FG COMMISSIONS REHABILITATED SECTIONS OF GWADA-SHIRORO ROAD, RESTORES CONNECTIVITY AND SAFETY IN NIGER STATE AND BEYOND

The Federal Ministry of Works has officially commissioned the completed critically failed sections of the Gwada–Shiroro Road Section 1 in Niger State, alongside Emergency Repairs of Embankment Washouts and the Construction of a 2-Cell Box Culvert on the same alignment. The projects are part of the 260 Emergency/Special Intervention Projects carried out, nationwide, by the Renewed Hope Administration of His Excellency, President Bola Ahmed Tinubu, GCFR in order to salvage the nation’s road network. It signals a significant milestone in restoring connectivity, safety, and economic activities in the affected areas.

Speaking at the commissioning ceremony, which forms an integral component of a National Media Tour, the Federal Controller of Works (FCW) in Niger State, Engineer Eyitayo Aluko, welcomed members of the Council for the Regulation of Engineering in Nigeria (COREN), Nigerian Society of Engineers (NSE), Civil Society Organisations (CSOs), community leaders, residents, members of the press, and other stakeholders. He informed the gathering that he represents the Honourable Minister of Works, His Excellency, Sen. (Engr.) David Umahi CON, FNSE, FNATE in the State, describing the intervention as “two projects in one.”
Engineer Aluko explained that the ceremony site was previously a critical failure point on the road, where a one-cell pipe culvert had collapsed due to its flawed design and overburdenedness. The collapse of the culvert severely disrupted the movement of people, goods, and services, moving in and out of Gwada town into a major challenge for commuters and residents.

“Before our intervention, movement through Gwada was a nightmare. The pipe cover here was inadequate and eventually collapsed. We had to intervene urgently,” said the Controller. According to him, the Ministry improved the infrastructure by replacing the collapsed one-cell pipe culvert with a two-cell box culvert measuring 2.0m x 2.0m, significantly enhancing water flow capacity and structural stability, and durability. He noted that the project has since been completed and traffic has fully resumed.
In addition to the construction of the culvert, the FCW disclosed that several failed sections of the Gwada–Shiroro Road were rehabilitated to improve travel time, road safety and reduce wear and tear of vehicles. The scope of work included embankment washout remediation, construction of the box culvert, laying of stone base, granular course, and asphalt surfacing.
The projects were awarded to Messrs Wise Spin Limited and Messrs High Dee Construction Limited, and have been substantially completed and put to use.

Also speaking at the occasion, the Representative of COREN, Engineer Dr. Bala Saliu, who is also the Chairman of the Engineering Regulation Committee of COREN, Niger State Chapter, commended the intervention, describing it as professional, timely, and impactful.

“This intervention speaks for itself. The project has been put to use, and you can see the community's happiness. Despite how remote this area is, its economic and social importance cannot be overemphasised,” he further noted.

He added that similar critical areas exist across Niger State and expressed confidence that the Federal Government would continue to intervene to ease the challenges faced by commuters and residents.

The Secretary General, NSE, Minna Branch, Engineer Abubakar Kawu also praised the delivery of the two projects. He described the Gwada–Shiroro Road as a strategic route that required urgent attention.
“This timely intervention has significantly reduced road accidents and increased socioeconomic activities. This road leads to the Shiroro Hydroelectric Power Station, a major contributor to power generation in Nigeria,” he recalled. He further stated that the road rehabilitation would positively impact the power and energy sectors, while affirming that the project meets required engineering standards and professional regulations.

The Mai Anguwa (Ward Head) of the immediate benefiting community, Alhaji Alhassan Zarumi, expressed deep appreciation to the Federal Government for extending the nationwide road intervention initiative to his people. He described the road as a former “death trap” and emphasised its importance as a link to the Shiroro Power Station and other surrounding towns and villages.

“If this place were not repaired, I wonder if we would be passing here today. Now, we can move freely and safely. We thank the Federal Government, the Engineers, and the contractors for a job well done,” he said.

In his remarks before performing the ribbon-cutting ceremony, the Vice Chairman of the Nigeria Union of Journalists (NUJ), Niger State Chapter, Comrade Uriah Tsado Gana, thanked President Tinubu and the Minister of Works for ensuring the successful completion of the project.

