


*PRESIDENT TINUBU TREATING THE SOUTH EAST REGION WITH FAIRNESS AND EQUITY IN ROAD AND BRIDGE INFRASTRUCTURE DEVELOPMENT* My attention as the Honourable Minister of Works has been drawn to a wrong and misleading statement on social media by one Mr Linus Anagboso (D-Big Pen) captioned: *“The Politics of Asphalt: Why is the South-East missing from the map?”* I understand that politics is now in the air, and some people's chosen path is to deceive gullible members of the public, look good before their people as one fighting for them, and close both eyes, pretentiously, over the great and selfless infrastructure development Mr. President is doing all over the nation. I have directed all Ministry of Works’ Zonal Directors back to sites in all the six (6) geopolitical zones across the country to compile all inherited but ongoing projects and all new ones, so that Nigerians will appreciate the tremendous works that Mr. President is doing in all the regions, irrespective of those that voted for him and those that did not. Mr President is using fair distribution of infrastructure to reunite Nigerians and renew their hope and only those who open their eyes will see the light of change in Nigeria. In addressing specifically this misleading information and for the record, Mr. President has four (4) Legacy Projects, and they cover the six geopolitical zones with the South East zone well captured within the Third Legacy project spanning Cross River-Ebonyi-Benue-Kogi-Nasarawa-FCT, totalling 465km x 2 with South East covering 231.64km x 2 and 231.64km x 1 for ₦445.8 billion, already awarded and work going on. Mr President has already paid ₦108 billion. What happened in the Federal Executive Council (FEC) on 31st July 2025 was a review of that corridor from 118kmx 1 to 231.64km x 1 for ₦445.8 billion. This misleading writer chose to change the narrative of my Press Briefing, after the Federal Executive Council (FEC), on the Trans Sahara Section 1 (Ebonyi State to Benue State border) – 123.64km at ₦445.8 billion, and, deliberately, chose to call it OYO-BENUE BORDER ROAD to deceive and incite Nigerians. I demand that he correct the information, immediately, even if he fails to apologise. Where was the writer when President Tinubu, GCFR decided to treat the South East fairly in road infrastructure like other zones? Under his administration, 90% of abandoned projects, some awarded as far back as 2013 were all revived and all are now ongoing. Where is the appreciation for huge ongoing works on the 2nd Niger Bridge Access Roads, 2A, in Delta State, which is valued at ₦146 Billion and 2B, in Anambra State, which is valued at ₦176 Billion, the Enugu-Onitsha Road -208km ( MTN Tax Credit, which is valued at ₦ 202 Billion, and CBC (Nig.) Limited completing the remaining section at ₦150 Billion of which ₦45Billion was released last week), Enugu – Port Harcourt Expressway in four (4) sections, Enugu-Abakaliki, Afikpo-Abia-Imo, Onitsha-Owerri-Aba, Aba-Ikot Ekpene, Umuahia to Ikot Ekpene roads etc. I request the South East people to rise in support of President Bola Ahmed Tinubu, GCFR because he has demonstrated love and fairness to the people of the zone. We must not be deceived again. Mr. President must have the votes of the South East up to 90% to cement this relationship. Enough of darkening council without knowledge in the South East. We must rise to educate our people. If we want to be President, we must avoid the politics of hate, misinformation, and sentiments. We must support other zones and with God, one day others will support us. Mr President must be supported to complete his tenure of 8 years, which all regions are benefiting from. One day we will be number one but not in 2027. I will vocally continue to stand against any mischief to deceive our people. We are known for hard work and love not hate. I commend our Leaders, the South Eastern Governors, for their support and the great works they are doing for our people. I urge our people to please support them, along with our dear President, for a second tenure in their respective offices. NEVER AGAIN SHALL WE BE DECEIVED! Project Inspection: Minister Chides Contractor In continuation of his inspection of projects in the South-South geopolitical zone, the Minister of Works, Engr. Nweze David Umahi, CON, FNSE, FNATE visited ongoing works on the Dualisation of East-West Road, Section II-II (Ahoada-Kaiama) and