphaltic wearing course will be applied.

The Project Manager of Gerawa Global Engineering Limited, Engineer Adam S. Adam, corroborated the update and highlighted initial challenges faced during project execution, including security concerns and attempted kidnappings. He disclosed that with the support of the Ministry, community leaders, and security stakeholders, these issues have been fully resolved and work is ongoing. “We are now working day and night. The problems have been resolved completely, and the quality of work speaks for itself,” he stated.

Also present was the NSE official, Engineer Aliyu, who attested to the project’s compliance with engineering standards and professional ethics, giving kudos to the company handling the work.

The Ministry continues to demonstrate its commitment to enhancing national road infrastructure with the execution of major highway projects across Niger State, aimed at improving connectivity between the Northern and Southern parts of the country, guaranteeing safety, and enabling socio-economic development. Another strategic project underway in the State is the Jebba–Mokwa–Bokani Junction Road (Section II), which forms part of the Trans-Sahara Road Network, linking Lagos in the South West geopolitical zone to Northern Nigeria through Kwara State.

The route is a vital artery that carries heavy volumes of articulated traffic on a daily basis. And the project is redesigned as a Dual Carriageway with a pavement structure consisting of 7.3-metre-wide asphaltic concrete carriageways on each side, complemented by 3.0m and 2.75m wide surface-dressed shoulders. The pavement layers include a 200mm thick sub-base, 275mm stone base, and two asphaltic concrete layers of 75mm binder course and 50mm wearing course.

The road section commences at the northern end of the River Niger Bridge in Jebba and terminates at the Bokani Junction, with a total length of 46.0 kilometres. It involves the construction of an additional carriageway that intersects the existing one at various alignments, traversing farmlands, settlements, and diverse terrains, including hills, valleys, streams, and ridges. Interchanges will also be constructed at major intersections to facilitate free-traffic flow. The project is being executed by Messrs CGC (Nigeria) Limited.

In addition, the Federal Government is presently rehabilitating the Minna–Zungeru–Tegina Road (Section I), also a major transportation link connecting Northern and Southern Nigeria and a vital route for the movement of industrial and agricultural goods. The road has suffered severe deterioration over the years, characterized by deep potholes, failed carriageway sections, frequent accidents, and prolonged travel time.

Section I of the project stretches 94.987 kilometres from Minna to Tegina, comprising a 10.90km dualised urban section within Minna town and an 84.087-kilometre single carriageway through inter-urban and non-urban areas. The scope of work includes the rehabilitation of the single-carriageway sections and overlay of the existing dual carriageway, which remains in fair condition. The road traverses about eighteen communities, including Maikonlele, Kuyi, Gusase, Zungeru, Akusu, Garum Gabas, and Gatako, terminating at Tegina.

The existing infrastructure includes several pipe and box culverts, as well as seven bridges, many of which are slated for repair and maintenance due to siltation and structural degradation. The project is being handled by Messrs Develevo (Nigeria) Limited in partnership with Messrs HMF Construction Limited.

Similarly, Section II of the Minna–Zungeru–Tegina Road, covering the Tegina–Kontagora axis, is also receiving intervention. This section is a single carriageway extending from Tegina to Kontagora, with its zero chainage at a Y-Junction off the Mokwa–Makera–Kaduna State border road and terminating at the Kontagora roundabout. The road passes through several semi-rural communities, including Gimi, Babban Gona, Mariga, Bobi, Beri, Tungan Ahmadu, Tadali, and Machanga.

The existing carriageway, though originally constructed to standard specifications, has suffered erosion of shoulders and deterioration of pavement in several sections. The project includes the replacement of substandard culverts, desilting of existing drainage structures, and maintenance works on six bridges along the corridor to ensure structural integrity and improved hydraulic performance. The contractor handling this section is Glamor Engineering Nigeria Limited.

Upon completion, these projects are expected to significantly reduce road accidents, shorten travel time, improve the movement of goods, both industrial and agricultural, and strengthen economic activities across Niger State and its neighbours. The Administration remains committed to delivering quality road infrastructure that enablers of national growth and improves the quality of life of Nigerians. Road users, members of the benefiting communities along the corridors visited, and different stakeholders were full of praises to Mr. President’s infrastructure renaissance.

