UMAHI, NIGER GOVERNOR STRENGTHEN COLLABORATION TO FAST-TRACK FEDERAL ROAD PROJECTS

The Honourable Minister of Works, H.E. Sen. Engr. David Umahi, CON, FNSE, FNATE, has reiterated the Federal Government’s determination to accelerate the delivery of ongoing Federal road and bridge projects in Niger State, following a high-level meeting with the Governor of Niger State, His Excellency, Farmer Umaru Mohammed Bago.

Speaking during the meeting held at the Ministry’s headquarters, Mabushi-Abuja today, 28 January, 2026, the Minister commended Governor Bago for his untiring efforts toward infrastructure development and urban renewal across Niger State. He noted, with appreciation, that many of the state government's interventions are on Federal road corridors that directly benefit the citizens.

Engr. Umahi acknowledged the numerous challenges associated with Federal roads in the State, stressing that road infrastructure development is a shared responsibility, irrespective of jurisdiction. He praised the significant interventions in areas such as Bida, Minna, and Suleja, describing them as impactful urban renewal efforts that have enhanced mobility and boosted economic activities. 

The Minister assured the Governor of the Federal Government’s strong support, particularly on key projects including the Minna–Suleja Road (71km), which has received approval from the Bureau of Public Procurement (BPP) and is awaiting consideration by the Federal Executive Council (FEC). 

He disclosed that President Bola Ahmed Tinubu, GCFR, has personally directed that the project be prioritised and assured that any advance intervention funds expended by the Niger State Government would be refunded.
On the Jebba and Lambata Bridges, the Minister informed his August visitor that integrity tests and work on the expansion joints are ongoing.

Engr. Umahi stressed the urgent need to curb indiscriminate parking, trading activities, and traffic congestion on bridges, which accelerate their structural deterioration. “Bridges are not designed to carry static loads but built for the dynamic flow of traffic,” he advised. He announced plans to engage key stakeholders, including transport unions and tanker drivers, to safeguard national assets and extend the lifespan of bridges.

The Minister further disclosed that all ongoing NNPC-funded road projects, nationwide, have now been approved for takeover by the Ministry, in line with Mr. President’s directive. Funding templates are currently being finalised to ensure the seamless continuation of works on such projects. He also directed officials of the Ministry to provide comprehensive status reports on all Federal road projects in the state to enable prompt interventions, where required.

Earlier, Governor Bago expressed appreciation to the Minister and his team for their responsiveness and collaborative approach. He highlighted the strategic importance of Niger State as Nigeria’s central corridor linking the North and South, with over 100,000 trucks traversing major routes in the State on a daily basis.

The Governor raised concerns about severe traffic congestion, infrastructure degradation, and security challenges along critical corridors, such as Jebba–Lambata–Minna–Suleja. He called for urgent attention to the structural integrity of the Jebba Bridge and other heavily trafficked bridges, emphasising the need for structural testing, traffic control measures, and accelerated rehabilitation works to avert potential disasters.

Governor Bago also commended the Federal Government for the ongoing concrete pavement works on the Abuja–Kaduna Expressway and urged that similar durable solutions be applied to other major highways in the country.

Both leaders reaffirmed their commitment to sustained collaboration to fast-track federal road projects, enhance road safety, stimulate economic activities, and improve the quality of life for the people of Niger State and Nigerians at large.

