WORKS MINISTER,SEN. UMAHI REPRIMANDS CCECC NIGERIA LIMITED OVER POOR CONSTRUCTION METHODOLOGY ON ABA BOUND OF ENUGU-PORT HARCOURT EXPRESSWAY, DESCOPES PORT HARCOURT BOUND,ISSUES 14 DAYS TERMINATION NOTICE FOR SUB-STANDARD PERFORMANCE In his avowed determination to entrench the new construction codes and regulations in the method statement of construction works under the Federal Ministry of Works, the Honourable Minister of Works, His Excellency, Sen Engr. Nweze David Umahi,CON, has reprimanded the poor construction methodology deployed by China Civil Engineering Construction Company Limited on the rehabilitation works on the Aba bound of the Rehabilitation of Enugu-Port Harcourt Expressway, contract No. 6252. The Honourable Minister, who was on a routine supervision of ongoing road projects within South South and South East on Sunday 19th October 2025, expressed displeasure over the recalcitrance of the contractor in complying with the new construction codes and regulations which are aimed at building enduring road infrastructure for the nation. Speaking during the inspection visit, the Honourable Minister decried the state of the 43-km Aba-Port Harcourt inherited ongoing project handled by CCECC, which he said was on the verge of total collapse. He directed that a 14-day notice of termination be issued to the contractor, having regard to the various warning letters issued to the contractor over their poor construction performance on the said job. He further directed that the Port Harcourt bound of the project be descoped and reawarded to a competent contractor. "If you get to Port Harcourt end, which they did about two years or thereabout, the entire road has almost totally failed. We have been writing them to maintain this road. They have refused, and so I have to take responsibility and take decision. Number one, the Port Harcourt bound is descoped, no longer going to be done by CCECC.I will direct the Ministry of Works to scout out for very qualified indigenous contractors to handle the Port Harcourt bound. *They should be the contractor that will start work immediately while we sort out for funds for them._Number two, for the site handled by CCECC, they should issue them 14 days notice of termination of the job. And I want this directive to go very wide. After 14 days, they fail to mill out the binder and replace it properly,the job will be terminated; they have to initiate it; they have to commit to doing that. Even if they are going to do it during the dry season, they have to maintain the ones that they have done and they put in writing that they're going to mill out the binder at their own cost, and then be able to put a new binder, which we have paid for. He reiterated that putting binder for a stretch of the project without putting wearing is unacceptable. On another development, the Hounourable Minister has commended the quality of work on the Rehabilitation and Reconstruction of Enugu-Port Harcourt Dual Carriageway, Section II - Umuahia Tower-Aba Rail/ Road crossing in Abia State, Contract No. 6209 handled by M/S Arab Contractors O. A. O Nigeria Limited. The 56-km inherited ongoing project was noted to have reached 85% completion. "They are one of our best, the first five. Even we want them to maintain from Aba to Umuahia, the completed section. So they're working very hard. The controller is also doing very well. I wish the controller to visit all the projects of the Federal Government in Abia State. He should be able to visit all the projects in Abia State at least once a week, so that if there is a problem of impending danger, impending of problem of cost, you let us know. The Honourable Minister noted the terrible situation of inherited road projects nationwide, which are all receiving priority intervention by the Renewed Hope administration of the President of Nigeria,His Excellency, Bola Ahmed Tinubu GCFR He thanked Mr. President for the encouragement given to the Federal Ministry of Works to turn around the road development trajectory of Nigeria. _"In Nigeria, all the roads became a priority because of the terrible situation of the roads that the President inherited. But he's doing his best. And we are also working with him to offer our best in the country. We feel so bad when our people can't move from one point to the other all over the country. I feel so sad. That is usually my lowest moment. But, I'm still encouraged with the support the president is giving on roads and bridges because that is the basis of economic activities, and I think that we are very lucky to have him because the economy is breaking now. FG, COREN Collaborate To Develop Nigerian Roads The FG and the Council for the Regulation of Engineering in Nigeria (COREN) have both met to discuss the way forward to develop Nigerian roads, the Minister of Works, H.E Sen. (Engr.) David Nweze Umahi CON represented the Ministry and presided over the meeting while the President and Chairman of Council for the Regulation of Engineering in Nigeria (COREN) Engr. Prof Sadiq Zubair Abubakar, FNSE led the engineering team to the meeting, the deliberation was held at the Ministry of Works Headquarter in Mabushi, Abuja. The Minister in his remarks said “I want to involve COREN and the Nigerian Society of Engineers (NSE) in our road construction. l have gone round three regions of Nigeria, I am very dissatisfied with the supervision of these construction works. It seems that it is only in the South West that there are very capable hands and hardworking Directors and controllers, notwithstanding, will put the same template to