UMAHI DECLARES AN END TO YEARS OF DEADLY TRAPS AND GRIDLOCK ON THE ENUGU–ONITSHA EXPRESSWAY, SETS MARCH 31 DEADLINE FOR REOPENING

The Honourable Minister of Works, Senator Engr. David Umahi, CON has declared that the long-troubled Enugu–Onitsha Expressway is fast shedding its grim past, as the Federal Government intensifies a sweeping infrastructure upgrade across the South-East under the President, His Excellency, Senator Bola Ahmed Tinubu, GCFR. 

Umahi made the declaration on Monday, March 23, 2026, during an inspection of ongoing projects in Enugu, including the Enugu–Onitsha Expressway and the Eke-Obinagu Flyover, where he expressed confidence that the era of consistent fatal accidents, endless traffic, and public frustration along the road is coming to an end.

“I’m going round the six geopolitical zones assessing what is possibly to be commissioned before May 29th by Mr President. There are mega project that the President will be available for before May 29th and we mean it,” the Minister said.

Once regarded as one of the most dangerous highways in the region, the Enugu–Onitsha road had for years been plagued by tanker explosions, loss of lives, and economic disruptions. But Umahi said decisive intervention by the Tinubu administration has changed the trajectory.

“Now this route, the Enugu-Onitsha expressway, you recall that when we came on board, everyday, people were talking about this road. There were a lot of tanker accidents, a lot of people died and so forth. But my joy is that the whole thing is a past story, because the President has swinged into action,” he stated.

The Minister disclosed that the dual carriageway, which spans 107 kilometres on each side, is undergoing a major structural shift, with a significant portion being converted from asphalt to concrete to ensure durability.

“It is not only that we are repairing this road… about half of it is going on to be concrete. I have no confidence in asphalt I continue to say it. By the time the asphalt fail we will have 50 percent of the road still intact and if it fails within the second tenure of the president then be rest assured that we will fix it,” he said.

He added that the same approach is being extended to sections in Anambra State, including the head bridge axis, where an initial asphalt design is being replaced with concrete pavement to align with modern highway standards.

“At the head Bridge we have 39k, we’re changing that to concrete so that we can have this coastal road type of road pavement there in Anambra and here in Enugu,”.

Beyond reconstruction, the project is also being enhanced with solar-powered street lighting and environmental features aimed at improving safety and sustainability.

“So that is going to happen but then not only that. We are putting solar light both for the one that was constructed before us and the one that is being done by us. Within the first one week we will have solar light up to this 1km and we continue we are also going to plant trees which is very important,” he added.

The Minister urged the people of the South-East to recognise the level of federal intervention in the region, noting that such attention to infrastructure was previously lacking.

“The people of South East have to be very grateful to Mr President. The reason is that we never had it like this. I was governor for 8 years and I can’t think of any Federal road project in Ebonyi State,” he said.

He also cautioned against divisive narratives, warning that some actors were misleading the public for selfish interests.

“I want to ask our people to be very very careful, there are people that pretend that they are helping us but they actually inciting us against government… we need to know when people are genuinely interested in our case,” he said.

Calling for sustained support for President Tinubu, Umahi described the ongoing works as part of a broader effort to correct past neglect and integrate the South-East more fully into national development.

“Let us allow this man that have started to right the wrong metted on us as the people of Southeast in the past. Let us allow him the next four years and we will be very much fully integrated,” he stated, adding, “To know the revolution that is going on in infrastructure… this is the Biafra we are looking for.”

As a major milestone, the Minister directed that the Enugu–Onitsha Expressway be reopened for public use on or before March 31. 

“I have given the controller the authority, by the 31st or before, he should call the press to open this road, call the people of South East… let them know that this road is open for travel and that will be our Easter celebration,”.

Addressing concerns over project costs, Umahi clarified that the Ministry of Works does not unilaterally determine project pricing, noting that approvals pass through multiple regulatory layers, including the Bureau of Public Procurement and the Federal Executive Council.

“I’m not the final authority when it comes to the cost of a project, there are layers of approval, the Bureau of Public Procurement, their own stands and not my own,” he explained.

