PRESIDENT TINUBU REITERATES COMMITMENT TO QUALITY INFRASTRUCTURE DELIVERY AT THE 34TH COREN ENGINEERING ASSEMBLY

President Bola Ahmed Tinubu, GCFR, has reaffirmed the Federal Government's unwavering commitment to strengthening engineering regulations, promoting quality infrastructure, and safeguarding public safety across Nigeria.

Represented by the Honourable Minister of Works, *Engr. David Umahi, CON, FNSE, FNATE *, while declaring open the 34th COREN Engineering Assembly, the President described the Assembly’s theme, *"Advancing Public Safety in Nigeria through Strategic Engineering Regulatory Enforcement and a Tiered Sanctioning Regime,"* as timely and relevant to the nation’s developmental aspirations.

The President stated that engineering remains the backbone of national development and that effective regulatory enforcement is essential for protecting lives, ensuring quality infrastructure, and restoring public confidence in the engineering profession.

He stressed that regulations are not intended to punish professionals but to protect public interest, noting that *” no road, bridge, or building is more valuable than human life.”*

President Tinubu assured participants that his administration remains fully committed to completing the four (4) Legacy Road Projects across the six geopolitical zones, under the Renewed Hope Agenda. He described them as strategic investments that will transform the nation’s economy, improve connectivity, and stimulate sustainable development.

The Honourable Minister of Works commended the Council for the Regulation of Engineering in Nigeria (COREN) for choosing an apt theme that aligns with the Federal Government’s vision for quality infrastructure delivery and adherence to public safety.

He noted that engineering is a profession where mistakes can cost human lives, emphasising that, unlike many other professions, there is often no opportunity for appeal after a structural failure. He, therefore, called for stronger regulations, strict enforcement, and effective sanctions against unqualified practitioners and professionals, who compromise ethics and standards.

Engr. Umahi stressed that site engineers must discharge their responsibilities professionally and should never allow contractors to dictate engineering decisions. He urged Council to strengthen its disciplinary mechanisms, similar to other professional regulatory bodies, to ensure that only qualified engineers are allowed to practice.

The Minister highlighted the achievements of President Tinubu’s administration, especially the ongoing Legacy Road Projects spread across all the geopolitical zones, designed to improve economic integration, enhance national security, create employment opportunities, and stimulate investment.

He expressed confidence that with continued discipline, transparency, and adherence to engineering ethos, Nigeria’s infrastructure deficit would be significantly reduced within the coming years.

Presenting the *Keynote Address* on behalf of the Honourable Minister, the *Permanent Secretary, Federal Ministry of Works, Mr. Rafiu Adeladan,* stated that the Renewed Hope Agenda places infrastructure development at the centre of Nigeria’s economic transformation. He explained that the Ministry is implementing four major Legacy Projects across the geopolitical zones to connect communities, promote commerce, improve national integration, and encourage investment.

The Permanent Secretary emphasised that quality assurance, competence, professionalism, and independence amongst stakeholders remain fundamental requirements for sustainable infrastructure development. He urged engineers to uphold ethical standards, comply strictly with engineering regulations and best practices, and strengthen resilience through adherence to due process

The Chairman of the occasion, *Alhaji Aliko Dangote, GCON,* represented by *Prof. Hassan Umaru* described the Assembly as timely and significant, noting that engineering excellence remains the foundation of public trust, industrial competitiveness, and national development.

He observed that every infrastructure project must be executed according to approved standards and maintained throughout its lifespan. Drawing from the experience of the *Dangote Refinery* project, he explained that rigorous engineering design, quality control, technical discipline, and strict compliance with standards were critical to its successful delivery.

The Chairman called for sustained excellence within the engineering profession and urged COREN to continue strengthening regulatory frameworks, while enforcing disciplinary measures against erring practitioners, in order to safeguard lives and property.

In his *Welcome Address,* the *President of COREN, Engr. Prof. Sadiq Zubair Abubakar, FNSE,* outlined the Council’s statutory responsibility of regulating engineering education and practice in Nigeria, in line with international standards and recommended practices.

He explained that engineering graduates are expected to undergo mandatory industrial training before participating in the National Youth Service Corps (NYSC), describing practical exposure as critical to professional competence.

