WORKS MINISTER,SEN. UMAHI REPRIMANDS CCECC NIGERIA LIMITED OVER POOR CONSTRUCTION METHODOLOGY ON ABA BOUND OF ENUGU-PORT HARCOURT EXPRESSWAY, DESCOPES PORT HARCOURT BOUND,ISSUES 14 DAYS TERMINATION NOTICE  FOR SUB-STANDARD PERFORMANCE

In his avowed determination to entrench the new construction codes and regulations in the  method statement of  construction works under the Federal Ministry of Works, the Honourable Minister of Works, His Excellency, Sen Engr. Nweze David Umahi,CON, has reprimanded the poor construction methodology deployed by China Civil Engineering Construction Company Limited on the rehabilitation  works on the Aba bound of the Rehabilitation of Enugu-Port Harcourt Expressway, contract No. 6252. The Honourable Minister, who was on a routine supervision of ongoing road projects within South South and South East on Sunday 19th October 2025, expressed displeasure over the recalcitrance of the contractor in complying with the new construction codes and regulations which are aimed at building enduring road infrastructure  for the nation.

Speaking during  the inspection visit, the Honourable Minister decried the state  of the 43-km  Aba-Port Harcourt  inherited  ongoing project handled by CCECC, which he said was on the verge of total collapse. He directed that a 14-day notice of termination be issued to the contractor, having regard to the various warning letters issued to the contractor over their poor construction performance on the said job. He further directed  that the Port Harcourt bound of the project be descoped and reawarded to a competent contractor. "If you get to Port Harcourt end, which they did about two years or thereabout, the entire road has almost totally failed. We have been writing them to maintain this road. They have refused, and so I have to take responsibility and take decision. Number one, the Port Harcourt bound is descoped, no longer going to be done by CCECC.I will direct the Ministry of Works to scout out for very qualified indigenous contractors to handle the Port Harcourt bound. *They should be the contractor that will start work immediately  while we sort out for funds for them._Number two, for the site handled by CCECC, they should issue them 14 days notice of termination of the job. And I want this directive to go very wide. After 14 days, they fail to mill out the binder and replace it properly,the job will be terminated; they have to initiate it; they have to commit to doing that. Even if they are going to do it during the dry season, they have to maintain the ones that they have done and they  put in writing that they're going to mill out the binder at their own cost, and then be able to put a new binder, which we have paid for. He reiterated  that putting binder for a stretch of the project without putting wearing is unacceptable.

On another development, the Hounourable Minister has commended  the quality of work on the Rehabilitation and Reconstruction  of  Enugu-Port Harcourt Dual Carriageway, Section II - Umuahia  Tower-Aba Rail/ Road crossing in Abia State, Contract  No. 6209  handled  by M/S  Arab Contractors  O. A. O Nigeria Limited. The 56-km inherited ongoing project was noted to have reached 85% completion. "They are one of our best, the first five. Even we want them to maintain from Aba to Umuahia, the completed section. So they're working very hard. The controller is also doing very well. I wish the controller to visit all the projects of the Federal Government in Abia State. He should be able to visit all the projects in Abia State at least once a week, so that if there is a problem of impending danger, impending of problem of cost, you let us know.

The Honourable Minister noted the terrible situation of inherited road projects nationwide, which are all receiving  priority intervention by the Renewed Hope administration of the President of Nigeria,His Excellency, Bola Ahmed Tinubu GCFR He thanked Mr. President for the encouragement given to the Federal Ministry of Works to turn around the road development trajectory of Nigeria. _"In Nigeria, all the roads became a priority because of the terrible situation of the roads that the President inherited. But he's doing his best. And we are also working with him to offer our best in the country. We feel so bad when our people can't move from one point to the other all over the country. I feel so sad. That is usually my lowest moment. But, I'm still encouraged with the support the president is giving on roads and bridges because that is the basis of economic activities, and I think that we are very lucky to have him because the economy is breaking now. We are the third largest growing economy in the whole world, so we will get there"

