FG PRIORITISES EMERGENCY WORKS ON BENIN–SAPELE ROAD, REAFFIRMS SWIFT INTERVENTION ON FAILED OBAYANTOR STRATEGIC AXIS

The Federal Ministry of Works has reiterated its commitment to urgent intervention on the severely deteriorated Benin–Sapele Road, particularly the section leading towards Obayantor in Edo State. 
This pledge follows a formal appeal by the Benin-Owena River Basin Development Authority (BORBDA), which highlighted the road’s deteriorating condition and its serious socio-economic impact.

During a strategic meeting held at the Ministry’s headquarters in Abuja, the Honourable Minister of State for Works, Bello M. Goronyo, Esq., who represented the Honourable Minister of Works, Sen. (Engr.) David Umahi, CON, FNSE, FNATE expressed concern over the insecurity and economic paralysis stemming from the road’s poor condition.

In his remarks, Goronyo stated: “I have listened with a heavy heart to your presentations. The kidnappings along that corridor, the economic losses, and the direct threat to food security are not palatable. 
This is not just about roads; it's about national stability and the well-being of our people. I assure you that the Ministry, under the leadership of Engr. Umahi is committed to acting swiftly and decisively.”

The Managing Director of Benin-Owena River Basin Development Authority (BORBDA),  Dr. Adekanmbi Samuel gave a detailed account of the challenges along the 24-kilometre stretch, emphasising the insecurity, economic dislocation, and impact on agriculture and power infrastructure. 
He stressed the importance of inter-agency collaboration in supporting President Bola Ahmed Tinubu’s emergency declaration on food security.

Earlier, the Director of Highways, Bridges and Design, Engr. Bede Obioha, who stood in for the Permanent Secretary, acknowledged the urgency of the issues raised and commended the spirit of cooperation. “We welcome engagements like this as they help us identify critical gaps. 
This Ministry remains responsive and committed to resolving transport-related challenges, wherever they occur,” he affirmed, assuring that the concerns raised would be captured for prompt action.

FG Reaffirms Commitment to completing Abuja/Kaduna Road. The Minister of Works, Senator David Umahi (CON) has reassured the people of the North and Nigerians of the commitment of the FG to the completion of the Abuja –Kaduna dual carriageway by 2024.   Umahi disclosed this while speaking to journalists during the inspection of the highway as directed by Mr. President who, according to him, is so passionate about the completion of the road as it will alleviate the suffering and travel time of commuters plying the road.   The Minister added that the road is very important to Mr. President and he is committed to finishing it by 2024, adding that he will match his words with action.   Umahi said, "Mr. President is passionate and concerned about finishing this road and many other Federal roads across the Nation and my inspection as directed is to get first-hand information and examine the challenges involved in the construction of the road and other roads to be visited soon”.   The section 1 of the highway which is 165.5km is part of the 375.4-kilometer Abuja-Kaduna –Zaria-Kano project awarded to Messrs. Julius Berger Nigeria Plc. in 2018 by the previous administration but is yet to be complete like other sections of the road due to insecurity and criminal activities.   The Minister who decried any form of wastage of funds or delay during construction work stressed that there should be a meaningful reason for any change in the approved design of a project to take place.   “Speaking further, he said, "I have observed that there is an issue with the design, I'm directing the Director of Geo-Technics Material and Quality Control of the Ministry of Works, he must come and run figures with me with the project Consultant".   "They have to prove to me that the CPR of the sub upgrade now is more than the CPR of the existing sub grade. I don’t believe in it and if that is not the case there shouldn’t be any need to disturb the existing sub grade, we should actually build our pavement on the existing sub grade. We want to see how we can cut down cost".   Umahi emphasized the need to quicken the approval process of payments for contractors and not make  contractors go to site when payments have not been made to them.   “Again, I have asked the Nigeria Sovereign Investment Authority, (NSIA), to run me figures, let me know how much money they want to give in every month for this project because there is a limit you can push the contractor if you don’t have funding for him".   " If you generate certificate and you cannot pay him, you can’t do more, so we are trying to look at it and if we get the figures, we will be able to insist that the contractor should start this road constructions on a number of sections", he further said.   The Minister who acknowledged the central role of security in the progress of any nation has assured Nigerians that this administration will do everything within available means to provide security for lives and properties on the roads.   He promised that efforts will be made to provide solar light on the completed sections of the road for the safety of road users and its environs if the contingency funds are available.   The Minister encouraged the use of concrete road pavement as an alternative to the use of asphalt in road construction describing it as durable and cheaper.   He urged citizens to take responsibility for FG projects in their states by protecting them rather than looting and vandalizing them as government cannot protect them.   The Director Highway Construction and Rehabilitation, Engr. Folorunsho Esan and the Director Highway North Central Engr. Bola Aganaba, all promised to monitor closely from now on the progress of work going on the road and also to meet with the deadline.   Responding, the Project Manager Messrs. Julius Berger Nigeria Ltd, represented by Engr. Dwadowki Finn, he expressed his gratitude to the Minister for his visit and encouragement. He stated that the project is their major project in the country and will continue to do their best to maintain the standard and deliver the project at the scheduled time.   The Minister was accompanied on the inspection by Senators Lawal Usman representative Kaduna Central and Onyekachi Nwaebonyi, representing Ebonyi North. The Federal Controller of Works in Kaduna State, Engr. Ibrahim Mmadu and Eng. Usman Yakubu were also in the entourage.   The Minister also before leaving Kaduna state paid a courtesy visit to the Governor of Kaduna state who was represented by the Deputy Governor of the state. ...