the Construction of Multiple Box Culverts at Flood Affected Areas on East-West Road, Section II-II (Ahoada-Kaiama) in Rivers and Bayelsa States, yesterday, Wednesday, 8th January, 2025. Engr. Umahi disclosed that he was highly impressed with the quality of work on Section II-II (Ahoada-Kaiama) by Messrs Setraco (Nig.) Ltd. but directed them to speed up the process through the addition of more resources to the job. He reminded them that the April, 2025 delivery date remains sacrosanct. He directed that due to the nature of the soil in the areas affected by floods, where box culverts are being constructed, continuously reinforced concrete pavement (CRCP) should be used. The affected area is about 2.3 kilometres. The Project Manager of Setraco, Engr. Isaa Michel, while appreciating the Minister for the site inspection and the savory, as well as unsavoury comments, promised to hasten the pace of work, to meet the dateline. The Minister was also at the site of the Construction of Multiple Box Culverts on the East-West Road being handled by Messrs Rock Result (Nig.) Ltd., where he praised the standard of work but frowned at the level of work achieved. He expressed his disappointment with the pace, stating that the contract was scheduled for finishing by November, 2024 but was extended to December and is still uncompleted. He, therefore, gave the contractor up till the end of January, 2025 to complete it or it stands revoked. Engr. Umahi informed the contractor that the provision of roads and bridges remains a top priority of the Renewed Hope Infrastructure Revolution of the administration of His Excellency, President Bola Ahmed Tinubu, GCFR. He advised them to up their games or be left at the bus stop ...
Umahi Inspects Sections of East-West Road, Enugu - Port Harcourt Expressway and Bodo - Bonny Road - Sets Clear Expectations for Contractors, Urges Swift Action to Meet Infrastructure Deadlines The Minister of Works, Engr. Nweze David Umahi, CON, FNSE, FNATE, while expressing satisfaction with the quality of work on the East-West Road, Section III (Eleme Junction - Onne Junction), has directed the Contractor, Messrs Reynolds Construction Company (RCC) to deploy more resources to hasten the pace of work or face re-scoping and re-award of the contract. The Minister gave the warning yesterday, Wednesday, 8th January, 2025, while inspecting the progress of work on the project. He reminded the contractor that he has up to the end of April, 2025 to deliver a section of the carriageway. Engr. Umahi, began the inspection of ongoing road projects in the South East and South South geopolitical zones on Tuesday, 7th January, 2024 with the Enugu - Port Harcourt Expressway, Section III (Umuahia - Aba). He applauded the contractor, Messrs Arab Contractors (Nig.) Ltd. on the quality of work but instructed them to deploy in two more sites to speed up the construction and, most importantly, meet the set dateline. The Minister was also on Section IV (Aba - Port Harcourt) of the same alignment being handled by Messrs China Civil Engineering Construction Company (CCECC). He expressed displeasure over the slow pace of work, noting that they have only been able to access N7, 000,000,000:00K (Seven Billion Naira) out of the N21,000,000,000:00k (Twenty -One Billion Naira) provided for the project, last year. Consequently, he instructed the Federal Controller of Works (FCW), Rivers State to issue a warning to the contractor, promising to terminate it, if there are no improvements in the tempo of work. The tour of duty also took the Minister to the Bodo-Bonny Road, where he, again, voiced discontent with the level of work achieved. He prodded the Contractor, Messrs Julius Berger (Nig.) Plc (JBN) to upscale their deployment of men, materials and machines, despite working throughout the Yuletide holidays. The project, a critical component of the South-South zone’s infrastructure development, is a 2-lane road with hard shoulders, 17 bridges spanning 3,200 meters and reinforced concrete pavement on Bonny Island. At all construction sites visited, Engr. Umahi stressed the urgency to meet deadlines, emphasising that all Federal contractors must intensify their efforts to ensure the timely realisation of projects, in line with the Federal Government’s resolve to enhance infrastructure and transportation as enablers of growth, succinctly captured in the Renewed