UMAHI ORDERS IMMEDIATE EMERGENCY INTERVENTION ON BENIN-ASABA ROAD, AND SOME OTHER CRITICAL FEDERAL ROADS

The Honourable Minister of Works, Senator Engr. David Nweze Umahi, CON, has directed the immediate deployment of major contractors to all three sections of the Benin-Asaba Federal Road to restore the failed sections and bring an end to the suffering of motorists and other road users.

This is because, the situation on the concessioned Benin-Asaba Road has reached a point where the overall public interest must take precedence over the existing concession agreement.

Recall that the Honourable Minister of Works was on the Benin-Asaba Road about seven days ago, where he assembled a number of contractors and directed them to prepare for immediate palliative intervention on the affected sections of the road at no cost to the concessionaire. In line with the Concession agreement which requires that before the Federal Government could intervene, the permission of the concessionaire must be required, and that permission was not granted to federal government.

The Minister subsequently proposed three options to the concessionaire, any one of which would have enabled the Federal Government to move in and address the worsening condition of the road. Unfortunately, none of the options was accepted by the concessionaire. Immediately after the Minister left Asaba, the already limited equipment deployed to the road by the concessionaire was further reduced to just one, worsening the situation and increasing the suffering of motorists and other road users.

While the Minister takes responsibility for the concerns and suffering of Nigerians using the road, it is important to state that the concessionaire has also not taken the suffering of Edo people and travelling public sufficiently into consideration by declining all the options put forward by the Federal Government. The concessionaire continues to rely on the terms of the concession agreement entered into by the previous administration, an agreement which weighs heavily against the Federal Government’s ability to intervene quickly in the interest of the public in a situation like this.

In view of this situation, the Honourable Minister of Works has directed the immediate deployment of major contractors within the corridor to all three sections of the Benin-Asaba Road to restore the failed sections and bring relief to the people, with the cost of the emergency intervention being borne by the Federal Government. The Honourable Minister has also directed immediate redesign of the entire route to be rebuilt with reinforced concrete pavement. The public should therefore take note that immediate action is underway to restore every failed section of the Benin-Asaba Road and subsequently rehabilitate the entire sections of the road using reinforced concrete pavement.

2. On the Benin-Sapele Road:
The Governors of Edo and Delta States, the Niger Delta Development Commission (NDDC), and the Federal Government are currently engaged in interventions on different sections of the road to restore the entire route. While some sections are receiving palliative attention, permanent works are also ongoing on other sections.

3. On Ifaki(Ekiti) - Kabba (Kogi) Road:
The Federal Government is engaging both the contractor; Gamji Nigeria Company Limited, and Dangote PLC on immediate emergency and permanent intervention on the most failed sections of the road, while efforts are being made to financially mobilise the company for more extensive permanent work to commence on the axis.

4. On the Sokoto-Zamfara-Katsina Road: This is an inherited project involving the dualisation of approximately 350 kilometres, which translates to about 700 kilometers. The project has since been redesigned and is currently ongoing and most sections are being reconstructed using reinforced concrete pavement. From the Sokoto axis towards Zamfara, over 50 kilometres of one carriageway have been fully completed with reinforced concrete pavement. From Zamfara to Katsina, some sections have been completed and palliative works have been ordered over the sections that have not been reconstructed. However, the pace of work slowed down due to the redesign and rephasing of the project. The contractors currently engaged on the road include CBC, SETRACO, Triacta and Mothercat. They are being remobilised to return to site and complete the outstanding works.

5. On the Abuja-Kaduna-Zaria-Kano Road: The Federal Government took over the Road project and has currently completed the 118-kilometer mostly on reinforced concrete pavement on lot 1. The Lot 2, which covers 164 kilometres, is over 60 percent completed on reinforced concrete pavement. The Federal Government has also introduced solar-powered light on the entire route of Abuja-Kaduna-Zaria - Kano to improve visibility during night travel and enhance the overall security situation on the route. The entire project is scheduled for completion by December 2026.