FG Challenges Its Contractors On Quick Delivery Of Road Projects Going On Across The Country In its quest to improve the socio- economic lives of its citizenry and the nation the Federal Government has challenged its contractors handling federal road projects across the country on quick delivery before the end of its tenure. The Honourable Minister of State for Works and Housing,Hon. Umar Ibrahim EL – Yakubu stated this while inspecting the Dualization of Kano – Maiduguri Road Section 1, covering Kano – Wudil – Shuarin awarded to Messrs Dantata and Sawoe Construction Co, Nigeria Limited since 2006. El-Yakubu said that on the part of government, it will continue to push and support speedy completion and commissioning of all roads nearing completion before the end of the President Muhammadu Buhari led administration. “On our part, we will continue to push you to ensure quick delivery. We want to be able to commission this project before the end of this year. I don’t know why you are mentioning next year. We don’t have many months left to commission this project, and I am sure putting in the right resources after the rainy season , you will be able to meet up,” he said. The Minister of State noted that all road contracts are being awarded to competent and capable contractors and so there is no reason why you can’t deliver on time as funding which might be the challenge has been addressed by the Government of President Muhammdu Buhari by providing alternative funding schemes apart from the yearly budgetary allocation. “You have I suppose the capacity and competence to do the job. I believe you can do better so you need to challenge yourself but if you hadn’t the competence and the capacity, that’s a different thing but you do. So it is a matter of harnessing those potentials and leveraging on the resources at your disposal,” EL-Yakub said. EL-Yakub also disclosed that the project has taken too long but the commitment of the present administration to deliver on road infrastructure because of the recognition of its importance to lives and livelihood in job creation and national development, the road needs to be completed and delivered. “We want to complete this project, it has taken too long, Nigerians have been patient but thank God for the administration of President Muhammadu Buhari that has commitment to delivering road infrastructure because of the recognition of what it does to lives and livelihood of Nigerians. You know every side of it creates job and we need those jobs both direct and indirect,” he said. The Minister admonished all contractors to be engaging the youths more especially the graduates to be given proper training on construction sites for them to have practical knowledge of what they studied in the universities and higher institutions in order to ensure competent personnels and technicians in the construction industry. He added that more Nigerians should be allowed to participate in construction companies be it foreign or Nigerian owned. He appreciated the contractor for the work done so far and encouraged them to increase their pace and achieve more before the end of the year. Briefing the Honourable Minister of State earlier on the scope of work, the Engineer Representative on site, Engr. Hanish Kolayoka Sarjius explained that the 207.73 km road project was awarded in 2006 but has a set back because of lack of fund but since the project was placed under SUKUK, there has been an appreciable work done on the road. He added that the flyovers 1 and 2 and river bridges 1, 2, and 3 have been completed and so the overall percentage completion work to date is 69.57% with a time lapse of 103.83%. The Project Manager of Dantata and Sawoe Construction Company Nigeria Limited, Engr. Roy Hunushi appreciated the Federal Government for awarding the contract to them, saying that the project would be delivered and that they were working in line with the laid down procedures. He requested for the release of fund to enable them deliver the project as scheduled though the rainy season has delayed the pace of work on site. ...

