FG ACTS ON PUBLIC COMPLAINTS, ISSUES TOUGH DIRECTIVES TO CHINA HARBOUR ON ROAD PROJECTS The Federal Government has taken decisive steps to address public complaints and enforce contractor accountability following a high-level meeting between the Minister of Works, Senator Engineer David Umahi, CON, FNSE, FNATE, officials of the Ministry and those of China Harbour Engineering Company (CHEC) and its sister company, China Harbour Operation and Maintenance Company (CHOMC), concessionaires on the Mararraba-Keffi-Akwanga-Lafia-Makurdi Dual Carriageway, held on Thursday, 5 February, 2026 at the Ministry’s Headquarters, Abuja. During the meeting, several concerns relating to CHEC and CHOMC’s projects were reviewed, and firm warnings and directives were issued to safeguard public health, ensure quality delivery, and sustainability, also to protect government investment. Engr. Umahi disclosed that the Ministry received a formal petition over the ongoing Makurdi-9th Nile-Enugu road project, where excessive dust from construction activities has continued to pose environmental and health risks to residents on the corridor. Therefore, he directed that the Permanent Secretary issue a letter to the contractor, mandating immediate dust-control measures, including soil stabilisation techniques, to be implemented. He warned that failure to resolve the issue within 7 days would lead to the project's suspension. On the Dualisation of the Mararraba-Keffi-Akwanga-Lafia-Makurdi Road, the Minister stated that although the project was started by the previous government, the present one completed some sections and tolled them. It was, however, observed that portions of the earlier completed road by the past administration were already falling. Consequently, he reiterated his previous directive that the first five (5) kilometres of the project must be milled, re-asphalted with concrete, and properly re-marked, stressing that the contractor has been given seven days to commence the work. He further directed that other identified failed sections along the Dual Carriageway be properly rehabilitated through milling and overlay, with particular attention given to poorly executed areas around the Nasarawa State University, failed bridge expansion joints, damaged manhole covers, blocked drainage channels, washouts, and constant vegetation control. In addition, he instructed that all road furnishings be reinstated after the maintenance works. Engr. Umahi emphasised the need for improved highway safety management, directing the contractor to strengthen corridor monitoring and ensure the prompt removal of stationary vehicles to prevent obstruction and accidents on the Highways. Whilst expressing deep concern over the slow pace of work on the 7th Axial Road project in Lagos, he noted that site mobilisation remains insufficient despite repeated engagements with the contractor at the site and in Abuja. He highlighted that substantial mobilisation funds have already been paid to CHEC, yet key machineries have not been deployed with minimal site clearance being carried out. In this regard, he also warned that “If full mobilisation is not achieved within the agreed timeframe, we will recover the funds and take firm contractual action.” The Minister made it abundantly clear that the Renewed Hope Administration of His Excellency, President Bola Ahmed Tinubu, GCFR will no longer tolerate poor execution, delays, or disregard for agreed standards, stressing that warning letters, withholding of certificates, and broader contractual consequences will be applied, where necessary. He assured Nigerians that the Federal Government remains responsive to public concerns and committed to protecting lives, infrastructure integrity, and getting value for public funds. He informed that President Tinubu is determined to enforce accountability and break away from practices that undermine national development. Highlighting the administration’s inheritance of projects, Engr. Umahi stated that the government inherited 2,064 ongoing projects valued at more than ₦13 trillion as of May 29, 2023, excluding those on the Infrastructure Tax Credit Scheme. Despite funding constraints, road construction and rehabilitation are progressing nationwide, he confirmed. While acknowledging that the entire federal road network cannot be completed within a single term of four years, the Minister expressed confidence that sustained tempo over the next five years would significantly transform Nigeria’s infrastructure. He, therefore, urged Nigerians to massively vote for President Tinubu in 2027, in order to continue enhancing infrastructure and transportation as enablers of growth and much more. Responding on behalf of the management of the two companies, the Acting Executive Director (Operations) of CHOMC, Mr. Stephen Lee promised that industry-standard anti-dust measures will be taken on all construction sites, adequate mobilisation and full commencement of work on the 7th Axial
Road and the rehabilitation of the failed sections of the Mararraba-Lafia road.