Umahi To Collaborate with South-East Governors in Road Infrastructural Development of The Region. The Honourable Minister of Works, Senator Nweze David Umahi has expressed optimism that collaboration with the South-East Governors will transform the region’s road infrastructural development, thereby bringing an end to the perennial issue of failed roads and none motorable roads in the region.   Umahi made this statement when he paid a courtesy visit to the Governor of Abia State, Dr. Alex Chioma Otti and his counterpart, the Governor of Enugu State, Barr. Peter Ndubuisi Mba respectively during his ongoing inspection tours of Federal Road projects in the region.   The Minister at each visit listed and narrated all the federal road projects in the state and pleaded for collaboration and synergy to getting the work done which he says will bring development and boost socio-economic and commercial activates in the region.   “We have 11 federal road projects ongoing in Abia state and up to ten in Enugu state and all of them are going on well,  some are on Tax credit Scheme, while others on MTN sponsorship, some others on Sukuk, they all have funding and the ones on budget we will do something about it to make sure the roads are put in use for our people, get us informed if you notice anything wrong and I suggest the appointment of an SSA on federal roads, this will help to get you informed well on any issue that may delay work” He said.   Umahi took time to explain to them FG's new proposal on what it calls Brown Field and Green Field Projects which he noted will bring to an end the issues of dragging for refund on money spent by state government in constructing federal roads in their states, this is rather an easy agreement and transparency incorporated.   “You can do federal roads if you want but no refund for now from federal government because there is no money, but I suggest you key in into what we call Green field or Brown Field Road Projects.  You construct a new road you toll it get your money and we start to share the profit, or you take up a constructed road, to maintain it, you toll get your money and we share the profit, we can talk more on it” he said.   The Minister introduced the use of concrete pavement technology as a better option on road construction in the region considering the soil texture of the region, more so that it’s cheaper, safer and it lasts longer than asphalt without maintenance for a longer time.   “It is safer doing it on concrete and it’s cheaper, Asphalt is good, but it will not last long.  I believe strongly that if we start using it in the region it will help us because water does not disturb it rather it makes it stronger without much maintenance but it's durable having stayed for long” he said.   He pledged his support for states in delivering the dividend of democracy to the citizens and the nation at large saying the federal government came prepared and determined to ensure that a significant milestone is achieved in providing good road network across the nation.   He directed the Federal Controllers of Works in the States to always be in close contact with Governors and must brief them on any project to be executed in the state and also to speak up  freely if there is any challenge that needs state attention.   Also, to check insecurity on the highways, the Minister encouraged the Governors to clear roadsides at least up to fifty (50) meters inside which he said will give a clear vision and feasibility in case of any emergency and can also be used for agricultural crops that doesn’t grow tall.   Responding, the Governor of Abia State, Dr. Alex Otti welcomed the Minister for his visit which he said came right in time as the new government prepares to embark on some road projects in the state and promise to key into rigid pavement technology.   He congratulated him on his appointment describing it as a well-deserved appointment considering his antecedents in infrastructural development in Ebonyi State and urged him to replicate same in the South-East and the Nation at large, for the benefit of all.   Responding the Governor of Enugu State, Barr. Peter Ndubuisi Mbah warmly received the Minister and commended his immediate response to visiting federal road projects in different states across the Nation describing it as desirable.   The Governor thanked him for his innovation on the use of concrete pavement which he affirmed was a good idea that is worth keying into and that he too shall introduce and use it as well. ...