Hope Agenda. The essence is to improve connectivity, as well as stimulate socio-economic growth, he further explained. The Minister issued clear directives to Federal Controllers of Works to present at least four (4) completed projects, each, for commissioning from February to 20th May, this year. "The expectation is that every Controller delivers on his mandates, according to specifications and time allotted. There is no room for further delays," he declared. In light of the delay in the delivery of some projects, the Minister cautioned that the Ministry is poised to take decisive action. "The Ministry will not tolerate delays. Any contractor, who does not meet his contractual obligations, will face consequences, cumulating into a 14-day Notice of Termination of Contract," he added, emphasizing that such actions would apply to all underperforming contracts. Despite the challenges, he reassured Nigerians that His Excellency, President Bola Ahmed Tinubu, GCFR remains fully committed to the completion of inherited projects, as well as the four (4) Legacy Projects he initiated. “The President has not abandoned these projects. It is the contractors, who have delayed the work. This year, we will be stricter in ensuring that projects are completed on course,” he assured. Engr. Umahi guaranteed that the Ministry will continue to closely monitor all ongoing projects, ensuring that they align with President Tinubu’s vision for accelerated national growth and development. He concluded by calling for greater teamwork from all stakeholders in the management and delivery of road and bridge projects. "We all need to work together - government, contractors and the general public towards ensuring that deadlines are met. No contractor should collect government funds and fail to deliver on their promises. Henceforth, we will be more observant and take necessary actions towards ensuring the successful completion of these projects," he reasserted. ...
SEN. UMAHI COMMENDS WORK PROGRESS ON LAGOS-CALABAR COASTAL HIGHWAY PROJECT, RECOUNTS PROSPECTS OF RENEWED HOPE LEGACY PROJECTS TO NATION'S ECONOMIC PROSPERITY. -SAYS, PROJECT REVIEW ON AWARDED SECTIONS OF THE COASTAL HIGHWAY IMMINENT TO FACTOR ADJUSTMENT IN ALIGNMENT AND DELIVERABLES The progress and quality of work being done on the Lagos-Calabar Coastal Highway project has been commended as a signature of excellence and innovation on road infrastructure development by the Renewed Hope administration of the President of Nigeria, His Excellency President Bola Ahmed Tinubu GCFR. This commendation was made by the Honourable Minister of Works, His Excellency Sen. Engr. Nweze David Umahi CON, when he paid inspection visits to Sections I and II of the project in Lagos being handled by Hitech Construction Company Ltd on 20th December 2024. Speaking on the deliverables of the investment, the Honourable Minister stated that the contract would be reviewed to accommodate landmark features that would add value to the socio-economic potentials of the project. "We're going to plant trees. And of course, we are going to also have some lay bay. We can decide every five kilometres we have a lay bay where we connect all our CCTV cameras. And then we have vehicles and the security within the cabin there, so that the response time will be like 10 minutes. I'm sure that you've witnessed what we did at Third Mainland Bridge. That's what we intend to replicate in all our highways. And so the entire stretch of 750 kilometers to Calabar will be under CCTV, powered by solar. And then every five kilometers or 10 or 15, as we may agree, we will have portal cabin where we have security posts, no blocking of the roads, we have a viewing centre, and then you view the entire stretch left and right. We will agree on the number of kilometers, depending on the capacity of the cameras." On the imperative of the contract review, he further stated," The service lane was never envisaged, CCTV camera was never envisaged. There was no single item of work, like we're having in all the projects from the removal of topsoil, not to talk of the removal of debris. He praised the vision of Mr. President in initiating legacy projects that would connect the critical economic corridors and boost transportation ecosystem in the 6 Geo- political Zones. He noted that the four Renewed Hope legacy projects and the inherited ongoing projects were on course and