FEDERAL MINISTRY OF WORKS ADOPTS FUNDING PRIORITIZATION FRAMEWORK ON NNPCL INHERITED TAX CREDIT PROJECTS NATIONWIDE.
-PROMOTES NIGERIA FIRST POLICY, SAYS CONTRACTS BELOW ₦20 BILLION TO BE DONE BY INDIGENOUS CONTRACTORS

As part of strategic plans towards sustainability in project funding and execution and in pursuance of the directive of the President of the Federal Republic of Nigeria, His Excellency, Bola Ahmed Tinubu, GCFR on strategic and systematic funding of inherited NNPCL funded projects, the Federal Ministry of Works has adopted funding prioritization framework to ensure the continued execution of road projects hitherto funded by Nigerian National Petroleum Company Ltd (NNPCL) under the Road Infrastructure Development and Refurbishment Investment Tax Credit Scheme. The Honourable Minister of Works, His Excellency, Sen. Engr. Nweze David Umahi, CON made this disclosure during his inspection visit to the ongoing dualization of the East-West Road (Section IIIA) from Eleme Junction, Port Harcourt to Onne Junction in Rivers State handled by Messrs RCC Nig Ltd dated 9th September 2025.

Speaking during his visit, the Honourable Minister stated that the Federal Ministry of Works had compiled all the NNPCL inherited Tax Credit projects for strategic priority funding, noting that the most critical projects within the national economic corridor would receive precedence in the hierarchy of prioritization. “We are inspecting projects of federal government in Rivers State, and this particular one is the dualization of Eleme Junction to Onne Port Junction by RCC. Recall that one carriageway was completed and commissioned, even though there are a few things we ordered afresh like the retaining wall and hanging drainage. For the second carriageway with some bridges and flyovers, work has started on it. Let me say that this is part of the NNPC Tax Credit that has been stopped in terms of funding by NNPC. But graciously, we have compiled all the NNPC inherited Tax Credit projects, and we presented as Ministry of Works to Mr. President. And Mr. President has graciously directed that none of such works should stop now. However, as Ministry, we are going to do prioritization of the projects and look at the most critical of these projects within the national economic corridor like this one. And we are going to put it forward for immediate funding because the President directed that none of such projects should stop now.”

He admonished contractors handling road projects under the Federal Ministry of Works to ensure speed, quality, compliance with specification and sustainability in project delivery and cautioned that the attention of the anti-graft agencies would be called to any case of violation of the regulations or terms and conditions set out under the contract of every project handled by the Federal Ministry of Works. He stated, “I have also noticed in some of the projects in Rivers State, and same with the Six Geo-Political zones, that contractors go ahead to put stone base and put binder course of asphalt, sometimes over 20 kilometres and leave the binder unprotected without putting wearing course. The binder is like a reinforcement to the road architecture. The wearing is the sealant that doesn't allow water to go beyond the surface. And so when you now put stone base, which has dust as designed, and you put binder, which is like a reinforcement, and you see that the composition of the binder asphalt has bigger stones, and it has holes, so the water penetrates. The moment it gets to the stone base, which has some dust, the road fails. It may technically look safe, but with time, it will definitely fail. And we've seen it in a number of roads we inspected. And what I've directed the Controller to do, and it's going to be nationwide, is that when you are putting binder and you have left it for more than two months, we are going to redo the certificate and remove all the binder and remove the stone base.” He directed that henceforth any project below the contract sum of ₦20 Billion would not be given to expatriate firms, and this he said is part of measures to promote the Nigeria First policy of Federal Government of Nigeria.