"Fight on turning to Concrete is a continuous one - Umahi Engineer David Umahi, the Minister of Works has said that the fight on turning to the use of Concrete Technology in road construction is a continuous one.   The Minister made this statement while on inspection tour of the Rehabilitation of Outstanding Section of Onitsha - Enugu Expressway under the Road Infrastructure Tax Credit Scheme - Contract no 7629 on September 6, 2023.   In an interview with Journalists, he gave reasons for using this concrete technology to be loaded with a whole lot of benefits, as being durable with a life span of over fifty years (50), and that it can stand for these number of years before it will require maintenance more than bitumen imported into the Country that are more of sub-standard which cannot stand the number of expected years, also it's cheaper to build with much local content sourced materials. In his words " I have looked at the cost of bindal cause, the wearing costs on our roads, it is safer doing it on concrete, it's going to be cheaper, Niger Cat are doing it that's why I directed that the right-hand side of the Enugu - Onitsha Expressway be done on concrete".   He directed that Enugu Section lll - Port-Harcourt expressway by Messrs. CGC Nig Ltd also that the second carriage way be totally done on concrete, "we are safer on concrete in the South East and that's what we are going to be doing" he added.   Umahi frowned at the costing of Ozalla - Isu - Onitsha and additional 3km with bridges to cost fifteen billion naira, he instructed that the work be brought back to be looked at. " I saw the road leading to Ozalla - Isu - Onitsha, I'm very shocked that four bridges and 3km additional road is said to be costing fifteen billion, I believe strongly that there's no other way it will cost us more than three - four billion.   He made it known that contractors should stay aside when budget is too expensive and budgeting process is low because it's unhealthy for the contractor. " What I want to do when a budget is too expensive and budgeting process is very low, the contractors can stay aside like what we are witnessing ten to fifteen years, it's not healthy for the contractor, because he is losing money on equipment and maintaining the work".  "Ogbulafor - Okalagun roads because it was awarded in 2010, the whole shoulders are gone".   Earlier, the contractor while explaining the work, said it will be completed by April 2025 and also that there was no problem of funding. ...

FG Orders the Completion of Carriage Ways Before Working on Spurs... The Honourable Minister of Works, Senator Nweze David Umahi has directed the contractors working on Federal roads in the South East Region to concentrate on the completion of carriageways first before working on the spurs to ensure the speedy completion of the project for use.   He made the declaration at the inspection of the construction of the Enugu – Onitsha Expressway in Enugu and Anambra States by MTN Nigeria Communication Plc, The Rehabilitation of Old Enugu – Onitsha Road (Opi Junction – Ukehe – Okpatu – Awhum, Abor –Udi – Oji to Anambra border and many other road construction projects at the ongoing inspection tours of all the federal roads project going on in the region.   The Minister ordered that the remaining portion of the roads still under construction be done using concrete pavement as he noticed that some of the road shoulders are already cracking because the quality of bitumen in use is of low quality and adulterated.   “I will allow the portions already laid with asphalt but the failing road shoulder should be replaced with concrete carriage, I know what I am saying, the quality of bitumen in this country is low and adulterated. We will not give up the fight till we get to the level where after construction, the road stays for 30 – 50 years before we talk of maintenance” he said.   Umahi maintained that the use of concrete technology in road construction is cheaper, safer and reduces the longer time contractors have to stay on site trying to patch failed portions after the project completion, and that with the use of concrete pavement, no one goes back to check if the road is failing or not because road failure when concrete is in use is laughable.   “It is safer doing it on concrete and cheaper, I believe strongly that when a project is so expensive it keeps the contractor a longer time on site because he will keep delaying to get all his payment meanwhile there is no money to pay him so he keeps staying on site doing nothing.   The Minister directed all contractors that have left their site because of payment to quickly and immediately move back to site or he will terminate the contract noting that the monies released already to the contractors from what he was told is supposed to complete the carriageways before requesting for additional money.   “I am optimistic that the money available will complete the work, come with your bill of quantity so we review it and give you proper directive, move back to site immediately to continue your work within 7 days or I terminate the contractor, you cannot say we are owing you and because of that you stop work” He said”.   Umahi promised the contractors that availability of fund is not going to be a challenge when they do their own part.  He added that he will be meeting with the funding partners and the one being financed through appropriation, all will be given attention.   “You said there is no money to complete the project, it is my duty to chase the debt, it is yours to go back to site.  I guarantee that the money will be paid, I will meet with the financers and we will do what we are supposed to do”.   The Minister demanded that the Director Highways South East, Engr. Bede Obioha brings up the entire project for review to see how they will put ideas together to ensure that all the outstanding projects be completed and be open for usage.   During his briefing, the Operations Manager, Niger Cat Construction Company Ltd. Engr. Fadi Mosaad welcomed the Minister and commended the Minister’s directives on the use of concrete pavement saying it’s going to help considering the soil texture and the terrain of the zone.   The projects visited are: Rehabilitation of old Enugu – Port Harcourt Road (Agbogugu – Abia Border spur to Mmaku, Rehabilitation of Oji – Achi – mmaku – Awgu – Ndeabgor Road section 1 in Enugu State, Construction of Ugwueme – Nenwenta – Mkwe – Ezere – Awunta – Obeagu – Mgbidi Nmaku Road in Enugu State, construction of Enugu – Onitsha Expressway in Enugu and Anambra States, The Rehabilitation of Old Enugu – Onitsha Road (Opi Junction – Ukehe – Okpatu – Awhum, Abor –Udi – Oji to Anambra. ...