6. On Bauchi-Jigawa Road: Triacta Nigeria Limited has been mobilised to carry out the necessary interventions on some failed sections and work is currently ongoing in those failed sections.

7. On the Sagamu-Ore Road: 48 Kilometers of the 96-kilometre road have already been completed using reinforced concrete pavement. There is also a 24-kilometre section around Ore which was abandoned by the previous contractor. The Federal Government has directed its immediate restoration to ensure seamless travel. Solar lights are being installed in the entire 96kilometer of the road.

8. On Flooded Sections on Sagamu-Ore-Benin Road: The flooded sections on the same corridor between Sagamu-Ore-Benin Road, as well as other flooded sections in Ondo State, are being designed for emergency procurement and intervention.

9. On the East-West Road:
Some failed and critical sections, including defective sections of bridges along the East-West Road, are being marked out for emergency procurement and intervention.

10. On the Abuja-Lokoja Road:
Several contracts are ongoing along the route, while the three critical sections currently without contracts are being procured for emergency intervention.

11. On the Lokoja-Benin-Warri Road: The President has directed a complete redesign and procurement of the 400-kilometre dualised route covering the uncompleted sections, using reinforced concrete pavement, while palliative works will continue with the contractors currently on the road.

12. On Carter Bridge:
While the Federal Government continues to undertake weekly maintenance of the underwater elements of the bridge. The site has also been handed over to the contractor, CCECC, for the construction of a permanent new bridge, and work has commenced.

13. On the Third Mainland Bridge:
With regard to the defective underwater structural elements, the Federal Government is at the final stage of determining the appropriate intervention for the repair of the affected elements.

14. On the flooded section of the Lagos-Ibadan Road: Work has commenced on the affected section. There are also several flooded sections on federal roads across the six geopolitical zones, largely occasioned by excessive flooding and the effects of climate change. The Federal Government is identifying and marking these sections for immediate attention.

15. On the First and Second Niger Bridges:
Intervention work is ongoing on the approach roads to the Second Niger Bridge damaged by flood and the work is progressing very well. The First Niger Bridge has been closed to traffic to enable immediate repair works. Contractor has mobilized to site and comprehensive rehabilitation of the bridge has started. From Summit Junction to the First Niger Bridge, massive rehabilitation work is also ongoing using reinforced concrete pavement.

16. The Honourable Minister wishes to commend the President of the Federal Republic of Nigeria, His Excellency Bola Ahmed Tinubu, GCFR, for the massive work being undertaken on the nation’s roads since the administration assumed office in 2023.

17. It is important to state that when the present administration came into office, there was hardly any part of the country where one could travel for an hour without encountering significant challenges on the road network. The condition of the country’s roads and bridges was a major national infrastructure challenge.

18. Rather than shy away from the problem, the administration of President Bola Ahmed Tinubu made the nation’s road network a priority. Virtually every part of the country became a priority, and the Federal Government, through the Federal Ministry of Works, Regional Commissions, Parastatals and other MDA’s has continued to respond extensively to these challenges.

19. The Federal Government is currently working on over 80 percent of the inherited federal roads, an unprecedented level of intervention in the country’s road infrastructure.

20. We ask the public to understand the enormous challenges inherited on our roads and bridges and to take note not only of the problems being solved, but also of the permanent solutions being introduced.

21. A major part of this new approach is the use of reinforced concrete pavement, designed to significantly extend the lifespan of major roads. These roads are expected to last between 50 and 100 years. This means that roads being constructed under President Bola Ahmed Tinubu’s administration are being designed with future generations in mind, rather than simply providing temporary solutions to today’s problems. And this is a complete departure from the past, when roads often deteriorated only a few years after completion, resulting in a continuous cycle of reconstruction and expenditure.