The Team visited ongoing works on the Bida–Lemu–Wushishi–Zungeru Road, Phase 1, which commences from Yesso Junction in Bida Town to Yazhigi. Giving an update on the progress of work, the FCW revealed that the road shoulders are being constructed with 200mm thick concrete, and that approximately 16 kilometers of asphaltic binder course have been completed out of the 29.5-kilometer project length - representing about 40 percent completion. He added that the contractor is actively on site and is expected to complete the binder course within the next two months, after which the asphaltic wearing course will be applied.

The Project Manager of Gerawa Global Engineering Limited, Engineer Adam S. Adam, corroborated the update and highlighted initial challenges faced during project execution, including security concerns and attempted kidnappings. He disclosed that with the support of the Ministry, community leaders, and security stakeholders, these issues have been fully resolved and work is ongoing. “We are now working day and night. The problems have been resolved completely, and the quality of work speaks for itself,” he stated.

Also present was the NSE official, Engineer Aliyu, who attested to the project’s compliance with engineering standards and professional ethics, giving kudos to the company handling the work.

The Ministry continues to demonstrate its commitment to enhancing national road infrastructure with the execution of major highway projects across Niger State, aimed at improving connectivity between the Northern and Southern parts of the country, guaranteeing safety, and enabling socio-economic development. Another strategic project underway in the State is the Jebba–Mokwa–Bokani Junction Road (Section II), which forms part of the Trans-Sahara Road Network, linking Lagos in the South West geopolitical zone to Northern Nigeria through Kwara State.

The route is a vital artery that carries heavy volumes of articulated traffic on a daily basis. And the project is redesigned as a Dual Carriageway with a pavement structure consisting of 7.3-metre-wide asphaltic concrete carriageways on each side, complemented by 3.0m and 2.75m wide surface-dressed shoulders. The pavement layers include a 200mm thick sub-base, 275mm stone base, and two asphaltic concrete layers of 75mm binder course and 50mm wearing course.

The road section commences at the northern end of the River Niger Bridge in Jebba and terminates at the Bokani Junction, with a total length of 46.0 kilometres. It involves the construction of an additional carriageway that intersects the existing one at various alignments, traversing farmlands, settlements, and diverse terrains, including hills, valleys, streams, and ridges. Interchanges will also be constructed at major intersections to facilitate free-traffic flow. The project is being executed by Messrs CGC (Nigeria) Limited.

In addition, the Federal Government is presently rehabilitating the Minna–Zungeru–Tegina Road (Section I), also a major transportation link connecting Northern and Southern Nigeria and a vital route for the movement of industrial and agricultural goods. The road has suffered severe deterioration over the years, characterized by deep potholes, failed carriageway sections, frequent accidents, and prolonged travel time.

Section I of the project stretches 94.987 kilometres from Minna to Tegina, comprising a 10.90km dualised urban section within Minna town and an 84.087-kilometre single carriageway through inter-urban and non-urban areas. The scope of work includes the rehabilitation of the single-carriageway sections and overlay of the existing dual carriageway, which remains in fair condition. The road traverses about eighteen communities, including Maikonlele, Kuyi, Gusase, Zungeru, Akusu, Garum Gabas, and Gatako, terminating at Tegina.

The existing infrastructure includes several pipe and box culverts, as well as seven bridges, many of which are slated for repair and maintenance due to siltation and structural degradation. The project is being handled by Messrs Develevo (Nigeria) Limited in partnership with Messrs HMF Construction Limited.

Similarly, Section II of the Minna–Zungeru–Tegina Road, covering the Tegina–Kontagora axis, is also receiving intervention. This section is a single carriageway extending from Tegina to Kontagora, with its zero chainage at a Y-Junction off the Mokwa–Makera–Kaduna State border road and terminating at the Kontagora roundabout. The road passes through several semi-rural communities, including Gimi, Babban Gona, Mariga, Bobi, Beri, Tungan Ahmadu, Tadali, and Machanga.

The existing carriageway, though originally constructed to standard specifications, has suffered erosion of shoulders and deterioration of pavement in several sections. The project includes the replacement of substandard culverts, desilting of existing drainage structures, and maintenance works on six bridges along the corridor to ensure structural integrity and improved hydraulic performance. The contractor handling this section is Glamor Engineering Nigeria Limited.

Upon completion, these projects are expected to significantly reduce road accidents, shorten travel time, improve the movement of goods, both industrial and agricultural, and strengthen economic activities across Niger State and its neighbours. The Administration remains committed to delivering quality road infrastructure that enablers of national growth and improves the quality of life of Nigerians. Road users, members of the benefiting communities along the corridors visited, and different stakeholders were full of praises to Mr. President’s infrastructure renaissance.

