FG COMMISSIONS REHABILITATED SECTIONS OF GWADA-SHIRORO ROAD, RESTORES CONNECTIVITY AND SAFETY IN NIGER STATE AND BEYOND The Federal Ministry of Works has officially commissioned the completed critically failed sections of the Gwada–Shiroro Road Section 1 in Niger State, alongside Emergency Repairs of Embankment Washouts and the Construction of a 2-Cell Box Culvert on the same alignment. The projects are part of the 260 Emergency/Special Intervention Projects carried out, nationwide, by the Renewed Hope Administration of His Excellency, President Bola Ahmed Tinubu, GCFR in order to salvage the nation’s road network. It signals a significant milestone in restoring connectivity, safety, and economic activities in the affected areas. Speaking at the commissioning ceremony, which forms an integral component of a National Media Tour, the Federal Controller of Works (FCW) in Niger State, Engineer Eyitayo Aluko, welcomed members of the Council for the Regulation of Engineering in Nigeria (COREN), Nigerian Society of Engineers (NSE), Civil Society Organisations (CSOs), community leaders, residents, members of the press, and other stakeholders. He informed the gathering that he represents the Honourable Minister of Works, His Excellency, Sen. (Engr.) David Umahi CON, FNSE, FNATE in the State, describing the intervention as “two projects in one.” “Before our intervention, movement through Gwada was a nightmare. The pipe cover here was inadequate and eventually collapsed. We had to intervene urgently,” said the Controller. According to him, the Ministry improved the infrastructure by replacing the collapsed one-cell pipe culvert with a two-cell box culvert measuring 2.0m x 2.0m, significantly enhancing water flow capacity and structural stability, and durability. He noted that the project has since been completed and traffic has fully resumed. Also speaking at the occasion, the Representative of COREN, Engineer Dr. Bala Saliu, who is also the Chairman of the Engineering Regulation Committee of COREN, Niger State Chapter, commended the intervention, describing it as professional, timely, and impactful. “This intervention speaks for itself. The project has been put to use, and you can see the community's happiness. Despite how remote this area is, its economic and social importance cannot be overemphasised,” he further noted. He added that similar critical areas exist across Niger State and expressed confidence that the Federal Government would continue to intervene to ease the challenges faced by commuters and residents. The Secretary General, NSE, Minna Branch, Engineer Abubakar Kawu also praised the delivery of the two projects. He described the Gwada–Shiroro Road as a strategic route that required urgent attention. The Mai Anguwa (Ward Head) of the immediate benefiting community, Alhaji Alhassan Zarumi, expressed deep appreciation to the Federal Government for extending the nationwide road intervention initiative to his people. He described the road as a former “death trap” and emphasised its importance as a link to the Shiroro Power Station and other surrounding towns and villages. “If this place were not repaired, I wonder if we would be passing here today. Now, we can move freely and safely. We thank the Federal Government, the Engineers, and the contractors for a job well done,” he said. In his remarks before performing the ribbon-cutting ceremony, the Vice Chairman of the Nigeria Union of Journalists (NUJ), Niger State Chapter, Comrade Uriah Tsado Gana, thanked President Tinubu and the Minister of Works for ensuring the successful completion of the project. The Team visited ongoing works on the Bida–Lemu–Wushishi–Zungeru Road, Phase 1, which commences from Yesso Junction in Bida Town to Yazhigi. Giving an update on the progress of work, the FCW revealed that the road shoulders are being constructed with 200mm thick concrete, and that approximately 16 kilometers of asphaltic binder course have been completed out of the 29.5-kilometer project length - representing about 40 percent completion. He added that the contractor is actively on site and is expected to complete the binder course within the next two months, after which the asphaltic wearing course will be applied. The Project Manager of Gerawa Global Engineering Limited, Engineer Adam S. Adam, corroborated the update and highlighted initial challenges faced during project execution, including security concerns and attempted kidnappings. He disclosed that with the support of the Ministry, community leaders, and security stakeholders, these issues have been fully resolved and work is ongoing. “We are now working day and night. The problems have been resolved completely, and the quality of work speaks for