The Minister concluded by reiterating that contractors must either meet agreed standards or face firm consequences, as the Federal Government remains resolute in delivering safe and durable road infrastructure to Nigerians.
No Issues. One United Works Ministry. This is to bring to the attention and proper information of the general public that the Minister of Works H.E, Sen. (Engr) David Nweze Umahi CON was at no time locked up in his office nor denied access today, Thursday the 28th of Sept. 2023. The Hon Minister, in all fairness, had attempted to bring sanity and orderliness to the service by ensuring that services are rendered as at when due to grow the Nigerian economy to everyone's benefit. Therefore, to imbibe the spirit of discipline, daily Work activities in the Federal Ministry of Works now begins at 9a.m, Mondays to Fridays for all staff while the closing hour shall be 4p.m. The Ministry's Union Chairperson, Mr. Williams Kuti during a meeting with the Minister, Permanent Secretary and Management Staff opined that the Minister had started on a good note by identifying both the needs of Nigerians in the quest for good and durable roads and bridges had taken a personal inspection tour of most of the road infrastructure in the South West, South East, South-South and part of the North Central and North west geo political zones of the country, more so he has reached out to staff by means of personal welfare during the just celebrated Muslim festival. The Union Chairman alongside other staff during the meeting requested for more staff buses to ease their movement to and from their locations. In his address the Minister reminded them that we all have to work in unity to be able to deliver Nigeria our dear country from total collapse. The Minister recalled his several attempts at ensuring that things are done right and also that international best practices are respected by all Contractors in the construction of all Nigerian roads hence forth, by this, proper discipline, and respect of the rule of law and Contract agreement ,we can be sure to see roads that can last more than Seven (7) years but rather roads that will last up to fifty (50) years and that is when the Concrete Technology method of building our roads is put to use, this again the Minister assured will create more jobs for Nigerian Engineers, while increasing the use of local content which are in abundance in Nigeria rather than putting more pressure on the Nigerian Naira for the importation of bitumen and asphalt for road construction. The Honorable minister promised to go to other zones within the next three weeks and see first-hand the problems Nigerians are facing on the road. FG, COREN Collaborate To Develop Nigerian Roads The FG and the Council for the Regulation of Engineering in Nigeria (COREN) have both met to discuss the way forward to develop Nigerian roads, the Minister of Works, H.E Sen. (Engr.) David Nweze Umahi CON represented the Ministry and presided over the meeting while the President and Chairman of Council for the Regulation of Engineering in Nigeria (COREN) Engr. Prof Sadiq Zubair Abubakar, FNSE led the engineering team to the meeting, the deliberation was held at the Ministry of Works Headquarter in Mabushi, Abuja. The Minister in his remarks said “I want to involve COREN and the Nigerian Society of Engineers (NSE) in our road construction. l have gone round three regions of Nigeria, I am very dissatisfied with the supervision of these construction works. It seems that it is only in the South West that there are very capable hands and hardworking Directors and controllers, notwithstanding, will put the same template to use in all the regions”. “We would like you to join us as COREN, there is no concrete road constructed in Ebonyi that has not lasted Seven years, our recommendation is that most of our highways are going to be a continuous reinforced highways, this is the vision of the Ministry” he added. Umahi further said “when growing up in engineering we use to have consultant, consultant would always know that if they compromised their certificate of practice will be withdrawn even at the ministry level, that is the kind of discipline we want to bring on our road infrastructure, there is no supervision in all our projects, like I said other than the South West. Henceforth every project is going to have one senior consultant later we can begin to have other junior ones, like surveyor, geotechnical and material engineers and other road engineers“. He enjoined COREN to join him in the propagation for the reintroduction of Concrete pavement in Nigeria. The Minister said that no road that was built in this country had lasted more than three to four years even in the Northern part of Nigeria, he said that the roads in the South East are collapsing even while still under construction. The design in the roads are mostly built below the flood plain and the rains comes, and they are washed away, in his words, the Minister said he counted 9 locations that have collapsed. The President of COREN in his reaction said “having listened to you carefully COREN and NSE will key into these new positions that you have mentioned, the lack of supervision you talked about, will be addressed, and we believe that needs to change totally, we will be able to give our own contribution in that respect”. He said “COREN has been restructured, we now have, six Regional offices, with Lagos as a special Region, and then the thirty six state offices with desk offices with seven departments, these will play key roles in this supervision, we have developed a protocol to engage our members. l believe we are going to play a positive role when we develop modalities on how this will be worked out“. “ln the aspect of seven professionals per project we are going to look at that and also contribute, the introduction of reinforced concrete, there is a ministerial committee with this ministry which have been working on the specification. l am the chairman of that committee with senior expert along with the Managing Director/Chief Executive Officer of FERMA and others in the next one month we will make the submission and interim report to you, that should be the first point of engagement which will expand the horizon for us to this new agenda of concrete road pavement” he said. ...