22. We appreciate the concerns of Nigerians over the condition of some roads presently and the difficulties faced by motorists and commuters who cannot move easily from one point to another. Those concerns are legitimate, and the Federal Government is listening. But Nigerians should also recognise the enormous scale of the problems inherited and the amount of work currently being undertaken across the country.

23. It is simply impossible to resolve every road challenge accumulated over many years of neglect by the past administrations within three years. What is important is that the government is working, the government is responding, and the government is putting permanent solutions in place.

25. We appreciate members of the public who send situation reports on failed roads and other infrastructure challenges. These reports help the Ministry identify areas requiring urgent attention. However, we also appeal to members of the public to report when such problems have been addressed, just as they report when they occur.

24. We are aware of situations where photographs and reports of road challenges continue to circulate on social media even after the Federal Government has intervened and resolved the particular problem.
25. However, the Ministry will continue to respond as rapidly as possible to genuine reports and concerns from Nigerians.
26. It is also important to note that we have compiled a comprehensive record of all inherited, ongoing and intervention projects across the country which is available to the public. This is to ensure that Nigerians have access to information on the infrastructure projects being undertaken nationwide and can fully participate in and appreciate the infrastructure revolution of President Bola Ahmed Tinubu’s administration.

Investors In Omotosho Power Plant Commend FG’s Efforts To Solve Gas, Liquidity Issues In Power Sector * As Omotosho Community braces up for supply from Power Plant after years of black out * Managing Director NDPHC assures that the community would be connected before end of April * Fashola seeks factual reporting of Power Sector developments, commends confidence of Nigerian investors in their economy The Managing Director of Omotosho Power Company, Engr. Samuel Itsekiri has commended the Federal Government for the steps being taken address the Gas and liquidity challenges as well as resolving the community issues affecting the performance of the Power Plant. Giving a background of the Omotosho Power Plant after conducting the Hon. Minister of Power, Works and Housing, Mr Babatunde Fashola SAN round during his tour of Projects in the South West zone, the Managing Director said the Power Plant located at the Omotosho Forest Reserve in Okitipupa LGA, was commissioned on April 17, 2007, privatized on November 1, 2013 to Pacific Energy Company Limited, and is “an open cycle gas-turban power plant with a capacity of 335MW”. But, according to him, under local conditions, the capacity is 304MWs, adding with eight turbines at takeover, the availability was very poor. “We had just three units available at that time running at minimal load. But as at today due to the efforts of the Pacific Group, who sourced for funds and the amount of money spent, we are happy to announce to you that the plant records (80) per cent availability”, he said. He told the Minister, “We have all our units running and it might interest you to know that in December 2015 when we had enough gas we generated 307MWs, 2MWs above installed capacity. All the plants are still very healthy. This feat has been possible because of our technical experts”. On some of the constraints the company has, the Managing Director who listed gas as the major one, however, thanked the Minister for the efforts he is making to address it adding that about three months back the company barely ran 1,2 or 3 units at reduced load. “But as at today, because of the efforts you are making and that of the Government, we have six units running at full load and the other two are still available. The gas supply has been improving gradually; so as soon as the gas improves further we will add the other two”, he assured. He commended the Minister for the efforts he is also making to make funds available for Generation Companies like Omotosho disclosing that he just returned from Abuja where he had gone for a meeting and learnt of the efforts the Minister has made to improve their fund supply. On stability, which he also named as another major challenges, the Managing Director expressed delight that the Transmission Company of Nigeria (TCN) was now working on it because, according to him, the Minister has given them a marching order to look at it. He added, however, “But that area has not been totally solved because we are still having some few tripping. Last week we still recorded some and this week I heard we’ve recorded one”, expressing joy that the level of tripping was reducing as work goes on. “We believe that in a short time from now that issue will also be resolved”, he said. He