TINUBU FLAGS OFF STRATEGIC NORTH-EAST ROAD PROJECTS TO ENHANCE SECURITY, TRADE, AND REGIONAL INTEGRATION

President Bola Ahmed Tinubu, GCFR, has officially flagged off the rehabilitation of the Bama – Banki and the Dikwa – Gamboru Ngala Roads, describing them as strategic investments to restore critical infrastructure, enhance security, and drive economic growth in the North-East. Represented at the ceremony by the Vice President, Senator Kashim Shettima, GCON, the President said the projects reflect his administration's campaign promise to rebuild vital infrastructure that will improve connectivity, strengthen regional integration, and promote sustainable development. The two contracts are awarded to Dangote Industries (Nig.) Ltd. under the Infrastructure Tax Credit Scheme, while the subcontractor is Dantata & Sawoe (Nig.) Limited.

President Tinubu noted that the strategic road corridors would improve access to neighbouring Cameroon and the Republic of Chad, creating new opportunities for trans-Saharan trade and expanding cross-border commerce. He stressed that the projects would not only facilitate the movement of people, goods, and services but also improve security and support the socio-economic recovery of communities affected by insurgency. He called on all stakeholders to work closely with the people of the North East to ensure the successful execution of the projects, while assuring Nigerians that his administration would continue to invest in infrastructure that stimulates economic growth and national development.

The Honourable Minister of Works, Engr. Sen. David Umahi, CON, FNSE, FNATE, described the commencement of the projects as another pointer to the Federal Government's infrastructure renewal drive. He explained that the roads are part of the administration's four legacy infrastructure projects, spread across the six geopolitical zones, and are designed to improve regional connectivity, reduce travel time, facilitate trade, and strengthen economic integration with neighbouring countries.

Also speaking, the Honourable Minister of State for Works, Bello Muhammad Goronyo, Esq., highlighted the enormous economic, security, healthcare, and tourism benefits of the projects. According to him, the roads are more than transportation infrastructure; they are strategic investments that will promote regional integration, improve livelihoods, and enhance the quality of life of the people. He commended President Tinubu for his visionary leadership and unwavering commitment to transforming Nigeria through sustained infrastructure development.

In their separate remarks, the Chairman of the Senate Committee on Works, Senator Allwell Heacho Onyesoh, and the Chairman of the House of Representatives Committee on Works, Hon. Akin Alabi, applauded the strong collaboration between the National Assembly and the Federal Ministry of Works. They described the projects as a clear demonstration of the Federal Government's commitment to inclusive infrastructure development and pledged the continued legislative support of the National Assembly towards their successful completion.

President/CEO of the Dangote Group, Alhaji Aliko Dangote, GCON, described the Federal Government's Tax Credit Scheme as a transformative initiative for financing critical infrastructure. He disclosed that the Dangote Group is currently executing 12 road projects valued at about ₦3 trillion under the scheme and reaffirmed the company's readiness to undertake additional projects in support of national development. He noted that quality roads and bridges stimulate economic activities, attract investment, and promote national prosperity. Dangote also commended the leadership of the Minister, describing him as "a conqueror" for his dedication and outstanding commitment to infrastructure delivery.

The Governor of Borno State, Professor Babagana Umara Zulum, CON, described the projects as strategically important to the economic recovery and security of the North East. He said the roads would strengthen commercial and social ties with Cameroon and the Chad Republics, while improving peace, security, and economic activities across the region. Governor Zulum expressed profound appreciation to President Tinubu for his continued support for Borno State and the entire Zone.

Speaking on behalf of the Borno State Council of Traditional Rulers, comprising the Emirates of Borno, Biu, Dikwa, and Gwoza, the Chairman of the Council, His Royal Highness Alhaji (Dr.) Abubakar Ibn Umar Garbai Al-Amin El-Kanemi, represented by the Shehu of Dikwa, welcomed the initiative. He expressed confidence that the projects would deliver lasting socio-economic benefits to the affected communities and assured the Federal Government of the traditional institution's full support throughout the implementation process.

The flag-off of the Bama–Banki and Dikwa–Gamboru Ngala Roads’ rehabilitation projects underscores the Administration's commitment to renewing critical infrastructure, strengthening national security, expanding regional trade, and accelerating economic transformation. Upon completion, the roads are expected to improve mobility, facilitate cross-border commerce, attract investment, and unlock new opportunities for sustainable growth and prosperity across the North East and Nigeria as a whole.