He maintained that the standard being applied to the Enugu–Onitsha project is consistent with major road projects across the country.

“The same road architecture as the Lagos-Calabar coastal highway and the Sokoto-Badagry Super Highway… so no discrimination with the president, everybody is the same,” Umahi said.

Federal Government in Discussion with African Development Bank (AFDB) Over Funding of Sections of the Coastal and Trans-Sahara Highways for Greater Regional Transport Environment and Economic Integration   1. As part of the action plan of the  Federal  Government to increase  the economic opportunities of the nation and enhance  the transnational investment process as envisioned by the Renewed Hope administration of the President of Nigeria, His Excellency, President Asiwaju Bola Ahmed Tinubu GCFR, the Hon. Minister of Works, His Excellency Sen. Engr Nweze David Umahi CON has  opened  a discussion with African Development Bank on possible funding for  the construction of some sections  of the Coastal  and Trans- Sahara Highways in parts  of Nigeria. He stated this in a meeting with a delegation from Africa Development Bank (AFDB) led by the Director, Infrastructure and Urban Development, Mike Salawou held at the office of the Honourable Minister Federal  Ministry  of Works, this  5th March 2024.   2. This project, which the Honourable Minister said would be a measure to provide enduring infrastructure and industrialization along the corridors, is expected to carry a large network of paved highways that will create a good transport environment and trade routes for moving goods and services along the North- South corridors.  The Honourable Minister  said opportunities of investment on infrastructure  development abound along the coastal and trans-sahara routes, including opportunities  for investment  in the hospitality  industry, tourism, agricultural production, estate, park, and industrial business He said that  funding  would  be required  to tackle the sections  of the Coastal and Trans-Sahara Highways not yet constructed, awarded, or taken over by concessionaires under the  Highway Development and Management Initiative(HDMI). According to him "The coastal road is 700 km. That is phase one and it is running from Lagos through Ogun State to Ondo State, passing through the coastal States of Delta, Bayelsa, Port Harcourt, Akwa Ibom, and ending in Cross River in 700 kilometers. We have spores to the Ogoja road, the one you did, the African Trans- Sahara Road that is going to Cameroon."  He further said."We are sectioning the roads. Just last week, we awarded section one, phase one, and phase one is 47.47 kilometers. It's already awarded to Hi-tech Construction Limited. We have phase two, which is about 57 kilometers, taking us from the end of phase one. Phase one ends at Lekki Peninsula. It takes us from Ahmadu Bello Way to Lekki deep seaport. Phase two takes us to the boundary between Ogun State and Ondo State. That's about 57km"“. And also said, "it's going to be available for a number of funders under the lead investor, That's Hi-tech Construction Nigeria Limited. So that is available, and when discussion comes up, then there will be a need for us to meet with Hi-tech and the Honourable Minister of Finance Coordinating Minister of the Economy".   3. Earlier in his mission statement, the spokesperson of the team from Africa Development Bank. (AFDB) and Director of Infrastructure and Urban Development said the bank has a mandate to contribute to the sustainable economic development and social progress of its regional members individually and jointly and is therefore prepared as a multilateral institution to offer a robust partnership to the Federal Government of Nigeria, especially by providing technical and financial support for the development of road infrastructure in Nigeria.  He said, "So as the African Development bank, we are ready to assist you. To make it easy for us, we need to have any studies available to make sure how we can support you on this project. So we are ready, we can see where we can find the resources to support you in structuring the different projects" He further added" And the third one, the dualization of the road between Nigeria and Cameroon will foster regional integration between the two counties, because I believe Nigeria is Cameroon's number one trade partner So, we need to reinforce the modernized infrastructure there." ...