itself,” he stated. Also present was the NSE official, Engineer Aliyu, who attested to the project’s compliance with engineering standards and professional ethics, giving kudos to the company handling the work. The Ministry continues to demonstrate its commitment to enhancing national road infrastructure with the execution of major highway projects across Niger State, aimed at improving connectivity between the Northern and Southern parts of the country, guaranteeing safety, and enabling socio-economic development. Another strategic project underway in the State is the Jebba–Mokwa–Bokani Junction Road (Section II), which forms part of the Trans-Sahara Road Network, linking Lagos in the South West geopolitical zone to Northern Nigeria through Kwara State. The route is a vital artery that carries heavy volumes of articulated traffic on a daily basis. And the project is redesigned as a Dual Carriageway with a pavement structure consisting of 7.3-metre-wide asphaltic concrete carriageways on each side, complemented by 3.0m and 2.75m wide surface-dressed shoulders. The pavement layers include a 200mm thick sub-base, 275mm stone base, and two asphaltic concrete layers of 75mm binder course and 50mm wearing course. The road section commences at the northern end of the River Niger Bridge in Jebba and terminates at the Bokani Junction, with a total length of 46.0 kilometres. It involves the construction of an additional carriageway that intersects the existing one at various alignments, traversing farmlands, settlements, and diverse terrains, including hills, valleys, streams, and ridges. Interchanges will also be constructed at major intersections to facilitate free-traffic flow. The project is being executed by Messrs CGC (Nigeria) Limited. In addition, the Federal Government is presently rehabilitating the Minna–Zungeru–Tegina Road (Section I), also a major transportation link connecting Northern and Southern Nigeria and a vital route for the movement of industrial and agricultural goods. The road has suffered severe deterioration over the years, characterized by deep potholes, failed carriageway sections, frequent accidents, and prolonged travel time. Section I of the project stretches 94.987 kilometres from Minna to Tegina, comprising a 10.90km dualised urban section within Minna town and an 84.087-kilometre single carriageway through inter-urban and non-urban areas. The scope of work includes the rehabilitation of the single-carriageway sections and overlay of the existing dual carriageway, which remains in fair condition. The road traverses about eighteen communities, including Maikonlele, Kuyi, Gusase, Zungeru, Akusu, Garum Gabas, and Gatako, terminating at Tegina. The existing infrastructure includes several pipe and box culverts, as well as seven bridges, many of which are slated for repair and maintenance due to siltation and structural degradation. The project is being handled by Messrs Develevo (Nigeria) Limited in partnership with Messrs HMF Construction Limited. Similarly, Section II of the Minna–Zungeru–Tegina Road, covering the Tegina–Kontagora axis, is also receiving intervention. This section is a single carriageway extending from Tegina to Kontagora, with its zero chainage at a Y-Junction off the Mokwa–Makera–Kaduna State border road and terminating at the Kontagora roundabout. The road passes through several semi-rural communities, including Gimi, Babban Gona, Mariga, Bobi, Beri, Tungan Ahmadu, Tadali, and Machanga. The existing carriageway, though originally constructed to standard specifications, has suffered erosion of shoulders and deterioration of pavement in several sections. The project includes the replacement of substandard culverts, desilting of existing drainage structures, and maintenance works on six bridges along the corridor to ensure structural integrity and improved hydraulic performance. The contractor handling this section is Glamor Engineering Nigeria Limited. Upon completion, these projects are expected to significantly reduce road accidents, shorten travel time, improve the movement of goods, both industrial and agricultural, and strengthen economic activities across Niger State and its neighbours. The Administration remains committed to delivering quality road infrastructure that enablers of national growth and improves the quality of life of Nigerians. Engineer Aluko explained that the ceremony site was previously a critical failure point on the road, where a one-cell pipe culvert had collapsed due to its flawed design and overburdenedness. The collapse of the culvert severely disrupted the movement of people, goods, and services, moving in and out of Gwada town into a major challenge for commuters and residents.