SOKOTO-BADAGRY SUPERHIGHWAY: CCTV, STREET LIGHTING TO GUARANTEE SAFETY OF ROAD USERS, COMMUNITIES The Federal Government has reaffirmed its commitment to delivering safe, durable, and economically transformative road infrastructure with the ongoing construction of the 1,068-kilometre Sokoto–Badagry Super Highway, a landmark project designed to enhance national integration, trade, and security. As part of measures to guarantee the safety of road users and communities along its corridors, the project incorporates modern infrastructure features, such as a Closed-Circuit Television (CCTV) surveillance system and street lighting. Providing background on the project on Wednesday, 21 January, 2026, the Federal Controller of Works in Sokoto State, Engr. Kasimu Maigwandu, explained that the Super Highway originates from Illela in Sokoto State, at the Nigeria–Niger Republic border, traversing Kebbi State in the North-West Zone, Niger and Kwara States in the North-Central, and terminates at Badagry in Lagos State, South-West, Nigeria. According to him, the project, which ranks among the most economically influential infrastructure investments in the country, aims at facilitating the efficient movement of people, goods, and services within Nigeria and across neighbouring countries such as Niger and the Benin Republic, while ensuring safer, faster, and joyful transportation. Engr. Maigwandu noted that the road cuts across numerous markets, cities, rural communities, and agricultural hubs - an intervention expected to significantly boost agricultural productivity, stimulate commerce, create employment opportunities, and strengthen national security and integration. He disclosed that construction activities are progressing steadily at several locations, including Katami, Silame, Gande, Bunkari, Gada, Madi, and Illela, adding that modern construction techniques such as Continuous Reinforced Concrete Pavement (CRCP) technology and integrated solar street lighting are being deployed to ensure durability and enhanced safety for road users. Speaking on the progress of work, the Project Manager, Messrs Hitech Construction Company Limited, Mr. Joharn Fohan Foucice, confirmed that construction is progressing smoothly without major challenges, assuring Nigerians of the contractor’s commitment to quality workmanship and timely delivery. During a Media Tour of the project site, the Senior Special Assistant to the President on Community Engagement (North-West), Hon. Abdullahi Tanko Yakasai, reassured host communities of the President Bola Ahmed Tinubu-led administration’s resolve to provide adequate security to enable uninterrupted and speedy completion of the project. “As you can see, there is a strong security presence around this project,” he emphasised. Hon. Yakasai expressed that the efforts and presence of security personnel have been critical to the smooth execution of the works, noting that contractors would not have been able to operate effectively without adequate security support. “We appreciate President Bola Ahmed Tinubu, GCFR for ensuring that, despite the security challenges in the region, work has continued uninterrupted since its commencement,” he added. He further explained that the concrete-paved Sokoto–Badagry Super Highway will strengthen unity and connectivity between the North-West and other regions of the country, thereby accelerating socioeconomic growth. “This road will link Ilelah, Sokoto directly to Badagry in Lagos. There are dams along the corridor that will support all-year-round farming, boost agricultural activities, and improve economic prosperity, especially in the North-West Zone with vast arable land,” he stated. The SSA-P appreciated President Tinubu, the Minister of Works, Sen. Engr. David Umahi, CON, FNSE, FNATE, and the Minister of State, Bello Muhammad Goronyo, Esq. for their extraordinary leadership and zeal in the provision of roads and bridges, noting that construction is ongoing seamlessly and simultaneously across six points on the alignment. Also present during the inspection were the Chairman, Nigerian Society of Engineers (NSE), Sokoto Branch, Engr. Abubakar Yahaya, and a Civil Society representative, Dr. Abdul Umar, who commended the contractor and the Ministry for strict adherence to quality standards. They highlighted the importance of the project’s engineering design, noting that the 20-centimetre concrete pavement thickness strictly conforms to specifications in the Bill of Quantities, ensuring durability, longevity, and value for money. In a related development, the Secretary of the Nigeria Union of Journalists (NUJ), Sokoto State Council, Comrade Muhammed Nasir Bello, on behalf of the Chairman, commissioned Emergency Repair works on the Sokoto–Tambuwal–Jega Road (Route A1), as well as Reinstatement of Washouts and Failed Sections at KM 33+050, KM 33+500, and KM 67+200 along the Sokoto–Jega–Kebbi State Border Road. EMERGENCY ROAD INTERVENTION COMMISSIONED AS SSA-P LEADS STAKEHOLDERS ON NATIONAL MEDIA TOUR TO INSPECT KOGI PROJECTS As part of the Federal Government’s ongoing efforts to deliver quality infrastructure across the nation, ensure the effective execution of Federal road projects, and improve safety on critical highways, the Federal Ministry of Works, on 12 January 2026, undertook an inspection of key road projects in Kogi State. The visit covered the ongoing reconstruction works on the Abuja–Lokoja Expressway, Section III (Abaji–Koton Karfe), and included the formal commissioning of the Itobe–Ayingba Road Emergency Intervention Project. The event, part