*PRESIDENT TINUBU TREATING THE SOUTH EAST REGION WITH FAIRNESS AND EQUITY IN ROAD AND BRIDGE INFRASTRUCTURE DEVELOPMENT*   My attention as the Honourable Minister of Works has been drawn to a wrong and misleading statement on social media by one Mr Linus Anagboso (D-Big Pen) captioned: *“The Politics of Asphalt: Why is the South-East missing from the map?”*   I understand that politics is now in the air, and some people's chosen path is to deceive gullible members of the public, look good before their people as one fighting for them, and close both eyes, pretentiously, over the great and selfless infrastructure development Mr. President is doing all over the nation.   I have directed all Ministry of Works’ Zonal Directors back to sites in all the six (6) geopolitical zones across the country to compile all inherited but ongoing projects and all new ones, so that Nigerians will appreciate the tremendous works that Mr. President is doing in all the regions, irrespective of those that voted for him and those that did not. Mr President is using fair distribution of infrastructure to reunite Nigerians and renew their hope and only those who open their eyes will see the light of change in Nigeria.   In addressing specifically this misleading information and for the record, Mr. President has four (4) Legacy Projects, and they cover the six geopolitical zones with the South East zone well captured within the Third Legacy project spanning Cross River-Ebonyi-Benue-Kogi-Nasarawa-FCT, totalling 465km x 2 with South East covering 231.64km x 2 and 231.64km x 1 for ₦445.8 billion, already awarded and work going on. Mr President has already paid ₦108 billion. What happened in the Federal Executive Council (FEC) on 31st July 2025 was a review of that corridor from 118kmx 1 to 231.64km x 1 for ₦445.8 billion. This misleading writer chose to change the narrative of my Press Briefing, after the Federal Executive Council (FEC), on the Trans Sahara Section 1 (Ebonyi State to Benue State border) – 123.64km at ₦445.8 billion, and, deliberately, chose to call it OYO-BENUE BORDER ROAD to deceive and incite Nigerians.   I demand that he correct the information, immediately, even if he fails to apologise.   Where was the writer when President Tinubu, GCFR decided to treat the South East fairly in road infrastructure like other zones? Under his administration, 90% of abandoned projects, some awarded as far back as 2013 were all revived and all are now ongoing. Where is the appreciation for huge ongoing works on the 2nd Niger Bridge Access Roads, 2A, in Delta State, which is valued at ₦146 Billion and 2B, in Anambra State, which is valued at ₦176 Billion, the Enugu-Onitsha Road -208km ( MTN Tax Credit, which is valued at ₦ 202 Billion, and CBC (Nig.) Limited completing the remaining section at ₦150 Billion of which ₦45Billion was released last week), Enugu – Port Harcourt Expressway in four (4) sections, Enugu-Abakaliki, Afikpo-Abia-Imo, Onitsha-Owerri-Aba, Aba-Ikot Ekpene, Umuahia to Ikot Ekpene roads etc.   I request the South East people to rise in support of President Bola Ahmed Tinubu, GCFR because he has demonstrated love and fairness to the people of the zone. We must not be deceived again. Mr. President must have the votes of the South East up to 90% to cement this relationship. Enough of darkening council without knowledge in the South East. We must rise to educate our people. If we want to be President, we must avoid the politics of hate, misinformation, and sentiments. We must support other zones and with God, one day others will support us. Mr President must be supported to complete his tenure of 8 years, which all regions are benefiting from. One day we will be number one but not in 2027.   I will vocally continue to stand against any mischief to deceive our people. We are known for hard work and love not hate.   I commend our Leaders, the South Eastern Governors, for their support and the great works they are doing for our people. FG INTERVENES IN NNPCL-FUNDED PROJECTS, REASSURES OF CONTINUITY AND PAYMENT *— No Project Stalled, No Payment Lost* The President, His Excellency, Bola Ahmed Tinubu, GCFR, through the Federal Ministry of Works, has swiftly intervened in the ongoing concerns surrounding the potential discontinuation of funding for road infrastructure projects under the Nigerian National Petroleum Corporation Limited (NNPCL) Tax Credit Scheme. Speaking during a high-level engagement held on 31 July 2025 at the Ministry’s headquarters in Abuja with the affected contractors, the Honourable Minister of Works, Engr. David Umahi, CON, FNSE, FNATE relayed Mr. President’s message, reaffirming the administration’s unwavering commitment to infrastructure development.  He assured stakeholders of continuous funding and guaranteed that no project would be abandoned. Addressing the issue of unpaid certificates under the NNPCL Tax Credit Scheme, the Minister moved to dispel fears within the contractor community. He clarified that the majority of projects under NNPCL’s funding will remain unaffected.  Furthermore, he assured the contractors, particularly those working on concession-bound roads, that before such projects are handed over to prospective concessionaires, who have proof of funds and capacity to perform, all debts and outstanding entitlements to such contractors will be fully paid for. Engr. Umahi directed that all contractors and field officers return to the sites and resume work immediately. He emphasised that updated project documentation, including revised scopes for critical corridors like the Lokoja–Benin Dual Carriageway and all other projects must be submitted within seven days.  