IMMEDIATE WORKS ON EMERGENCY PROJECTS UNDERWAY AS PRESIDENT TINUBU DIRECTS ACTION ON REHABILITATION OF HIGHWAYS/BRIDGES ON THE VERGE OF IMMINENT DETERIORATION.
-  3RD MAINLAND BRIDGE  CLOSED AGAINST HEAVY DUTY VEHICLES FOR STRUCTURAL MAINTENANCE.

In the efforts of the Renewed Hope administration of the President of the Federal Republic of Nigeria, His Excellency Bola Ahmed Tinubu, GCFR, to expand and modernize road infrastructure to enhance sustainable economic growth, action is being taken to ensure immediate intervention on some of the inherited ongoing highways and bridge projects across the 6 Geo-Political Zones that are on the verge of imminent deterioration. The Honourable Minister of Works, His Excellency, Sen. Engr. Nweze David Umahi, CON made this disclosure during a press briefing held at the Honourable Minister’s conference hall, Mabushi - Abuja, on 6th August 2025.

Flanked by the Honourable Minister of State for Works, Rt. Hon. Bello Muhammad Goronyo, Esq and the Permanent Secretary of the Federal Ministry of Works, Engr. Olufunsho Olusesan Adebiyi, the Honourable Minister gave a detailed insight into the conditions of the road and bridge projects being handled on emergency basis, noting that the President had directed immediate action to address critical sections of the Highways and Bridge projects that require emergency intervention and this neccessited the decision of the Federal Ministry of Works to articulate the conditions of such bridges and roads that are in dire need of repairs, some of which are currently being procured while work is in progress in some others. In the South West, he listed 3rd Mainland bridge, Carter bridge, Iddo bridge, Lagos-Ibadan bridges, Lagos – Badagry road, Ibadan – Ilesa, Ilesa – Akure-Benin, Ibadan – Oyo, Oyo – Ogbomoso –Ilorin roads as projects that needed emergency intervention. He said, “Among other emergency jobs that you’ve been seeing in Lagos, we are having a very deep conversation on the Third Mainland Bridge and Carter Bridge. And it's a very deep and concerned conversation. And we have tabled it to the Federal Executive Council and the Chairman in Council, Mr. President, directed that the Ministry should articulate the exact situation and bring it to the Federal Executive Council for deliberation. So we won't be able to say much on that until we have done that exercise as directed by the Federal Executive Council, and we'll let you know. But be assured that the Third Mainland Bridge is safe for light vehicles, but not for heavy vehicles. We have closed it against heavy vehicles, and the Carter Bridge also has issues that Mr. President is going to address as soon as our memo is completed. We also have a problem with the heavy trucks that are loading beyond our headrooms in our flyovers. We have a couple of them between Lagos and Ibadan Bridges completed in the last administration. Some of them have been knocked down. The beams are knocked down, and the beams are the structural elements that  carry the slab that are carrying the vehicular loads. And so where the beam is not there, it means that it's not safe. So, for some of such bridges, we have closed down against vehicular movements. And we are very concerned. The Iddo Odo bridge was burned down during the past administration. So we are on it. It’s an ongoing project through Julius Berger.”

In the North East, he said, “We have a couple of projects that have been sent to us by the NSA today. In Bauchi, we have repair works between chainage 25 and chainage 26. That's Azare. That is procured. We have about four washouts in that Azare. That is on the long stretch of Kano to Maiduguri, which has five sections. Section one is terminated from Dantata and Sawoe, 100.9 kilometres. And so it's been re-awarded to the Triacta. Funding will be a challenge, but work is ongoing. We have section five, which is at Maiduguri, handled by CCECC. Work is ongoing. We have been assisting them with SUKUK. And I'm sure that we're going to find a new source of funds. But the first section that has been washed out between Bauchi and Jigawa has already been procured. We called the Triacta, which is very close there. He's going to put multiple culverts and raise the road above the flood level, a minimum of one metre above the carriageway, and put some retaining walls so that we'll be safe there. Unfortunately, the rain has come, but I commend the President who has released some funds to tackle this. That's about four locations. In Gombe, we have Triacta that is working and has been there. And we also encouraged Triacta with some SUKUK funding and some budgetary provisions. And we're doing quite a lot of work between Gombe and Bauchi roads. So, work is ongoing. And we've almost finalised the fourth legacy project of Mr. President, which is 439 kilometres by six lanes. It was done before, designed on asphalt. But now the President directed that for durability and  conformity with other legacy projects, we should do it on concrete. That project is taking off from Akwanga to Jos to Gombe. We're also doing the road from Gombe to Bauchi.”

