FG ACTS ON PUBLIC COMPLAINTS, ISSUES TOUGH DIRECTIVES TO CHINA HARBOUR ON ROAD PROJECTS The Federal Government has taken decisive steps to address public complaints and enforce contractor accountability following a high-level meeting between the Minister of Works, Senator Engineer David Umahi, CON, FNSE, FNATE, officials of the Ministry and those of China Harbour Engineering Company (CHEC) and its sister company, China Harbour Operation and Maintenance Company (CHOMC), concessionaires on the Mararraba-Keffi-Akwanga-Lafia-Makurdi Dual Carriageway, held on Thursday, 5 February, 2026 at the Ministry’s Headquarters, Abuja. During the meeting, several concerns relating to CHEC and CHOMC’s projects were reviewed, and firm warnings and directives were issued to safeguard public health, ensure quality delivery, and sustainability, also to protect government investment. Engr. Umahi disclosed that the Ministry received a formal petition over the ongoing Makurdi-9th Nile-Enugu road project, where excessive dust from construction activities has continued to pose environmental and health risks to residents on the corridor. Therefore, he directed that the Permanent Secretary issue a letter to the contractor, mandating immediate dust-control measures, including soil stabilisation techniques, to be implemented. He warned that failure to resolve the issue within 7 days would lead to the project's suspension. On the Dualisation of the Mararraba-Keffi-Akwanga-Lafia-Makurdi Road, the Minister stated that although the project was started by the previous government, the present one completed some sections and tolled them. It was, however, observed that portions of the earlier completed road by the past administration were already falling. Consequently, he reiterated his previous directive that the first five (5) kilometres of the project must be milled, re-asphalted with concrete, and properly re-marked, stressing that the contractor has been given seven days to commence the work. He further directed that other identified failed sections along the Dual Carriageway be properly rehabilitated through milling and overlay, with particular attention given to poorly executed areas around the Nasarawa State University, failed bridge expansion joints, damaged manhole covers, blocked drainage channels, washouts, and constant vegetation control. In addition, he instructed that all road furnishings be reinstated after the maintenance works. Engr. Umahi emphasised the need for improved highway safety management, directing the contractor to strengthen corridor monitoring and ensure the prompt removal of stationary vehicles to prevent obstruction and accidents on the Highways. Whilst expressing deep concern over the slow pace of work on the 7th Axial Road project in Lagos, he noted that site mobilisation remains insufficient despite repeated engagements with the contractor at the site and in Abuja. He highlighted that substantial mobilisation funds have already been paid to CHEC, yet key machineries have not been deployed with minimal site clearance being carried out. In this regard, he also warned that “If full mobilisation is not achieved within the agreed timeframe, we will recover the funds and take firm contractual action.” The Minister made it abundantly clear that the Renewed Hope Administration of His Excellency, President Bola Ahmed Tinubu, GCFR will no longer tolerate poor execution, delays, or disregard for agreed standards, stressing that warning letters, withholding of certificates, and broader contractual consequences will be applied, where necessary. He assured Nigerians that the Federal Government remains responsive to public concerns and committed to protecting lives, infrastructure integrity, and getting value for public funds. He informed that President Tinubu is determined to enforce accountability and break away from practices that undermine national development. Highlighting the administration’s inheritance of projects, Engr. Umahi stated that the government inherited 2,064 ongoing projects valued at more than ₦13 trillion as of May 29, 2023, excluding those on the Infrastructure Tax Credit Scheme. Despite funding constraints, road construction and rehabilitation are progressing nationwide, he confirmed. While acknowledging that the entire federal road network cannot be completed within a single term of four years, the Minister expressed confidence that sustained tempo over the next five years would significantly transform Nigeria’s infrastructure. He, therefore, urged Nigerians to massively vote for President Tinubu in 2027, in order to continue enhancing infrastructure and transportation as enablers of growth and much more. Responding on behalf of the management of the two companies, the Acting Executive Director (Operations) of CHOMC, Mr. Stephen Lee promised that industry-standard anti-dust measures will be taken on all construction sites, adequate mobilisation and full commencement of work on the 7th Axial
Road and the rehabilitation of the failed sections of the Mararraba-Lafia road.