use in all the regions”. “We would like you to join us as COREN, there is no concrete road constructed in Ebonyi that has not lasted Seven years, our recommendation is that most of our highways are going to be a continuous reinforced highways, this is the vision of the Ministry” he added. Umahi further said “when growing up in engineering we use to have consultant, consultant would always know that if they compromised their certificate of practice will be withdrawn even at the ministry level, that is the kind of discipline we want to bring on our road infrastructure, there is no supervision in all our projects, like I said other than the South West. Henceforth every project is going to have one senior consultant later we can begin to have other junior ones, like surveyor, geotechnical and material engineers and other road engineers“. He enjoined COREN to join him in the propagation for the reintroduction of Concrete pavement in Nigeria. The Minister said that no road that was built in this country had lasted more than three to four years even in the Northern part of Nigeria, he said that the roads in the South East are collapsing even while still under construction. The design in the roads are mostly built below the flood plain and the rains comes, and they are washed away, in his words, the Minister said he counted 9 locations that have collapsed. The President of COREN in his reaction said “having listened to you carefully COREN and NSE will key into these new positions that you have mentioned, the lack of supervision you talked about, will be addressed, and we believe that needs to change totally, we will be able to give our own contribution in that respect”. He said “COREN has been restructured, we now have, six Regional offices, with Lagos as a special Region, and then the thirty six state offices with desk offices with seven departments, these will play key roles in this supervision, we have developed a protocol to engage our members. l believe we are going to play a positive role when we develop modalities on how this will be worked out“. “ln the aspect of seven professionals per project we are going to look at that and also contribute, the introduction of reinforced concrete, there is a ministerial committee with this ministry which have been working on the specification. l am the chairman of that committee with senior expert along with the Managing Director/Chief Executive Officer of FERMA and others in the next one month we will make the submission and interim report to you, that should be the first point of engagement which will expand the horizon for us to this new agenda of concrete road pavement” he said. ...
FG in Discussion with Hitech.....Yet to Award .....Lagos -Calabar Coastal Highway. The attention of the Ministry of Works has been drawn to information reported online by nairametrics.com crediting a statement to H.E, Sen. (Engr) David Nweze Umahi the Hon. Minister of works as saying that the: “FG Awards LAGOS -CALABAR COASTAL HIGHWAY TO HITECH”. This information is totally untrue and misleading. The general public is to please note and be well guided and for the RECORDS. The FG has only recently opened a maiden discussion with the Engineering company- HITECH on this project, a second meeting is being considered to further access the the possibility of the project being handled by them.The Ministry has not awarded any such Contract nor has signed any such Contract Agreement with any company in this regard. Minister of Works Inspects Pilot Concrete Road Project in Cross River State, Enumerates Its Benefits .....“Let me use this opportunity to debunk reports that I refused to sign certificate of contractors” - Umahi. The Honourable Minister of Works H.E. Sen (Engr) David Nweze Umahi while rounding off his tour of the South-South Federal highways and bridges, also inspected a pilot concrete road project that was constructed by the Cross River State Government in Calabar on Friday. The technology was borrowed from one of Works Minister’s constructed roads in Ebonyi State during his tenure as Governor of the state, the Minister also used the opportunity to highlight the huge benefits and importance of the construction of concrete roads in Nigeria. During the inspection of the concrete road along Nyong Edem Street in Calabar South , Umahi said “ this pilot project is being initiated by the Governor of Cross River State and this is what we are talking about and I want the press people to see it, in the next 50 to 60 years nobody will touch this road , it has being a pilot project from the Governor and his very hard working Commissioner, I want to encourage him to use this concrete to do all his road works and he will not have any regret weather there is rain or sun, this road will continue to remain the way it is and this is what we are talking about “, adding that “ a lot of failures on our roads is because of the method of construction , so I commend the Governor for this bold initiative and I want him to expand it to all his roads”. The Minister used the opportunity to highlight the benefits of concrete roads as follows; it lasts up to 50years, cheaper than asphalt, concrete roads contract can be determined without increase in price , It will lift the pressure on the naira as there won’t be need for bitumen importation, nothing less than 10 companies have indicated interest in opening cement factories , it will create jobs , no expatriate is doing the job but local people through direct labour, we are developing our engineering profession , allowing local content by allowing local