Quality Engineering Education Ensures Delivery of World Class Infrastructure – Engr Aliyu
Minister of State for Works and Housing, Engr Abubakar Aliyu has stated that focus on quality engineering education will ensure the delivery of world class infrastructure in order to better the lives of citizens
The Minister was speaking as a Special Guest of Honour at the 18th International Conference and Annual General Meeting, (AGM) , of the Nigerian Institution of Civil Engineers (NICE), which was held in Abuja, with the theme “ Reform of Engineering Education: A Strategy for Sustainable Development in Nigeria.
In his reaction to the theme of the Conference, he said “… it is only fair that we focus on quality engineering education in order to ensure the delivery of world class infrastructure to better the lives of our citizens”
Engr. Aliyu also explained that, it is only through a better adoption and adaption of Engineering that we can share in the good life that it offers in other climes, and this he said can solely be achieved through quality Engineering education
Accordingly, the Minister noted that Sub-Saharan Africa seriously lacks engineering capacity and relies heavily on imported expertise, which he said was attributable to insufficient output from training institutions, poor- quality education, and lack of practical experience among graduates.
He said that according to UNESCO landmark report on Issues, Challenges, and Development Opportunities, Nigeria produces 3,500 engineers a year, a modest number relative to its population, but suffers significant unemployment among them because of the lack of the requisite training.
However, the Minister assured the delegates that the administration of President Muhammadu Buhari, in line with its change mantra, is committed to development of the engineering profession considering its critical role in bringing about sustained economic growth.
He added that this administration has heavily invested on Research and Development generally and particularly on engineering education, however only modest achievement was made due to challenges that are huge but not insurmountable.
He also pointed out that synergy and harmonization of programmes, cooperation and collaboration can link Nigerian engineers’ consultancy services to global practices and marketing frameworks
Earlier, in a welcome address, the National Chairman of the Nigerian Institution of Civil Engineers (NICE), Engineer, Mrs Aishatu Aliyu Umar stated that the annual Conference which is the second in her tenure is exceptional to Civil engineers who gathered from different sectors of the economy to deliberate on the sustainable ways to enhance the profession.
She added that the conference is also an opportunity for the engineers to individually analyse their performance, asses impact and restrategise on ways to practice the profession for sustainable development of the nation
Engineer Umar described the 2020 theme as well thought out considering the fact that the World is being reshaped for better technological advancement and Nigeria cannot continue to be left behind.
While delivering an opening address, the President of the Nigerian Society of Engineers, (NSE), who was also the Chairman of the occasion, Engineer Babagana Muhammed described the annual conference and AGM as a gathering of professional engineers for the advancement of engineering practice in Nigeria in line with the global best practice.
Engineer Muhammed urged engineers to talk to stakeholders in their respective states on the water bill so as to give it the necessary support that will be in the interest of the people. He charged Nigerians who have the wherewithal to give back to society especially those that enjoyed free education.