"Open Your Mind I Am Here To Help", Umahi Assures Contractors The Honourable Minister of Works Engr David Nweze Umahi CON has assured contractors working with the Ministry that there is no cause for worry as long as they deliver on their projects. He gave   this assurance during a meeting held in the headquarters of the Ministry with Contractors handling projects in the North West geopolitical zone.   He said " I will not tamper with your job, i will not tamper with your profit, the stake I want to tamper with is the quality of your job."   He reiterated the need to embrace the need for concrete roads and wonder why some contractors are not in support of it despite its great advantage over asphalt in terms of cost and durability.   He added that due to the economic situation occasioned by the strength of the naira to the dollar, it is unwise to continue to resist the use of concrete roads and expressed his determination to oppose such resistance.   The Minister said, “I am ready for a fight with those who are resisting concrete technology in road building because concrete is cheaper than asphalt and more durable”.   Umar also expressed the commitment of President Bola Tinubu to improve the social - economic condition of the people through meaningful innovations.  “Mr. President has promised Nigerians a positive reform that will Foster development and we need to assist him to succeed”.   The Minister disclosed that under his leadership concerted effort will be made to ensure that contractors executed as quickly as possible and the contractors must work with realistic quotation to avoid wastage of funds.   Earlier, the Permanent Secretary of the Ministry, Mahmuda Maman who was represented by the Director Highways Construction and Rehabilitation Engineer Folorunsho Esan in his address told the stakeholders that the meeting was called to discuss ongoing road projects in the North West, he enjoined them to feel free to express their feelings. ...

Road Infrastructure: Panacea For National Development - Umahi .....Cautions contractors to improve or lose opportunities The Honorable Minister of Works, Senator Dave Umahi has reiterated the importance of road infrastructure to national development be it in the movement of hospital equipment, school children going to school, and also for commercial activities to thrive.   He stated this at his first meeting with contractors handling South West Geo-Political roads in the country held at the Ministry’s conference hall Mabushi, Abuja.   The Minister said the Lokoja – Abuja Road is a death trap for commuters as the road that is still on-going is gone bad already because of shabby jobs done by some contractors handling the 200km of the road project describing it as man inhumanity to man.   “The Lokoja road I inspected already is a death trap, the road shoulders are gone while the project is still on-going, this is man inhumanity to man and every life lost because of accident or kidnapping, people responsible will account for it on the last day.  People should have the fear of God because the fear of God brings good things” he said.   Umahi directed all contractors to do things right as agreed and urge them to speak out if there is any challenge encountered or their certificates of contracts awarded in other places will be ceased.   “I will not stop people benefiting but let the people breath first, if you have problem in one project, I will cease the certificate of others”.   The Minister advised Directors of the Ministry to put in more efforts towards their responsibilities and encouraged them to be visiting project sites because they will not understand what is going on except, they go to site.  He added that he will appoint coordinating officers for each geo political zones for things to be moving normal.   He noted that no hope can be renewed without a change of mind. ...

Delivery of Quality Road Infrastructure Enhances Academic Environment - Fashola

The Minister of Works and Housing, Mr. Babatunde Raji Fashola,SAN has stated that provision of quality road  infrastructure in tertiary institutions would enhance academic environment and  develop  the education sector in the country.

