FG COMMISSIONS REHABILITATED SECTIONS OF GWADA-SHIRORO ROAD, RESTORES CONNECTIVITY AND SAFETY IN NIGER STATE AND BEYOND

The Federal Ministry of Works has officially commissioned the completed critically failed sections of the Gwada–Shiroro Road Section 1 in Niger State, alongside Emergency Repairs of Embankment Washouts and the Construction of a 2-Cell Box Culvert on the same alignment. The projects are part of the 260 Emergency/Special Intervention Projects carried out, nationwide, by the Renewed Hope Administration of His Excellency, President Bola Ahmed Tinubu, GCFR in order to salvage the nation’s road network. It signals a significant milestone in restoring connectivity, safety, and economic activities in the affected areas.

Speaking at the commissioning ceremony, which forms an integral component of a National Media Tour, the Federal Controller of Works (FCW) in Niger State, Engineer Eyitayo Aluko, welcomed members of the Council for the Regulation of Engineering in Nigeria (COREN), Nigerian Society of Engineers (NSE), Civil Society Organisations (CSOs), community leaders, residents, members of the press, and other stakeholders. He informed the gathering that he represents the Honourable Minister of Works, His Excellency, Sen. (Engr.) David Umahi CON, FNSE, FNATE in the State, describing the intervention as “two projects in one.”
Engineer Aluko explained that the ceremony site was previously a critical failure point on the road, where a one-cell pipe culvert had collapsed due to its flawed design and overburdenedness. The collapse of the culvert severely disrupted the movement of people, goods, and services, moving in and out of Gwada town into a major challenge for commuters and residents.

“Before our intervention, movement through Gwada was a nightmare. The pipe cover here was inadequate and eventually collapsed. We had to intervene urgently,” said the Controller. According to him, the Ministry improved the infrastructure by replacing the collapsed one-cell pipe culvert with a two-cell box culvert measuring 2.0m x 2.0m, significantly enhancing water flow capacity and structural stability, and durability. He noted that the project has since been completed and traffic has fully resumed.
In addition to the construction of the culvert, the FCW disclosed that several failed sections of the Gwada–Shiroro Road were rehabilitated to improve travel time, road safety and reduce wear and tear of vehicles. The scope of work included embankment washout remediation, construction of the box culvert, laying of stone base, granular course, and asphalt surfacing.
The projects were awarded to Messrs Wise Spin Limited and Messrs High Dee Construction Limited, and have been substantially completed and put to use.

Also speaking at the occasion, the Representative of COREN, Engineer Dr. Bala Saliu, who is also the Chairman of the Engineering Regulation Committee of COREN, Niger State Chapter, commended the intervention, describing it as professional, timely, and impactful.

“This intervention speaks for itself. The project has been put to use, and you can see the community's happiness. Despite how remote this area is, its economic and social importance cannot be overemphasised,” he further noted.

He added that similar critical areas exist across Niger State and expressed confidence that the Federal Government would continue to intervene to ease the challenges faced by commuters and residents.

The Secretary General, NSE, Minna Branch, Engineer Abubakar Kawu also praised the delivery of the two projects. He described the Gwada–Shiroro Road as a strategic route that required urgent attention.
“This timely intervention has significantly reduced road accidents and increased socioeconomic activities. This road leads to the Shiroro Hydroelectric Power Station, a major contributor to power generation in Nigeria,” he recalled. He further stated that the road rehabilitation would positively impact the power and energy sectors, while affirming that the project meets required engineering standards and professional regulations.

The Mai Anguwa (Ward Head) of the immediate benefiting community, Alhaji Alhassan Zarumi, expressed deep appreciation to the Federal Government for extending the nationwide road intervention initiative to his people. He described the road as a former “death trap” and emphasised its importance as a link to the Shiroro Power Station and other surrounding towns and villages.

“If this place were not repaired, I wonder if we would be passing here today. Now, we can move freely and safely. We thank the Federal Government, the Engineers, and the contractors for a job well done,” he said.

