DIRECTOR (PLANNING, RESEARCH AND STATISTICS DEPARTMENT)
Mrs. Emily Ighiwiyisi Osunde, a seasoned administrator and technocrat, was born on 30th September, 1967. She hails from Oredo Local Government Area of Edo State.
She began her academic journey at Ezomo Primary School, Benin City, where she obtained her First School Leaving Certificate in 1980. She proceeded to Idia College, Benin City, and obtained the West African School Certificate in 1985. She holds a Bachelor’s Degree in Linguistics (Combined Honours) from the University of Benin, earned in 1990, and a Master’s Degree in Public Administration, which she completed in 1998.
Mrs. Osunde joined the Federal Civil Service on 29th March, 1993, beginning her career with the defunct National Agricultural Land Development Authority (NALDA). She was subsequently redeployed to the National Poverty Eradication Programme (NAPEP), where she contributed meaningfully to programme delivery and policy execution.
Over the course of her career, she has served in various Ministries, including the Ministry of Petroleum Resources; Ministry of Interior; Ministry of Mines and Steel Development; Ministry of Police Affairs; and Ministry of Budget and National Planning. In each of these postings, she brought to bear her wealth of experience, institutional knowledge, and administrative capacity.
She rose to the level of Director (Administration) in the Federal Civil Service with effect from January, 2024, following years of dedicated service, competence, and progressive advancement.
She was subsequently posted to the Federal Ministry of Works in January, 2025, as Director, Planning, Research and Statistics, where she is currently responsible for coordinating policy planning, monitoring and evaluation, research and documentation in support of the Ministry’s mandate.
In the course of her distinguished career, Mrs. Osunde has exhibited exceptional dedication, professionalism, loyalty, and accountability. Her commitment to service excellence and institutional development has earned her commendations across the Service.
She is happily married and blessed with children.