that milestone project execution was adopted to ensure a sense of equality among the 6 Geo-Political Zones. He said that some of the sections of the projects being executed nationwide, including the inherited ongoing projects, would be ready for commissioning by May 2025. "Work is progressing on Lagos-Calabar Coastal Highway. We have the Sokoto- Badagry Superhighway. Work is seriously in progress on the project. The first 120 km, work is going on Sokoto. It has been procured. And work is going on by Hitech, using concrete. And then, you have the Kebbi section, 250 km. Work is also going on there. And so, we believe strongly that we'll be able to have about 20 km in both sections to commission by May 29th. In section one of the Lagos-Calabar Coastal Highway in South West, we are very sure that we'll commission the first 20 km in section one and 10 km in section two." He commended the intervention of Mr. President in the area of funding of the projects despite his interventions in other critical priority sectors of the economy. "The President has given very serious attention to road infrastructure. Don't forget that this Coastal Highway and, of course, the four Legacy Projects all have the train track incorporated. The construction of the train track for this section I is going to take off in 2025. So this is what we are doing. And we believe strongly that the President is going to give the nation of Nigeria the road infrastructure that they have been yearning for." Earlier in her welcome remarks, the Federal Controller of Works, Engr. Olukorede Kashia recounted the experiences encountered at the commencement of the project but expressed confidence in the timely delivery of the project by the contractor handling the project. "We encountered a lot of issues which were not foreseen because they were really covered. Like I said earlier, when you're doing a preliminary design, you cannot do a borehole at every meter. So when you do, at one meter, you do another one at 20 meters. So, in the process of executing the project, we encountered a lot of refuse dumps. It was like this place was like Olushosun, where they dump dirt to the magnitude of about five meters depth in some places. And then the contractor has carted away all that and then replaced it with good soil. That's sand filling from the ocean, as you can see, good sand filling, and then we had to wait a little." FUT Minna Gets FG's 1.25 km Road Intervention
The Intervention Initiative of the Federal Ministry of Works and Housing in the Internal Roads of Federal Tertiary Institutions Nationwide has reached the Federal University of Technology (FUT) Minna, as a 1.25-kilometer road in the institution got rehabilitated.
The rehabilitated road was handed over to the Management of the University by the Federal Controller of Works Niger State, Engr Moshood Adekunle Samotu on behalf of the Minister of Works and Housing, Babatunde Fashola, Friday, January 27, 2023.
In his address, the Minister, Mr Raji Fashola stated that the intervention in the internal roads of tertiary institutions across the country by the federal government is a critical investment in education.
Fashola described the intervention as a critical support and an investment in education.
He explained the need to bridge the infrastructure gap in schools, saying that the government has successfully intervened in 64 internal Road projects in various Federal Tertiary Institutions.
" We have handed over a total of 46 as at March, 2022 and we now have another 18 ready to be handed over, while we are currently attending to 19 roads in similar institutions across the country making a total of 83 ".
Mr. Fashola pointed out that the administration of President Muhammadu Buhari has stepped up effort in leading the process of getting the work done, pointing that the intervention has contributed to the job creation initiative of the government and disclosed that 30 people had been employed during the road construction in FUT Minna.
In his remarks, the Vice Chancellor, FUT Minna, Professor Faruk Adamu Kuta described the road intervention as laudable and important to the University Community.
Professor Kuta appreciated the Minister of Works and Housing Babatunde Raji Fashola for the road intervention in his school, praying that the University should also be considered as a beneficiary when similar intervention is conceived in future.