Works Minister Committed to Speedy and Quality Delivery of Road Infrastructure Nationwide, Says The Policy of No VOP on Mobilization is a Measure to Ensure Value for Money and  Timely Completion  of Projects   1. The Honourable Minister of Works. His Excellency, Sen. Engr Nweze David Umahi CON has restated the commitment of the Federal Government under the Renewed Hope administration of His Excellency, President Asiwaju Bola Ahmed Tinubu GCFR in ensuring that all the Federal Road projects are executed speedily and delivered in best standards.  The Honourable Minister gave this assurance during  his inspection  visit  to the rehabilitation  work at Enugu- Port Harcourt dual carriageway section 4( Aba-PH) executed  by China  Civil Engineering Construction Corporation Ltd(CCECC).He commended  the contractor handling  the project for showing  purposefulness, and he therefore  announced  the revocation of the warning letter issued  to  CCECC  a fortnight ago over their delay in mobilizing  to the site despite the government's  directive."The warning letter  given  to CCECC  for slow pace of work  is hereby  revoked. The new pace of work is excellent, the job quality is excellent, and the Controller sends me progress reports every day. "   2. The Honourable  Minister, who also inspected the Rehabilitation and Reconstruction of Enugu- Port Harcourt dual carriageway section 2 ( Umuahia Tower- Aba Township Rail/ Road) in Abia State, handled  by  the Arab Contractors; the East West  Road section 111( Eleme-Onne junction) in Rivers State handled  by  Reynolds Construction Company Nigeria Ltd; the Rehabilitation  of  Enugu- Port Harcourt  Expressway Section 3( Enugu -Lokpanta) in Enugu State handled  by CGC, said he was impressed  by the progress  of work on the respective projects. He said of RCC" I want to commend RCC openly and with all sincerity. I will also take the quality of work going on to Mr. President because he directed me. I was just barely one week in office when he directed me to go and flag off this project because the leaders of Niger Delta came to visit him, and they complained bitterly about the road. " He spoke of the good job by the Arab Contractors and said," I am very happy that the Arab Contractors has done a good job. I commend the contractor. Anybody who wants to see a good job should come here. The Controller of Abia State is doing extremely well together with his engineers." While at the CGC project site, he said, "I have seen the work they are doing, they are doing a very beautiful work. The job quality is very good and the speed is also very good. They are among the contractors that have the highest number of equipment in any of their project sites. So I commend them very highly. "   3. The contractors who spoke during the inspection visit to their respective projects said they were committed to the new order in road infrastructure development in Nigeria and assured the Honourable Minister that they would ensure  quality  and speed  in the delivery  of their road projects. The Project Manager of CCECC in charge of Enugu- Port Harcourt Expressway, Mr Henry Shaw said, "I am going to assure you that the Honourable Minister, His Excellency is a professional Engineer with a great difference. He knows everything, so nobody can cheat him." ...

Works Minister Visits Zamfara Governor, Says Dualisation of Zaria - Gusau - Sokoto Highway on Course   …..Umahi says no variation on 30% mobilization advanced to contractors   “Mr. President has not stopped the dualization of Zaria - Gusau - Sokoto highway rather, the projects will be completed, and the design would even be improved upon.”   “There were rumors that Mr. President has stopped this project and even the NNPCL tax credit; that is not the truth at all. In fact, he has given more life to the tax credit of NNPCL.”   Adding “though the NNPCL projects are not funded by NNPC 100 percent. We still have a funding gap of over N2.7 trillion to get them completed”.   The Honourable Minister of Works, Sen. Engr. Nweze David Umahi, CON, made the disclosure today at Government House Gusau when he paid a courtesy call on the Governor of Zamfara State, Dauda Lawal.   Affirming the position of the Federal Government, he said “Mr. President has approved that we should take the funding gap to the National Assembly for approval. So, it's not just committed to the commitment of NNPC, but it's committed to the entire completion of the projects.   Continuing, he said “he is the one that has asked us to visit this project, just like other ones, they are very important and key to Mr. President.   Commending the contractor handling the Sokoto - Gusau road, Sen. Umahi said “we have not seen everything they are doing, but the little we've seen is excellent. in fact, that project, the neatness and quality looks excellent”.   Explaining the delay in the progress of work, Sen. Umahi disclosed that “my directive was what slowed down the job. But I have redirected having come and examined the projects.”, he reassured his audience.”   On the issue of payment of compensation to those affected by the dualization of the roads, the Honourable Minister called on the relevant State Government to follow the commitment of Sokoto State which has agreed to settle all payments regarding compensation to the people concerned.   Meanwhile, the Honourable Minister, while speaking to some journalists along the Gusau - Funtua Road, after inspecting the ongoing work by Setraco, warned contractors that there would be no variation on 30% mobilisation advanced to them.   According to him “the contractors must know that I will never pay variation on mobilized funds or works that are delayed.” “Because if we do not obey the timetable, inflection and time will catch up with us.”   Stressing “it’s the Federal Government that is losing. That's why if we have little money to complete the project and we prolong it, then the Federal Government is unable to further source for funds”, he reasoned.   During his remarks, the Governor of Zamfara State, praised the vision of President Bola Tinubu for the road sector, noting the commitment of the Honourable Minister has truly helped to realize Mr. President’s goals.   He expressed his joy about the news that the construction of the Zaria - Gusau - Sokoto was still on course.   He therefore pledged the support of his administration to the Federal Government, while requesting Sen. Umahi to look into the rehabilitation of Gusau-Dansadau road.   Sen. David Umahi was accompanied to the Government House by former Governor of Sokoto State, now Senator representing Sokoto Central Senatorial Zone, Aminu Tambuwal and other senior government officials. ...