He warned that inaccurate data submissions could result in project misinformation and delays in execution. On the issue of unpaid certificates, the Honourable Minister stressed the need for accurate reconciliation of certified amounts with payments received, including VAT, other taxes, and 5% retention fee, which remain a part of the contractors’ entitlements.  He revealed that the Ministry is actively engaging with NNPCL to clear all outstanding verified certificates earned before 1st August 2025.   Engineer Umahi informed all contractors of NNPCL projects that Mr. President has approved that funding of such projects from 1st August 2025 will continue on a new sustainable funding mechanism, and that all such projects must continue.   To ensure proper oversight and accountability, Engr. Umahi constituted a committee with representation from the Directors of Highways, Construction and Rehabilitation (C&R), Highways, Bridges and Design, Press and Public Relations, and Public Procurement to collate and verify all necessary information within the stipulated deadline.  He further announced that Zonal Directors, Federal Controllers of Works, and Contractors will be deployed across the six (6) geopolitical zones for physical inspections of ongoing projects and commissioning of completed palliative projects with the full participation of members of the Nigerian Union of Journalists (NUJ). Reiterating the Ministry's zero-tolerance stance on financial misconduct, the Honourable Minister ordered that all projects exceeding ₦10 billion be reported separately from those below to enhance transparency. Any unresolved payment issue or financial discrepancy after the seven-day deadline will be escalated Concluding the meeting, Engr. Umahi called on all stakeholders to treat their respective assignments as a golden opportunity to anchor Nigeria’s infrastructure revolution under the Renewed Hope Administration. “We are building with integrity, accountability, and in the best interest of the Nigerian people,” he affirmed. A NEW ERA OF ROAD INFRASTRUCTURE DEVELOPMENT UNFOLDS WITH  EQUIPMENT DONATION In a significant boost to Nigeria’s infrastructure development efforts, the Honourable Minister of State for Works, Bello Muhammad Goronyo, Esq., has described the commissioning of construction equipment donated by the Government of Japan to the Federal Roads Maintenance Agency (FERMA) as a strategic milestone in the nation’s pursuit of sustainable infrastructure renewal. The commissioning ceremony on 1st August 2025 brought together key stakeholders and distinguished figures from both the public and private sectors. Those in attendance included the Chairman, Senate Committee on FERMA, Senator Sahabi Yau; the Chairman, House Committee on FERMA, Engr. Remi Oseni; the Japanese Ambassador to Nigeria, His Excellency, Suzuki Hideo; the Managing Director of FERMA, Engr. Emeka Agbasi; members of the Board of FERMA, former Managing Directors, the President of the Nigerian Society of Engineers (NSE), Engr. Margret Oguntala, FNSE, and the Programme Coordinator of the Presidential Compressed Natural Gas Initiative (PCNGi), Engr. Michael Oluwagbemi. Valued at ₦3.6 billion (three billion, six hundred thousand Naira), the donated equipment is expected to transform FERMA’s capacity to maintain and rehabilitate Nigeria’s vast road network. Goronyo emphasised that the donation ushers in a new era of road maintenance, enabling engineers and technicians to deliver faster and more sustainable outcomes. “This generous contribution from Japan brings us closer to our vision of a smoother, safer, and more reliable travel across the country. Roads are the lifeblood of our economy and daily life, and this equipment is a game changer in our ability to utilise and preserve them,” he added. The Honourable Minister also noted that Nigeria’s extensive road network remains vital to commerce, agriculture, healthcare, and national integration, even as it continues to face significant maintenance challenges. Goronyo further commended the efforts of President Bola Ahmed Tinubu, GCFR, for making infrastructure a top priority and a key driver of economic growth under his Renewed Hope Agenda - an administration that recognises infrastructure as an enabler of growth. “We envision a future where travel across Nigeria is seamless, secure, and dependable. This generous donation moves us closer to making that vision a reality,” he further stated. On behalf of the President and the people of Nigeria, Goronyo extended profound gratitude to the Government of Japan for its tangible support and unwavering commitment to Nigeria’s development. The Honourable Minister urged the leadership of FERMA and its technical team to ensure that the equipment is put to optimal use, emphasizing, “This equipment is a valuable asset, and its effective deployment will reflect our commitment to improving the quality of life for all Nigerians.” He concluded by noting that the commissioning of the equipment signifies more than a ceremonial handover, as it marks the beginning of a new chapter in road maintenance that aligns with Nigeria’s broader vision of infrastructure-driven prosperity. Oyo People Eulogise FG For Infrastructure Development