He commended the construction company handling the Eleme - Onne project, Reynolds Construction Company (RCC) for the quality of work so far done and for working on the project despite the fact that NNPCL has stopped funding the project, but frowned at the slow pace of work which they said was affected by the rainy season. He restated that 15th December 2025 remains the agreed deadline for the project’s completion with no extension or Variation of Price (VoP) allowed. “On this project of Eleme Junction, the quality of the work is excellent. The pace of the work is totally not acceptable. And let me make it very, very clear to the contractor that this project can never be reviewed by a kobo. Neither can there be any variation of price or any other claims.” He expressed dismay over the destructive habit of packing heavy duty vehicles on the road by drivers and warned that forthwith punitive measures would be taken against such perpetrators. “Our roads are not designed to carry these heavy trailers that are parking on the road. And the press should help us on that. When I was coming yesterday all the way from Aba to here, I saw that the trailers are taking over the entire roads, putting their waste, destroying the pavements, and so on and so forth. So I'm going to write to our dear Governors to see what they could help us to do about it, and will also complain to the Inspector General of Police. Let us see what we can do about it. Mr. President is doing everything possible to right the wrongs in terms of road construction. We are doing quality roads now that are going to last from 50 to 100 years. But it's being destroyed by ourselves.”

Earlier, the Federal Controller of Works in River State, Engr. Enwereama Tarilade (Mrs.) said the contractor handling Eleme- Onne road had completed the 15km Eket bound on the right carriageway and had moved to the left carriageway which is Port Harcourt bound for which 1km stretch had already been done on Continuously Reinforced Concrete Pavement (CRCP). 

Projects visited by the Honourable Minister include, the rehabilitation of Enugu – Port Harcourt, Abia/Rivers State, contract No: 6252 being handled by China Civil Engineering Construction Company Limited (CCECC), the upgrading of the 15km section of the East-West Road (Section 111A) from Port Harcourt (Eleme Junction) to Onne junction in Rivers State, contract No: 701 being handled by Messrs. RCC Nig. Ltd and multiple sections of the Enugu-Port Harcourt Expressway, including the sections handled by Arab Contractors and China Civil Engineering Construction Company Limited (CCECC).