In addition to the construction of the culvert, the FCW disclosed that several failed sections of the Gwada–Shiroro Road were rehabilitated to improve travel time, road safety and reduce wear and tear of vehicles. The scope of work included embankment washout remediation, construction of the box culvert, laying of stone base, granular course, and asphalt surfacing.
The projects were awarded to Messrs Wise Spin Limited and Messrs High Dee Construction Limited, and have been substantially completed and put to use.
“This timely intervention has significantly reduced road accidents and increased socioeconomic activities. This road leads to the Shiroro Hydroelectric Power Station, a major contributor to power generation in Nigeria,” he recalled. He further stated that the road rehabilitation would positively impact the power and energy sectors, while affirming that the project meets required engineering standards and professional regulations.

Better Travel Experience Ahead As FEC Approves N260.5b Additional Funds for Repair Works on Sections of East-West Road Affected By Flooding ....Port Harcourt (Eleme Junction) -Onne Port Junction, Port Harcourt – Ahoada , Ahoada – Kaiama, Eket – Oron , Eket – Oron Bypass included ....Due Diligence / Post Qualification checks carried out to ensure that companies have capabilities to execute projects and fully compliant with the Nigerian Local Content Policy ....Projects to cover request of the Ministry of Niger Delta Affairs for inclusion of additional works and review of unit rate for the outstanding works required to complete the East – West road projects which the President directed the Ministry of Works and Housing to revalidate, take over In furtherance of its commitment to improve the nation’s transportation infrastructure, restore its road network as a means to create employment and boost the economy, while responding to the aftermath of the recent flooding in the Niger Delta, the Federal Executive Council (FEC) has approved the sum of N260.5B as variation order for repair works and completion of various Sections of the East - West Road projects. The approval was sequel to a memorandum by the Hon. Minister of Works and Housing, Mr Babatunde Fashola SAN to the Council presided over by Vice-President Yemi Osinbajo SAN. The memorandum document dated October 27, 2022, covers the request of the Ministry of Niger Delta Affairs for inclusion of additional works and review of unit rate for the outstanding works required to complete the East – West road projects which the President directed that the Ministry of Works and Housing be engaged to revalidate the proposal. Following the Presidential directive, the Ministry of Works and Housing constituted a Task Allocation Committee (TAC) comprising its officers and the Ministry of Niger Delta Affairs (MNDA) which conducted a site inspection on Sections I – IV of the East – West Road projects from 14 - 16 October, 2022 to assess the need for the augmentation and additional works to complete the projects. It would be recalled that 13 years after it was taken away from the Ministry of Works and Housing, President Muhammadu Buhari had in May directed the MNDA then under Senator Godswill Akpabio, which had been handling its construction to return the challenging East-West Road to the Works and Housing Ministry. According to the memorandum, the contracts for the dualization of East – West Road projects Sections I – IV from Warri – Port Harcourt – Eket-Oron (338) were awarded at different dates and are at different levels of completion. However, the Sections covered in the Federal Executive Council’s approval included Section III: Port Harcourt (Eleme Junction ) – Onne Port Junction in Rivers State in the sum of N156.7B being handled by Messrs RCC Nigeria Limited and Section II: Subsection I (Port Harcourt – Ahoada) in Rivers State in the sum of N64.3B being done Messrs Setraco Nigeria Limited as well as Section II: Subsection II (Ahoada - Kaiama) in Bayelsa and Rivers States in the sum of N144.7B being handled by the same construction company. Others are Section IV: Eket – Oron Road in Akwa Ibom State in the sum of N64.3B being handled by Messrs Gitto Nigeria Limited and Section IV: Eket – Oron Bypass in Akwa Ibom State in the sum of N76.8B being handled by the same construction company. With the approved variation order, the contract sum for the East - West Road project Sections I – IV has changed from N246 billion to N506 billion. The memorandum showed the scope of work necessitating the requests for augmentation in the various sections to include outstanding works, asphalting of inner and outer shoulders, repair of settlement on carriageways, construction of additional drainage and culvert works, construction of flyover and repair of distressed bridges among others. While presenting the memorandum which was in line with the Federal Government’s continued engagement in bringing succor and resolving issues around the recent flooding, the Hon. Minister of Works and Housing explained that the approval would enable the contractors to carry out repair works with respect to Sections of the East - West Road in the Niger Delta affected during the recent flooding in parts of the country. The table showing changes in basic item rates in each of the Projects were clearly itemized, while Fashola also gave extensive details of the procurement processes which the participating Companies went through that culminated in the certification and issuance of a Due Process Certificate of “No Objection” for each of the Projects by the Bureau of Public Procurement (BPP). According to the Minister, due diligence and post qualification checks were also carried out which showed that the companies have the capabilities to execute the contracts and are fully compliant with the Nigerian Local Content Policy. ...