thanked the Minister for his intervention on the community issue adding, “The power supply to the host community is an issue that has been there for a long time. But happily about a month ago we drew the attention of the Hon. Minister to it and he has taken it up. Presently the Niger Delta Power Holding Company is on it. A team visited me about a week ago to assess what is to be done and is being done”. He commended the Minister’s commitment to the “onerous task of providing light for all Nigerians”. After years of blackout in spite of playing host to two power stations (335 Megawatts Omotosho Phase I Power Plant now owned by Pacific Energy Limited and 500MW Megawatts Omotosho Phase II Power Plant developed by Niger Delta Power Holding Company Limited), the Omotosho Community will soon be beneficiaries of electricity supply from the Power Plants. Earlier, while speaking with the staff of the company and members of the Omotosho Community at the premises of the company, Fashola disclosed that the Managing Director of Niger Delta Power Holding Company Limited, Mr Chiedu Ugbo has assured that the community would be hooked onto the power before the end of April. Fashola, who noted that issue of the local community supply was an inherited problem, explained further that it took some time to solve because government felt that the larger national interest of protecting the power plant transmission substation, commissioned in 2007, was very important just like the need to supply light to the community. The Niger Delta Power Holding Company Limited had constructed a 33kV distribution line from the power plant substation to the Omotosho Community. However, it could not be connected because of concerns that distribution faults arising from the line as a consequence of abnormal load connections could damage the Power Transformer in the Power plant substation, which will adversely affect the power plant itself. Assuring the community that the issue was already being addressed, the Minister, said the Niger Delta Power Holding Company (NDPHC) had come to assess the situation and were doing what was necessary. He thanked the Omotosho Community for waiting and for forbearing, adding, “But help and solution is on the way”. Fashola, who described the decision by Pacific Energy Company Limited to invest in the Omotosho Phase 1 Plant as “a big statement of confidence by Nigerians in their economy”, expressed delight that the reality would provide a basis for true and factual reporting for the media. He said the facts as witnessed during the tour proved wrong the tendency of some sections of the media whom he said sometimes indulge in over-generalization that the companies that bought the nation’s power assets were not investing. The Minister declared, “I am happy that some of you the press men are here; because I hope that this will begin to provide the factual basis for your reporting; Because there has been too much generalization of what is happening and what is not happening and it is not helping the public to know the truth and facts from opinions”. “This was an asset when they bought it, as you have seen, some of the turbines were not operational. Today all the turbines are now operational and it means they did something. So it is not correct, as some of you are reporting, that they have not invested any money. So, I think you need to correct that based on your experience”, he said. He, however, explained that while the turbines have been fully repaired they, like the generators, needed fuel which, in this case, is gas adding, “The more gas we get, the more power we will get”. Fashola commended the President, the Vice President, the Minister of State for Petroleum Resources, the Managing Director NNPC and all of those who are involved in producing and supplying gas and all the private investors “for the work, the commitment that we have seen, the Legislators, the Senators, Members of the House of Representatives and all in the family”. “It is a family event not just our Ministry. Everybody is doing something and we want everybody to do more”, the Minister said adding that in order to achieve success it was important that those who indulge in breaking the gas pipelines desist from the act. He declared, “But we must also appeal to our brothers who are breaking the pipelines; because it is important for all of us to understand that we can fix this problem some of which we have seen and which we have solved. There will be no life without problems. Our responsibility is to confront them, engage them and find solutions to them”. Thanking the staff of the company, especially the Nigerian workers, whom he described as “the solution to our problem”, Fashola, who praised them for the work they are doing in the place, declared, “And on behalf of Mr. President I thank you. He continues to tell me to thank all of those who are helping to build Nigeria by working hard; he continues to tell me, ‘everywhere you go, thank them for me’ and I know you are qualified for that thanks from the President”. ...