Prof. Abubakar further disclosed that COREN has successfully introduced digital verification and enforcement systems to improve transparency, eliminate fraudulent practices, and strengthen regulatory compliance.

He assured members that the Council would continue to uphold integrity, professionalism, and accountability, while addressing attempts by some practitioners to circumvent established standards. According to him, engineering regulation must remain transparent, sustainable, and effective in preventing infrastructure failures across the country.

In his introductory remarks, *Prof. O. A. U. Uche* emphasised the importance of sustaining quality infrastructure development through continuous improvement in engineering practice. He described infrastructure development as a collective responsibility requiring collaboration among government, professional bodies, academia, industry, and private sector stakeholders. In this vein, he, therefore, called for stronger synergy in advancing engineering excellence and national development.

The *Honourable Minister of Innovation, Science and Technology, Dr. Bosun Tijjani*, stated that science, technology, and engineering remain critical drivers of economic growth, innovation, and public safety. He pledged continued collaboration between the Ministry and engineering regulatory agencies.

Representing the Nigeria Governors' Forum, the *Governor of Plateau State, Barr. Caleb Mutfwang,* opined that engineering is one of the most respected professions globally and emphasised the need to create an enabling environment for engineers to thrive, while sustaining public safety and economic development.

The *National Chairman of the All Progressives Congress (APC), Professor Nentawe Yilwatda*, commended COREN for its achievements in regulating engineering practice. He described engineers as the backbone of national development and praised the Federal Ministry of Works, under the leadership of Engr. David Umahi for the remarkable progress recorded on the four Legacy Road Projects and others across the six geopolitical zones.

He congratulated the Ministry for its commitment to quality infrastructure and affirmed that Nigerian engineers continue to distinguish themselves through professionalism and excellence both nationally and internationally.