The award, which was presented by the National President of the NBA, Mazi Afam Osigwe, SAN, recognises the Minister’s exceptional contributions to national development, unwavering commitment to the growth of infrastructure, and dedication to good governance and the rule of law. The “Supportive Member Award” specifically celebrates his long-time dedication, commitment, and outstanding efforts towards the growth and sustainability of the Caliphate Bar. In his acceptance remarks, Rt. Hon. STAKEHOLDERS UNITE TO INSPECT ABUJA–KADUNA AND SULEJA– MINNA DUAL CARRIAGEWAYS -Declare Minna Road, an Emergency Project The Honourable Minister of Works, Engr. David Umahi, CON, FNATE, FNSE; the Deputy Chief Whip of the 10th Senate, Sen. (Barr.) Onyekachi Nwaebonyi; the Honourable Minister of State for Works, Hon. Muhammad Bello Goronyo, Esq.; PDP Chieftain, Otunba Segun Showunmi, among others Saturday, 28th June 2025, led a high-level inspection of the ongoing reconstruction of the Abuja–Kaduna–Minna dual carriageway, reaffirming the government’s commitment to transparency, engineering excellence, and sustainable infrastructure development. In his remarks, Engr. Umahi disclosed that over 11 kilometres of Section 1 have already been reconstructed using 200 mm reinforced concrete with a projected lifespan of 100 years. The construction process, which involves pulverising failed pavement, laying an 80 mm cement-stabilised stone base, and installing Y20 steel reinforcements at 20 cm intervals beneath a 60 mm concrete top, matches the quality standards adopted for the Lagos–Calabar Coastal Highway and the Sokoto–Badagry Road. The Minister noted that the momentum gained on the Abuja–Kaduna project had gained added momentum followed by the inquisition which brought about this transparent site engagement. The Minister also expressed gratitude to President Bola Ahmed Tinubu, GCFR, for his unwavering support following the termination of the previous contract with Julius Berger over cost discrepancies. “Without Mr. President’s support, it would have been difficult to redeem the project's integrity. But with the quality of work being delivered by Infoquest, today both the Ministry’s and my integrity are restored,” he said. Section 1 (118 km) is valued at ₦252 billion, while Section 2 (164 km), awarded at ₦525 billion, is progressing steadily across three subsections. In parallel with this progress, the Ministry addressed concerns over the Dualization of the Suleja–Minna Road (Phase 1) in Niger State, under Contract No. 6077 with Messrs Salini Nigeria Ltd. The project, covering 40 km from Diko Junction to Bonu village, includes 2 twin flyovers and 3 river bridges. Despite notable achievements—such as 36.89 km of sub-base, stone base, binder course, and wearing course already laid; construction of all 3 bridges up to transition slab level; and extensive culvert installations—the project has faced setbacks, including delayed payments and insecurity. As of the latest assessment, the project is 86.33% complete based on the original contract sum but stands at only 30.03% relative to the revised sum of ₦26.7 billion. The Honourable Minister has reaffirmed the Ministry’s position on accountability and directed that Salini be held responsible for any contractual lapses. Where necessary, portions of the outstanding works equal to the value owed by the contractor will be scoped out for direct execution under close supervision. Inspecting Sections I and II, Umahi decried the aged-long-neglect of the construction work by the contractor- Salini Nig. Ltd, which has left the site for the past 18 months without completing the contract. He also noted that the areas the Contractor claimed to have done have become dilapidated. He, however, called for the termination of the Messrs. Salini Nig. Ltd’s contract of sections I and II with immediate effect while declaring the project an emergency project to be handled under emergency procurement processes and taken over by CCECC and CGC companies. He also directed a-24 24-hour documentary on the road, especially the failed areas. “The project has been irrevocably terminated and Nigerians will see why we terminated it. If they (Salini) do not do what we have directed them to do, what they owe us under our supervision, we are all going to the EFCC to take it over” “We are documenting the current condition of the road for public accountability. Once work is completed, people tend to forget how bad it was. Information Department must keep a visual record to justify our emergency action”. Reiterating that the Suleja-Minna road is now a top priority, and every effort is being made to ensure timely and quality delivery in line with President Tinubu's Renewed Hope Agenda, Engr. Umahi reassured travellers of their safety with the incorporation of safety and security infrastructure into the road design, including solar-powered lighting, CCTV surveillance, and a rapid-response system that guarantees intervention from security agencies within 10 minutes of any incident. Kilometre 71 and other active segments are already being secured during the construction phase. This is to ensure traveler safety and long-term durability. The Minister restated the Ministry’s openness to scrutiny and partnerships. “Where we have done well, let Nigerians see it. Where we must do better, tell us—and we will act.” Minister of State, Hon. Bello M. Goronyo, praised the cross-sectoral nature of the inspection, noting that it marked a shift from armchair criticism to informed civic engagement. He lauded Showunmi’s patriotism and willingness to