FG COMMISSIONS REHABILITATED SECTIONS OF GWADA-SHIRORO ROAD, RESTORES CONNECTIVITY AND SAFETY IN NIGER STATE AND BEYOND

The Federal Ministry of Works has officially commissioned the completed critically failed sections of the Gwada–Shiroro Road Section 1 in Niger State, alongside Emergency Repairs of Embankment Washouts and the Construction of a 2-Cell Box Culvert on the same alignment. The projects are part of the 260 Emergency/Special Intervention Projects carried out, nationwide, by the Renewed Hope Administration of His Excellency, President Bola Ahmed Tinubu, GCFR in order to salvage the nation’s road network. It signals a significant milestone in restoring connectivity, safety, and economic activities in the affected areas.

Speaking at the commissioning ceremony, which forms an integral component of a National Media Tour, the Federal Controller of Works (FCW) in Niger State, Engineer Eyitayo Aluko, welcomed members of the Council for the Regulation of Engineering in Nigeria (COREN), Nigerian Society of Engineers (NSE), Civil Society Organisations (CSOs), community leaders, residents, members of the press, and other stakeholders. He informed the gathering that he represents the Honourable Minister of Works, His Excellency, Sen. (Engr.) David Umahi CON, FNSE, FNATE in the State, describing the intervention as “two projects in one.”
Engineer Aluko explained that the ceremony site was previously a critical failure point on the road, where a one-cell pipe culvert had collapsed due to its flawed design and overburdenedness. The collapse of the culvert severely disrupted the movement of people, goods, and services, moving in and out of Gwada town into a major challenge for commuters and residents.

“Before our intervention, movement through Gwada was a nightmare. The pipe cover here was inadequate and eventually collapsed. We had to intervene urgently,” said the Controller. According to him, the Ministry improved the infrastructure by replacing the collapsed one-cell pipe culvert with a two-cell box culvert measuring 2.0m x 2.0m, significantly enhancing water flow capacity and structural stability, and durability. He noted that the project has since been completed and traffic has fully resumed.
In addition to the construction of the culvert, the FCW disclosed that several failed sections of the Gwada–Shiroro Road were rehabilitated to improve travel time, road safety and reduce wear and tear of vehicles. The scope of work included embankment washout remediation, construction of the box culvert, laying of stone base, granular course, and asphalt surfacing.
The projects were awarded to Messrs Wise Spin Limited and Messrs High Dee Construction Limited, and have been substantially completed and put to use.

Also speaking at the occasion, the Representative of COREN, Engineer Dr. Bala Saliu, who is also the Chairman of the Engineering Regulation Committee of COREN, Niger State Chapter, commended the intervention, describing it as professional, timely, and impactful.

“This intervention speaks for itself. The project has been put to use, and you can see the community's happiness. Despite how remote this area is, its economic and social importance cannot be overemphasised,” he further noted.

He added that similar critical areas exist across Niger State and expressed confidence that the Federal Government would continue to intervene to ease the challenges faced by commuters and residents.

The Secretary General, NSE, Minna Branch, Engineer Abubakar Kawu also praised the delivery of the two projects. He described the Gwada–Shiroro Road as a strategic route that required urgent attention.
“This timely intervention has significantly reduced road accidents and increased socioeconomic activities. This road leads to the Shiroro Hydroelectric Power Station, a major contributor to power generation in Nigeria,” he recalled. He further stated that the road rehabilitation would positively impact the power and energy sectors, while affirming that the project meets required engineering standards and professional regulations.

The Mai Anguwa (Ward Head) of the immediate benefiting community, Alhaji Alhassan Zarumi, expressed deep appreciation to the Federal Government for extending the nationwide road intervention initiative to his people. He described the road as a former “death trap” and emphasised its importance as a link to the Shiroro Power Station and other surrounding towns and villages.

“If this place were not repaired, I wonder if we would be passing here today. Now, we can move freely and safely. We thank the Federal Government, the Engineers, and the contractors for a job well done,” he said.

In his remarks before performing the ribbon-cutting ceremony, the Vice Chairman of the Nigeria Union of Journalists (NUJ), Niger State Chapter, Comrade Uriah Tsado Gana, thanked President Tinubu and the Minister of Works for ensuring the successful completion of the project.

