


WORKS MINISTER,SEN. UMAHI REPRIMANDS CCECC NIGERIA LIMITED OVER POOR CONSTRUCTION METHODOLOGY ON ABA BOUND OF ENUGU-PORT HARCOURT EXPRESSWAY, DESCOPES PORT HARCOURT BOUND,ISSUES 14 DAYS TERMINATION NOTICE FOR SUB-STANDARD PERFORMANCE In his avowed determination to entrench the new construction codes and regulations in the method statement of construction works under the Federal Ministry of Works, the Honourable Minister of Works, His Excellency, Sen Engr. Nweze David Umahi,CON, has reprimanded the poor construction methodology deployed by China Civil Engineering Construction Company Limited on the rehabilitation works on the Aba bound of the Rehabilitation of Enugu-Port Harcourt Expressway, contract No. 6252. The Honourable Minister, who was on a routine supervision of ongoing road projects within South South and South East on Sunday 19th October 2025, expressed displeasure over the recalcitrance of the contractor in complying with the new construction codes and regulations which are aimed at building enduring road infrastructure for the nation. Speaking during the inspection visit, the Honourable Minister decried the state of the 43-km Aba-Port Harcourt inherited ongoing project handled by CCECC, which he said was on the verge of total collapse. He directed that a 14-day notice of termination be issued to the contractor, having regard to the various warning letters issued to the contractor over their poor construction performance on the said job. He further directed that the Port Harcourt bound of the project be descoped and reawarded to a competent contractor. "If you get to Port Harcourt end, which they did about two years or thereabout, the entire road has almost totally failed. We have been writing them to maintain this road. They have refused, and so I have to take responsibility and take decision. Number one, the Port Harcourt bound is descoped, no longer going to be done by CCECC.I will direct the Ministry of Works to scout out for very qualified indigenous contractors to handle the Port Harcourt bound. *They should be the contractor that will start work immediately while we sort out for funds for them._Number two, for the site handled by CCECC, they should issue them 14 days notice of termination of the job. And I want this directive to go very wide. After 14 days, they fail to mill out the binder and replace it properly,the job will be terminated; they have to initiate it; they have to commit to doing that. Even if they are going to do it during the dry season, they have to maintain the ones that they have done and they put in writing that they're going to mill out the binder at their own cost, and then be able to put a new binder, which we have paid for. He reiterated that putting binder for a stretch of the project without putting wearing is unacceptable. On another development, the Hounourable Minister has commended the quality of work on the Rehabilitation and Reconstruction of Enugu-Port Harcourt Dual Carriageway, Section II - Umuahia Tower-Aba Rail/ Road crossing in Abia State, Contract No. 6209 handled by M/S Arab Contractors O. A. O Nigeria Limited. The 56-km inherited ongoing project was noted to have reached 85% completion. "They are one of our best, the first five. Even we want them to maintain from Aba to Umuahia, the completed section. So they're working very hard. The controller is also doing very well. I wish the controller to visit all the projects of the Federal Government in Abia State. He should be able to visit all the projects in Abia State at least once a week, so that if there is a problem of impending danger, impending of problem of cost, you let us know. The Honourable Minister noted the terrible situation of inherited road projects nationwide, which are all receiving priority intervention by the Renewed Hope administration of the President of Nigeria,His Excellency, Bola Ahmed Tinubu GCFR He thanked Mr. President for the encouragement given to the Federal Ministry of Works to turn around the road development trajectory of Nigeria. _"In Nigeria, all the roads became a priority because of the terrible situation of the roads that the President inherited. But he's doing his best. And we are also working with him to offer our best in the country. We feel so bad when our people can't move from one point to the other all over the country. I feel so sad. That is usually my lowest moment. But, I'm still encouraged with the support the president is giving on roads and bridges because that is the basis of economic activities, and I think that we are very lucky to have him because the economy is breaking now. DFA of Works Ministry Has Fully Complied with FG Directive The Director of Finance and Account (DFA) in the Ministry of Works, Yusuf Dahiru Girel has fully complied with government’s directive to proceed on posting to another ministry. The information going on in the media that former DFA of Works has defiled the Federal Government directive on posting is misleading and baseless. The posting of staff by the office of the Accountant General of the Federation (OAGF) is an internal issue within the Federal Service and no staff has been reported to have refused directive at the Ministry till date. Members of the public are hereby urged to disregard the information making the round within some sections of the media that there was a drama as to the effect of refusal of posting by any staff within the Ministry. ...