FG PREPARES FOR ANTICIPATED ABUJA–LOKOJA FLOOD GORONYO DIRECTS FERMA TO REHABILITATE LOKO–OWETO–AGATU ROAD IN NASARAWA. The Honourable Minister of State for Works, Mohammed Bello Goronyo, Esq., has directed the Federal Roads Maintenance Agency (FERMA) to immediately commence the rehabilitation of the Loko–Oweto–Agatu Road in Nasarawa State, as an alternative route for commuters. in case of the envisaged Abuja–Lokoja flooding. The directive was issued during a stakeholders’ engagement with the Nigerian Association of Road Transport Owners (NARTO) and the Independent Petroleum Marketers Association of Nigeria (IPMAN),  The Minister further disclosed that the Federal Executive Council (FEC) approved several critical infrastructure initiatives, including the urgent rehabilitation of other strategic bridges such as the Carter Bridge, third Mainland Bridge, and Donga Bridge in Taraba State to strengthen Nigeria’s economic corridors and improve nationwide access for motorists. Speaking at the Minister’s Conference Room on Friday, 15th August 2025, Goronyo underscored the enormous workload of the Ministry, citing major routes such as Abuja–Lokoja, Abuja–Kaduna–Kano, Sokoto–Zaria, and many others across the North, South, East, and West. He commended President Bola Ahmed Tinubu, GCFR, describing him as “the people’s president”, and lauded his inclusive leadership and unwavering prioritisation of infrastructure as a “key enabler of growth and development” under the Renewed Hope Agenda. He highlighted ongoing interventions, particularly the Legacy Projects, including Lagos–Sokoto, Lagos–Badagry, Lagos–Calabar, Ebonyi–Nasarawa–Abuja, and the Akwanga–Jos–Bauchi–Gombe Trans-Sahara Route, stressing that no state has been left without road maintenance or construction under the current administration. He also applauded the Honourable Minister of Works, Engr. David Umahi, CON, FNSE, FANTE, for bringing engineering excellence and dedication to the Ministry’s projects. Reaffirming the Ministry’s determination to work tirelessly in delivering modern, safe, and durable infrastructure for all Nigerians, in line with the vision of President Bola Ahmed Tinubu’s Renewed Hope Agenda, Goronyo acknowledged the need for public re-orientation on road usage and enjoined the leaderships of the two associations on dedication, accountability and selfless service to the masses. “Public office is a burden, and that burden must be discharged with full accountability. There is no time for comfort zones, you must work day and night to deliver on your mandate. This is not a position for enjoyment or status, but for tireless service to Nigerians,” Goronyo stated. Speaking, the MD/CEO of FERMA, Dr. Chukwuemeka Agbasi, outlined the agency’s core focus namely; management of the road network with priority on economic corridors and addressing issues such as vandalism and overuse; and Data Collection, Updating Nigeria’s road corridor map with traffic statistics to guide maintenance planning. This, according to the Agbasi, was supported by a technical working group tasked with preparing a draft of Memorandum of Understanding (MoU). The President, NARTO, Alhaji Yusuf Lawal Othman, praised President Tinubu’s initiative on the delivery of Compressed Natural Gas (CNG) buses, 5 units of 50-seater buses, 20 units of 14-seater buses, and 50 units of 50 -seater buses, which have collectively reduced transportation costs for NARTO operations by over 30%. He also remarked the impact of the Ministry’s collaboration with the Federal Ministry of Petroleum Resources and the Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA) in enforcing axle load limits, revealing that, effective from 1st October, no truck will be allowed to load more than 45,000 litres, a move expected to reduce road damage and extend infrastructure lifespan. Similarly, IPMAN President, Alhaji Abubakar Maigandi Shettima, pledged full support for the Ministry’s efforts, stating "even a blind man can see this government is doing its best to keep Nigerian roads in order. NIGERIAN SOCIETY OF ENGINEERS(NSE) HINTS HONOURABLE MINISTER OF WORKS,SEN UMAHI ON SOCIETY'S FORTHCOMING ANNUAL GENERAL MEETING, SEEKS  COLLABORATIVE SUPPORT ON SHARED GOALS The Honourable Minister of Works, His Excellency,Sen. Engr. Nweze David Umahi, CON, FNSE, FNATE has offered assurance of his collaborative support to the shared goals of the leadership of the Nigerian Society of Engineers(NSE). He made this offer of partnership during  the courtesy visit of the leadership of the organization led by its president, Engr. Margaret  Aina Oguntala FNSE, which was held at the Honourable Minister’s office on 12th August 2025. The Honourable Minister alluded to the important role of the Nigerian Society of Engineers as an umbrella organization for engineers and commended the efforts of the leadership of the Nigerian Society of Engineers in enforcing strict standard and professional ethics among its members and in advancing the interest of the engineering profession in Nigeria. He described them as critical stakeholders in the Renewed Hope agenda of revolutionizing road infrastructure in Nigeria. He maintained that engineering best practices and creative innovations are the centrepiece of the policy direction of the Renewed Hope administration of the President of the Federal Republic of Nigeria,His Excellency, Bola Ahmed Tinubu GCFR. SPORTS MEETS SERVICE: D’TIGRESS STAR EJIOFOR SALUTES LEADERSHIP Nigerian basketball star Blessing Ejiofor of the national women’s team, D’Tigress, paid a courtesy visit to the Honourable Minister of Works, Sen. (Engr.) David Umahi, CON, FNSE, FNATE, and the Honourable Minister of State, Barr. Bello M. Goronyo at the Ministry’s Headquarters in Abuja. She was presented to the leadership of the Ministry by the Chairman, National Sports Commission, Mal. Shehu Dikko. During the visit, Ejiofor presented Engr. Umahi with a customized basketball jersey, praised his exemplary leadership and commitment to national service. She noted that her gesture symbolised the shared values of teamwork, discipline, and dedication that drive both sports and governance. In response, Engr. Umahi congratulated the athlete on her outstanding achievements, applauding her dedication to the sport and her impressive representation of Nigeria on the international stage. He further expressed pride in her role as an ambassador of Ebonyi State and Nigeria, commending her for elevating the nation’s image through her sportsmanship. The Honourable Minister of State, Barr. FORMER MINISTER OF SCIENCE, TECHNOLOGY AND INNOVATION, DR CHRISTOPHER OGBONNAYA ONU WAS A GREAT TRAILBLAZER AND SHINING LIGHT TO HIS PEOPLE. HE MARKED THRESHOLDS IN INTELLECTS, INTEGRITY, INDUSTRY, AND PASSION FOR EXCELLENCE