The Team visited ongoing works on the Bida–Lemu–Wushishi–Zungeru Road, Phase 1, which commences from Yesso Junction in Bida Town to Yazhigi. Giving an update on the progress of work, the FCW revealed that the road shoulders are being constructed with 200mm thick concrete, and that approximately 16 kilometers of asphaltic binder course have been completed out of the 29.5-kilometer project length - representing about 40 percent completion. He added that the contractor is actively on site and is expected to complete the binder course within the next two months, after which the asphaltic wearing course will be applied.

The Project Manager of Gerawa Global Engineering Limited, Engineer Adam S. Adam, corroborated the update and highlighted initial challenges faced during project execution, including security concerns and attempted kidnappings. He disclosed that with the support of the Ministry, community leaders, and security stakeholders, these issues have been fully resolved and work is ongoing. “We are now working day and night. The problems have been resolved completely, and the quality of work speaks for itself,” he stated.

Also present was the NSE official, Engineer Aliyu, who attested to the project’s compliance with engineering standards and professional ethics, giving kudos to the company handling the work.

The Ministry continues to demonstrate its commitment to enhancing national road infrastructure with the execution of major highway projects across Niger State, aimed at improving connectivity between the Northern and Southern parts of the country, guaranteeing safety, and enabling socio-economic development. Another strategic project underway in the State is the Jebba–Mokwa–Bokani Junction Road (Section II), which forms part of the Trans-Sahara Road Network, linking Lagos in the South West geopolitical zone to Northern Nigeria through Kwara State.

The route is a vital artery that carries heavy volumes of articulated traffic on a daily basis. And the project is redesigned as a Dual Carriageway with a pavement structure consisting of 7.3-metre-wide asphaltic concrete carriageways on each side, complemented by 3.0m and 2.75m wide surface-dressed shoulders. The pavement layers include a 200mm thick sub-base, 275mm stone base, and two asphaltic concrete layers of 75mm binder course and 50mm wearing course.

The road section commences at the northern end of the River Niger Bridge in Jebba and terminates at the Bokani Junction, with a total length of 46.0 kilometres. It involves the construction of an additional carriageway that intersects the existing one at various alignments, traversing farmlands, settlements, and diverse terrains, including hills, valleys, streams, and ridges. Interchanges will also be constructed at major intersections to facilitate free-traffic flow. The project is being executed by Messrs CGC (Nigeria) Limited.

In addition, the Federal Government is presently rehabilitating the Minna–Zungeru–Tegina Road (Section I), also a major transportation link connecting Northern and Southern Nigeria and a vital route for the movement of industrial and agricultural goods. The road has suffered severe deterioration over the years, characterized by deep potholes, failed carriageway sections, frequent accidents, and prolonged travel time.

Section I of the project stretches 94.987 kilometres from Minna to Tegina, comprising a 10.90km dualised urban section within Minna town and an 84.087-kilometre single carriageway through inter-urban and non-urban areas. The scope of work includes the rehabilitation of the single-carriageway sections and overlay of the existing dual carriageway, which remains in fair condition. The road traverses about eighteen communities, including Maikonlele, Kuyi, Gusase, Zungeru, Akusu, Garum Gabas, and Gatako, terminating at Tegina.

The existing infrastructure includes several pipe and box culverts, as well as seven bridges, many of which are slated for repair and maintenance due to siltation and structural degradation. The project is being handled by Messrs Develevo (Nigeria) Limited in partnership with Messrs HMF Construction Limited.

Similarly, Section II of the Minna–Zungeru–Tegina Road, covering the Tegina–Kontagora axis, is also receiving intervention. This section is a single carriageway extending from Tegina to Kontagora, with its zero chainage at a Y-Junction off the Mokwa–Makera–Kaduna State border road and terminating at the Kontagora roundabout. The road passes through several semi-rural communities, including Gimi, Babban Gona, Mariga, Bobi, Beri, Tungan Ahmadu, Tadali, and Machanga.

The existing carriageway, though originally constructed to standard specifications, has suffered erosion of shoulders and deterioration of pavement in several sections. The project includes the replacement of substandard culverts, desilting of existing drainage structures, and maintenance works on six bridges along the corridor to ensure structural integrity and improved hydraulic performance. The contractor handling this section is Glamor Engineering Nigeria Limited.