The people of Ibadan, the capital of Oyo state were full of joy and gratitude as the Federal Government commissioned  and handed  over a 0.75 kilometre  internal road to the National Centre for Generic and Biotechnology Agency, ( NACGRAB) located at  the National Cereals Research Institute Complex in Ibadan in  Oyo State rehabilitated by the Federal Ministry of works and Housing.

Speaking at the occasion, the Honourable Minister of Works and Housing Mr. Babatunde Raji Fashola, SAN, represented by the Federal Controller of Works, Oyo State, Engineer Kayode Ibrahim revealed that Oyo State is benefitting tremendiously from the  federal government road projects. He said, " I can testify that a number of roads have received attention, from Lagos to Ibadan and Shagamu to Ibadan roads. We are pushing to finish them before May,2023."

Fashola added that  "When you go round the state you will see that work is going on in many places at a great speed." He said that the Ibadan-Ife - Ilesa road was a night mare to road users before now, adding that Iwo road to Asejire to Ife is also presently receiving massive attention .

The Minister also confirmed that the contract for the rehabilitation of Ibadan - Oyo road had been awarded and the contractors are ready to hit the ground running.

He also disclosed that "Reynolds Construction Company, (RCC) is working round the clock on the Oyo Ogbomosho road with the aim of connecting it to the highway at the end of this year." The Minister also disclosed that work is  on going at the Ogbomosho road because all obstacles had been removed and funds also   released. 

Babatunde Fashola in the same vain said that  construction work is currently on going in a session  at Oke - Ogun called Okerete from Shaki which is about a hundred kilometres, this previous administration had abandoned. 

He also said that Isaleadini road that was abandoned for long  and Okeohun road are receiving attention while road users are currently plying them freely with ease. 

The Minister said other projects implemented by the Buhari administration in Oyo State include, the school of Survey, an internal road at University College Hospital, UCH, Ibadan and Moor Plantation.

In his welcome address,  the Director of The National Centre for Generic and Biotechnology,( NACGRAB) Dr. Anthony Okere who was represented by Dr. Abisoye Ojo  expressed gratitude to the Federal Government for the internal road intervention project. The Director said access road to the Animal Generic Resource and Field in NACGRAB had worsened over the years due to gully erosion and transportion  of  farm equipments, livestock and their feeds as well as  mobility of staff and guests of the Centre had been a nightmare but with the rehabilitation of the road by the Federal Ministry of Works and Housing it has become a thing of the past.

Officials  of some other Federal organisations such as the National Cereal Institute, Regional Office of the Federal Ministry of Agriculture, Nigerian Institute of Animal Science with office and residential accommodation within the NCRI Complex expressed appreciation to the Federal Government for the work done. 

This road network will benefit about fourteen organisations both state and federal, who are being accommodated within the complex.

2.    I am pleased to welcome you to the 28th Meeting of the National Council on Works holding in Kano, Kano State which incidentally is also my home state. As you are aware, the theme for this year’s National Council Meeting is “Infrastructure, the Season of Completion”. The theme is apt and timely, considering the push by all governments at this point to complete and commission most of its roads and bridge projects initiated and/or inherited.

3.     Accordingly In order to ensure that the target of completing and commissioning of these projects is achieved, it has become necessary for all stakeholders to consider and provide creative and contemporary ideas and policy suggestions that will support the attainment of the above target. You may recall that a few weeks ago the National Council on Housing was also held in Sokoto where far reaching decisions were taken on sustainable development in the housing sector especially with a view to the provision of social housing and other related matters.

4. I must at this juncture thank our esteemed host, the Governor of Kano State, His Excellency Dr. Abdullahi Umar Ganduje, OFR (Khadimul Islam) and the good people of Kano State for the gesture of receiving us to deliberate on this crucial theme that was carefully chosen to ensure that the massive spending of public funds by governments at all levels in Highways and other roads infrastructure to ensure smooth mobility and access is duly accounted for through completed and commissioned road infrastructure across the country. It is of special note that the Kano State Government under his able stewardship has brought tremendous developments in the road sector that are worthy of emulation.

5 The Meeting is therefore significant as it will afford stakeholders the desired opportunities to identify some of the challenges in the highways and related sectors that could militate against successful completion and commissioning of roads in the country as this Administration winds up and to discuss strategies and possible practical solutions towards addressing them.

6. We are required to have the objectives of the National Development Plan 2021 - 2025 in mind as we look at ways of ensuring that road projects are completed and commissioned in order to galvanize national growth and sustainability. I am aware that our directors and other executives in the road sector have spent the last two days discussing these issue and these should form the basis for our discussions and our recommendations for the consideration of the council. Our recommendations should focus on restoring economic growth, the ease of doing business, local content utilization, investing in our people and creating a competitive economy through the availability of good and completed road network across the country.  

7. Distinguished delegates and officials, the timing of this meeting, therefore, is very auspicious as it affords us the opportunity to think through and make necessary arrangements as well as take critical steps to ensure that road infrastructure projects are completed, commissioned as well as maintained throughout their lifespan. This will also ensure that money spent on roads and bridges impacts on the Nigerian economy and the citizens positively.

8. Finally, Let me take this opportunity to thank all those other officials and experts who have made this council meeting a success especially the Hon Comm Kánó State Ministry of Works and Infrastructure, the Permanent Secretary, Directors from the FMWH and other Federal and State MDAs, Our Dev Parners, the Local Organizing Committee, the Press and Security Agencies.