In his remarks before performing the ribbon-cutting ceremony, the Vice Chairman of the Nigeria Union of Journalists (NUJ), Niger State Chapter, Comrade Uriah Tsado Gana, thanked President Tinubu and the Minister of Works for ensuring the successful completion of the project.

The Team visited ongoing works on the Bida–Lemu–Wushishi–Zungeru Road, Phase 1, which commences from Yesso Junction in Bida Town to Yazhigi. Giving an update on the progress of work, the FCW revealed that the road shoulders are being constructed with 200mm thick concrete, and that approximately 16 kilometers of asphaltic binder course have been completed out of the 29.5-kilometer project length - representing about 40 percent completion. He added that the contractor is actively on site and is expected to complete the binder course within the next two months, after which the asphaltic wearing course will be applied.

The Project Manager of Gerawa Global Engineering Limited, Engineer Adam S. Adam, corroborated the update and highlighted initial challenges faced during project execution, including security concerns and attempted kidnappings. He disclosed that with the support of the Ministry, community leaders, and security stakeholders, these issues have been fully resolved and work is ongoing. “We are now working day and night. The problems have been resolved completely, and the quality of work speaks for itself,” he stated.

Also present was the NSE official, Engineer Aliyu, who attested to the project’s compliance with engineering standards and professional ethics, giving kudos to the company handling the work.

The Ministry continues to demonstrate its commitment to enhancing national road infrastructure with the execution of major highway projects across Niger State, aimed at improving connectivity between the Northern and Southern parts of the country, guaranteeing safety, and enabling socio-economic development. Another strategic project underway in the State is the Jebba–Mokwa–Bokani Junction Road (Section II), which forms part of the Trans-Sahara Road Network, linking Lagos in the South West geopolitical zone to Northern Nigeria through Kwara State.

The route is a vital artery that carries heavy volumes of articulated traffic on a daily basis. And the project is redesigned as a Dual Carriageway with a pavement structure consisting of 7.3-metre-wide asphaltic concrete carriageways on each side, complemented by 3.0m and 2.75m wide surface-dressed shoulders. The pavement layers include a 200mm thick sub-base, 275mm stone base, and two asphaltic concrete layers of 75mm binder course and 50mm wearing course.

The road section commences at the northern end of the River Niger Bridge in Jebba and terminates at the Bokani Junction, with a total length of 46.0 kilometres. It involves the construction of an additional carriageway that intersects the existing one at various alignments, traversing farmlands, settlements, and diverse terrains, including hills, valleys, streams, and ridges. Interchanges will also be constructed at major intersections to facilitate free-traffic flow. The project is being executed by Messrs CGC (Nigeria) Limited.

In addition, the Federal Government is presently rehabilitating the Minna–Zungeru–Tegina Road (Section I), also a major transportation link connecting Northern and Southern Nigeria and a vital route for the movement of industrial and agricultural goods. The road has suffered severe deterioration over the years, characterized by deep potholes, failed carriageway sections, frequent accidents, and prolonged travel time.

Section I of the project stretches 94.987 kilometres from Minna to Tegina, comprising a 10.90km dualised urban section within Minna town and an 84.087-kilometre single carriageway through inter-urban and non-urban areas. The scope of work includes the rehabilitation of the single-carriageway sections and overlay of the existing dual carriageway, which remains in fair condition. The road traverses about eighteen communities, including Maikonlele, Kuyi, Gusase, Zungeru, Akusu, Garum Gabas, and Gatako, terminating at Tegina.

The existing infrastructure includes several pipe and box culverts, as well as seven bridges, many of which are slated for repair and maintenance due to siltation and structural degradation. The project is being handled by Messrs Develevo (Nigeria) Limited in partnership with Messrs HMF Construction Limited.

Similarly, Section II of the Minna–Zungeru–Tegina Road, covering the Tegina–Kontagora axis, is also receiving intervention. This section is a single carriageway extending from Tegina to Kontagora, with its zero chainage at a Y-Junction off the Mokwa–Makera–Kaduna State border road and terminating at the Kontagora roundabout. The road passes through several semi-rural communities, including Gimi, Babban Gona, Mariga, Bobi, Beri, Tungan Ahmadu, Tadali, and Machanga.