The Minister concluded by reiterating that contractors must either meet agreed standards or face firm consequences, as the Federal Government remains resolute in delivering safe and durable road infrastructure to Nigerians.
Asphalt Pavement and Concrete Pavement not Compared - Umahi. .....We will Partner with NSE The Minister of Works, Sen. Nweze David Umahi has reiterated the stand of the Ministry on the use of either asphalt or concrete on the construction of federal roads across the nation saying that each one has conditions attached to its usage. He made this assertion when the President of the Nigeria Society of Engineer, Engr. Tasiu Sa’ad Gidari Wudil paid him a courtesy visit in his office in Abuja. Umahi stated that there are many factors why the issue of concrete technology came up and it’s only because all things are not equal and can only be understood by professionals and not by people who have no knowledge about it. “When you start to compare Asphalt and Concrete, it is as if all things are equal, here all things are not equal, because there are many factors why we are emphasizing about the use of concrete, nevertheless, people speak about a profession they have no knowledge about” He said. He noted that the stand of the Ministry is not about comparing asphalt pavement and concrete pavement but that if you are using either of them, there are certain conditions according to the terrains in different states that will require our roads being built with concrete as well as that concrete must be used as pavement. “We are not just comparing asphalt and concrete, no, that is not what we are doing, first of all, for the use of asphalt, these are the conditions, also for the use of concrete, these are the conditions, but there are certain terrain in states that we stressed must use concrete, we cannot change that. You cannot put asphalt in water, but you can put concrete into water” he said. The Minister explained that the rate at which the prices of these two products fluctuates is alarming and that increment in asphalt is Geometric while that of concrete is in Arithmetic progression noting that the FG is the one funding these huge projects and must tread with caution taking into consideration the budgetary allocation of the Ministry of Works. Umahi expressed his worries saying that the greatest challenge experienced in road construction is the problem of supervision caused by lack of commitment by not putting professional ethics over and above chasing of money but that the Ministry is committed to providing adequate supervision to all road constructions across the 36 states and the FCT. "If we are committed to public things, God will give you new ideas, if you are not committed to public things, you will not get new ideas “he said. The Minister declared that the Ministry will partner with the Nigeria Society of Engineers in the supervision of all road projects across the country and encouraged NSE to improve on the professionalism by opening a training school, both in the North and in the South one each, while he pledged his support. “We are going to partner with NSE in the supervision of all road projects and will also emphasis the need for retraining schools across states. Engineering is wide, if you are a professional engineer, you will not have problem with professional ethics” he said. Umahi maintained that the first job of Nigeria Society of Engineer is to bring discipline among members by setting standard for membership in the sense that if any action against the profession is committed, one can be disrobed noting that everyone cannot be an engineer. “The first job of NSE is to bring discipline, you have to bring us under your leadership so if you hear that a member has committed fraud, you can disrobe him, and it is not everyone that will answer the name -Engineer” he said. ...
