TINUBU BUILDING ROADS THAT CAN LAST 50 TO 100 YEARS — Says UMAHI

The Honourable Minister of Works, Engr. David Umahi, CON, FNSE, FNATE, has reaffirmed the Federal Government’s commitment to delivering durable road infrastructure capable of lasting between 50 and 100 years.

He made this statement during a follow-up inspection of ongoing works on the Abuja–Kaduna–Zaria–Kano Expressway, Section I (Abuja-Kaduna) on October 28, 2025.

Speaking to newsmen, Engr. Umahi explained that the Ministry is adopting modern construction methods and using materials that ensure road longevity and sustainability under varying climatic and traffic conditions.

“You cannot achieve a better California Bearing Ratio (CBR) by simply bringing laterite on the road. The existing subgrade, which has consolidated over years of traffic, has a stronger bearing capacity than a new one. That is why we are changing the approach — we are insisting on milling, stabilising, and strengthening, rather than removing old asphalt layers and replacing them with new materials,” the Minister stated.

He praised the contractor, Messrs Infiouest International Limited for the quality of work done so far, noting that the project’s design is among the most advanced in the country. He further explained the engineering method being applied to ensure lasting results.

“Wherever we have potholes within the carriageway, we don’t just patch. We treat the entire section using a stone base and, where necessary, stabilise it with cement. On the shoulders, we excavate about 10 centimeters below the existing asphalt, refill with a stone base slightly above the level, and compact properly. This ensures stability and prevents water from undermining the structure,” he revealed.

Engr. Umahi emphasised that proper milling and concrete reinforcement at critical points are key to extending the life span of Nigerian roads. “Our design now prioritises rigid pavement (concrete roads) for major highways, while flexible pavements (asphaltic roads) are being phased out gradually. Where asphalt is used, we are introducing concrete shoulders to enhance strength and prevent failure. The goal is to ensure that no section of the road fails prematurely,” he further explained.

The Minister also cautioned Engineers and Contractors against tampering with existing asphalt layers that are structurally stable. “Asphalt has a designed lifespan of about 25 years. When it is milled and recycled properly, it can serve even longer. We must adopt international best practices and stop unnecessary replacement of strong materials,” he advised.

Engr. Umahi concluded by reiterating the Federal Government’s commitment to ensuring that all ongoing projects meet the highest quality standards and deliver value to Nigerians. “We are building roads that will stand the test of time — roads that will last 50 to 100 years, save public funds, and promote economic growth, he affirmed.

The Honourable Minister of State for Works, Bello Muhammed Goronyo, Esq., has also reaffirmed that the administration of President Bola Ahmed Tinubu, GCFR, under the Renewed Hope Agenda, remains fully committed to improving the road infrastructure across the nation.

He commended the Minister of Works, Engr. David Umahi, for his dedication and hands-on approach in the field, particularly in mentoring and inspiring young Engineers to contribute, meaningfully, to national development.

The Director of Highways, Special Projects (North), Engr. Olufemi Adetunji, also commended the pace and quality of work being executed by the Contractor, noting that the Minister’s consistent inspection visits are helping to ensure timely and high-standard project delivery.

In his remarks, the Chairman of Infiouest International Limited, Mr. Joseph Aboue Jaoude, stated that the company has deployed about 300 units of equipment to the project to ensure efficient operations and the delivery of quality work within schedule.

Similarly, the Special Assistants to the President (S.A.-P) on Community Engagement, North Central and North West Zones, Dr. Abiodun and Hon. Abdullahi Tanko Yakasai appreciated the efforts of the current administration in transforming the nation’s road network, describing the progress as a true reflection of the President’s commitment to development and quality service delivery to the Nigerians.