The existing carriageway, though originally constructed to standard specifications, has suffered erosion of shoulders and deterioration of pavement in several sections. The project includes the replacement of substandard culverts, desilting of existing drainage structures, and maintenance works on six bridges along the corridor to ensure structural integrity and improved hydraulic performance. The contractor handling this section is Glamor Engineering Nigeria Limited.

Upon completion, these projects are expected to significantly reduce road accidents, shorten travel time, improve the movement of goods, both industrial and agricultural, and strengthen economic activities across Niger State and its neighbours. The Administration remains committed to delivering quality road infrastructure that enablers of national growth and improves the quality of life of Nigerians. Road users, members of the benefiting communities along the corridors visited, and different stakeholders were full of praises to Mr. President’s infrastructure renaissance.

Boost In Transportation Infrastructure for Kano, Jigawa as FG Approves Dualization, Reconstruction of Section Two of Kano-Hadejia Road • Over 350 jobs expected as dualization/reconstruction work begins on the Section II of the 82 km single and dual carriageways • The road will open up settlements within the project vicinity and provide access for the evacuation of goods and services, says Fashola In pursuance of its objective of improving transportation infrastructure across the six geopolitical zones of the country, the Federal Government has approved the dualization and reconstruction of the Kano-Kwannar-Danja-Hadejia Road traversing Kano and Jigawa States in the North West Zone of the country. The approval given by the Federal Executive Council covers the 82-kilometre Road, which is a composition of both single and dual carriageways of two and four lanes respectively as Section II, comprising 58 KM single carriageway and 24 KM dualized carriageway length with the dualized section located in Kano City. The FEC approval which was sequel to a memorandum dated October 31, 2022, and presented to it by the Minister of Works and Housing, Mr. Babatunde Fashola, SAN, covers the Section of the road which begins at Yankaba Roundabout located in Kano City, traversing through Gunduwawa, Jogana, Gezawa, Guruma, Kagadama, Kawo, Gabasawa, Unguwan Ari, Limawa and terminates at Tsalle Village linking both Kano and Jigawa States. Stating the reasons for seeking the approval for the contract worth N94.14 billion, Fashola, said the road when completed would open up settlements within the project vicinity and provide access for the evacuation of goods and services adding that the socio-economic life of the host communities would also be enhanced. The Minister explained to the Council that the Ministry had earlier on February 21, 2022, requested and obtained from the Bureau of Public Procurement (BPP) the approval and a Certificate of “No Objection” for the procurement procedure for the contract adding that the BPP granted the approval vide its letter dated April 8, 2022. Fashola also informed the Council through the Memorandum that Due Diligence/Post Qualification conducted on the company showed that it is capable to execute the contract and is duly registered under the Nigerian law and fully compliant with the Nigerian Local Content Policy. While itemizing the Scope of work on the road, the Minister said the road would also improve the socio-economic lives of the people within the stretch of the different communities in the project areas adding that the condition of the existing road pavement is characterized by failures such as potholes, loss of shoulder material and alligator cracks with complete loss of pavement structure at the other sections. The Minister said there was also need to bring the dual carriageway section formerly constructed by the Kano State Government to the Ministry of Works’ standards and specifications, listing some of the construction improvements required on the existing road to include clearing on both sides of the road, provision of natural occurring materials that meet the specification as fill materials and provision of suitable laterite as base. Other improvement materials required, the Minister stated, include provision of 60mm asphaltic concrete wearing course on carriageway junction and laybys as well as provision of new and replacement of access culverts at major turnings and junctions along the road, among others. ...