of the Ministry’s National Media Tour across all geopolitical zones, brought together key stakeholders, including the Senior Special Assistant to the President on Community Engagement, North Central Zone, Dr. Abiodun Essiet, members of the Press, Civil Society Organisations (CSOs), the Nigerian Society of Engineers (NSE), the Council for the Regulation of Engineering in Nigeria (COREN) and other stakeholders. It featured the inspection of ongoing Federal road projects and the commissioning of an emergency intervention project in the State, the first stop in the North Central zone. During the inspection, Dr. Essiet highlighted the strategic importance of the Abuja–Lokoja Highway as a key link between Northern and Southern Nigeria. She assured that President Bola Ahmed Tinubu, GCFR, has approved sustained funding for critical road projects nationwide and urged contractors to accelerate work, while upholding high-quality standards. She commended host communities and security agencies, including the Nigeria Police Force (NPF) and the Federal Road Safety Corps (FRSC), for their cooperation with traffic management and diversion measures. She also disclosed that security arrangements are being strengthened to enable nighttime construction, where required, to accelerate project delivery. Engr. Zira Adamu, Engineering Representative (ER) on the project, provided technical insights, explaining that the construction involves a composite pavement system comprising rigid (concrete) and flexible (asphaltic) pavements. He stated, “Eight kilometres of rigid (concrete) pavement have been completed, while 13.8 kilometres of asphalt binder course have been achieved. Overall project completion currently stands at 10.21 per cent, with approximately 66.67 per cent of the project timeline elapsed. The contract sum for the project is ₦89,888,414,585.20.” He added that the project was initially awarded on 24 March, 2022 with a completion period of three years, noting that progress has been largely affected by traffic management and security challenges along the corridor. The project is being executed by two contractors, with Messrs Geld Limited/Triacta (Nigeria) Limited handling one carriageway (Lokoja- Bound) and Trucrete Solutions Limited managing the Abuja-bound section. The Federal Controller of Works in Kogi State, Engr. Patiko Musa, assured the public that construction work is ongoing, adding that additional equipment and work gangs are being deployed to accelerate progress. Similarly, the Itobe–Ayingba Road Special Intervention Project, a 1.6-kilometre emergency repair completed at ₦972 million, was commissioned on behalf of the President by the SSA-P. The project is part of the 260 emergency interventions carried out nationwide to address critically failed sections of inherited projects by the present administration. With 2,064 road and bridge projects inherited, emergency repairs on the most hazardous sections remain a top priority. The Itobe–Ayingba Road is a vital federal highway linking the Eastern, Central, and Western parts of Kogi State and connecting with the Okene–Ajaokuta–Itobe Road. It serves key industrial corridors, including the largest iron and steel plant and one of the largest cement factories in Africa, playing a critical role in commerce, transportation, and socio-economic development. The scope of work executed included site clearance and scarification, provision of lateritic sub-base and crushed stone base, asphaltic binder and wearing courses, cut-and-patch of potholes, desilting of drainage systems, and installation of road markings. The project received commendations from representatives of the Kogi State Government, the Nigerian Society of Engineers (NSE), Lokoja Branch, and the host communities, who expressed appreciation to President Tinubu for addressing long-standing infrastructural challenges. Community leaders confirmed that the intervention has significantly reduced road accidents and improved safety and economic activities. At the Dualisation of Lokoja - Benin Road, Section I, Phases 1 & 2 (Lokoja - Okene), after receiving briefings by the Federal Controller of Works (FCW), Kogi State, Engr. Musa Patiko and the Project Manager, Messrs CCG (Nig.) Limited, the SSA-P expressed dismay at the slow pace of work, urging the Contractor to put in more effort, while assuring that funding constraints would be met. The host community complained about the menace of dust buildup occasioned by the construction work and the company was admonished to be health-conscious and environmentally friendly in their operations. As a proactive measure to surmount the security issues affecting the pace of work on some projects, the SSA-P met with the Commander, 12 Brigade, Nigeria Army, Lokoja, Brig. Gen. Kasim Umar Sidi, who promised to provide 24-hour security cover to any construction company, on demand. The Permanent Secretary, Ministry of Works, Kogi State, Engr. Abdulsalam Sagir, while thanking the present administration for the various projects in the state, asked for more. The Chairman, Nigerian Society of Engineers (NSE), Lokoja Branch, Engr. Adanu Emmanuel and a representative of Civil Society Organisation (CSO), Conscience of Human Rights and Conflict Resolution, Lokoja, Mr. Idris Miliki Abdul urged the contractors to abide by the specifications and timelines of their respective contracts. Goronyo Commends Excellence, Youth Impact at 2025 Caliphate Icon Awards The Honourable Minister of State for Works, Rt. Hon. Works Ministry Sensitizes Directors on Asset Declaration, Infringement