UMAHI BAGS SILVERBIRD EXTRAORDINARY PERSONALITY OF THE YEAR AWARD, CALLS IT ANOTHER FEATHER TO KEEP FLYING The Honourable Minister of Works, HE Senator Engr. David Umahi, CON, has bagged the Silverbird Group Extraordinary Personality of the Year award, an honour conferred on him on Sunday, March 1, 2026, at Eko Hotels & Suites, Lagos. The award ceremony, organised by Silverbird Group, brought together top government officials, lawmakers, technocrats, and stakeholders from across the country, all drawn by a shared recognition of a minister whose tenure has come to symbolise scale, speed, and ambition in Nigeria’s infrastructure drive. Speaking at the event on behalf of the Minister of Works, the Minister of State (Works), Barr. Bello Muhammad Goronyo, described the honour as a deserved recognition of visible performance and hard choices taken in the national interest. “We cannot but register our sincere gratitude and appreciation for this award for identifying our own, the Honourable Minister of Works, HE Senator Engr. David Umahi, CON, for the works he has been doing in this country.” Goronyo told the audience that Umahi’s impact since assuming office has been defined by experience-driven leadership and the deployment of innovative construction technologies to solve long-standing infrastructure challenges. “This man brought to bear lots of experience, skills, and innovative technologies in the road construction industry.” He pointed to landmark achievements in road construction, anchored on four legacy projects now reshaping national connectivity. These include the 750km Lagos–Calabar Coastal Highway, the 1,068km Sokoto–Badagry Super Highway, the Transhara corridor stretching from Calabar through Ebonyi and Benue to Abuja, and the 420km Akwanga–Jos–Bauchi–Gombe–Borno corridor. According to him, these projects, alongside accelerated roads and bridges construction across the six geopolitical zones, have redefined expectations of what is possible within a single administration. Goronyo was emphatic that these gains did not occur in isolation, attributing the momentum to the infrastructure-first posture of President Bola Ahmed Tinubu. “We have to say that all these achievements are recorded because of our president, HE Senator Bola Ahmed Tinubu, GCFR.” In a symbolic gesture that drew applause, he disclosed that the Minister of Works had directed that the award be dedicated to the President and to the collective effort behind the projects. “The minister has mandated me to dedicate the award to HE Senator Bola Ahmed Tinubu, GCFR for the support, for all he has been doing, for prioritizing infrastructure as key, and to dedicate the award also to our team, the Ministry of Works, the management as well as the contractors.” He added that within the Ministry, the recognition serves as renewed motivation rather than a moment of rest. “For us in the Ministry of Works, it's another feather for us to continue to fly and work hard so that Nigeria will reach the desires and aspirations of President Bola Ahmed Tinubu.” On its part, Silverbird Group noted that since Umahi took charge as Minister of Works, the Ministry is currently managing 2,065 ongoing projects across the country. WORKS MINISTRY DID NOT AWARD ABUJA–KADUNA ROAD CONTRACT TO MIKANO – UMAHI CLARIFIES The Honourable Minister of Works, Engr. Sen. David Nweze Umahi, CON, FNSE, FNATE, has clarified that the Federal Ministry of Works did not award the Abuja–Kaduna Road contract to Mikano International Limited. The Minister stated that the contract was awarded to Infiouest International Limited, in line with due procurement processes and transparency standards. The Minister made this clarification while briefing journalist on 12 Febuary, 2026 in the Ministry Confrence Room in Mabushi Abuja, also drawing public attention to the increasing rate of vandalisation of critical road infrastructure across the country. He noted that the Ministry has a responsibility to provide accurate information to the public and to protect national infrastructure from destruction. Engr. Umahi expressed serious concern over widespread vandalism affecting roads, bridges, and related infrastructure nationwide. He cited recent cases along the Lagos Coastal Road corridor, where protective structures and road components have been deliberately damaged. According to the Minister, flooding recorded in some sections of the coastal highway was largely caused by blockage of underground drainage channels with refuse, emphasizing the need for public cooperation in maintaining infrastructure. He commended the Lagos State Government, security agencies, and the Nigeria Police for deploying personnel to safeguard critical infrastructure and combat vandalism. Parking of heavy trucks on bridges creates structural stress, as bridges are not designed for static heavy loads. He disclosed that some offenders have already been arrested and are being prosecuted. The Minister highlighted the Federal Government’s adoption of reinforced concrete road technology, which is expected to last between 50 and 100 years, compared to traditional asphalt roads. He commended President Bola Ahmed Tinubu GCFR, for supporting long-term infrastructure development and for approving several strategic road projects nationwide. The Minister announced the Extension of the Bodo–Bonny Road by 8.7km to link the East–West Road, using concrete pavement technology. He added that Progress on major legacy road corridors including routes connecting Akwanga – Jos – Bauchi – Gombe – Maiduguri. Expansion of CCTV surveillance on major bridges and highways to curb vandalism and enhance monitoring. The Minister emphasized that federal road projects are distributed based on national development priorities, not regional considerations. He called on Nigerians to support national unity and protect public assets. The Federal Government is considering stronger policies and collaboration with private sector partners and state governments to improve road maintenance and enforce compliance against