We Create Jobs through our Tertiary Institutions Road Intervention Programme -  Fashola

Works and Housing Minister, Mr. Babatunde Fashola SAN has stated that the Tertiary Institutions Road Intervention Programme under his ministry has provided employment opportunities to some Nigerians and contributed to the job creation initiatives of the Federal government.

Mr. Fashola, represented by the Federal Controller of Works in Katsina State, Engr Babagana Tahir, spoke during the handover and commissioning of the reconstructed 2 kilometers road at the old site of the Federal University Dutsinma (FUDMA), Katsina State and the 100 meters drainage at the new site of the University.

" During the construction in FUDMA, some people were employed in the process contributing to the job creation of the government, and it is hoped that the school would now ensure that this asset is used properly and well maintained" he said.

The Minister explained that forty-three (43) road Intervention projects within the tertiary institutions across Nigeria were currently ongoing, out of which twenty nine (29) had been completed so far.

He added that seventeen (17) of such projects were handed over in 2020 and the twelve (12) are currently being commissioned of which FUDMA was among.

The 20 km Internal road intervention in FUDMA started from the main gate of the old site and covers the various roads on the campus connecting the Senate Building and parking surrounding slot, School Clinic, lecture classes, Post Graduate School library and other key buildings in the school.

The 100 meters drainage constructed at the new site of the University has three concrete culverts that provides smooth passage along the road linking Faculty of Sciences, Faculty Agricultural Technology and the Students Hostels.

Responding, the Vice Chancellor of the University, Professor Armaya'u Hamisu Bichi, represented by the Dean Post Graduate School, Professor Lawal Abdul Saulawa, specially expressed the sincere appreciation and gratitude to the Federal Government and the Hon. Minister for the laudable project.

He said that, FUDMA, being a young University was among the twelve new Universities established in 2010, as such needed more of such road interventions especially at its new site.

While congratulating Mr. Fashola for successful completion and handover of the project to the University, Professor Bichi also urged the Minister to consider constructing some internal roads at the new site of the University to smoothen it's daily operations.

Comrade Peter Seri, Chairman of the Senior Staff Association of Nigeria (SSN), FUDMA chapter, who was a pioneer staff of the University expressed joy at the project.

The Students Union Government (SUG) Acting President, Comrade Nasir Ahmad Batsari, in his reaction, thanked the government of President Muhammadu Buhari GCFR for coming to the aid of the School with what he described as a face-saving project to the university.

Chairman of the FUDMA ASUU chapter, Comrade Ahmed Muhammad, appreciated Federal Ministry of Work and Housing for doing a lot of work in the University, urging the government to do more to inspire learning , research and excellent academic activities.

" We used to park our cars outside the School at the inception of the University, but now you can see our cars all over the places around the buildings" he said.

Among the dignitaries that graced the occasion from the university community were: The Registrar, Deans of Faculties, Directors and other management staff.

“The True Situation Of Electric Power In Nigeria Today And The Prospects For The Future”  Speech By H.E Babatunde Raji Fashola, SAN At The Nigeria-South Africa Chamber Of Commerce (NSACC) Breakfast Forum

Thank you for inviting me to be your speaker at this Breakfast meeting and for choosing the topic, that seeks to know where we are, and where we are heading as regards power supply.