In the North West, he said that actions were being taken to ensure that an intervention be made to the Kebbe bridge in Sokoto State and other major projects that needed emergency intervention including the NNPC projects within the zone. “In North West, we have the Kebbe Bridge in Sokoto State. So we've also directed that work should commence. So what we have told you are the emergency projects that you may be coming across in social media, and to clarify that Mr. President has directed immediate action in all the locations because the chain is as strong as the weakest link. If any section of this road or bridges gets cut, then the movement is impaired. So you won't be able to move from one point to the other.”

In North Central, he said, “We have the Keffi Bridge, the flyover that was knocked, and three people were killed by overboarding vehicle. We have settled with the families of the persons that were killed and that’s through the man that did the killings. We have visited there, and we've seen what the problem is to rectify it. Work is already ongoing. We procured CGC under emergency condition, since they are working at FCT so that they can start. It will involve the replacement of the beam that is knocked down. It will involve the chiseling out of the shoulder and part of the carriageway. It will involve replacement, and then to do integrity tests on the remaining beams that were damaged, and then the bridge will be restored. On Katsina-Ala road, we just got approval from Mr. President yesterday to re-scope the project, review the project, and have it completely executed. I was a very happy person because that's been giving us a lot of concern. And we'll try with the little resources to do palliative on that project.”

In the South East, he stated, “The most important route in South East is the Enugu - Onitsha road, and that was awarded by the past administration, 108 kilometres by 2, and it was awarded for N202 billion to MTN under Tax Credit. But at the time we came on board, they had exhausted only N50 billion, and so we had to descope the project. And so we took out 72 kilometres of the project and awarded it to SKCC for N150 billion. Work is ongoing there. And so what we have done is to direct on emergency basis for SKCC and MTN to move immediately to the sections of the roads that are very bad, and within the scope of their work, do palliative, so that no section of that road will be unmotorable from Enugu down to Onitsha.”  He urged the people of South East to double their support for the re-election of President Tinubu, noting that he has demonstrated enough goodwill to Ndigbo through many infrastructural investments of Federal Government in South East.

In South South, he noted a number of roads that would be done through PPP and those for emergency intervention, including Benin – Asaba road. He said, “We have the 1st Niger Bridge to the summit junction. That is about 11.5 kilometres by two. We have China Harbour and the Atland on that project, 225 kilometres from Benin to Asaba, but not connecting the summit junction to the bridge. And so on that PPP, we gave it to African Plus, and so they're doing it on PPP. They have started work, but the other section, 11.5 by two, China Harbour, felt that it's small for them, so we have, on that emergency, given it to Atland. And the President has also released some money to start the project.”  He noted that under the NNPCL projects, the North has 53% of that project, and the south has 47% of that project and which was not fairly distributed, because a place like South East has only 4%, and South West only 5%. But that notwithstanding, Mr. President decided to continue with the entire project.

He described the trending video decrying the collapse of shoulders of the Lagos – Calabar Coastal Highway as an orchestration of uninformed critics who darken counsel without knowledge. He placed on record that the section being referred to is still work in progress noting that the crack was not a structural failure but a normal occurrence that happened on a sand- filled section of the shoulder (not the carriageway) because of rains. He said. “Absolutely, it's not an issue at all. That section has not been completed. Section 1 is 47.47 kilometres by 6 lanes. And so you have the main carriageway, you have the shoulder. And so where you notice the crack is the sand-filled section of the shoulder, not carriageway, with stone base, where we are not presently working on. Because to work on the shoulder, we have to bury the cable ducts. We also have to put underground drainage. People even say there is no drainage there. That thing is not a structural failure at all. Whether it is a stone base you are using, or sand, or laterite, it is bound to happen. The moment water is pounding on it, it has to erode. But you can go from Ahmadu Bello, where we have completed, and you find out whether you find such a thing, because we have closed every aspect of the sand-filled or stone base filled areas.”