Community Agog As Buhari Commissions Bridge The people of Ajassor community in Cross River State, a border Community between the Federal Republic of Nigeria and that of the Republic of Cameroon were all jubilant, excited and full of commendation as President Muhammadu Buhari, GCFR, and his Cameroonian counterpart President Paul Biya commissioned the two-lane border bridge over the Cross River at the Nigeria-Cameroon border and the joint border post. The new border bridge linked Nigeria and Cameroon at Mfum/ Ekok across the Cross River and the new Joint Border Post at Mfum. The project which was jointly funded by the Governments of Nigeria, Cameroon and the African Development Bank Group (AfDB), began in 2017 and was completed in 2021. Speaking at the commissioning ceremony, the representative of the community and the Head of Ajassor clan, His Royal Highness, Ntufam Anthony Ntui Etta II said that, the people of Ajassor clan are indeed very happy and grateful to God and the two countries that made it possible for the project to be completed. He also thanked all the facilitators, engineers and financiers for the landmark project. According to him, the project would strengthen the already existing bond of affinity between their communities and their kiths and kins of Ekok border community in Cameroon and beyond. " It will further enhance easy accessibility, cooperation, and peaceful coexistence as well as boost trans-border commercial activities." he said Continuing, he listed the benefits of the project to include; creation of wealth for the teaming youth and economic empowerment of the people of the community. Accordingly, he thanked the government of Nigeria and Cameroon, pointing out that for the people to enjoy the full benefit of the project, a provision should be made for public utilities such as health facilities and expansion and dualization of the multi-national highway to ease traffic congestion. Buhari Lists Gains, Expectations As Nigeria-Cameroon Border Bridge And Joint Border Post Is Commissioned • “We have delivered”, says Fashola, Nigeria’s Works and Housing Minister • As Presidents Buhari, Biya say the Border Bridge and Joint Border Post will enhance trade and fight against terrorism in the region • You must act in the most professional manner as well as in line with global best practice -Buhari to officials manning Joint Border Post • Jubilation galore as border communities of the two countries roll out drums to celebrate the event President Muhammadu Buhari has in Ikom, Cross River State, commissioned the Nigeria-Cameroon Border Bridge and Joint Border Post listing the gains and expectations of the two countries to include boost in trade and efforts of the two countries to combat terrorism. President Buhari, who performed the ceremony jointly with his Camerounian counterpart, Paul Biya, spoke as Nigeria’s Minister of Works and Housing, Mr. Babatunde Fashola, SAN took a holistic view of the projects and declared to the large audience that attended the event, “We have delivered”. The President also said the commissioning of the 1.5 metre Bridge and Post, funded by the two governments, as well as the African Development Bank (AfDB), would increase the volume of trade and commerce between the two countries. According to him, “This menace has continued to threaten our economies and the maximization of the potentials of our countries as well as cause political upheavals and menace in our region. Hence it is our hope that the commissioning of this project will accelerate the efforts of our gallant security personnel who are already doing very well in securing our territories”. Expressing delight that the project would enhance the volume of economic activities in regions particularly as well as facilitate the movement of goods and services within the countries along the Corridor, President Buhari said it would also serve as a critical link between the countries of the Economic Community of West African States (ECOWAS) and those of the Economic Community of Central African States (ECCAS). Describing the completion and commissioning of the project as timely, President Buhari declared, “Therefore, we expect that the commissioning of this Joint Border Bridge and Post will not only strengthen the already existing cordial relationship between Nigeria and Cameroon but will enhance cooperation between ECOWAS and ECCAS countries”. “We also pray this project will enhance interconnectivity of our people and communities and also increase the standards and reduce the barrier to interregional trade and strengthen border security”, he said adding that it would certainly “deepen inextricably the fraternal and cultural bond already existing between Nigerians and Cameroonians living along the border communities”. President Buhari said the project, which, according to him, “is part of the ongoing Nigeria-Cameroon Multinational Highway Transport Facilitation Programme”, would remain a visible testimony to the continuing cooperation and good neighbourliness between Nigeria and Cameroon as well as