SEN. UMAHI COMMENDS WORK PROGRESS ON LAGOS-CALABAR COASTAL HIGHWAY PROJECT, RECOUNTS PROSPECTS OF RENEWED HOPE LEGACY PROJECTS TO NATION'S ECONOMIC PROSPERITY. -SAYS, PROJECT REVIEW ON AWARDED SECTIONS OF THE COASTAL HIGHWAY IMMINENT TO FACTOR ADJUSTMENT IN ALIGNMENT AND DELIVERABLES The progress and quality of work being done on the Lagos-Calabar Coastal Highway project has been commended as a signature of excellence and innovation on road infrastructure development by the Renewed Hope administration of the President of Nigeria, His Excellency President Bola Ahmed Tinubu GCFR. This commendation was made by the Honourable Minister of Works, His Excellency Sen. Engr. Nweze David Umahi CON, when he paid inspection visits to Sections I and II of the project in Lagos being handled by Hitech Construction Company Ltd on 20th December 2024. Speaking on the deliverables of the investment, the Honourable Minister stated that the contract would be reviewed to accommodate landmark features that would add value to the socio-economic potentials of the project. "We're going to plant trees. And of course, we are going to also have some lay bay. We can decide every five kilometres we have a lay bay where we connect all our CCTV cameras. And then we have vehicles and the security within the cabin there, so that the response time will be like 10 minutes. I'm sure that you've witnessed what we did at Third Mainland Bridge. That's what we intend to replicate in all our highways. And so the entire stretch of 750 kilometers to Calabar will be under CCTV, powered by solar. And then every five kilometers or 10 or 15, as we may agree, we will have portal cabin where we have security posts, no blocking of the roads, we have a viewing centre, and then you view the entire stretch left and right. We will agree on the number of kilometers, depending on the capacity of the cameras." On the imperative of the contract review, he further stated," The service lane was never envisaged, CCTV camera was never envisaged. There was no single item of work, like we're having in all the projects from the removal of topsoil, not to talk of the removal of debris. He praised the vision of Mr. President in initiating legacy projects that would connect the critical economic corridors and boost transportation ecosystem in the 6 Geo- political Zones. He noted that the four Renewed Hope legacy projects and the inherited ongoing projects were on course and that milestone project execution was adopted to ensure a sense of equality among the 6 Geo-Political Zones. He said that some of the sections of the projects being executed nationwide, including the inherited ongoing projects, would be ready for commissioning by May 2025. "Work is progressing on Lagos-Calabar Coastal Highway. We have the Sokoto- Badagry Superhighway. Work is seriously in progress on the project. The first 120 km, work is going on Sokoto. It has been procured. And work is going on by Hitech, using concrete. And then, you have the Kebbi section, 250 km. Work is also going on there. And so, we believe strongly that we'll be able to have about 20 km in both sections to commission by May 29th. In section one of the Lagos-Calabar Coastal Highway in South West, we are very sure that we'll commission the first 20 km in section one and 10 km in section two." He commended the intervention of Mr. President in the area of funding of the projects despite his interventions in other critical priority sectors of the economy. "The President has given very serious attention to road infrastructure. Don't forget that this Coastal Highway and, of course, the four Legacy Projects all have the train track incorporated. The construction of the train track for this section I is going to take off in 2025. So this is what we are doing. And we believe strongly that the President is going to give the nation of Nigeria the road infrastructure that they have been yearning for." Earlier in her welcome remarks, the Federal Controller of Works, Engr. Olukorede Kashia recounted the experiences encountered at the commencement of the project but expressed confidence in the timely delivery of the project by the contractor handling the project. "We encountered a lot of issues which were not foreseen because they were really covered. Like I said earlier, when you're doing a preliminary design, you cannot do a borehole at every meter. So when you do, at one meter, you do another one at 20 meters. So, in the process of executing the project, we encountered a lot of refuse dumps. It was like this place was like Olushosun, where they dump dirt to the magnitude of about five meters depth in some places. And then the contractor has carted away all that and then replaced it with good soil. That's sand filling from the ocean, as you can see, good sand filling, and then we had to wait a little." FG COMMITTED TO EXECUTING PROJECTS THAT WILL BETTER THE LIVES OF NIGERIANS - GORONYO The Honourable Minister of State for Works, HMSW, Mohammad Bello Goronyo, Esq has reiterated the Federal Government’s unflinching commitment to providing quality infrastructure designed to improve the living conditions of the Nigerian people, through well thought out and strategically delivered projects. Goronyo made this statement on Tuesday, 17th December, 2024, at the official commissioning ceremony of solar- powered streetlights along Sultan Abubakar International Airport Road in Sokoto, Sokoto State, stating that, amongst other benefits, the streetlights will create visibility, improve the socioeconomic wellbeing of the community, ease travel stress on the road users, as well as mitigate security challenges. While also maintaining that the project is very strategic because it is both an entry point for travelers to Sokoto through the Airport and the fact that Sokoto is the coordinating nerve center of the adjoining states of Zamfara and Kebbi, the HMSW insisted that the commissioning aligns effectively with the vision of President Tinubu’s Renewed Hope Agenda. He described the President as a committed, astute and patriotic leader, who is all out to ameliorate the living conditions of Nigerians, as well as to right the many wrongs of yester years. He congratulated the Federal Airport Authority of Nigeria (FAAN) and communities within the corridor for having the streetlights, also urged them to take ownership of the project and full advantage of the inherent opportunities. The Managing Director/CEO, Federal Road Management Agency (FERMA) Engr. Chukwuemeka Agbasi, described the project as iconic and of strategic importance to Sokoto, as it will enhance travel experience and the economic lives of the people being capable of prolonging their trading time. The Honourable Minister and the MD/CEO, thereafter, led other dignitaries and stakeholders to commission the Sokoto - Ilela Road, recently rehabilitated by FERMA. It is about 58 kilometres, linking Sokoto to the border town on the Nigeria-Niger Republic border. The Minister described the project as very strategic, as it is capable of providing employment opportunities, as well as curbing threats of insecurity. He, however, warned that the palliative works were done through taxpayers’ money, warning that Government will not continue to fold its arms, while road users, especially articulated vehicles damage it without paying. “Vehicles found damaging the roads will be impounded and made to pay for it before they are released, to serve as deterrent to others,” Goronyo further warned. ...