Thinking Out of The Box and Inter- Ministerial Co-Operation Resonate as Mr. President's Minister of Works and The Minister of Steel Development Brainstorm on Tapping into the Opportunities in Ajaokuta Steel Plant for The Development of Concrete Road Infrastructure in Nigeria The Honourable Minister of Works, His Excellency Sen. Engr. Nweze David Umahi, CON and the Hon. Minister of Steel Development, Shuaib Audu have resolved to synergize and strategize in tapping into the opportunities in Ajaokuta Steel Plant for the development of road infrastructure in Nigeria. This was part of the outcome of their inter-ministerial meeting held today, 21st November, 2023 at the Office of the Hon. Minister of Works, Federal Ministry of Works, Headquarters, Mabushi- Abuja and this is in keeping with the Renewed Hope Agenda of the President of the Federal Republic of Nigeria, His Excellency, Sen. Asiwaju Bola Ahmed Tinubu GCFR who is doing everything possible to reverse the ugly trend of Nigeria's developmental history and revolutionize national economic development within the shortest period of time. The far-reaching resolutions of the two Hon. Ministers underscored the imperative of coordination, cooperation coherence, and complementarity in the execution of Federal Government's action plans for national development. Speaking on the outcome of their meeting, the Hon. Minister of Works said that the Ministry of Steel Development would play a major role in the road infrastructure revolution plan envisioned by Mr. President by providing more than 16% of the materials needed for the construction of Nigeria's roads in concrete pavement. He said that tapping into the opportunities in Steel Industry would not only create jobs and wealth for Nigeria's population, but it would also create a global market and encourage industrialization. "How do we reactivate Ajaokuta Steel. We are going into concrete road, in this concrete road, about 16 percent of it is from Steel while 30 percent is cement. We need a lot of money to start but we decided to face it and God has given us an idea, we need about 35 billion dollars to start. If we start waiting for FG, it might become difficult. We did Return on Investment (ROI), the profit we could have made, part of it will go to bank interest, we are looking at commercial bank, but Federal Executive Council has to endorse it. If this could be done it means Mr. President is actually living to his words, and this is going to be possible." The Hon Minister of Works also commended the Hon. Minister of Steel Development for his efforts in developing the steel sector, noting that steel industry is the bedrock of Nigeria's industrialization and the backbone that stimulates national development and economic boost for the industrial growth of any nation. He assured the Hon. Minister of Steel Development that his Ministry would work collaboratively in his efforts of enhancing the potentialities of Ajaokuta Steel Plant- the largest Steel Mill in Nigeria. "Mr. President never made a mistake in his appointment, I call him a Divine President, and the most important thing is that our eyes are on the job”. The Minister continued, “One of the renewed hope agenda of Mr. President is to think outside the box, Mr. President inherited a large chunk of debt from the past administration. The beauty about it is that he is not complaining, he knew how the country was before he took the job and how it is. The good thing is that if you have passion for something God will give you an idea”. Earlier, the Minister of Steel Development said the meeting was robust and incisive “My mission is a wonderful one, I had a fantastic meeting initiated by the Hon. Minister of Works. We are seriously thinking outside the box to see how we can implement the Renewed Hope Agenda of Mr. President. What we came to discuss here is how to restart Steel production at Ajaokuta Steel Plant. The Hon. Minister of Works has made it very clear that the Federal Government is looking to develop over 30,000 kilometers of road and a large component of that will be from Steel wrought, and percentage of that Steel wrought will be produced in Ajaokuta. We came to have a discussion on how to implement the process for producing it in Ajaokuta within the shortest possible time". The Hon. Minister of Steel Development emphasized the importance of the initiative by both Ministers and expressed hope that it would provide the needed economic boost for the nation, generate revenue and provide thousands of direct jobs for skilled and non- skilled technicians and hundreds of thousands of unskilled jobs in Nigeria. "And we are to achieve 2 or 3 three things , one to create job opportunity for Nigerians as a whole, two, to ensure that the corridor around the North Central Zone and around the Ajaokuta Warri axis is busy with activities and thirdly, the plant has been inactive for close to four decades and we are here to restart the plant within the shortest possible time”. ...