Protocol
Transmission Company of Nigeria (TCN) is responsible for conveying electricity from the Generation Companies (GenCos) who produce at power stations in various locations to over seven hundred trading points where the Distribution Companies (DisCos) receive it and distribute it to consumers nationwide. The GenCos can now produce 7,000 MW, with more capacity coming. This Administration’s focus on delivering Incremental Power requires that TCN build and maintain the capacity and operational flexibility to transmit more than the GenCos can produce, to ensure stable and reliable power delivery to the DisCos and other customers connected directly to the National Grid.
As part of the program, another milestone has been achieved here in the capital city of Abuja with the installation of additional 1x100MVA Transformer at Katampe and another of the same capacity at Apo. The capacity of the Katampe 132/33kV substation, prior to this installation, was 120MVA. Therefore, with this installation, the capacity has been raised to 220MVA. Similarly, the Apo 132/33kV substation has been raised from 190MVA to 290MWA.
The two transformer projects, executed by Messrs. MBH Power Limited, are part of the Nigeria Electricity and Gas Improvement Projects (NEGIP) financed by the World Bank.
With the commissioning of the two 100MVA, 132/33kV Transformers, the communities listed below are expected to experience remarkable improvement in power supply. Gwarinpa, Life Camp, Jabi, Kado, Wuye, Maitama, Mpape, Katempe 1 and II, Jahi, Mabushi Garki, Gudu, Guzape, Asokoro, Apo Resettlement, Wumba, Apo Mechanic Village and part of Lugbe and Nnamdi Azikwe International Airport all located within the FCT Abuja.
With this development, TCN has not only established adequate Transformer capacity to serve these parts of Abuja but has also provided the necessary redundancy in line with the requirements of N-1 reliability criterion at both Katampe and Apo substations.
The installation of the two 100MVA, each at Apo and Katampe will also increase the total wheeling capacity of TCN, which was last simulated in the December 2017 to slightly above 7,000MW.
TCN also has advertised for upgrading the capacity of Central Area 132/33kV Substation. This project is part of the Nigerian Electricity Transmission Project (NETAP) financed by the World Bank as a successor to NEGIP.
TCN is also implementing the Abuja Transmission Scheme (ATS) financed by Agence Francaise De Development (AFD). The procurement process for the projects under the scheme has reached an advanced stage.
Five new Substations and a the third 330kV transmission line into Abuja in addition to Shiroro-Abuja and Ajaokuta-Abuja 330kV transmission line will be constructed as part of ATS. Two of the new Stations 330/132/33kV Substations under ATS will be sited at the West Main (Lugbe) and New Apo, while the three new 132/33kV substations will be sited at Lokogoma, Kuje and Gwarinpa. They are expected to cater for the transmission needs of Abuja in a long while.
I wish to thank the Honourable Minister of FCT for the cooperation he accorded TCN, which made this commissioning possible. TCN and the Ministry will continue to rely on the support and cooperation of the Honourable Minister of FCT, as we strive to meet the electricity requirements of Abuja, which is gradually transforming into a mega city. There is need to plan for the future expansion of Power Transmission and Distribution Infrastructure in the city.
Let me use this occasion to recognize the important collaboration that exists between FGN and Government of Japan under which Capacitor Banks worth over $10 million are being installed at Apo and Keffi substations. The Capacitor Bank in Apo, rated 22.5MVar is currently 80% completed. It will significantly improve the quality of power supply from Apo substation. The same collaboration is expected to also completely rehabilitate Apapa, Akangba, Isolo and Ikeja West Substations in Lagos.
In conclusion, on behalf of my colleague-Ministers and indeed the entire staff of the Ministry of Power, Works and housing, I congratulate TCN for successfully installing the 1X100MVA Transformer at Katampe and for the installation of another at Apo substation. The Ministry will continue to support its agencies, including TCN, to deliver Incremental Power to Nigerians.