Adebiyi Takes Over from Kofarmata as Permanent Secretary, Federal Ministry of Works Engr. Olufunsho Olusesan Adebiyi has taken over as Permanent Secretary, Federal Ministry of Works from Yakubu Adams Kofarmata, Ph.D, Tuesday, 17th December, 2024. The handing over ceremony, which was brief, took place on Tuesday, 17th December, 2024. While addressing Management and Staff, the outgoing Permanent Secretary commended them for working with him, harmoniously, also appealed to them to extend the same to his successor to enable him to succeed in his new assignment. He pleaded, "I beg of you, extend the same hands of cooperation, support and comradeship to him and I am sure you will never regret it.” In his acceptance speech, the incoming Permanent Secretary applauded the outgoing for his excellent track record, while in office, noting that many of the Ministry’s staff have learnt a-lot from working with him. He added that Kofarmata has always been there for the Staff of the Ministry day in, day out towards ensuring that the proper things were done. While soliciting for equal or more dedication and cooperation, Adebiyi disclosed that the challenges facing the Ministry and the country, at large, are enormous, insisting that only when all hands are joined together, would they be tackled. According to him, "I want to assure you that I will do my best by the grace of God. The challenges are enormous before us and I am sure that we would overcome them, together.” He emphasized that one of the challenges being faced by the Ministry is the allegation of lopsidedness in the geopolitical spread of projects, stressing that one region will accuse the Ministry of not having as much as the others and the others would, likewise, do the same. Adebiyi assured that with God, the issues would be resolved, amiably. The Permanent Secretary pleaded that "I want to appeal to all of us to ensure that we strive toward delivering on the mandate of Mr. President to provide critical road infrastructure, in line with the Renewed Hope Agenda.” Engr. Adebiyi is being redeployed from the State House, while Kofarmata is reporting to the Office of the Head of the Civil Service of the Federation (OHCSF) for further posting. ...

SUG President Lauds FG and Fashola for Road Intervention in Fed Poly Birnin Kebbi

The President of the Students Union Government (SUG) of the Federal Polytechnic Birnin Kebbi, Commrade Naziru Muktar has commended the FG under President Muhammadu Buhari and the Minister of Works and Housing, Babatunde Fashola, SAN for the 1.8km road intervention project being commissioned in the Federal Polytechnic, Birnin Kebbi, Kebbi State.

Commrade Muktar described the road intervention in the Polytechnic as timely and that the road had also brought succour to the Polytechnic Community who before now had faced difficulties in their daily movement around the institution.

In his words, " Our students are elated and highly commended the Government who have promptly responded to their need, adding that the timely intervention in this regard has enormously helped the students community and motorists."

Comr. Naziru Muhktar said, today we converge at the Waziru Umaru Federal Polytechnic to handover an important and timely 1.8km rehabilitated road by the Federal Ministry of Works and Housing under President Muhammadu Buhari’s led Administration.

In his remarks, the Rector of the Polytechnic, Dr. Usman Sani Tunga described the project as great and thanked God Almighty and that the intervention by the Federal Ministry of Works under Fashola had reached them at the right time.

He said, "Before the intervention, we encountered several accidents. I am glad to inform the Minister that not the students only are benefitting from this road project but also the entire Polytechnic community and we are not only thanking you sir, but also asking for more road rehabilitation especially the 2.2km road portion leading to the female hostel."