Mr. Fashola made the statement while handing over the 2km internal road project which his Ministry rehabilitated and reconstructed at the Federal University of Agriculture, Makurdi, Benue State.

The Minister was represented  at the event by the Federal Controller of Works in Benue State, Engr, Charles Olasupo Oke.

Fashola said, "It is undebatable that quality of education will be impacted by the quality of infrastructure and learning environment and those who doubt it should simply listen to some of the feedbacks from students in the schools where this type of intervention had taken place."

He also explained that the  infrastructure gap  in the country was steadily being bridged by a gradual process of repairs, renewal and construction on major highways and it has now reached the schools.

The Minister stated that there were currently 43 number of road intervention projects within tertiary Institutions across Nigeria being executed by his Ministry, pointing out that, the students were expressing renewed enthusiasm with regards to attending classes because some defective roads had been restored to good condition.

He added that the road Intervention project had not only impacted on the condition of learning in the schools but had also created jobs and generated employment for Nigerians.

Fashola urged the school authority  to take ownership and ensure that the  road asset was properly utilized and maintained , assuring that the Federal Government would do more to the development of Federal Institutions.

The Vice Chancellor of the Federal University of Agriculture, Makurdi, Professor A.R. Kimbir, expressed gratitude to the Federal Government and the Minister of Works and Housing, Mr Babatunde Raji Fashola,SAN for the road intervention project.

He said that the commissioning of the road project came in less than two months after a 8.25MW Solar Hybrid Power Plant was commissioned in the School.

"The eloquent message from these projects is that the gap in infrastructural needs of the University is being steadily bridged by the Administration of His Excellency, President Muhammadu Buhari, GCFR. The University is really deficient in the quantum and quality of adjectives to convey her true feeling of gratitude and happiness," he said.

Explaining further the VC said, "The positive impact of this project on campus life was highly invaluable as it addresses Infrastructural needs of the University with direct bearing on the quality of learning environment, easy movement on the campus for staff, students and members of the host Community."

Professor Kimbir stated his commitment to ensure carefull use of  the road infrastructure and requested for more of such gesture from the Federal Government.

"The commitment of the University is that the infrastructure would be protected for maximum utilization, suffice, however, to state that many more of such campus roads are crying for rehabilitation, adding that it is imperative to say that these campus roads have not been maintained since inception of the University over the last three decades."

Though the school is not in session, some  400 level students of the university who attended the commissioning ceremony: Onwe Samson and Onmonya Paul,  expressed gratitudes to the Federal Government and the Honourable Minister of Works and Housing, Mr. Babatunde Raji Fashola,SAN for the road intervention project.

They solicited for more of its kind especially the road that will link the school to the town direct without going through the roads in the villages which they said would help to curb security challenge.

In attendance at the brief handover ceremony were traditional rulers and some members of the University Governing Council.

Keynote Address By The Honourable Minister Of Power, Works And Housing, At The 7th National Council On Lands, Housing, And Urban Development, Held At Gombe State

Ladies and Gentlemen, I once again have the honor and pleasure to address this Council. This year, I do so around the theme of our meeting, which is ‘The Provision of Affordable Housing: A Catalyst for Development and Sustainable Economic Growth’.

Permit me to first express our profound gratitude on behalf of the Federal Government to the Government and good people of Gombe State for accepting to host this annual Council Meeting of Lands, Housing and Urban Development.

The event would not have been possible without the exceptional commitment of His Excellency, Dr. Ibrahim Hassan Dankwambo, the Executive Governor of Gombe State and members of his cabinet, especially the Hon. Commissioner for Metropolitan and Urban Planning Development, Mrs. Fatima Abubakar, on whom the responsibility for the organization of this event fell. Permit me, therefore, to wholeheartedly appreciate His Excellency for his resilient leadership qualities.

I wish to start by saying that at all levels of our Government, there is something that can be done about Housing and we should commit to doing so across partisan lines.

Very often, when the discussion about the lack of Housing begins, it either revolves around the size of the Deficit or the Cost of the houses or the pointing of fingers as to who should do what and has not done so.

Very rarely do those discussions bring up solutions or action points.  Problems clearly cannot be solved by simply talking about them.

No matter what we say, unless we begin to act, it changes nothing. Strangely, we have had this conversation daily, and across election cycles of 4 years, each that I shudder to ask whether we take time to reflect.