BEING A TRIBUTE PRESENTED IN HONOUR OF HIS EXCELLENCY, LATE DR. CHRISTOPHER OGBONNAYA ONU, CON, BY THE HONOURABLE MINISTER OF WORKS, HIS EXCELLENCY, ENGR. SEN. NWEZE DAVID UMAHI, CON, DURING A TRIBUTE NIGHT HELD AT YAR’ADUA CENTRE, DATED 4TH NOVEMBER 2024.

I received the sad news of the passing of my dear brother, His Excellency, Dr. Christopher Ogbonnaya Onu, CON with profound shock and a deep sense of loss. His call to eternal glory on the 11th day of April 2024 at the age of 72 years was received with grief and deep sorrow.

Dr. Christopher Onu was a great trailblazer and a leadership light in Uburu Community and Ebonyi State, where I hail from. He was not just a mentor to me, he was a kinsman whose positive marks inspired great leadership motivations to his people. He was charming in character and charismatic in leadership. While alive, he marked a threshold in intellects, integrity, industry, and passion for excellence in all his endeavours; he was a great illustrious son of Uburu Community who made an immeasurable impact in nation-building and service to humanity.

Though he departed at the prime of his leadership and service to humanity, we shall forever cherish the values he bequeathed and the gains of the service he rendered as pioneer elected Governor of Abia State, former National Chairman of the All People’s Party (APP), first Presidential flagbearer of APP,  former Honourable Minister of Science and technology and a host of other services he rendered to his community and the nation. Our consolation and fortitude are in the assurances that he lived the true purpose of life, which is service to God and humanity.

My deepest condolences go to his dear wife, children, the entire family of HRH, late Eze David Abba Onu, Eze Adu l of Uburu, and the government and people of Ebonyi State. May his soul rest in perfect peace, Amen.

As he makes his journey to immortality, I pray for God's eternal mercies upon him and divine fortitude and comfort to all of us who are impacted by this irreparable loss.

It is my honour and privilege to welcome you on behalf of the Honourable Ministers of Works and the entire staff of the Ministry to this auspicious event of the Maiden Edition of the Mid-Term Review Meeting on the Implementation of Decisions Reached at the 29th Meeting of the National Council on Works (NCW) that was held last year in Abakaliki, Ebonyi State with theme: “Assessing Renewed Hope Transformation of the Road Transport Sector so far”.

As it sounds, the maiden review meeting was muted at the past Council Meeting following Council Members observation that earlier decisions reached at Council Meetings were rarely monitored or implemented before current meetings are held. The general consensus by  Council members on the need to create a platform where National and Sub-National actors could do a review of implemented decisions with a view to ensuring that progress is tracked for the benefits of all Nigerians. 

This notation gave birth to this maiden edition by stakeholders to review the implementation of key decisions that was reached in Abakaliki, Ebonyi State to ensure that the Federal and States Government are working towards the same objective of promoting the Renewed Hope Agenda on Infrastructural Development, particularly in the Road Sector.

We therefore thank the Government and the good people of Nasarawa State (the Home of Solid Minerals) for being the trail blazer in hosting this maiden review meeting of Council decisions in the Road Sector.

It is our hope that the outcome of the review meeting will position the sector on a trajectory of growth and development that will cut across government at all levels to deliver on quality road infrastructure development due to well understood policy decisions reached and implemented.

 

Your attendance at this meeting is a testament of the general commitment and resolve of all stakeholder to ensuring that government  policies, programmes and projects are achieved through collaboration by all levels of Government.

I therefore welcome you to this epoch making occasion and call for useful and objective contributions to deliberations on implementation status  documents presented by all the stakeholders on the decisions reached at Abakaliki, Ebonyi State.