SEN. UMAHI COMMENDS WORK PROGRESS ON LAGOS-CALABAR COASTAL HIGHWAY PROJECT, RECOUNTS PROSPECTS OF RENEWED HOPE LEGACY PROJECTS TO  NATION'S ECONOMIC PROSPERITY. -SAYS, PROJECT REVIEW ON AWARDED SECTIONS OF THE COASTAL HIGHWAY IMMINENT TO FACTOR ADJUSTMENT IN ALIGNMENT AND DELIVERABLES The progress and quality of work   being done on the Lagos-Calabar Coastal Highway project has been commended as a signature of excellence and innovation on road infrastructure development by the Renewed Hope administration of the President of Nigeria, His Excellency President Bola Ahmed Tinubu GCFR. This commendation was made by the Honourable Minister of Works, His Excellency Sen. Engr. Nweze David Umahi CON, when he paid inspection visits to Sections I and II of the project in Lagos being handled by Hitech Construction Company Ltd on 20th December 2024. Speaking on  the deliverables of the investment, the Honourable Minister stated that the contract would  be reviewed  to accommodate landmark features that would  add value to the socio-economic potentials of the project. "We're going to plant trees. And of course, we are going to also have some lay bay. We can decide every five kilometres we have a lay bay where we connect all our CCTV cameras. And then we have vehicles and the security within the cabin there, so that the response time will be like 10 minutes. I'm sure that you've witnessed what we did at Third Mainland Bridge. That's what we intend to replicate in all our highways. And so the entire stretch of 750 kilometers to Calabar will be under CCTV, powered by solar. And then every five kilometers or 10 or 15, as we may agree, we will have portal cabin where we have security posts, no blocking of the roads, we have a viewing centre, and then you view the entire stretch left and right. We will agree on the number of kilometers, depending on the capacity of the cameras." On the imperative of the contract review,  he further stated," The service lane was never envisaged, CCTV camera was never envisaged. There was no single item of work, like we're having in all the projects from the removal of topsoil, not to talk of the removal of debris. He praised the vision  of Mr. President in initiating legacy  projects that would  connect  the critical economic corridors and boost  transportation ecosystem in the 6 Geo- political Zones. He noted that the four Renewed Hope legacy projects and the inherited ongoing projects were on course and that milestone  project execution was adopted to ensure a sense of equality  among  the 6 Geo-Political Zones. He said that  some of the sections of the projects  being executed nationwide, including  the inherited ongoing projects, would  be ready for commissioning  by May 2025.  "Work is progressing on Lagos-Calabar Coastal Highway. We have the Sokoto- Badagry Superhighway. Work is seriously in progress on the project. The first 120 km, work is going on Sokoto. It has been procured. And work is going on by Hitech, using concrete.  And then, you have the Kebbi section, 250 km. Work is also going on there. And so, we believe strongly that we'll be able to have about 20 km in both sections to commission by May 29th. In section one of the Lagos-Calabar Coastal Highway in South West, we are very sure that we'll commission the first 20 km in section one and 10 km in section two." He commended the intervention of Mr. President in the area of funding  of the projects despite his interventions in other critical priority sectors of the economy. "The President has given very serious attention to road infrastructure. Don't forget that this Coastal Highway and, of course, the four Legacy Projects all have the train track incorporated. The construction of the train track for this section I is going to take off in 2025. So this is what we are doing. And we believe strongly that the President is going to give the nation of Nigeria the road infrastructure that they have been yearning for." Earlier in her welcome remarks, the Federal Controller of Works, Engr. Olukorede Kashia recounted the experiences encountered at the commencement of the project  but expressed confidence in the timely  delivery  of the project by  the contractor handling  the project. "We encountered a lot of issues which were not foreseen because they were really covered. Like I said earlier, when you're doing a preliminary design, you cannot do a borehole at every meter. So when you do, at one meter, you do another one at 20 meters. So, in the process of executing the project, we encountered a lot of refuse dumps. It was like this place was like Olushosun, where they dump dirt to the magnitude of about five meters depth in some places. And then the contractor has carted away all that and then replaced it with good soil. That's sand filling from the ocean, as you can see, good sand filling, and then we had to wait a little."  Others  who spoke during  the event were the Acting Director of Highways Road Design, Engr. FG COMMITTED TO EXECUTING PROJECTS THAT WILL BETTER THE LIVES OF NIGERIANS - GORONYO The Honourable Minister of State for Works, HMSW, Mohammad Bello Goronyo, Esq has reiterated the Federal Government’s unflinching commitment to providing quality infrastructure designed to improve the living conditions of the Nigerian people, through well thought out and strategically delivered projects. Goronyo made this statement on Tuesday, 17th December, 2024, at the official commissioning ceremony of solar- powered streetlights along Sultan Abubakar International Airport Road in Sokoto, Sokoto State, stating that, amongst other benefits, the streetlights will create visibility, improve the socioeconomic wellbeing of the community, ease travel stress on the road users, as well as mitigate security challenges. While also maintaining that the project is very strategic because it is both an entry point for travelers to Sokoto through the Airport and the fact that Sokoto is the coordinating nerve center of the adjoining states of Zamfara and Kebbi, the HMSW insisted that the commissioning aligns effectively with the vision of President  Tinubu’s Renewed Hope Agenda. He described the President as a committed, astute and patriotic leader, who is all out to ameliorate the living conditions of Nigerians, as well as to right the many wrongs of yester years. He congratulated the Federal Airport Authority of Nigeria (FAAN) and communities within the corridor for having the streetlights, also urged them to take ownership of the project and full advantage of the inherent opportunities. The Managing Director/CEO, Federal Road Management Agency (FERMA) Engr. Chukwuemeka Agbasi, described the project as iconic and of strategic importance to Sokoto, as it will enhance travel experience and the economic lives of the people being capable of prolonging their trading time. The Honourable Minister and the MD/CEO, thereafter, led other dignitaries and stakeholders to commission the Sokoto - Ilela Road, recently rehabilitated by FERMA. It is about 58 kilometres, linking Sokoto to the border town on the Nigeria-Niger Republic border. The Minister described the project as very strategic, as it is capable of providing employment opportunities, as well as curbing threats of insecurity. He, however, warned that the palliative works were done through taxpayers’ money, warning that Government will not continue to fold its arms, while road users, especially articulated vehicles damage it without paying. “Vehicles found damaging the roads will be impounded and made to pay for it before they are released, to serve as deterrent to others,” Goronyo further warned.   ...