engineers to practice what they have learnt and it will create expansion of the existing cement companies to 90% from the current 30%. While responding to allegation of refusal to sign contract certificate, the Minister said “let me use this opportunity to debunk the report that I refuse to sign certificate of contractors and that contractors are dying. That's not the truth, l am signing the certificates that I am convinced that are all right but when a project is N34b and is jerked up to N120b or a project that is N44b is jerked up to N126b, I am a civil engineer I have been on this for 30years or more and I am a member of Nigeria Society of Engineers, as a professional anything you sign, you have to know and you have to take responsibility for it “. Umahi said “ I won’t sign anything I cannot defend, I have told Mr. President this and he is supporting me , so those whose certificates are clear and ok, I have signed, those whose roads have failed I will not sign, they have to go and fix the road back. That is the truth, they say I am signing a certificate for contractors that big men are behind, the only big man before me is God Almighty and Mr. President.“ The Governor of Cross Rivers State Senator (Prince) Bassey Otu in his remarks said to the Minister “I am so glad today that we have such an action Minister , We started this pilot project as a matter of fact we borrowed this technology from Ebonyi because when we checked the cost and the durability and sustainability we came to the conclusion, we have to do something very economical but beneficial to the people , we are going to replicate this in many localities in as much as you give us your support”. The Commissioner for Works, Cross River State, Hon. Pius Edet in his appreciation of the Minister's visit said “Your Excellency I want to thank you very much for coming as the proponent of Modern Construction facility in Nigeria, as a proponent of concrete pavement, we felt that it will not be fair to allow you leave without seeing one of your theory being implemented. We pray that God gives you more wisdom and ideology for the success of our country”. ...
Ongoing Reconstruction of Abuja-Kaduna-Kano Road has Progressed Appreciably - Engr Adebiyi
The ongoing reconstruction work on the Abuja-Kaduna-Kano road project has been progressing appreciably and would be completed in the life of this administration.
Engr Funso Adebiyi, the Director Highways Construction and Rehabilitation in the Federal Ministry of Works and Housing stated this during the ongoing visit to the project site to assess the progress of work on the project
"We are satisfied with the quality of work going on and we are working to increase the pace of the work. You can see that work is going on simultaneously on all sections of both lanes of the dual carriage 375km longroad from Abuja-Kaduna- Kano" he said
Adebiyi explained that the work was initially for rehabilitation but now full reconstruction work is ongoing. He appealed to Nigerians to be patient with the government in it's commitment to deliver a qualitative work that would stand the test of time
Similarly, he also appealed to the road users to bear the discomfort being experienced everyday as a result of blockages and diversions, pointing out that it was a necessary action in a construction work of such magnitude above all on such busy road with high traffic volume and axle load.
On the level of work done so far, Engr Adebiyi said " we have made a lot of progress. You can see that over 100km though not at a stretch, have been completed under section one to three (Abuja-Kano) , 40km completed under section two (Kaduna-Zaria), and 70km completed under section three (Zaria-Kano)"
He pointed out that while some sections of the road are also at different levels of completion, palliative/remedial work are being carried out on the sections that are critically bad to facilitate ease of passage for motorists"
Reacting to the allegation of delayed work, Engr Adebiyi said "It is important that I correct the wrong impression by the people that work is not moving. We are working to meet up with the deadline and at the same time subjecting all the work to quality assurance test to deliver a good job"
He assured Nigerians of the commitment of the government to completing the work. " Government is desirous of completing this project , as such is not leaving anything to chance, that is why we are here regularly tracking the progress of work with a view to sorting out any identified challenges"
Engr Adebiyi stated that the Honourable Minister of Works and Housing, Mr Babatunde Raji Fashola, San and the Hon Minister of State Engr. Aliyu D Abubarkar had demonstrated a strong passion to this project and others across the country in order to ensure the fulfillment of President Muhammadu Buhari’s promise of bridging infrastructure gap in the country.
On the speed of work on the road, the Director Bridges and Design, Engr Adeoye urged the contractor to increase the pace of work by deploying more men on sites to work simultaneously on both lanes
The team of engineers in the Ministry led by the Director Highways Construction and Rehabilitation, Engr Adebiyi were on a routine assessment inspection of the various ongoing road projects across the country in order to ensure quality work delivery and meeting the completion deadline
The team carried out an engineering measurement and evaluation of some key components in road construction among others ; storm water drainages, shoulders, right of way, concrete slabs, U-turns, culverts reinforcement pipes.