regional economic communities. “This Bridge and the Joint Border Post are proof that when African regions work with African institutions of standard, critical developmental projects can be achieved in record time”, the President said expressing delight that both Nigerians and Cameroonians living in the border areas have remained jubilant since the completion of the Bridge and Joint Border Post. According to him, “Such excitement symbolizes the resolve of our people and governments to remain connected in spite of our seemingly artificial boundaries”. Commending the government and people of Cameroon for their cooperation and support towards the completion of the project, the President also thanked the funding partners, particularly the African Development bank (AfDB), for their role in financing the project adding that under the leadership of Dr. Akinwunmi Adesina, “the Bank has become by all standards a beacon of support in all matter relating to Africa’s development efforts to ensure the timely completion of this project”. Conscious of the diplomatic importance of the project to both countries, Buhari declared, “Let me also underscore that in order to maximize the benefits of this project, Nigerian and Cameroonian officials who will be saddled with the responsibility of manning the border posts in particular must act in the most professional manner as well as in line with global best practice with effect from today”. In his own remarks, his Cameroonian counterpart, President Paul Biya, said the Bridge and Post facilities are expected to help increase trade and strengthen cooperation between countries of the ECOWAS and those of the ECCAS in general, and between Cameroon and Nigeria in particular. President Biya, who was represented by the Cameroonian Minister of Public Works, Mr. Emmanuel Nganou Njoumessi, said the direct beneficiaries of the programme “are the transport services users, as well as the 11million inhabitants (3m in Cameroon and 8m in Nigeria) in the programme area representing 7% of the total population of the two countries”, adding that the programme would reduce overall transport cost and improve the living conditions of the populations living along the road. The President said the Programme for the transport facilitation of the Bamenda-Enugu Road Corridor was conceived by the founding fathers as a confidence building measure to strengthen relations between Nigeria and Cameroon following the strained relations arising as a result of the Bakassi Peninsula issue. He explained further that the 443-kilometre long Bamenda-Enugu Corridor comprises the Cameroon Bamenda-Mfum-Ekok Road sections, the Nigerian road sections of 240 kilometres, the bridge over the Munaya River in Cameroon and the border bridge of 230 metres Mfum-Ekok Bridge over the Cross River. Delivering his welcome address earlier, Nigeria’s Minister of Works and Housing, Mr. Babatunde Fashola, SAN, while expressing delight that the project has been delivered according to the scheduled time, declared “We have delivered. I can say with pride that our job has been done for the benefit of the people of Nigeria and Cameroun which the bridge connects.” Also commending the vision of the founding fathers in conceiving the project, the Minister acknowledged with gratitude the roles played by the funding partners, the Ministry’s Engineers and Directors as well as the host communities of Nigeria and Cameroon. “The most important thing about this project is that the Bridge not only connects Nigeria and Cameroon but it begins a journey of a Trans-Africa connection. The Nigeria/Cameroon Multinational Highway from Enugu in Nigeria to Bamenda in Cameroun is also part of the Dakar-Lagos-Mombasa-Kenya Trans-African Highway and this is the significance of this project”, the Minister said. In an interview, the Clan Chief of the host community, Ajassor, His Royal Highness Anthony Ntui Etta II, who represented the Paramount Ruler of the Town, expressed gratitude to the governments of Nigeria and Cameroon for their commitment to the execution and completion of the projects adding, “The Ajassor Clan are indeed very happy and grateful for the project”. He added, “The significant of this project cannot be overemphasized as it will strengthen the already existing bond of affinity and further boost trans-border commercial activities between our communities with our kith and kin of Ekok border community in Cameroon and even beyond”. The colourful ceremony carried out on the 1.5 metre Bridge and at the new Border Post was witnessed by top officials of both countries and representatives of ECOWAS and ECCAS as well as the funding partners, the AfDB, the European Union (EU), who also delivered goodwill messages, and other stakeholders like the Hon. Minister of State for Transportation, Prince Ademola Adegoroye, his Ministry of Power counterpart, Hon. Goddy Jedy Agba as well as Senator representing Cross River Central Senatorial District, Professor Sandy Onor. Minister Decrys Contractors’ Low Level Engagement Of Nigerian Engineers On Projects