Umahi Announces Intention of Works Ministry to Face Dualized Roads .....We have N431B ready for contractors– Minister of Works The Honourable Minister of Works Engr David Nweze Umahi has announced the Ministry’s intention to focus on most of the dualized roads across the country. He said, “Why we are here now is to announce our intention to face most of the dualized roads in the country.” The Minister made these remarks while meeting with all contractors handling road dualization projects and all zonal Directors of the Ministry at the Ministry's Headquarters office in Abuja, today. “I want to remind you that Nigerian National Petroleum Corporation (NNPC) is funding 50% percent of the contract sum and that funding goes up to 2025, “he said. Umahi said “we have N431B of money that is ready for contractors to clear but there is no certificate for it , if you are doing a job under Phase 1, make effort to make claims , if your job involves augmentation go back to your Regional Director for understanding before I sign the certificate , any certificate I sign now , I have to take account for it even when I have left office “. The Minister tasked the contractors to stick to one lane if their job has not gone up to 50% completion; he said he had also come up with Performance Bond meaning that all new projects would be guaranteed for 10years. He urged all contractors that have built roads that cannot last up to ten years to write to the Ministry to either stop work or rebuild the road to last 10years, the Minister warned contractors that he would not listen to stories of failures on the roads due to overloading, he enjoined all the contractors to cooperate with him on building roads with concrete technology as it was done both in India and Singapore. Earlier, Engr. Umahi told the contractors and stakeholders to key into the Renewed Hope Agenda of Mr President, he said this Administration has 18,000kilometre of roads and inherited a contract sum of about N14.1 trillion and out of which N4trillion is being paid in all those projects, some of the projects have lasted between 10 to 20years. The Minister said some contractors have jerked up the contractor sum by hundred percent and that is the reason they are not getting paid. “We are going back to the original concept of the projects and the necessity of any additional works and also see how we get a fair deal, expecting an endorsement from the Ministry of what is not acceptable to Nigerian Society of Engineers is not possible “The Minister said. Engr. Umahi also confirmed that “Mr President understands road infrastructure, If I come before him with a contract of N44B reviewed to N144B contract sum, I must be able to provide details of how the cost came about “. ...
FG To Review All Road Projects with Augmentation - Umahi Minister of Works Sen. (Engr). David Nweze Umahi has made it known that he will review all projects having augmentations. He made this statement while granting an interview with Pressmen during the Inspection tour of the reconstruction of Bende - Ohafia - Arochukwu road section I in Abia State on Thursday September 7, 2023. The Minister explained why he wants to review the projects, though not as proof, but because he wants to have the knowledge why a project is being reviewed. His words " I have directed that all the regional Directors will work with my team of consultants to review all the projects that are having augmentation. It's not a proof but l want to answer many questions about a project for example project awarded in many number of years for say 2 billion is now ten billion l should be able to answer that. " I seek for knowledge to know why projects are being reviewed, whether it will ever have augmentation, l want to unravel the augmentation even though BPP would have approved it. if I feel the augmentation is not necessary, I will bring down the cost. He added. Umahi said that the review of the augmentation is to also help him to answer Mr President, the National Assembly, the Nigerian masses and the Press so he will be able to defend what ever augmentation that arises. While answering questions on whether the success story of his Ebonyi state advocacy on concrete technology being replicated across the country will be supported, he said, that depends on the stability of the road for instance in the Northern part of the country the use of asphalt can be used but not in all situations. " Depending on the stability of the road like in the North we can do asphalt, but that is not to say concrete cannot be used. With asphalt in the Northern part of the country, that will last for ten years, if you use concrete it will last for fifty years". Engr. Umahi expressed happiness with the pace of work in the areas that the contractor is handling. Speaking earlier, the contractor, M/S HARTLAND NIG. LTD. explained that the contract was awarded in 2020 with total number of forty-five kilometer and they could only conclude on 4km of the road. ...
FG Assures Completion of Bodo-Bonny Road, Bridges on Schedule
The Federal Government has assured Nigerians that the construction of the Bodo-Bonny road would be completed on schedule as funding would no longer be a challenge.
This was disclosed by the Director Highway Road Design, Federal Ministry of Works and Housing, Engr. Omotayo Awosanya during an inspection tour of the project to ascertain the level of work done and update Nigerians on what the present administration had achieved so far on the project.
According to Engr.Awosanya the project had a counterpart funding mechanism when it was awarded in 2014, 50% from the Ministry and the remaining 50% from the Nigeria Liquified Natural Gas Limited.
He stated that funding would no longer be an issue in the execution of the project because the Federal Government is adopting the Tax Credit Scheme with the Nigeria Liquified Natural Gas Limited to completely fund the project.
Out of the 37.9km road, Engr.Awosanya disclosed that 31km has been completed. He said that with the speed of work put in by the contractor,Julius Berger Nigeria Plc recently, the project would be delivered in November 2021 as scheduled.