Says Umahi Has The Capacity To Solve Road Infrastructure Challenges In Nigeria The Honourable Minister of Works, His Excellency, Sen. Engr. Nweze David Umahi, CON today, 17th November, 2023 had a meeting in his office with the Governor of Gombe State, His Excellency, Muhammadu Yayaha Inuwa. Though the details of his mission for visiting the Hon. Minister were not disclosed to the press, it was not unconnected with the desire of the State Governor to seek the Federal Government's intervention on the various road infrastructure challenges in Gombe State and Noth East. During his interview with the Press which was quite brief, the Governor of Gombe State said he was satisfied with the outcome of his meeting with the Hon Minister of Works and expressed confidence that with the capacity and ingenuity of the Hon. Minister, the people of his State would in no distant time breathe a sigh of relief on the conditions of the Federal roads in their State “ The Honourable Minister is somebody that has the passion to see that Nigeria goes out of these challenges of infrastructure and economy, I came to discuss issues in my own state especially the North East , he has already given a positive answer to the issues Our meeting is in affirmative and positive and I hope that very soon we shall overcome the problem of infrastructure in this country . I believe he has the passion and capacity and will be able to deliver on the needs of Nigeria. We are encouraging him, and he is encouraging us to ensure that Nigeria is out of the problems and I have got a positive assurance from him.” Earlier, the Hon. Minister of Works shared his words of encouragement with the Governor and congratulated him for his passion to make a great difference in his State. The Hon. Minister also congratulated him on his successful re-election as Governor of Gombe State and for emerging as the Chairman of Northern Governors' Forum. "I congratulate you for your successful re-election as Governor of Gombe State and your emergence as Chairman Northern Governors' Forum. I know you will bring to bare your wealth of experience and knowledge in tackling the developmental challenges not only in your State but also in North East. 26th National Council on Works kicks off in Port-Harcourt
The 26th National Council on Works has kicked off in Port Harcourt, the Rivers State Capital with the theme: "Road Infrastructure Development, Job Creation and National Economic Growth." The Council will end on Friday, December 11, 2020.
In his remarks at the opening ceremony of the technical session, the Director, Planning, Research and Statistics of Federal Ministry of Works and Housing, Mr. Jide Ode- Martin's reminded participants that the meeting of the National Council on Works is the highest policy making organ of the Works Sector where stakeholders deliberate on critical issues concerning the sector with the view to proffering sustainable solutions.
The Director stated that the 2-day technical meeting of directors and other stakeholders would create a solid and resourceful foundation through diligent review of memoranda submitted by stakeholders and would be fine-tuned during the meeting of the Permanent Secretaries for presentation to the Council.
He called on all the participants to rise up to the occasion by contributing their best to deliver the assignment successfully.
Earlier in his welcome address, the Permanent Secretary, Rivers State Ministry of Works Sir Clifford Ndu Walter who delivered the welcome address on behalf of the Rivers State Government said that the theme of the Council was apt and significant to the socio-economic development of the nation.
Sir Walter said: “Road construction opens the door for network of development at every level as it provides avenue for job creation that drives national growth.”
He added that the meeting would rejig and articulate policy that would guide the path of boosting durable road construction and infrastructural development especially as massive road construction is ongoing in the country.
He disclosed that his Ministry would ensure that very high quality of Works are maintained and works completed within record time as the state government would engage in the provision of road infrastructure especially bridges.
In attendance at the meeting were stakeholders from the 36 states of the federation and the Federal Capital Territory, Abuja, representatives of Federal Government organisations and the private sector.
Keynote Address by the Hon. Minister of Power, Works and Housing, At the 4th Quadrennial Delegates Conference of the Petroleum Tanker Drivers Branch of NUPENG
To the National Executive Council of the Petroleum Tanker Drivers Branch of NUPENG, I say thank you for inviting me to deliver this keynote address at your 4th Quadrennial Delegates Conference.
I also wish to thank you for attending in large numbers, the one-day stakeholders meeting my Ministry convened in Abuja recently, to discuss our policies about how to make your work easier and your businesses more efficient, through the management of the Federal Highway Right of Way and the enforcement of axle load regulations.
As I said to you at the conference, while those who cheat by overloading axles may make quick gains, in the long run, it is everybody that loses when the roads fail.
This is the background of our previous relationship and interactions from which I intend to discuss the subject of the keynote address, which is: ‘Road Infrastructure in Nigeria: Impact on Petroleum Product Distribution’.
I think the proper place to start is the Economic Recovery and Growth Plan launched by President Muhammadu Buhari, in which he identified Energy Sufficiency and Infrastructure Development as critical action points.
These action points are not accidental; on the contrary, they reveal a clear thinking and understanding of what must be done to rebuild our economy and underline the interconnectivity between availability of quality infrastructure and the delivery of energy from petroleum products to drive our economy.
But it is one thing to have a plan, and yet another thing to commit to a faithful implementation of that plan.