The Honourable Minister of State I for Power, Works and Housirang, Hon. Mustapha Baba Shehuri has admonished contractors handling various road projects in Nigeria to engage more indigenous Engineers.
The Minister stated this while on official tour to road, housing and power projects in the Norths East geo-political Zone comprising Bauchi, Gombe, Adamawa,Taraba,Yobe and Borno States, recently in order to supervise as well as make sure that government’s mandate concerning the development of critical infrastructure is achieved.

Baba Shehuri expressed his displeasure over the low level of employment to Nigerian Engineers “I am disappointed that you employ a few Nigerian Engineers. There are qualified graduates and Government has embarked on these projects to meet the needs of Nigerians, as well as, reduce the high rate of unemployment among the youth”.

The Minister, who was accompanied on the inspection tour by the Director, Highways, North East Zone, Engr. Mohammed Rufai, Ag. Zonal Director, Housing, Arc. Waziri Micah Mshelia and other top Officials of the Ministry explained that the focus of the present Administration is for the contracts to be local content oriented by employing qualified engineers and artisans on the various construction sites, thereby boosting the socio-economic activities of the host communities.

Hon. Shehuri inspected the following projects within the zone;
1. Bauchi States - the construction of roads on Burga-Dull-Mbati-II-Tandum- Gobbiya-Badagari-Gwarangar-Sum, Ningi-Yadagungume-Fuskar Mata, Phase III, Tudun Wuss-Wundi-Baraza-Durr-Zumbul- Polchi-Dot-Kwanar.
2. Gombe State - the rehabilitation of Bridges and roads along Bauchi and Gombe road, Emergency re-instatement of a failed section between kilometer 33 + 800 and kilometer 37 + 700 on the Gombe- Bauchi road.
3. Adamawa State - Completion of Gombe-Numan-Yola road, Phase II, the Rehabilitation of Yola-Hong-Mubi Road, the Rehabilitation of Numan-Jalingo Road Rehabilitation of Gombe-Biu Road. Borno State - the Rehabilitation of Damaturu- Biu Road.
4. Borno State-Inspection of the Construction of Sub-Station and Installtion of 1x150MWAat Bama Local Government Area (LGA),Inspection of Dualization of Kano-Maiduguri Road, Section V (damaturu-Maiduguri) in Borno State. According to the Minister, the Government, determined to address housing deficit in the country, developed a National Housing Programme by constructing affordable houses that will also take care of socio-cultural setting of Nigerians. The houses, which are at different stages of completion, include One Bedroom, Two Bedroom, Three Bedrooms and Semi Detached Bungalow. The construction sites inspected are; the National Housing Programme (NHP) site along Ningi Airport Road, Bauchi, NHP, Sangere Village, along Yola-Numan Road, NHP, Auno, Borno State.

Power Projects inspected includes the 49 megawatts Hydro Power Project in Dakin Kowa, Yamaltu- Deba Local Government Area, the installation of 2 x 60 MVA transformers, 132 KVA Substation at Billiri, Maiduguri TCN at Molai.

Various constraints and challenges experienced by the Roads, Housing and Power Contractors, particularly those working in Borno axis, include security, non-availability of materials, as well as payment. The Minister promised to look into all the issues raised, he, however, urge them to work according to the projects specifications and timelines.

While on the inspection, the Minister paid courtesy visits on His Excellency, the Executive Governor of Bauchi State, Mohammed Abdullahi Abubakar and his counterpart in Adamawa States, Alh. Bindow Jubrilla. Governor Abubakar hailed the School Feeding Programme of the Federal Government, saying that it has conquered hunger in the rural environment.

His Excellency, the Deputy Governor of Adamawa State, Mr.Martin Babale appreciated the Federal Government for siting various projects in the State, while calling on Nigerians to support the good work of President Buhari by re-electing him 2019.

Various indigenous and non-indigenous vendors took their turns to appreciate the effort of the Federal Government in improving their lives. Many reported upgrade in socio and financial status and commended President Buhari for a work well done