TheAbuja-Kaduna-Zaria-Kano roa reconstruction project was awarded to Julius Berger Nigeria Plc on 20th December, 2017 and the project commenced on 21st May, 2018 with the 36 months completion period
Remarks By H.E, Babatunde Raji Fashola, SAN At 27th Monthly Power Sector Operators Meeting Hosted By Yola Distribution Company
I welcome you all very warmly to this meeting, which is the 27th in the series of monthly meetings that has taken us to virtually all parts of Nigeria.
I thank the Managing Director of Yola Distribution for hosting us.
Many of you will remember that in 2015, Yola DisCo was the only one of the 11 (eleven) privatized DisCos that was given up as being unviable.
But this Government did not give up on Yola DisCo. The Government appointed Engr. Mustapha to manage this DisCo.
Month after month, from reports we have all received about performance and monthly rating of DisCos, it is obvious that Engr. Mustapha and his team have proven that Yola DisCo is not unviable.
At this forum, I will repeat what I have said about change, that it is not a matter of chance but a matter of choice.
Similarly, it is not an event but a process that involves the application of methods and the making of choices, some of which are difficult, but very often resourceful, even if sometimes misunderstood.
The story of Yola DisCo epitomizes change and it speaks eloquently to our roadmap of incremental power.
From my very first visit to inspect the resumption of work at the Maiduguri TCN substation, which had been damaged by insurgents, to the completion of the Mayo-Belwa TCN substation and the installation of Distribution Infrastructure by Yola Disco, incremental power is returning to the customers within the Yola DisCo franchise.
Eighty per cent (80%) of damaged 33KV lines have been restored in areas like Damboa, Madagali, Maiduguri, Damasak, Gombi, Mubi, Wukari to mention a few.
Change means providing incremental power against the odds, and nothing is truer than the story of one Agricultural enterprise in Adamawa, whose proprietor visited to tell me that since the completion of the Mayo-Belwa sub-station, he has drastically reduced his purchase of diesel and the use of his generator.
For him, change means reduced operating cost at his farm, and for consumers of his Agro products, change means reduced food prices.
As you will have heard in the news, economists are predicting a further reduction in inflation and they are attributing it to reduction in food inflation and food prices.
As you might have also heard, I visited Kebbi last week to inspect our road projects, and the Governor, Atiku Bagudu, reported that most of the local governments in his State are getting 18 to 20 hours of power supply, from Kaduna DisCo.
This is what change means, and it is consistent with our roadmap of incremental power.
While we are inspired by the news of progress, especially coming from those who receive the service, we remain mindful of those we have not yet reached, and remain committed to get to them, whether on the grid or off the grid.
In this regard, let me report some progress made within the last month, as I usually do, in order to keep all of us abreast of what our members are doing and what the industry as a whole is experiencing.
I am pleased to inform the meeting formally that a substantive Chairman, in the person of Professor James Momoh, is now in place for the NERC, following confirmation by the Senate, and his swearing in on the 3rd day of May 2018.
This means that another issue under our Power Sector Recovery Programme (PSRP), relating to Governance, has now been resolved.
Also, within the last month, particularly, on the 7th of May 2018, I had the privilege to Commission the Odogunyan Transmission Substation completed by TCN to serve customers in Lagos and Ogun States, under the Ikeja DisCo franchise.
I can also report that we are making progress on the Federal Government’s planned intervention in the Distribution Value Chain to help deliver the 2,000MW that is constrained by distribution equipment.
The advertisements for quotation by original equipment manufacturers for Transformers, Breakers, and Associated Equipment compiled by the DisCos have been published, and we await responses.
The Azura Power Plant is now fully completed and ready for commercial operation to deliver more power to boost incremental power.
On the off-grid side, His Excellency, the Vice President, recently commissioned a market intervention in Ondo State, delivered by Rural Electrification Agency, another boost to our incremental power and provision of access to previously unserved people.
The progress we are making will require us to increase our commitment to further improving service.
This will be more demanding as the rains come down in the next few months.
The rains will bring more water supply to the Hydro Electric facilities, and they will bring more challenges to Transmission and Distribution by way of storms, heavy winds, falling trees, damage to towers, lines and installations.
We must rise up to these challenges better than we have done in the past.
Some of what we must do are:
Promptly issue notices when there are known damages that interfere with power supply;
Promptly send our maintenance men out to repair and replace damaged equipment or clear fallen trees;
Send information to the public on multiple platforms of conventional and social media to report faults that we may not be aware of;
Painstakingly hold ourselves out as available, ready, and willing to resolve customer problems and provide better service.
Ladies and Gentlemen, our journey of change and incremental power continues, and I thank you all for your commitment.