In an interview, Dr. Auta Manaissa, Dean Students Affairs said that, the University was experiencing a helpless situation before the intervention and now the entire University community are happy as free access has been facilitated by the road rehabilitation
Testimonies from Students in the University, all pointed out that the rehabilitated 1.25km road had greatly impacted on their learning environment, as free and faster access has now been facilitated for staff and students in the course of carrying out their academic activities
The students that spoke include; Financial Secretary of the Students Union Government (SUG), Aminat Abdulraheem, a student of Agriculture and Bio- Resources; Attah Danladi Mustafa, Student Representative member; Zaccheus Philip Adinoyi, a 200-level student of Mechanic Engineering; and Abdulrahman Khidir Olayinka, a student of Animal Production Technology.
Generally, the students commended the Government of President Muhammadu Buhari for bringing this laudable project to the institution.
Accordingly, the students were of the view that the University needs more of such projects in its permanent site to further fast track its development.
The 1.25 kilometers newly rehabilitated internal road in FUT Minna connects the following buildings in the University; University Clinic; Sports Complex; School of Innovative Technology; Ultra-modern market; Students Hostels (block A-G & H); Hostels Mosque and the University Chapel.
Speech by President Muhammadu Buhari represented by the Honourable Minister of Power, Engr Abubakar D. Aliyu at The Completion and Handover of Nguru-Gashua-Bayamari Road in Yobe State on Saturday, 2nd July, 2022
On behalf of the Federal Government and President Muhammadu Buhari, I bring best wishes to the Government and people of Yobe State.
Our commitment to improving road transport infrastructure, our determination to improve the ease of doing business, create jobs and prosperity to lift people out of poverty brings us here today because the results of our investment are manifesting.
I can confidently say that as we enter the final lap of the tenure of the Buhari administration we are also entering a season of completion and delivery of projects.
As you can all see, we are handing over today the 55 Kilometre Road, which links Nguru-Gashua-Bayamari in Yobe State to Jigawa and Borno States. A very important Road that connects agrarian and trading communities to ease the movement of their farm products.
By linking these communities together, this road becomes a critical component of our national road network.
This road has been built to the highest quality of design and workmanship and if is well used and not abused, it should last for the designed service life.
Road abuse takes many forms such as overloading of vehicles and trucks which accelerates pavement damage, spilling of petroleum products, which dissolves all the components and allows water to penetrate, and converting the road shoulders to permanent parking places, that brings the onset of road failure from the shoulder.
We must all do our best to avoid these practices, report them when they occur and act in a lawful manner to stop them.
The road is also a story of the capacity of our people. The patriotic Nigerians who were employed directly to build this road, the scores of suppliers employed indirectly who are responsible for providing the machines utilized in the construction.
These are not only nation builders to whom we offer our salutations, they are the heart of the Nigerian economy, the micro, small and medium enterprises that drive our economic growth.
This road is also a statement of economic efficiency and ease of doing business.
This is because the travel time before construction has now reduced since the completion of the road.
Of course, this road is part of our many roads to prosperity because reduced journey times means reduced expense on travel, because time is money.
This road also symbolizes change as you will observe in the road furniture, such as the lane markings and Route Assurance signs.
These components had all but disappeared on our highways but our commitment to change has restored them, with the markings helping drivers to achieve better lane management and control of their vehicles; while the Route Assurance signs provide information about how much further or longer, the drivers and commuters have to travel and the distance to the next village, town or state.
Of course, another element of change is the travel experience on a new and well-built road from the old and previously unmotorable road.
Now that we have this new and well-built road, we have duties to ourselves and to other road users.
One of those duties is to ensure that we drive in accordance with the law as stipulated in the Highway Code.
Accordingly, for the avoidance of any doubt, I wish to reiterate that the maximum driving speed on this and other Federal Highways nationwide is 100 (ONE HUNDRED) KM PER HOUR and no more.
On behalf of the Federal Government and President Muhammadu Buhari, I formally declare this Nguru-Gashua-Bayamari Road in Yobe State completed and open for public use.
For your safety and that of other road users, I implore you not to exceed 100 KM PER HOUR.
We want you alive to witness and be part of the prosperity and promise of Nigeria.