NIHTE Inaugurates its Abuja Chapter

...Members pledged to uphold and defend Memorandum and Articles of Association

The Nigerian Institution of Highway and Transportation Engineers (NIHTE) has inaugurated its Abuja Chapter with the aim of upholding and defending the Memorandum and Articles of the Association.

At the inauguration  and investiture  ceremony of the new members in Abuja on Wednesday 4th November,  2020 the National Chairman of the Association,  Engineer Oludayo Oluyemi, FNSE said that the Abuja Chapter would assist the Government  of the Federal Capital Territory and the nation in formulating good policies in the area  of Highway and Transportation Engineering, pointing out that their professionalism would come to bear in FCT Highway development.

He said, “The city of Abuja is very important in the history of Engineering in Nigeria and more particularly in the roles our members here have played in NSE and the infrastructural development in Nigeria."

Continuing, he said that the investiture of the Chairman for the NIHTE Abuja Chapter and its Executive would drive the affairs of the Chapter for two calendar years.

He therefore charged the newly constituted EXCO to serve the society with all their might and be fair to all in the discharge their duties.

According to him, the NIHTE division since its formation six years ago, had made tremendous achievements. " We are poised in keying into the new strategic plan and vision of the Nigerian Society of Engineers," he said.

Delivering his Vote of Thanks, the newly inaugurated Chairman of the Abuja Chapter, Engineer Musa Saidu, FNSE pledged and sworn on behalf of other members the to uphold and defend the Memorandum and Articles of Association of NIHTE.

He added that they would conduct their engineering practices with discipline, sincerity and fairness as well as to show interest in the affairs and welfare of their fellow engineers and members.

Remarks By H.E, Babatunde Raji Fashola, SAN At The 25th Monthly Power Sector Operators Meeting Held In Uyo

I welcome you all once again to our monthly meeting, and I thank our hosts Ibom Power and the Government and people of Akwa Ibom.

I am happy to again chair this month’s meeting because our Power Sector Recovery Programme (PSRP), the set of policies, actions and programmes meant to solve the Power Sector problems, continues to make progress and deliver results.

Over the last one month since our last meeting, I am pleased to report the following progress.

A) Financial: We have secured the World Bank approval for $486 Million TCN transmission expansion funding, while progress is being made with the same bank for the Rural Electrification and Distribution Expansion Funding.

B) Operational: TCN has completed the following sub-station transmission expansion to improve their capacity to supply power to the DisCos : Uyo, Calabar, Keffi, Karu, Abeokuta, Nasarawa to mention a few.

C) Distribution: While it is no longer news that we have reached a 7,000 MW Generation Capacity and have a 5,000 MW Distribution Capacity, what is newsworthy is that in the last month, we have met with Manufacturers Association of Nigeria (MAN), DisCos, and GenCos on how to implement the Eligible Customer Policy and increase connectivity to the 2,000 MW that is available.

The meeting was productive and we are seeing positive responses. Reports reaching me indicate that what is outstanding is an agreement on the tariffs that will be paid by the eligible customer.

In many parts of the country connected to the grid, citizen feedback is positive, even though all the problems are not solved. Citizens acknowledge more power in dry weather, reduced hours of running their generators and reduction in fuel (diesel and petrol) purchase to power generators.