Adebiyi Takes Over from Kofarmata as Permanent Secretary, Federal Ministry of Works Engr. Olufunsho Olusesan Adebiyi has taken over as Permanent Secretary, Federal Ministry of Works from Yakubu Adams Kofarmata, Ph.D, Tuesday, 17th December, 2024. The handing over ceremony, which was brief, took place on Tuesday, 17th December, 2024. While addressing Management and Staff, the outgoing Permanent Secretary commended them for working with him, harmoniously, also appealed to them to extend the same to his successor to enable him to succeed in his new assignment. He pleaded, "I beg of you, extend the same hands of cooperation, support and comradeship to him and I am sure you will never regret it.” In his acceptance speech, the incoming Permanent Secretary applauded the outgoing for his excellent track record, while in office, noting that many of the Ministry’s staff have learnt a-lot from working with him. He added that Kofarmata has always been there for the Staff of the Ministry day in, day out towards ensuring that the proper things were done. While soliciting for equal or more dedication and cooperation, Adebiyi disclosed that the challenges facing the Ministry and the country, at large, are enormous, insisting that only when all hands are joined together, would they be tackled. According to him, "I want to assure you that I will do my best by the grace of God. The challenges are enormous before us and I am sure that we would overcome them, together.” He emphasized that one of the challenges  being faced by the Ministry is the allegation of lopsidedness in the geopolitical spread of projects, stressing that one region will accuse the Ministry of not having as much as the others and the others would, likewise, do the same. Adebiyi assured that with God, the issues would be resolved, amiably. The Permanent Secretary pleaded that "I want to appeal to all of us to ensure that we strive toward delivering on the mandate of Mr. President to provide critical road infrastructure, in line with the Renewed Hope Agenda.” Engr. Adebiyi is being redeployed from the State House, while Kofarmata is reporting to the Office of the Head of the Civil Service of the Federation (OHCSF) for further posting.   ...

Works Ministry Sensitizes Staff On Corruption Trends In The Public Service

In a bid to ensure a corrupt free public service, the Federal Ministry of Works and Housing has organized a sensitization seminar for its officers on corruption trends in the public service.

The theme of the seminar is "Corruption Trends in Public Service, Causes and Impact on National Development,” was organised by the Anti- Corruption and Transparency Unit, ACTU at the headquarters of the Federal Ministry of Works and Housing, Mabushi, Abuja.

Declaring the workshop open, the Minister of Works and Housing, Mr. Babatunde Fashola advised participants to be transparent and obey the rules and regulations guiding the operations of their schedules as they carry out their assignments.

Fashola, represented by the Director Press and Public Relations of the Ministry, Mrs. Blessings Lere-Adams, emphasized that corruption is crime and urged participants to shun it in a bid to live a peaceful retirement life devoid of incessant invitations from anti-corruption agencies after retirement.    