illegal road obstructions and structures. Addressing the status of NNPCL-funded road projects initiated under Executive Order 007 (April–May 2023), the Minister clarified that the Nigerian National Petroleum Company Limited (NNPCL) will no longer directly pay contractors for these projects. He announced that the Federal Ministry of Works has officially taken over both project supervision and payment responsibilities, in line with new federal directives. The Honorable Minister disclosed that ₦127 billion has been released by Mr. President for the continuation of these projects, underscoring the administration’s commitment to completing inherited infrastructure initiatives. He noted that an estimated ₦7 trillion will be required to complete all NNPCL-funded projects, describing them as critical to national connectivity and economic development. Sen. Umahi further revealed that the Federal Government inherited 6,604 ongoing federal road and bridge projects nationwide, with a projected ₦16.9 trillion required for their completion. He reiterated that President Bola Ahmed Tinubu has directed that all inherited projects must be completed, stressing that infrastructure development remains a top priority of the administration. The Honourable Minister reaffirmed the Ministry’s commitment to transparency, efficiency, and accountability in the execution of these projects, assuring Nigerians that the government is determined to deliver quality infrastructure that meets international standards. RESTORING MOBILITY THROUGH EMERGENCY INTERVENTIONS ON BAUCHI-GOMBE-BILLIRI-CHAM ROAD To address nationwide infrastructure challenges, the Federal Ministry of Works commissioned key Emergency/Special Intervention Projects along the Bauchi–Gombe and Gombe–Cham corridors on Wednesday, 11 February, 2026, in Gombe State. As part of a nationwide media tour under the Renewed Hope Agenda of His Excellency, President Bola Ahmed Tinubu, GCFR, these initiatives are among the 260 Emergency/Special Intervention Projects launched at the administration's inception in May, 2023, to restore critically damaged portions of federal highways across the country. When the administration came into office, it inherited 2,064 ongoing projects with a debt overhang of over ₦13 trillion. In view of this fiscal burden and, most especially, the paucity of funds, priority was given to roads whose conditions had deteriorated to the point of near-total collapse or had already collapsed, to restore motorability, enhance safety, and facilitate the free movement of people, goods, and services. On the alignment, a critical corridor linking Bauchi, Gombe, and Adamawa States, emergency works were executed in two complementary components: overlay of the carriageway and reinstatement of shoulders, alongside drainage improvements. Before the intervention, the road had suffered significant failure, posing safety risks and constraining socioeconomic activities. With the completion of the works, the carriageway has been strengthened, and riding quality significantly improved, while reinstated shoulders now allow motorists to park safely off the main carriageway, reducing obstruction and risk of accidents. The Federal Controller of Works, Gombe State, Engr. Mohammed Jahun stated that the project was completed and has restored the safety and durability of the route, observing that traffic flow has improved considerably as a result of the intervention. Commending the Federal Government’s efforts, Comrade Faruk Mu'azu, Chairman of the Nigeria Union of Journalists (NUJ), Gombe State Chapter, described the rehabilitation as timely and impactful. “If you can recall vividly, this road before now was not motorable, but now, with the intervention of the Federal Ministry of Works, movement is free and without hitches”, he said. Comrade Mu’azu commissioned the project, as a representative of the Honourable Minister. He also extended a profound gratitude to President Bola Ahmed Tinubu, GCFR, for his approval of the award of a contract for the dualisation of the Akwanga–Jos–Bauchi–Gombe road. He emphasised that the expansion of the highway would significantly ease movement between the North Central, and North-East zones and serve as an enabler of growth. Also commissioned by the NUJ Chairman was the Reinstatement of Failed Shoulders along the Gombe Bypass. The contract, completed within 3 months, covered 1.5km of road and 910m of drainage. Road users and residents, alike, eulogise the President for being proactive, heaving a sign of relief for alleviating their long-term suffering. Another strategic and vital corridor, is the Gombe–Billiri–Cham Road, linking Gombe and Adamawa States. Three failed bridges along that stretch were singled out for urgent rehabilitation under the Emergency/Special Intervention due to safety concerns, particularly nighttime traveling. The scope of work included restoration of damaged handrails, rehabilitation of abutments, stone pitching, reconstruction of wing walls, and reinforcement of structural components to enhance stability and visibility. The Federal Controller explained that the rehabilitation has eliminated previous hazards associated with the bridges, improving structural integrity and ensuring safer passage for road users. The commissioning of these projects was done by the Chairman of the Gombe State Correspondents’ Chapel, Mr. Hudu Shehu, as he officially handed them over for public use, on behalf of the Minister. He prayed that the road would serve the interests of humanity, whilst contributing to the common good of the people. The Bauchi–Gombe component also forms part of the approved 4th Renewed Hope Legacy Road Project for dualisation from Akwanga through Jos to Bauchi and terminating in Gombe. Others are the Lagos–Calabar Coastal Highway, the Sokoto–Badagry Superhighway, and the Calabar–Abuja Highway, designed on continuous reinforced concrete pavements (CRCP) technology with street lights and rail lines to enhance connectivity across all six (6) geopolitical zones of the country. ...