D) Off-Grid Power: In terms of off-grid supply, I am happy to report that citizens are already embracing the mini-grid policy and regulations to provide power for different uses.
    i) In Ogun State, a renewable energy project was completed and commissioned last month.
    ii) In Kano State, I commissioned a 73KW Solar Hybrid System developed by Rumbu Industries to support its mat production in a factory that employs 1,400 people.
    iii) Within the same period in Kano, I inspected the Solar system being deployed in Sabon Gari Market, that has 12,000 shops.  About 3,000 shops have registered, and 486 shops have been connected to cheaper and more efficient solar power. More shops are being wired by 120 technicians employed by the project.
    iv) In Abia State, work has commenced to connect and meter 31,000 shop owners in Ariaria Market to cleaner and more efficient power.
    v) We are moving away from theorizing about power to actual provision of efficient power to support trade and business, especially small and medium enterprises, who are the drivers of our economy.

E) Meter Asset Provider: On the meter supply side, I am happy to announce that NERC has concluded the Regulations that will provide the framework to license a new class of meter asset providers to complement the efforts of DisCos to supply meters to citizens.

Government decision to pursue an out-of-court settlement on a meter contract awarded since 2003, which was held up in Court until 2017, has made available about N39 Billion to kick off this process.

I am aware that Yola DisCo is already positioning to take up 400,000 meters once the contract and process formalities are concluded. I am told that Abuja, Ibadan, Kano, Ikeja and Benin DisCos are also embracing the initiative, which has reserved a 30% local content for the meters to be supplied under the Regulations.

Ladies and Gentlemen, our incremental power initiative is well underway. Some results are manifesting, and the promise of steady power is real. If we persevere, I am certain that we will witness uninterrupted power, which is the final destination of our journey.

But (and this is a big BUT), our journey will not be without difficulties, and some of them are self-made.

Lately, I have read reports that some Generation Companies (GenCos) (not Ibom Power) have gone to court, filing claims against the Government. That is their right and their prerogative. It is better than self-help, and it is consistent with the rule of law, which underpins our democracy.

While they seek refuge in a court of law, they must be ready to face scrutiny in the court of public opinion.

The court of public opinion is a court of conscience and morality. In the court of public opinion, they must be ready to tell the citizens how they felt when other groups went to court to stop the implementation of Tariffs approved by NERC in 2016.

They must explain to this public court whether they went to court before government approved a N701 Billion payment Assurance Guarantee to pay their monthly power bills.

They must disclose to this court that they owed debts, from the pre-Buhari era, because their income had reduced to less than 50%.

They must disclose to this court that they now receive about 80% income, and that this Government is now paying them revenues collected from international customers from the Republics Benin, Niger and Togo, in Dollars, as against the Naira payment they used to receive.

In both courts, they must disclose how they felt when some DisCos went to court to stop the enforcement of Provision of Promissory Notes, which was a condition that denied them access to the CBN NEMSF low interest loans.

They must tell the court of public opinion that the reason for going to court is because Government is making 100% payment to a new GenCo who has a different contract with a Partial Risk Guarantee, which they do not have.

They must also disclose to both courts that they held a meeting with Government and tabled their demands, which Government promised to look into one week before they went to court.

They must, in good conscience, tell the two courts whether one week was enough time, to go to court and whether this action at the time when the sector is making progress does not suggest an intention to blackmail Government and hold the citizens hostage.

Let me say very clearly to all operators that I get reports of many of the clandestine meetings that some of them are holding with a view to disrupt supply for political capital.

I will close by imploring those that are truly ready to run the business they have acquired voluntarily to continue to do so with the assurance of Government support and partnership.

As for those who entered the business without understanding it, please brace up for hard work and help us rebuild this country.

Those who choose to hide temporarily in the courts of law can do so, but the court of public opinion will scrutinize you and its verdict may be very scathing, unkind, and enduring.

I say this because you may not have noticed that Nigerians are increasingly taking their destiny in their hands.

This is the essence of privatization. If you bother to look up and around you, you will see solar panels on rooftops. The mini grid regulations allow them to procure 1MW without license. This is bigger than what many traditional generators supply. There is no law that compels them to take public power.

I am not afraid of the law courts, and will meet you there to vigorously defend our position.