He added that adopting a corrupt free attitude in the course of duty would enhance Nigeria's overall development as a nation.

Presenting her paper tagged, "Corruption and Its Impact,” a facilitator from the Independent Corrupt Practices and Other Related Matters Commission, ICPC, Mrs. Adebimpe Abodunrin, “explained to the participants that every civil servant has been trusted with the assignment given to him and should not be seen betraying it by being corrupt. 'Public Service is a position of trust, don’t betray it," she said.

She urged participants to exhibit good characters while carrying out their duties as the public service was vitally important and majorly counted when any country was being adjudged corrupt or not by the ranking of Transparency International. "Public Service contributes to the perception," Abiodun remarked.    

According to her the act of corruption which included abuse of office, dishonesty, breaking of rules and regulations, evil and immoral acts among others were major hindrances to any nation's development and should be shunned completely by Nigerians in all sectors if Nigeria must develop in all areas, noting that individual actions in workplace could either have a negative or positive  impact on the entire system.

Mrs. Abodunrin further gave the effects of corruption on national development to include; lack of development, high rate of unemployment, lack of qualified personnel, high cost of living, lack of basic amenities, all of these dents Nigeria's reputation and enhances stigmatization of its citizens, loss of welfare system, adding that the monetization policy was introduced because of the high rate of corruption within the public service.

Another Facilitator from ICPC, Mrs Joy Ebbah, while taking the participants through ethical behaviour in workplace, explained that the ethics of an organisation are the statues and policies of that organisation.

She noted that maintaining an ethical workplace simply means maintaining professional workplace as well as   ability to obey rules and regulations guiding their offices.

Ebbah, while calling on ACTU to constantly review and update, if necessary, the code of ethics of the Federal Ministry of Works and Housing, affirmed that Nations have failed due to the workers' failure to abide by ethical rules by developing good and professional characters such as transparency and obedience.

Ebbah urged participants to develop a mindset of commitment and obedience if Nigeria must attain its national development.

Remarks by The Honourable Minister of Works and Housing, Mr Babatunde Fashola, SAN represented by the Director Highways North East Celestine Shawusu at The Project Completion and Hand Over on Saturday 2nd July, 2022 at Gashua Town, Yobe State 

On behalf of the Federal Government of Nigeria and President Muhammadu Buhari, I bring good tidings to the people and Government of Yobe State, who will be impacted by the Nguru-Gashua-Bayamari Road that our President will hand over today.
My principal message to you all is that this is the first of the second phase of project Completion and Handovers our country will be witnessing as we progress further in this season of completion and impact which started in the last quarter of 2021. 

In this second phase of completion Mr. President has also approved that Ministers from the various States where projects have been completed should represent him to perform the handover formalities.

The other handing over formalities that will follow these formalities Yobe will be in:
a)    Delta for Isoko Ring Road Section II covering Aviara – Uzere; and
b)    Gombe for Phase II of the Gombe – Numan –Yola Road covering Gombe – Kaltungo.
These projects represent major investment in road Transport infrastructure, which is a commitment of the Buhari administration as a driver for economic growth and prosperity.

They are visible and incontrovertible Assets in proof of what Nigeria’s resources are invested in, from a combination of our earned resources, and borrowings.

This occasion affords the opportunity to restate that in addition to other innovative sources of funding, our Budgetary provisions are also being diligently applied to complete projects such as these.
I want to express deep gratitude to the Ministry of Finance, and the members of the National Assembly, especially the Chairmen of the Senate and House Committees on Works in the 8th and 9th Assembly for their support.
To our staff and contractors who have worked very hard to bring these projects to conclusion I also say thank you, as I cannot fail to acknowledge the cooperation of the host communities where these projects pass through or are hosted.
I hold them out as examples of what peace can achieve, and the investments that collaboration and some sacrifice can deliver if we embrace partnership with Government.
Ladies and Gentlemen, none of these would have been possible without the support of Ministers in the Federal Executive Council during debates over the projects.
To all Ministers in the first term and this current term, I express gratitude on behalf of the Ministry of Works and Housing for your support. 
To the President and Vice President who preside for long hours over the Council meetings, your leadership is now bearing fruits and the evidence of change is now manifesting.
Ekiti/Osun, Jigawa, Delta, Nasarawa and Gombe, among several other States bearing witness and there is more to come.