FUT Minna Gets FG's 1.25 km Road Intervention

The Intervention Initiative of the Federal Ministry of Works and Housing in the Internal Roads of Federal Tertiary Institutions Nationwide has reached the Federal University of Technology (FUT) Minna, as a 1.25-kilometer road in the institution got rehabilitated.

The rehabilitated road was handed over to the Management of the University by the Federal Controller of Works Niger State, Engr Moshood Adekunle Samotu on behalf of the Minister of Works and Housing, Babatunde Fashola, Friday, January 27, 2023.

In his address, the Minister, Mr Raji Fashola stated that the intervention in the internal roads of tertiary institutions across the country by the federal government is a critical investment in education.

Fashola described the intervention as a critical support and an investment in education.

He explained the need to bridge the infrastructure gap in schools, saying that the government has successfully intervened in 64 internal Road projects in various Federal Tertiary Institutions.

" We have handed over a total of 46 as at March, 2022 and we now have another 18 ready to be handed over, while we are currently attending to 19 roads in similar institutions across the country making a total of 83 ".

Mr. Fashola pointed out that the administration of President Muhammadu Buhari has stepped up effort in leading the process of getting the work done, pointing that the intervention has contributed to the job creation initiative of the government and disclosed that 30 people had been employed during the road construction in FUT Minna.

In his remarks, the Vice Chancellor, FUT Minna, Professor Faruk Adamu Kuta described the road intervention as laudable and important to the University Community.

Professor Kuta appreciated the Minister of Works and Housing Babatunde Raji Fashola for the road intervention in his school, praying that the University should also be considered as a beneficiary when similar intervention is conceived in future.

In an interview, Dr. Auta Manaissa, Dean Students Affairs said that, the University was experiencing a helpless situation before the intervention and now the entire University community are happy as free access has been facilitated by the road rehabilitation

Testimonies from Students in the University, all pointed out that the rehabilitated 1.25km road had greatly impacted on their learning environment, as free and faster access has now been facilitated for staff and students in the course of carrying out their academic activities

The students that spoke include; Financial Secretary of the Students Union Government (SUG), Aminat Abdulraheem, a student of Agriculture and Bio- Resources; Attah Danladi Mustafa, Student Representative member; Zaccheus Philip Adinoyi, a 200-level student of Mechanic Engineering; and Abdulrahman Khidir Olayinka, a student of Animal Production Technology.

Generally, the students commended the Government of President Muhammadu Buhari for bringing this laudable project to the institution.

Accordingly, the students were of the view that the University needs more of such projects in its permanent site to further fast track its development.

The 1.25 kilometers newly rehabilitated internal road in FUT Minna connects the following buildings in the University; University Clinic; Sports Complex; School of Innovative Technology; Ultra-modern market; Students Hostels (block A-G & H); Hostels Mosque and the University Chapel.

Introductory Remarks By The Director, Planning Research And Statistics Federal Ministry Of Works And Housing , Mr. Jide Ode-Martins At The Technical Session Of The 28th Meeting Of The National Council On Works Holding In Kano, Kano State From 22nd – 26th August, 2022

I welcome you all to the 28th Meeting of the National Council on Works with the theme: ”Infrastructure, the Season of Completion” holding here in Kano from today Monday, 22nd – 26th August, 2022.

2. As you are aware, the Meeting of the National Council on Works is the highest policy-making organ where stakeholders in the Works Sector deliberate and discuss critical issues concerning the Sector with a view to proffering sustainable solutions.

3. It is pertinent to highlight that the Council Meeting is heralded by a 2-Day Technical Meeting of the Directors and the Meeting of the Permanent Secretaries. The responsibility of the Technical Meeting of the Directors as you are aware, is to create a solid and resourceful foundation by the diligently reviewing the memoranda submitted by stakeholders and fine-tuning the recommendation made by the Meeting of the Permanent Secretaries for presentation to the Council.

4. In view of the foregoing, I would like to urge all Directors present to rise to the occasion as usual and come up with recommendations worthy of consideration by the Council. This is a task that most of us here are very competent at and committed to doing year in year out. I am therefore, very confident of our ability to timely deliver on this assignment.

5. At this juncture, I would like to assure you that all necessary logistics have been made to ensure the success of this year’s Council Meeting. The Secretariat is available to attend to enquiries and render any assistance needed.

6. On a concluding note, I wish to express our profound gratitude to the Honourable Minister Babatunde Raji Fashola SAN, the Honourable Minister of State Umar Ibrahim El- Yakub and the Permanent Secretary, Federal Ministry of Works and Housing Bashir Nura Alkali FCA, FCTI for providing the required support and enabling environment for the success of this Meeting. I also appreciate the support of all Directors and entire staff of the Ministry whose efforts made today a reality. The role of Kano State Government and the Local Organizing Committee to the preparation for this meeting is highly commendable.