I think I will like to start by setting a context as to why I feel qualified to speak here and also about the subject without sounding immodest.

First, I think you deem me qualified by your invitation. Next reason of course is that, by virtue of my current office as Minister for Power, Works and Housing you expect me to know.

Furthermore, for those of you who live in Lagos, my tenure as governor heralded the development of  Independent Power Plants in Iju, Lagos Island, Alausa Secretariat, Ikeja GRA, Lekki Phase 1 and Lekki Free Zone, all of which were targeted at supplying power to public institutions and facilities like the water works, courts, schools, and street lighting, except the Free Zone which was for commerce.

Most importantly I have visited almost all of Nigeria’s power plants in operation and those under construction, the National Control Centre, all the Distribution Companies, Major Transmission Sub-Stations and I know their current state of operation.

In addition, for 29 months, I had monthly meetings with all the operators in the power value chain across Nigeria’s states and commissioned not a few transmission and distribution assets.

Of course, I am not an engineer, but I have many brilliant Engineers  who work with me and advise me.

I am also not an arm-chair analyst. I speak about what I have seen and experienced.

This background is important as context to the matter which you wish me to speak about, which is the real status of progress in the Power Sector.

So too are two other items of context; namely, where we were in 2015, and what we promised.

If you do not define your Goal against your reality, progress will be difficult to recognize.

As to where we were in 2015, power generation was averaging 4,000 MW; transmission was averaging 5,000 MW and distribution was averaging 3,000 MW.

As to what we promised, I stated in my very first public briefing in November 2015 that contrary to previous practice, we were committing to a journey; first of getting incremental power, with the plan to proceed to steady power, and ultimately get uninterrupted power.

I made it clear that our intention was to improve your power supply experience gradually rather than discuss the megawatts as quantum of power, and that any reference to the megawatts would be measuring milestones of our progress in the journey of incremental power.

As to where we are today: from 4,000MW, generation has reached 7,000MW, averaging incremental generation of 1,000 MW every year since 2015;

Transmission has reached 7,000MW from 5,000MW, averaging 666 MW of incremental transmission every year; and

Distribution peaked at 5,222MW in January of this year, from about 3,000 MW in 2015, averaging 740 MW incremental distribution capacity every year.

We have moved the needle forward – I  see progress.

This was the essence of my promise to you that we will increase the available capacity and your experience will get better; however, we have not finished our work.

How far we can go depends on what those of you who will decide who forms the next government do when you vote.

You will compare our record of three years with what we met after the previous 16 (sixteen) years.

If you compare our performance record in three years with the 16 - year record of the previous administration in the areas of Generation, Transmission and Distribution you will get the following instructive results:  Incremental Generation of 1000MW per year against 4000MW in 16 years which amounts to 250MW per year; Transmission capacity improvement by 666MW per year against 5000MW in 16 years which amounts to 312.5MW per year ; and Distribution capacity improvement by 740MW per year as against 3,000MW in 16 years which amounts to 187.5MW per year.

You will also compare the resources available to us in the last 3 years, with what was available over the previous 16 years.

In addition, you will have to ask yourself whether you are running your generator for longer or shorter periods today, than in 2015; and also whether you are spending more to buy fuel for your generator than three years ago.

Those of you who are well-meaning and right thinking know the answers.

The feedback from Consumers also reflect the impact of the results being underscored. I will share some of these with you. In the opening piece to the Law Section Pull-Out of October 16th , 2018 titled “ Lessons from Rome”  Onikepo  Braithwaite writes:

“… With regards to power supply in Nigeria, I had to encourage the Learned Silk and congratulate him, because the power supply in my area of residence, has been extremely steady in the past one year, to the extent that my generator is lying there unused, not even connected. I have been able to live comfortably, without a generator or an inverter, for almost one and a half years. However, we are eager to see this feat performed throughout the country, so that Nigerians can enjoy a better quality of life.”