The Federal Ministry of Works and Housing has organized a sensitization workshop for its directors on strict compliance with Asset Declaration Processes, Code of Conduct and the consequences attached to infringements.

Declaring the workshop open, the Permanent Secretary of the Works and Housing Ministry, Bashir Nura Alkali, said that the purpose of the workshop was to enlighten the participants on the provisions of the Code of Conduct Bureau and Tribunal and its application as they relate to Asset Declaration.

Alkali, represented by the Director Highways Planning and Development in the Ministry, Engineer Uzor Chukwuwinke Ogbona, pointed out that it had become imperative to organize the workshop because of the increasing cases of allegation of infringement of the codes by public officers thereby resulting to frequent invitations for questioning by the Bureau.

"This has become necessary in view of the report of increasing cases of alleged breach of the provisions of the Act by our officers occasioning their invitations for questioning by the Bureau," he said.

Accordingly, he added that all the other levels of the officers in the ministry would go through a similar workshop because of the sensitivity and importance of Asset Declaration to public officers.

"Given the importance and seriousness attached to the issue, the Ministry is determined to ensure that this enlightenment programme is cascaded to all levels of officers from the Directorate cadre downwards," he added.

Engr. Uzo implored participants to use the opportunity of the workshop to ask pertinent questions on issues that needed clarity, pointing out that the facilitators were experts in the field recommended by the Code of Conduct Bureau that could respond to these questions.

In his goodwill message, the Chairman of the Code of Conduct Bureau, Professor Muhammed Isah who was represented by a member of the Bureau, Professor Samuel Ogundare, informed the participants that in a bid for government to ensure that public officers maintained a high level of integrity while discharging their duties, a set of codes have been established to guide them.

He explained that the codes specify the standard of integrity expected of public officers as well as how to meet them, adding that safety of public officers has been captured in the codes in discharging their duties.

The Chairman urged the participants to oblige the Bureau with suggestions from their experiences on how to minimize infringement of the codes.

" It is also our wish that since most of you will be exiting from the service soon, you will share your experiences with us on how we can minimize the judgement in these codes,"Professor Ogundare said.

In her presentation, Mrs. Ofor Ijeanuli, a Deputy Director from the Code of Conduct Bureau, in her paper presentation titled: Code of Conduct Act & Code of Ethics in Government Business, mentioned that there are fourteen codes synonymous to rules guiding the public officers of which Asset Declaration is one of them.

She noted that civil servants were mandated to declare their assets every four years within the period of years they are still in service of the Federal Republic of Nigeria, pointing out that failure to do that was an infringement.

Explaining further, Ofor stated that public officers are expected to submit a written declaration of all their properties, assets and liabilities and those of their unmarried children under the age of eighteen years including their spouses that are not working.

Accordingly, she disclosed that, the Code of Conduct for Public Officers should serve as a mechanism for continuous self-assessment by public officers to meet up with public expectations, scrutiny and evaluation, noting that any property acquired in abuse of or corruption in office will be forfeited to the state.