scrutinize national progress with sincerity, stating that real transformation must be driven by both resource allocation and unwavering commitment. Also present at the inspection, Barr. Onyekachi Nwaebonyi, Deputy Chief Whip of the 10th Senate and member of the Committee of Works commended the scale and engineering quality of the project, affirming the Senate’s continued commitment to funding and legislative backing for infrastructure that enhances trade, national cohesion, and safety. Segun Showunmi, a well-known national voice on governance, whose concerns over delayed infrastructure projects prompted the engagement, applauded the Ministry’s openness. “I dropped everything to be here because our national integrity matters. This isn’t personal interests or affiliations; it’s about shared responsibility,” he remarked. While commending the quality of work, he maintained that his endorsement was based strictly on performance and would not be extended as a blanket approval to the broader administration. He further noted that public figures owe the nation constructive criticism and not endless cynicism, and that holding leadership accountable is of utmost importance as it helps in building the nation. “We’ve seen progress, and like Oliver Twist, we ask for more. EMPOWERING ENGINEERS THROUGH KNOWLEDGE-DRIVEN TRAINING TO DELIVER SAFER AND STRONGER ROADS The Federal Ministry of Works, under the strategic leadership of the Honourable Minister, Engr. David Umahi, CON, and the Honourable Minister of State, Hon. Bello M. Goronyo, Esq., organised a three-day zonal capacity-building training for engineers, technologists, and technicians in the North Central zone. As part of this initiative, the training commenced on Tuesday, 24th June 2025 at the Pavement Evaluation Unit, Sheda, Kwali Area Council, the FCT, where participants gathered for intensive knowledge-sharing and technical skill enhancement tailored to the evolving demands of modern infrastructure delivery. In his keynote address, the Permanent Secretary, Engr. Olufunsho Adebiyi, FNSE, emphasised that the programme, approved by the Honourable Minister, aims to address the widening generational and capacity gaps caused by the recent retirement of a significant number of senior engineers and the anticipated exit of more within the year. He noted that organising the training on a zonal basis ensures efficient resource management while encouraging broader participation across the federation. The training refreshes core competencies in highway and bridge design, project and contract management, and applicable quality assurance procedures, while promoting cross-functional exposure to develop versatile, all-around professionals. Highlighting the importance of dynamic field experience, the Permanent Secretary underscored the need to rotate engineers across different regions and departments, stating that long-term stay in a single location or unit limits professional growth and technical adaptability. Addressing the recruitment gap within the service, he explained that a comprehensive personnel audit had been conducted and submitted to the Office of the Head of the Civil Service of the Federation for further consideration. He also called on young professionals to invest in self-development and embrace competence as a prerequisite for employability in a modern public service environment, where performance now drives progression. Reaffirming the Ministry’s zero tolerance for misconduct, he noted that the civil service has well-established disciplinary frameworks across all cadres and that infractions will be met with appropriate sanctions through existing regulations. The technical sessions featured expert-led lectures, including “Effective Supervision of Federal Highway Projects” by Engr. Olufemi Oyekanmi, PhD, emphasised the urgency of addressing workforce overload and called for increased manpower to support the rising volume of national projects, while urging field engineers to uphold discipline and deliver consistently despite constraints. Engr. C. Shausu delivered a session on “ _Effective Communication Skills,”_ highlighting the critical role of communication in project coordination and interdepartmental collaboration. Additionally, “Ensuring Safety in Project Sites” was delivered by Engr. A.A. Adebiyi stressed the importance of enforcing safety protocols and maintaining high standards to protect lives and infrastructure. Speaking on the broader significance of the programme, the Director, Highways, Planning and Development, Engr. David Yiltong Dechi, described the training as a demonstration of the Ministry’s commitment to the professional development and technical performance of its workforce, urging participants to embrace their roles with renewed dedication and a stronger sense of national duty. From the participants’ perspective, the training was described as enriching and transformative, with attendees affirming that the sessions provided valuable insights into professional best practices and identified key areas for improvement to enhance effective project delivery. In his closing remarks, the Permanent Secretary reminded participants that the training was not merely academic, but a moral and professional awakening. He called on engineers to recommit to excellence, uphold ethical standards, and demonstrate the technical leadership the Ministry represents. “Let this engagement reset our priorities and rekindle our pride as engineers. We must rise above complacency- we must deliver,” he charged. FMWH Staff Excited As Ministry Organizes Health Training Programme.