Another Consumer gave the following feedback via sms :

“Just say I let you know in ajah now people worry more about buying meter card than petrol for generators.  I was in the store in my neighbourhood and people were actually having the conversation I just smiled. And it's also economic growth for this axis  as an home owner, cause more people are moving here I can say that boldly for my estate...well done Sir…”

Also, a Consumer who resides in the Mowe area of Ogun State, Steven Shobiye, gave the following testimonial which he titled, “ Mowe Comes Alive”:

“Since 2014, power supply in Mowe was dead until last year when hope was renewed and the town came alive again. This good news is not only for Mowe but all the neighbouring towns and villages like Ofada, Owode, Ogunronbi to mention a few. Thanks to tireless Minister for Power, Works and Housing, Mr Babatunde Raji Fashola SAN and his formidable team…”

The story of Magboro and its environs which got connected to power  after 17 years of non – supply  also remains a glowing testimony to progress in the Sector.

Of course, there are people still unserved or not well served. However, the good news is that there is a mechanism put in place by the Nigerian Electricity Regulatory Commission (NERC) to monitor complaints by Consumers. A total of 166,543 complaints were resolved out of 262,096 from January to June 2018.

You will also have to compare our plans for tomorrow with the plan of the others, and this takes me to the other part of the topic about PROSPECTS FOR THE FUTURE.

Today I can tell you that by the end of this year another 945 MW will be ready for supply from the following power plants;

(i) Azura 450MW (which is finished and producing)

(ii) AFAM IV 240MW (which is finished and awaiting commissioning)

(iii) Kaduna 215MW (which is undergoing pre-commissioning testing)

(iv) Kashimbilla 40MW (which is nearing completion).

Between 2019 and 2020 (Q1) Zungeru 700MW, Okpai II 450MW, totalling 1,150MW should come into operation.

These do not include about 7,000MW of installed but inoperative power plants that are constrained either by Gas supply or transmission capacity or both, about which action is being taken.

It does not include independent power plants now under construction in 9 federal universities with a plan to scale to 37 , neither does it include 15 independent power projects targeting major markets now under construction to power 85,000 shops and small businesses.

On the transmission side, we have finalized a 10-year transmission expansion plan from 2018 to 2028.

We have recovered 690 containers of power equipment abandoned at the Port as part of the legacy of the previous 16 years, and deployed them to the sub-stations they were originally meant for.

Currently, there are not less than 90 transmission sub-station projects at different stages of construction.

This year we have completed a few, and last week we commissioned Damaturu sub-station in Yobe, and Ejigbo sub-station in Lagos will be commissioned today , and so will the Ilase tourist beach in Lagos, which will soon be connected to grid power for the first time in its history.

On the distribution side, first let me remind you that all the eleven companies that distribute power were sold to private investors.

It is their responsibility, not that of Government to supply distribution equipment like breakers, transformers and meters.

So, if there is any problem there, as indeed there are, it is private businessmen who should solve this problem.

Of course their ability to respond partly depends on what government does. So, to the question what is government doing ? I say:

We have 7000 MW of power operationally available but distribution can only take 5000.

We have engaged with Manufacturers Association of Nigeria (MAN) to offer the rights to take the 2,000MW and enunciated the Eligible Customer Policy for consumers who take up to 2MW and beyond.

The policy took effect recently, 5 major industries have connected and we have dozens of new applications being processed;

For meter shortages, we have enunciated a policy of licencing Meter Asset Providers, independent of the Discos but who will be supplying their customers. 180 applications have been received.
Discos are also investing in meters and supplying them.

Off-grid supply – we have enunciated a Mini Grid Regulation that allows people to build and distribute up to 1MW under licence, and up to 100kw without licence.

Distribution Expansion- In order to support distribution equipment capacity, government as a shareholder of the Discos is investing about N72B in distribution equipment at the 33kv and 11kv points of the value chain.

In summary, incremental capacity is heading in the right direction, we are planning to solve today’s problems, liberalize participation in the sector, and enable private sector undertake the business of generating and distributing power, which it contracted to do with the privatization programme that took place in 2013.

The prospects for the future are clear, they portray hope, and I am optimistic that today’s problems represent opportunities in the power sector for tomorrow.