It was a very fruitful discussion in which a large number of the Director's participated in with genuine questions asked and explicit answers given by the officials from the Code of Conduct Bureau in the Ministry's Headquarter conference room in Mabuchi, Abuja.

Welcome Address by The Permanent Secretary, Federal Ministry Of Works And Housing, Bashir Nura Alkali, FCA, FCTI Represented by the Controller Yobe State, Engr O. B. Akinmade at The Commissioning of The Construction of Nguru-Gashua-Bayamari Road Section II, Phase I (Gashua-Bayamari) and Rehabilitation of Nguru-Gashua Bayamari Road Section I (Nguru-Gashua) Phase II in Yobe State on Saturday, 2nd July, 2022.

PROTOCOLS
       It is my great pleasure to welcome you all to this significant event in the affairs of our National life. I welcome all the eminent and distinguished invited guests to the occasion of the commissioning of the second phase of the completed roads across the country.
2.       On behalf of the Honourable Minister Babatunde Raji Fashola SAN, Directors and Head of Units, Federal Ministry of Works & Housing, I welcome all distinguished invited Guests, the Royal Fathers and the entire people of Yobe State to this event.
3.       As part of President Muhammadu Buhari’s developmental agenda of addressing road infrastructural development across the length and breadth of Nigeria, the Federal Government as a policy direction focused on the completion of several on-going projects to stimulate economic development, job creation and promoting local content. The focus is to link the major arterial roads to Refineries, Ports, tertiary institutions and high volume commercial centres with a view to reducing travel times, vehicle maintenance costs, safety and security of commuters etc.

4.       The Ministry has successfully completed several roads and maintained several bridges to ensure that road users have a rewarding road travel experience. Several other roads and bridges are at various stages of completion such as the 2nd Niger Bridge and its approach road, Dualization of Abuja-Kaduna-Kano, Loko-Oweto Bridge linking Nasarawa to Benue States, Dualization of Enugu-Portharcourt Expressway, Bodo-Bonny Brigde, Lagos-Ibadan Dualization project, to mention just a few.
5.       We have now entered the season of completion and handover of several roads and bridges projects across the country. Recently, 5-roads were commissioned by Mr. President who was represented by the Cabinet Ministers from the states where the projects were sited such as:
i.   Commissioning of Sokoto-Tambuwal-Jega-Kotangora-Makere Road, Phases I&II in Kebbi State;
ii.   Vandeikya-Obudu Cattle Ranch Road Phases I&II in Benue State;
iii.   Nenwe-Oduma Road Sections I&II in Enugu and Ebonyi States;
iv.   Kano-Maiduguri Section III (Azare-Potiskum) in Bauchi/Yobe States; and
v.   Kano-Maiduguri Road Section II Shuwarin-Azare, with spur from Dutse to Kwanar Huguma in Jigawa/Bauchi States.
6.        In this phase of the commissioning, Mr. President approved the commissioning of the following roads:
i.   Rehabilitation of Efon Alaaye-Erinmo-Iwaraja Road In Ekiti/Osun States;

ii.   Isoko Ring Road in Delta State;
iii.   Rehabilitation of Hadeija-Nguru Road, Phase II CH 40+000-CH 73+150 Kirikasama-Nguru in Jigawa State;
iv.   Completion of Gombe-Numan-Yola Road Phase II (Gombe-Kaltungo) in Gombe State;
v.   Construction of Nguru-Gashua-Bayamari Road Section II, Phase I, (Gashua-Bayamari), Yobe State;
vi.   Rehabilitation of Nguru-Gashua-Bayamari Road Section I (Nguru-Gashua) Phase II in Yobe State;
vii.   Rehabilitation of Lafia-Obi-Awe-Tunga Road in Nasarawa State.
7.       As we complete the commissioning of this road here in Yobe State, the train will move to Nasarawa State and on to the others.
8.        Our joy is that Nigerians are benefitting from the fruits of democracy and the promises made by the present Administration. These projects have created direct and indirect jobs as well as provided socio-economic benefits that the magnitude of such projects carries with it.
9.   At this juncture, I welcome you all once again to the commissioning ceremony of this laudable road project in Yobe State.