Staff of the Federal Ministry of Works and Housing were excited and motivated as the Ministry organized a two-day Health Training Programme that was targeted at their wellbeing that will boost their service delivery, productivity and innovation.

The Health Training Programme took place at the Headquarters of the Ministry’s Conference room in Abuja with the Theme:” Healthy Living: Panacea for Greater Productivity in the Work Place.”

While declaring the training open the Permanent Secretary of the Ministry, Bashir Nura Alkali who was represented by the Director Human Resource Management, Federal Ministry of Works and Housing, Aliyu Abudulahi said organizations that were not investing in the wellbeing of their staff could be losing top talents and skills, stressing that a healthy workforce and a sense of wellbeing increases productivity and innovation, on this note the Ministry deemed it necessary to organize this training for its staff.

Nura Alkali noted that the mind-set of officers must be positive and for that to happen, officers need to be healthy to deliver. He Said “If the mind and body are not together, we keep getting negative reports. A healthy work force is a productive work force.”

The Permanent Secretary urged officers to take care of themselves and observe all the necessary health tips and protective measures for their good and that of the general public. “Health is utmost in our agenda, health is very important to us all,” he added.

The training identified three major issues that officers must always look out for, namely: early signs which he said promote wellbeing and these can become apparent in a number of different ways, and could include psychological symptoms (such as mood changes, indecision or confusion), behavioral symptoms (including withdrawal from office life, irritability, and uncharacteristic errors) and even physical symptoms (such as fatigue and appetite changes).

There were five paper presentations namely:

1. Overcoming Hypertension – The Silent Killer by Dr. Ado Theophilus.
2. Tackling Typhoid and Malaria by Ado Theophilius.
3. Managing Diabetes by Dr. Ojo Eyituoyo.
4. Cholesterol: What you need to know by Dr. Ojo Eyituoyo and
5. Stress Management in the Work Place delivered by Dr. Ojo Eyituoyo.

The Health Training Programme was organized by the Human Resource Management Department Federal Ministry of Works and Housing, Abuja.

Remarks by The Honourable Minister of Works and Housing, Mr Babatunde Fashola, SAN represented by the Director Highways North East Celestine Shawusu at The Project Completion and Hand Over on Saturday 2nd July, 2022 at Gashua Town, Yobe State

On behalf of the Federal Government of Nigeria and President Muhammadu Buhari, I bring good tidings to the people and Government of Yobe State, who will be impacted by the Nguru-Gashua-Bayamari Road that our President will hand over today.
My principal message to you all is that this is the first of the second phase of project Completion and Handovers our country will be witnessing as we progress further in this season of completion and impact which started in the last quarter of 2021.

In this second phase of completion Mr. President has also approved that Ministers from the various States where projects have been completed should represent him to perform the handover formalities.

The other handing over formalities that will follow these formalities Yobe will be in:
a) Delta for Isoko Ring Road Section II covering Aviara – Uzere; and
b) Gombe for Phase II of the Gombe – Numan –Yola Road covering Gombe – Kaltungo.
These projects represent major investment in road Transport infrastructure, which is a commitment of the Buhari administration as a driver for economic growth and prosperity.

They are visible and incontrovertible Assets in proof of what Nigeria’s resources are invested in, from a combination of our earned resources, and borrowings.

This occasion affords the opportunity to restate that in addition to other innovative sources of funding, our Budgetary provisions are also being diligently applied to complete projects such as these.
I want to express deep gratitude to the Ministry of Finance, and the members of the National Assembly, especially the Chairmen of the Senate and House Committees on Works in the 8th and 9th Assembly for their support.
To our staff and contractors who have worked very hard to bring these projects to conclusion I also say thank you, as I cannot fail to acknowledge the cooperation of the host communities where these projects pass through or are hosted.
I hold them out as examples of what peace can achieve, and the investments that collaboration and some sacrifice can deliver if we embrace partnership with Government.
Ladies and Gentlemen, none of these would have been possible without the support of Ministers in the Federal Executive Council during debates over the projects.
To all Ministers in the first term and this current term, I express gratitude on behalf of the Ministry of Works and Housing for your support.
To the President and Vice President who preside for long hours over the Council meetings, your leadership is now bearing fruits and the evidence of change is now manifesting.