He further stated that the project was important to President Muhamadu Buhari as it would open up Bonny Island in particular and generally lead to economic empowerment of the country as a whole.
Speaking during the site visit, the Project Manager of Julius Berger Nigeria Plc, Thomas Haug said since commencement of work two years ago, his company had completed all the parapets, started work on eight mini bridges and constructed 200m long pipeline crossing bridge. He said two mini bridges had been constructed and 1.4million cubic meters of sand dredged to the point of the inspection.
Mr. Haug disclosed that they would be constructing the major bridge at Opobo next.
Also speaking, His Royal Highness, Chief Benson Egwenre, a community leader from Andoni said the community was happy especially with the prospects of economic benefits from the project. He said as per local content, the contractor has promised to employ youths of the community from January next year.
However, a total of 587 persons have been employed by the Contractor, out of which 438 (consisting of unskilled, semi-skilled and skilled labour) are from the immediate host communities while more people will be employed from the host communities by the main contractor, Julius Berger Nigeria and subcontractors as the work progresses.
Welcome Address Delivered By H.E, Babatunde Raji Fashola, San At The One-Day Public Enlightenment On Developments In The Road Sector At Nigeria Air Force Conference Centre, Abuja On Monday 19th March 2018
On behalf of the Ministry of Power, Works and Housing, I welcome you all very warmly to this one day public enlightenment meeting on developments in the road sector.
Especially, I welcome the representative of the President, Boss Mustapha, the Secretary to the Government.
This meeting is critical to the achievement of our common goal for shared prosperity.
It is a meeting to reflect and agree on the need for change about how we have used our Road infrastructure.
Our Economic growth, National productivity and job opportunities will be impacted by the conclusions and resolutions of this meeting.
For example, how do we optimize the opportunities that lie in road networks like Trans-Saharan highway that connects Nigeria to Chad, Niger, Tunisia, Mali and Algeria; the Lagos- Abidjan Highway through Benin, Togo and Ghana, or the Enugu- Cameroon Highway through Abakaliki – Ogoja , Ikom and Mfum.
For the benefit of those who may be unaware there are now existing treaty obligations within the West African sub region and beyond that regulate the amount of load any goods vehicle can put on an axle and by extension on the road in order to do business within ECOWAS and beyond.
I must thank you Mr. President for finally signing the instruments of ratification as soon as it was brought to his attention, after many years of delay prior to his tenure.
Our compliance with these regulations will open a massive door of opportunity and prosperity of cross-border trade to Nigerians engaged in the transport business.
This is why this meeting was convened; because when President Buhari once said that “we will change our habits and we will change Nigeria,” I believe this is one of the things he had in mind.
While it is true that we could have done better by way of massive investment in our transport infrastructure during the windfall of income from oil, this Government is now rapidly and aggressively addressing road transport infrastructure repairs, rehabilitation and construction as many of you who travel regularly will attest.
There is no state in Nigeria today, where you will not see our contractors busy at work.
And I must acknowledge what the State Governments are also undertaking with regard to states and some federal roads.
The crux of this meeting is to first acknowledge the President is only one man who cannot be everywhere, and secondly to recognize that we are the actors of the change that is required to take us to prosperity and thirdly to recognize that, the way we use the roads when finally completed will determine how long they last and whether they deliver prosperity or not.
All over the world, one common thread of prosperous societies is their level of compliance with laws and regulations.
So in those societies, you will see trucks parked in proper parks which creates jobs, and not on the highways, which impede access and opportunity.
In those societies, you will see trucks carrying specified tonnage of cargo because it protects the road, and allows for it to be used again and again.
Therefore, while the temptation to overload and carry more with one truck, against regulation and good practice may be appealing it is ultimately a barrier to prosperity.
Such practices may provide cheap and perhaps corrupt riches and income, but they do more damage to the roads from which the cheap income is made.
This means that in the short run, the road is lost, the opportunities diminish or are lost totally or they become very expensive to access until the road is rebuilt.
The expense and cost to all of us, when the road is damaged by misuse or abuse, manifests in longer travel hours, more fuel consumption, expensive delivery of goods and services which every member of the community including transporters have to bear.
This is not what we want. The process to change this has begun with the construction of roads but it will not be complete unless we embrace change.
We must now hearken to our President and some common sense by resolving from this day to change ourselves, about how we use our roads and transport infrastructure.
Our Ministry is convinced that voluntary compliance by stakeholders takes us further and nearer to the prosperity that is beckoning; and this is why we convened this meeting before the process of enforcement commences.
We are pleased with your enthusiastic attendance and look forward to your commitments to voluntary compliance.