The former Rector of the Polytechnic, Arc. Sani Aliyu who witnessed the hand over said,
" Mine is simple, I sincerely appreciate the Federal Ministry of Works and Housing for providing us with this ultra-modern road network."

" Honestly speaking, it is indeed a timely intervention which has brought smile on the faces of the students and the entire community" he added.

Architect Aliyu pointed out that the project was completed in a record time with quality materials and thanked the Federal Government for the quick response.

Earlier in his address , the Minister of Works and Housing, Babatunde Fashola, who was represented by the Federal Controller of Works Kebbi State, Engr. Ahmed Yabo said that his Ministry had made road intervention in 46 Tertiary Institutions Nation wide.

" We have successfully intervened in various internal road networks of 46 Tertiary Institutions and handed over 29 as at 2021and we now have another 17 ready to be handed over, while we’re currently attending to 30 roads in similar institutions across the country making a total of 76 roads" he said.

The Minister stated that the Administration of President Muhammadu Buhari was consistent with its progressive ideal of improving human conditions, describing the process as a critical intervention to support Education.

Fashola said, "The gap of our infrastructural needs is steadily being bridged by a gradual process of repairs, renewal and construction on major highways and it has reached the schools."

He expressed the hope that the school will ensure proper maintenance of the asset and not abuse it, pointing out that about 50 people were provided with direct employment during the project.

Speech by President Muhammadu Buhari Represented by The Honourable Minister of Water Resources, Engr Suleiman Adamu at The Commissioning and Handover of Hadeija – Nguru Road, Phase II (Kirikasama-Nguru) in Jigawa State on Saturday 18th June, 2022.

On behalf of the Federal Government and President Muhammadu Buhari, I bring best wishes to the Government and people of Jigawa State.

Our commitment to improving road transport infrastructure, our determination to improve the ease of doing business, create jobs and prosperity to lift people out of poverty brings us here today because the results of our investment are manifesting.

I can confidently say that as we enter the final lap of the tenure of the Buhari administration we are also entering a season of completion and delivery of projects.

As you can all see, we are handing over today the 33 Kilometre Road, which links Hadeijia-Kirikasama in Jigawa State. A very important Road that connects agrarian and trading communities to ease the movement of their farm products.

By linking these communities together, this road becomes a critical component of our national road network.

This road has been built to the highest quality of design and workmanship and if is well used and not abused, it should last for the designed service life.

Road abuse takes many forms such as overloading of vehicles and trucks which accelerates pavement damage, spilling of petroleum products, which dissolves all the components and allows water to penetrate, and converting the road shoulders to permanent parking places, that brings the onset of road failure from the shoulder.

We must all do our best to avoid these practices, report them when they occur and act in a lawful manner to stop them.

The road is also a story of the capacity of our people. The patriotic Nigerians who were employed directly to build this road, the scores of suppliers employed indirectly who are responsible for providing the machines utilized in the construction.

These are not only nation builders to whom we offer our salutations, they are the heart of the Nigerian economy, the micro, small and medium enterprises that drive our economic growth.

This road is also a statement of economic efficiency and ease of doing business.

This is because the travel time before construction has now reduced since the completion of the road.
Of course, this road is part of our many roads to prosperity because reduced journey times means reduced expense on travel, because time is money.

This road also symbolizes change as you will observe in the road furniture, such as the lane markings and Route Assurance signs.

These components had all but disappeared on our highways but our commitment to change has restored them, with the markings helping drivers to achieve better lane management and control of their vehicles; while the Route Assurance signs provide information about how much further or longer, the drivers and commuters have to travel and the distance to the next village, town or state.

Of course, another element of change is the travel experience on a new and well-built road from the old and previously unmotorable road.

Now that we have this new and well-built road, we have duties to ourselves and to other road users.
One of those duties is to ensure that we drive in accordance with the law as stipulated in the Highway Code.

Accordingly, for the avoidance of any doubt, I wish to reiterate that the maximum driving speed on this and other Federal Highways nationwide is 100 (ONE HUNDRED) KM PER HOUR and no more.
On behalf of the Federal Government and President Muhammadu Buhari, I formally declare this Hadeijia-Nguru Road in Jigawa State completed and open for public use.

For your safety and that of other road users, I implore you not to exceed 100 KM PER HOUR.
We want you alive to witness and be part of the prosperity and promise of Nigeria.