Fashola Commissions 100 Housing Units, Commends Federal Controllers As Worthy Ambassadors The Honourable Minister of Power, Works and Housing, Babatunde Raji Fashola, SAN, has commissioned 100 Housing units in Ogbomoso, Oyo State. The Ministerial Housing Scheme was financed by the Federal Mortgage Bank of Nigeria (FMBN) in collaboration with Viva International Limited. The Housing Estate is equipped with 50, 000 litres of water supply and reservoirs, 2 nos 500 KVA transformers, lush green recreational areas, fully asphalted road network with street light, walkways and drainages is expected to accommodate about 100 families. The Minister acknowledged that, ‘’though construction of the housing estate started during the tenure of the last administration, but President Buhari has proven that change does not have to be dysfunctional as a result of ideological and political differences by completing this laudable housing project’’. Fashola said that a lot of skill acquisition training programme for artisans are currently on-going in the country which in effect provides about 1,000 job opportunities to artisans who were employed during the construction of this housing project. He added that this present administration will continue to pursue infrastructural development as a way out of the nation’s economic woes. The Minister applauded the present management and the leadership of the Federal Mortgage Bank of Nigeria (FMBN) for returning the bank to profitability and disclosed that the mortgage institution returned a surplus of 2.7 billion for the first time in 20 years in 2016. Earlier in his speech, the Executive Governor of Oyo State, Senator Abiola Ajumobi represented by the Commissioner for Lands, Housing and Urban Development, Mr. Isaac Omodewu commended the efforts of the Federal Government through FMBN in bridging the housing deficit gap in the country. Sen. Ajumobi stated that because housing plays a major role in human development and other sectors of the economy, his government took the initiatives of providing housing loan to Civil Servants in the state and also operates land discount policy to encourage private developers to build in order to add to the housing stock in Oyo State. In his address, the Acting Managing Director of the Federal Mortgage Bank of Nigeria, Mr. Richard Esin, stated that this estate and other housing estates across the country are financed from the resources of the National Housing Fund (NHF) Scheme. He informed NHF contributors that the Minister has graciously approved that NHF loans of N5 million and below will now attract 100 per cent funding for the purposes of affordability. The Minister also paid a courtesy visit to the Executive Governor of Oyo State, Senator Abiola Ajumobi were he briefed the governor on the federal government intervention on housing and road projects in the state. Buhari Administration Using Infrastructure Development To Rebuild The Economy-Fashola The Federal Government under President Muhammdu Buhari is using infrastructure development as a vehicle to take the nation out of recession and rebuild the Nigerian economy; and putting the country’s resources where it is necessary for the people. The Minister of Power, Works and Housing, Mr. Babatunde Raji Fashola, SAN affirmed this during a courtesy visit on the Executive Governor of Ogun State, Senator Ibikunle Amosun as he continues his inspection tour of projects in the South-West geo-political zone. Fashola requested for collaborative effort between the state government and the Controllers of Works and Housing, appealing that they are granted access at the highest level in order for them to serve and assist the state in whatever capacity to achieve “your developmental goals politically, socially and economically” The Minister mentioned that the contractors on many of the federal roads in the state are back to construction sites and thus assisting in relating to the neighboring states of Lagos, Oyo and Ondo and further generating employment of Nigerians at the various sites. Fashola expressed appreciation for the dedication shown by the Governor Amosun in rebuilding federal roads in Ogun State and stated that the Federal Government is committed to repayment of the funds expended on federal roads. The Federal Controller of Works, Engr. Popoola, earlier said that there are 1,380 Kilometre of federal roads in Ogun State and that the Governor took it upon himself to repair some of the roads and also assisted in removing markets along the federal highways at Mowe and Ibafo. In response, Governor Amosun expressed appreciation to President Muhammadu Buhari for the intervention on the Lagos-Ibadan Expressway stressing that the road is the busiest in the country; adding that no development could get to any place without infrastructure. He requested that Ogun State should be adequately compensated for the N123bn which had been certified as expenses on federal roads out of a total of N223bn expended. Governor Amosun said that state government would be grateful if attention could be focused on the Shagamu-Ajebandele Road reconstruction as it was done on the Lagos-Ibadan expressway; adding that federal government should urgently intervene on the Papa-Olorunsogo interchange Road and the Lagos-Abeokuta old road. ...