Border Bridge Between Nigeria And Cameroon Will Curtail *Insecurity-President Muhammadu Buhari The new Border Bridge linking Nigeria and Cameroon at Mfum/ Ekok across the Cross River and the new Joint Border at Mfum has been officially commissioned on Wednesday the 3rf of November, 2022. The project was jointly funded by the Governments of Nigeria, Cameroon and the African Development Bank Group (AfDB), the project begin in year 2017 and was completed in year 2021. Commissioning the Bridge, the President of the Federal Republic of Nigeria, His Excellency, President Muhammadu Buhari, (GCFR) said that this new Border Bridge between Nigeria and Cameroon would go a long way to curtail insecurity. President Buhari who was represented at the ceremony by the Minister of State for Foreign Affairs, Ambassador Zubairu Dada said: “The Government of the Federal Republic of Nigeria also expects that this Joint Border Bridge and Border Post will enhance security patrol and cooperation in this part of the border with Cameroun and also hope that it will complement the current efforts of the Federal Republic of Nigeria and Cameroun to combat the scourge of terrorism and violent extremism in our region.” Speaking further he said the project is important because the activities of violent extremists have continued to present major challenges to the development of our countries and our regions. “Their activities have continued to deter our economies and the maximization of the potential of our countries as well as cause political upheavals and menace in our regions. Hence it is our hope that the commissioning of this project will accelerate the efforts our gallant security personnel who are already doing very well in securing our territories’, he said. He added that the project which is part of the Nigeria-Cameroun Multinational Highway and Transport Facilitation Programme will remain a visible testimony to the continuing cooperation and good neighborliness between our two countries as well as regional economic communities. “This Bridge and the Joint Border Post are proof that when Africans work with African institutions of standard, critical regional developmental projects can be achieved in record time,” he said. Expressing his joy on the commissioning, he said: “I am glad that both Nigerians and Cameroonians living around these axises have remained jubilant since the completion of this Bridge and Joint Border Post. Such excitement symbolizes the resolve of our peoples and governments to remain connected in spite of our seemingly artificial boundaries. The completion and commissioning of this project could not have come at a more auspicious time when Nigeria has signed and ratified the African Continental Free Zone Area Agreement.” The President said he is optimistic that the commissioning of the Border Bridge and Joint Border Post will not only strengthen the existing cordial relationship between Nigeria and Cameroon but it will also enhance cooperation between ECOWAS and ECCAS countries adding that the project has the potential to enhance the volume of economic activities in the regions especially as it will facilitate the movement of goods and services within the countries along these Corridor. It will also serve as a vital link between the West and Central African Regions. The joint Border Bridge is one of the projects under the Transport Facilitation Programme for the Bamenda-Enugu Corridor otherwise known as the Nigeria/Cameroon Multinational Highway and Transport Facilitation Programme. It was embarked upon by both countries as part of the confidence building measures aimed at improving relations between both countries through the facilitation of movement of people, goods and services between both countries and also as a major economic route connecting the ECOWAS countries and their counterparts in the Economic Community of Central African States (ECCAS) thereby facilitating trade and growth in the region. In his remarks, the President of Cameroon, His Excellency Paul Biya said that the Programme for the transport facilitation of the Bamenda-Enugu road corridor was conceived by the founding fathers as a confidence building measure to strengthen relations between Nigeria and Cameroon following the strained relations arising as a result of the Bakassi Peninsula issue. Speaking at the commissioning ceremony, the President who was