Nigerians Commend President Buhari's Impactful Infrastructure Development President Muhammad Buhari has once more reaffirmed his Administration’s Commitment to infrastructural development. The reaffirmation was made during the commissioning and handover of the completed 66 .10Km Gombe Kaltungo Road at Kumo Town, Gombe State. President Buhari who was represented at the occasion by the Honourable Minister of Communications and Digital Economy, Professor Issa Ali Ibrahim Pantami observed that his administration has given priority to infrastructure development starting from road, to rail line and broadband development. Mr.President disclosed that the FG has embarked on the National Information and Communications Technology Infrastructure Backbone Phase 2. Also about 400 Million US dollars has been planned for the project which will commence from Abuja to Borno State. He said that his administration has given approval for the construction of the rail line from Borno to Rivers State, adding that the rail line was an area that lacked attention before the advent of this administration. The Executive Governor of Gombe State, Alhaji Muhammadu Inuwa Yahaya praised the Federal Government for the completion of the Kaltungo-Gombe Road Project. The Governor observed that the Federal Ministry of Works and Housing had successfully completed several roads to ensure that road users have a rewarding travelling experience. He added that the Gombe - Kaltungo Road Project had created jobs directly and indirectly as well as provided social economic benefits to the people. Works and Housing Minister , Babatunde Raji Fashola, SAN who was represented by the Director Highways North East in the Ministry, Engineer Celestine Shausu disclosed that the road is the sixth to be commissioned in the second phase of highway projects completion and commisioning. He said," This is the second phase of project completion and handover our country will be witnessing as we progress further in this season of completion and impact which started in the last quarter of 2021," said Fashola. The Minister recalled the completion of Efon Alaaye - Erinmo Iwaraja road in Ekiti, Isoko Ring Road Section II covering Aviara- Uzere in Delta State, Phase II of Hadejia - Nguru Road covering Kirikasama - Nguru in Jigawa State, Nguru - Gashua- Bayamari Road in Yobe State and Lafia - Obi Awe - Tunga Road in Nassarawa State that were completed in the last quarter of 2021 which he described as major investments in road transport infrastructure that serve as drivers for economic growth and prosperity. The Minister said these completed roads are viable assets in proof of what the country's resources are invested in. In his welcome address, the Permanent Secretary Federal Ministry of Works and Housing, Bashir Nura Alkali who was represented by Engineer Amos Thomas stated that the Buhari led administration is focused on the completion of several ongoing road infrastructure projects to stimulate economic development, job creation and promotion of local content. He added that government is also committed to linking the major arterial roads to refineries, ports, tertiary institutions and high volume commercial centres with a view to reducing travel times, vehicle maintenance costs, safety and security of commuters. In his goodwill message, the Emir of Arko, His Royal Highness Alhaji Umar Atiku expressed appreciation to the Federal Government for the construction of the road project. Road Infrastructure, Catalyst to the Nation's Economic, Social, and Environmental Development – Fashola The Honourable Minister of Works and Housing, Babatunde Raji Fashola, SAN said that road infrastructure promotes the nation’s economic, social and environmental development which has necessitated increased investment in road infrastructure by the government of President Muhammadu Buhari. The Honourable Minister disclosed that while delivering his keynote address at the National Council of Works meeting at Bristol Palace Hotel in Kano, Kano State with the theme, “Infrastructure, The Season of Completion.” Fashola reiterated that the theme of this year’s council is timely as it provides the opportunity for the Council to put policy framework that would create enabling environment to complete several road projects initiated by the administration of Mr. President as he completes his second tenure in 2023. ‘’The theme is timely as it provides the opportunity for the Council to put policy framework that would create enabling environment to complete several road projects initiated by the administration of Mr. President as he completes his second tenure in 2023. It is pertinent to note that the effects of road infrastructure on economic development, productivity and growth cannot be over -emphasized due to its impact at National, State and Local government levels,” he said. The Minister disclosed that the success of the Nigerian government in providing road infrastructure will not be measured by the amount of funds invested but by the extent to which road infrastructure contributes to the nation's economic, social, and environmental goals. Fashola noted that road infrastructure investment should be viewed as a means to an end and not an end itself. “It is important to note the increased investments in road infrastructure which is evident by the number of completed roads and the need to manage such investments sustainably. The Minister revealed that the anticipated benefits of the investments in the road sector cannot be achieved without timely completion of the road projects as the theme of this year’s Council on Works reflects. He noted that the administration of President Muhammadu Buhari awarded several new road projects in addition to the inherited ones of which many have been completed and commissioned across the six Geo-Political Zones of the Federation while others are yet to be completed. Fashola disclosed that the investments of the Federal Government in road transport infrastructure has continued to impact positively on communities across the country as President Muhammadu Buhari commissioned the first phase of roads in the following locations: Sokoto-Tambuwal-Jega-Kontagora-Makera Road, the Vandeikya- Obudu Cattle Ranch Road, the Nnewe-Oduma Road, the Kano- Maiduguri Road Section III (Azare-Potiskum) and the Kano-Maiduguri Road, Section II (Shuwarin-Azare) connecting Jigawa and Bauchi States in the last quarter of 2021. “The Federal Government also commissioned the second phase of road projects in 2022 which include: Efon-Alaaye Erinmo – Iwaraja Road in Ekiti and Osun States; Isoko Ring Road in Delta State, Hadejia – Nguru Road Phase II, Kirikasama – Nguru in Jigawa State; Gombe – Numan – Yola Road Phase II (Gombe – Kaltungo) in Gombe State; Nguru – Gashua – Bayamari Road Sections I & II, Phases I & II in Yobe State; and Lafia – Obi – Awe – Tunga Road in Nasarawa State,” he said. The Minister noted that significant progress was recorded in road development in the year under review in line with the Ministerial Mandates set for the Ministry through the execution of many road projects spanning over 13,000km of roads and bridges nationwide and urged states and other stakeholders to compliment the efforts of the Federal Government in the development of road infrastructure in Nigeria. He urged that we must maintain the infrastructure we build to preserve their live span and get the best value for the money spent on them. He highlighted alternative funding options initiated by the present administration to tackle critical roads across the nation apart from the ministry’s budgetary allocation such as: Presidential Infrastructure Development Fund; SUKUK fund; Road Infrastructure Tax Credit Scheme (RITCS); Multi-lateral loans/grants; Collaboration with other Government Agencies e.g The North East-Development Commission. He urged the delegates to contribute meaningfully during the Council deliberations bearing in mind that their recommendations will have far reaching impact on Nation building that will help the highways to become safer and more comfortable for all and serve as means of sustained economic growth and development of our nation. He also noted that the nation’s economy will be revamped and sustained through continuous and deliberate actions of government at all levels in completing all on-going projects. He expressed his heart felt gratitude to the Kano State Government for accepting to play host of this year’s National Council on Works comprising all other states and other stakeholders, he thanked the governor immensely for that. During his opening address at the Council meeting, the Governor of Kano State, Dr. Abdullahi Umar Ganduje thanked the Federal Government for the provision of various intervention infrastructure projects across the state looking forward for more of such interventions such as: the replacement of road intersections with flyovers particularly at various junctions connecting the ongoing Western Bypass Road and other road and housing infrastructure in the state. Governor Ganduje noted that before the coming into power of the present administration, many Federal highway projects in the state were abandoned, but now they are receiving commendable attention from the Federal Government. He thanked the Minister for accepting to host the Council meeting in Kano and assured all delegates maximum security and safety during their stay in Kano State. While delivering his address, the Chairman House Committee on Works, Hon. Abdullahi Kabir Abubakar stated that this year’s theme “Infrastructure, the Season of Completion” is suitable and well timed because this is indeed a season of projects completion and commissioning in the life of this administration as it is determined to complete as many projects as possible, the projects it inherited and the projects it initiated are highly commendable. He commended the administration for introducing many interventions such as: SUKUK, Highway Development and Management Initiative (HDMI) and the TAX CREDIT SCHEME to compliment the Ministry’s budget in providing funds to develop over 1000 contracts covering over 13,000km of roads across the nation. Hon. Abubakar appealed to state governments, private organizations and government agencies to support the federal government in the area of compensation to local communities because delay by state governors to compensate the local communities for the Right of Way delays speedy completion of road projects. The Kano State Commissioner for Works and Infrastructural Development, Engr. Idris Wada Saleh welcomed the delegates to the 28th Meeting of the National Council on Works and expressed gratitude to the Honurable Minister of Works and Housing, His Excellency, Babatunde Raji Fashola, SAN and His Excellency, The Executive Governor of Kano State for accepting to host this year’s Council on Works and providing the enabling environment for the event in the beautiful city of Kano “The center of Commerce” and wished all delegates fruitful deliberation and a peaceful stay . During his closing remarks, the Honourable Minister of State for Works and Housing, Hon. Umar Ibrahim El-Yakubu opined that the recommendations made at this meeting will re-enforce our resolve to complete and deliver more infrastructure that will not only have far reaching impact on the socio-economic well-being of the citizenry but also generate employment and stimulate economic growth. Hon. El-Yakub thanked the government and people of Kano state for taking the responsibility of hosting the meeting. He expressed profound gratitude to all delegates from the states, regulatory and professional bodies for their tireless efforts in making the Council a memorable and successful event. Shehuri Solicits Support From Development Partners