If you think this is not important, let me remind you that in 2015, only N18 Billion was budgeted for all Nigerian roads in the Ministry of Works. Only N9 Billion was funded at the time, when Nigeria’s oil was selling at close to $100 per barrel.
This was at the time of the Transformation Agenda, when commitment fell significantly behind stated objectives.
What has changed under the Economic Recovery and Growth Plan (ERGP) is that the Buhari Government has committed close to N300 Billion to roads, and funded about N260 Billion at a time when oil prices are manifestly below the 2015 figures.
So, if people ask you what change means, please tell them it means doing more with less.
What are the results of this change?
The results mean reduced journey times on the sections of roads where work has now resumed.
Those of you who ply Ilorin-Jebba will now admit that from spending 7 (seven) days on that road, you now spend less time while works are rapidly progressing, not only on the road but also in the Emergency Repairs on the Tatabu Bridge, which suddenly collapsed as a result of massive rainfall, flooding, and lack of maintenance.
Those of you who ply the Suleja-Minna Highway where there are strategic NNPC Depots at Minna and the PPMC Depot at Diko, will now acknowledge that the contractor is back to work.
I must, of course, acknowledge the support we have received from the Niger State Government, and the impact of the Sukuk, an initiative of the Federal Ministry of Finance, wholesomely supported by Mr. President.
Those of you who take products from the NNPC Depot at Gusau will acknowledge that our contractor is now back to work after years of absence due to lack of payment for work done on the Zaria-Gusau-Sokoto Road.
Those of you who use the NNPC Depot in Ibadan will also now acknowledge that our contractor is back to work on the Ibadan-Abeokuta Highway.
And work has been completed on the Enugu-Abakaliki and Kaduna-Jos Roads to provide access to the NNPC depots at Enugu and Yola.
So, if they ask you what change means to tanker drivers, please tell them that it means the revival of construction works and the return of contractors to access roads to petroleum depots, from which you do business and support your families.
Tell them that your journey times on these roads is gradually improving and the presence of contractors at the work site gives you hope that it will get better.
Ladies and gentlemen, I know that they will ask more of you as they seek to enlist your support.
When they do, please tell them that you are right thinking and well meaning Nigerians who also see a commitment to support pubic transport with Rail.
Tell them that you see change in the work that the Ministry of Transportation is undertaking on the Lagos-Ibadan-Kano Rail.
Tell them that after many years of broken promises, the Buhari Government has acted by starting the construction of the Lagos-Ibadan section of the project which will link to the Apapa Port.
Tell them that change means the employment of about 7,000 Nigerians now working on that section of the project, and that you now believe that those who started it are better positioned to complete it.
Tell them that you see change because there is a clear difference between unfulfilled promises of yesterday and a commitment that is backed by visible action today.
Tell them that while you did not believe what you heard in the past, you cannot disbelieve what you can now see.
If there is anyone of you who still doubts the importance of Road Infrastructure to Energy Security and its impact on Petroleum Products Distribution, I believe the list of some of these critical Roads where work is going on, and recent announcements of additional works on Lagos-Ibadan Expressway must erase the doubt.
Although this is a summary from a very long list of critical roads that support Petroleum distribution, I cannot fail to mention the recent award of the Ikorodu-Shagamu Road that services Mosimi Depot, where work will soon commence.
Similarly, our Ministry is working to finalise the procurement and award of the Apapa, Tin Can, Mile 2, Oshodi to Oworonshoki Highway.
But the impact of Road infrastructure to your business does not start and end with access to good roads and improved journey times.
The commitment to infrastructure development and renewal by President Buhari also means more demand and supply of petroleum products which means more trips for tanker drivers and more income.
I just returned from road project inspection in Kebbi and Jigawa States last night where our contractors informed me that Bitumen producers and suppliers are now struggling to cope with demand.
These are clear signs of a business boom and employment not only for transporters of the products like your members, but also for the manufacturers.
I must now conclude by stating that the Buhari Government understands your contribution to the National Economy and is acting to improve the ease with which you do business.
While the results are beginning to manifest, the type of harvest you will reap depends on the choices you will make in the near future.
Think well, and choose wisely.