represented by the Minister of Public Works of Cameroon, Mr. Emmanuel Nganou Njoumessi explained that 443 kilometers long Bamenda-Enugu corridor comprises the Cameroon Bamenda-Mamfe Ekok road sections, the Nigerian road sections of 240 kilometers, the bridge over the Munaya River in Cameroon and the border bridge of 230 meters over the Cross River. On the importance of the project, he said that it is expected to help increase trade and also strengthen cooperation between countries of the Economic Community of Central African States and those of the Economic Community of West African States in general, and between Cameroon and Nigeria in particular. He said: “The direct beneficiaries of the programme are the transport services users, as well as the 11,000,000 inhabitants (3,000,000) IN Cameroon and 8,000,000 in Nigeria) in the programme area representing 7% of the tota population of both countries.” He added that the programme will reduce overall transport cost and improve the living conditions of the populations living along the road. President Buhari Commissions Nigeria/Cameroon Joint Border Post And Bridge, Reiterates Need For Neigbourliness President Muhammadu Buhari Thursday in Mfum, Cross River State, called for more neighborliness and mutual understanding between African states in order to enhance trade, security and promote development of the continent. The President, represented by the Minister of State, Foreign Affairs, Amb. Zubairu Dada, at the commissioning ceremony of the Nigeria/Cameroon Joint Border Post and Bridge, said the 1.5km project would enhance the interconnectivity of “our people and communities, improve living standards, reduce barriers to inter-regional trade and strengthen border security.’’ “It is with great sense of satisfaction that we are witnessing the official Joint Commissioning of the Mfum/Ekok 1.5km Bridge and Joint Border Post (JBP). Let me begin with commending the Leaderships of the Economic Community of West African States (ECOWAS), the Economic Community of Central African States (ECCAS), and the Government of the Republic of Cameroon that worked closely to realize this project, as well as the African Development Bank (ADB) that provided funding for the execution and completion of this 1.5km Joint Border Project,’’ he said. Minister Summons Road Contractor Over Poor Performance
The Minister of State for Power, Works and Housing, Alhaji Mustapha Shehuri has summoned the contractor handling rehabilitation work on Bauchi-Gombe road, Enerco Nigeria Ltd., over poor performance.
Shehuri gave the order on Thursday in Bauchi during an inspection of ongoing Federal Government projects in the North-East. He expressed dissatisfaction over the slow pace of work on the project, adding that Nigerians were becoming impatient with unserious contractors. “We have visited other construction sites in the state before we arrived here, while I am satisfied with the level of work by other contractors, I am disappointed with the pace of work here.
“I have summoned the contractor to come over to Abuja to sort out issues because if they are not ready for business they should let us know. “Nigerians are becoming very impatient, they need this project because apart from the road, we are also interested in the employment content and other benefits that will come with it,” he said. Mr Charles Ezike, the Federal Controller of Works, Bauchi State, said that the 81.5 kilometres rehabilitation road project was awarded in 2017 with completion period of 24 months.
He said that the contractor was adequately mobilised and had achieved 1.88 per cent completion after 49.72 per cent time lapse. “This to us is a dismal performance because when the contractor primed the first stone base section, they were unable to cover it with asphalt. “This resulted to deterioration on the surface that we are witnessing and the reason is that the contractor’s asphalt plant is not in working condition.
“They have been battling to fix it and I have severally advised that if their own cannot function well that they should buy asphalt from other company,” he said. Mr Jamil Nasser, the Project Manager, Enerco Nigeria Ltd blamed the delay in the project on the bad state of the company’s asphalt plant.
He said efforts were being made by the management to change the plant and pledged that the new plant would be ready for work within days.