The Minister of State for Power, Works and Housing, Hon. Mustapha Baba Shehuri has solicited for more support from Development Partners in the areas of technical and financial assistance to help his Ministry fully implement the Power Sector Recovery Plan (PSRP) initiatives.

Shehuri stated this at a meeting between Officials of the Ministry of Power, Works and Housing (Power Sector) and the African Development Bank (AfDB), in his office.

The Minister disclosed that the crux of the meeting was to appraise progress made on the implementation of the Power Sector Recovery Plan (PSRP) embarked upon by the Ministry as an integral part of the Nigeria Economic Recovery and Growth Plan (NERG).

Shehuri lamented the challenge being faced by the sector as that of strengthening the Distribution Infrastructure within the electricity value-chain in order to make it perform optimally.

The Minister revealed that with the support of the Development Partners especially, the African Development Bank (AfDB), generation and transmission capacities in the country has increased to an all-time high of 7,001MW and 6, 800MW respectively. He added that the only area that needs more attention from the Development Partners is that of expansion of distribution network.

The Minister commended the African Development Bank (AfDB), while assuring them of Federal Government’s co-operation on the full implementation of the Power Sector Recovery Plan (PSRP).

Earlier on, the Leader of the delegation from the AfDB and Chief Evaluation Officer, Penelope Jackson, said the objectives of the meeting with the Ministry is to assess the level of achievement so far recorded in the implementation of the Power Sector Recovery Plan (PSRP), which the Bank supports.

In attendance at the Meeting were the Permanent Secretary, Federal Ministry of Power, Works and Housing (Power Sector) Lious Edozien, Directors of the Ministry of Power, Works and Housing (Power Sector),Leader of the Implementation Team of the PSRP and representatives of Transmission Company of Nigeria (TCN) and Rural Electrification Agency (REA), among others.