I have stopped talking many years ago and have started acting, and whether it is at State or National level, I can point to my contribution and that of my Staff and say, “We did something.” Can you?

But before I continue, permit me to indulge those who spend their time on the debate about the size of the deficit and ask how educated and informed that debate is. Who conducted the census that produced the figures in the Deficit?

Who verified the figures that now seem to trap many of our people in a vortex of difficulty?

Does the deficit take into account the empty and unoccupied houses in every State of Nigeria?

Are these housing deficits in sub-urban, rural areas or in the urban centers?

Why is there urbanization, and why is housing shortage a problem of urbanization?
It seems to me that as Policy Makers, before we even start to build houses, the first thing we can do is to address urbanization by policy.

One of the policies is to consciously redistribute wealth and opportunities by strong commitments to programs like Agriculture and Mining.

These are rural-centric economic decisions that take wealth and opportunities to the rural areas, and slow down migration to the urban centers in search of opportunities.

From my trips across the States, I can tell you categorically that President Buhari’s commitment to infrastructure, which is driving mining and the Agricultural focus is already impacting on our urbanization challenge in a positive way.

Work at quarries and on cash crop farms, which are situated in the rural areas, is now getting to the people; instead of them coming to look for it in the urban centres.

All of us, as critical shareholders, can deepen these to the recesses of our States where President Buhari cannot reach.

As we slow down the migration, we must now provide homes to the people, starting in the urban centres where the need is greatest.

This is what President Buhari has done with the National Housing Project Pilot in the 34 States that gave us land.

Once again, the President has asked me to thank all those Governors who gave us land. Because of them, we are able to employ, averagely, a thousand people at each of those sites, and this is only for the pilot stage.

And this is the heart of the matter. The reason for our theme, ‘Why Housing Can and Should be the Catalyst for Development and Sustainable Economic Growth.’

If you have been involved as I have been, you will know that the people employed at housing sites are Builders, Welders, Carpenters, Electricians, Bricklayers, Water and Food Vendors, and other suppliers along with Labourers.

They are the people who are largely paid on a daily basis or on weekly, or at best monthly basis.

These are some of the most vulnerable people in our economy as they are in other economies. Whenever Government can reach these people and provide work for them, you know that such an economy is working.

President Buhari has reached these people. I have met them and we need to do more by multiplying the Housing commitment.

But beyond building houses, there is the problem of affordability and definition.

It seems to me that whether it is to buy or to rent, affordability will always be an issue. But we must start by making clear to our people that not everyone can afford to buy or own a house, but it is ideal to at least seek to shelter everybody who has a job, by rental which is affordable.

The question therefore is that after we have provided work for these vulnerable people, which pays them weekly or monthly in arrears, is it affordable for them when they seek to rent houses, and we ask them to pay one or two years rent in advance.

This is not Government, this is us, the landlords, and we can change this by accepting monthly rent in arrears secured with their employer’s guarantee.

If this happens, we will see how housing will catalyse our economy. When my rent is matched to my income, you and I will be witnesses to a release and relief of millions of people who seek help to pay their rent even though they have a job.

As for those who wish to buy houses, mortgages are the solution and we must issue more.

The Federal Mortgage Bank is mandated to do so, not only by re-capitalisation but also by granting the following exemptions:

A)    0% equity for loans not exceeding N5million
B)     Reduction of equity from 20% to 10% for loans up to N6 – 15million.

This is in addition to a planned re-capitalisation and the opening of the National Housing Fund (NHF) to non-Government employees.

Between May 2015  and July 10, 2018 the FMBN has issued 3,862 mortgages to Nigerians to acquire their own homes.

But this is not all that is happening or can happen in the Economy with an appropriate commitment to Housing.

The Oil and Gas sector can also benefit enormously from Housing if we all commit to implementing the Gas master plan.

At the moment we are under utilizing our Gas resources especially in the area of domestic use for cooking and heating.

In order to take the benefit of this gift of Nature, our Ministry is working with the Ministry of Petroleum Resources to develop standards for pipes and installations that will facilitate domestic use of Gas for cooking and heating.

Ladies and Gentlemen, these are some of the ways that housing provision can catalyze development and economic growth.

The Federal Government can, and has taken leadership by showing the way.

Large scale nationwide impact now depends on what we do at the State, Local Government and private sector levels.

Therefore I will close by urging you to do something – build a house.