Upon completion, these projects are expected to significantly reduce road accidents, shorten travel time, improve the movement of goods, both industrial and agricultural, and strengthen economic activities across Niger State and its neighbours. The Administration remains committed to delivering quality road infrastructure that enablers of national growth and improves the quality of life of Nigerians. Road users, members of the benefiting communities along the corridors visited, and different stakeholders were full of praises to Mr. President’s infrastructure renaissance.

Works Minister Committed to Speedy and Quality Delivery of Road Infrastructure Nationwide, Says The Policy of No VOP on Mobilization is a Measure to Ensure Value for Money and Timely Completion of Projects 1. The Honourable Minister of Works. His Excellency, Sen. Engr Nweze David Umahi CON has restated the commitment of the Federal Government under the Renewed Hope administration of His Excellency, President Asiwaju Bola Ahmed Tinubu GCFR in ensuring that all the Federal Road projects are executed speedily and delivered in best standards. The Honourable Minister gave this assurance during his inspection visit to the rehabilitation work at Enugu- Port Harcourt dual carriageway section 4( Aba-PH) executed by China Civil Engineering Construction Corporation Ltd(CCECC).He commended the contractor handling the project for showing purposefulness, and he therefore announced the revocation of the warning letter issued to CCECC a fortnight ago over their delay in mobilizing to the site despite the government's directive."The warning letter given to CCECC for slow pace of work is hereby revoked. The new pace of work is excellent, the job quality is excellent, and the Controller sends me progress reports every day. " 2. The Honourable Minister, who also inspected the Rehabilitation and Reconstruction of Enugu- Port Harcourt dual carriageway section 2 ( Umuahia Tower- Aba Township Rail/ Road) in Abia State, handled by the Arab Contractors; the East West Road section 111( Eleme-Onne junction) in Rivers State handled by Reynolds Construction Company Nigeria Ltd; the Rehabilitation of Enugu- Port Harcourt Expressway Section 3( Enugu -Lokpanta) in Enugu State handled by CGC, said he was impressed by the progress of work on the respective projects. He said of RCC" I want to commend RCC openly and with all sincerity. I will also take the quality of work going on to Mr. President because he directed me. I was just barely one week in office when he directed me to go and flag off this project because the leaders of Niger Delta came to visit him, and they complained bitterly about the road. " He spoke of the good job by the Arab Contractors and said," I am very happy that the Arab Contractors has done a good job. I commend the contractor. Anybody who wants to see a good job should come here. The Controller of Abia State is doing extremely well together with his engineers." While at the CGC project site, he said, "I have seen the work they are doing, they are doing a very beautiful work. The job quality is very good and the speed is also very good. They are among the contractors that have the highest number of equipment in any of their project sites. So I commend them very highly. " 3. The contractors who spoke during the inspection visit to their respective projects said they were committed to the new order in road infrastructure development in Nigeria and assured the Honourable Minister that they would ensure quality and speed in the delivery of their road projects. The Project Manager of CCECC in charge of Enugu- Port Harcourt Expressway, Mr Henry Shaw said, "I am going to assure you that the Honourable Minister, His Excellency is a professional Engineer with a great difference. Works Minister Visits Zamfara Governor, Says Dualisation of Zaria - Gusau - Sokoto Highway on Course …..Umahi says no variation on 30% mobilization advanced to contractors “Mr. President has not stopped the dualization of Zaria - Gusau - Sokoto highway rather, the projects will be completed, and the design would even be improved upon.” “There were rumors that Mr. President has stopped this project and even the NNPCL tax credit; that is not the truth at all. In fact, he has given more life to the tax credit of NNPCL.” Adding “though the NNPCL projects are not funded by NNPC 100 percent. We still have a funding gap of over N2.7 trillion to get them completed”. The Honourable Minister of Works, Sen. Engr. Nweze David Umahi, CON, made the disclosure today at Government House Gusau when he paid a courtesy call on the Governor of Zamfara State, Dauda Lawal. Affirming the position of the Federal Government, he said “Mr. President has approved that we should take the funding gap to the National Assembly for approval. So, it's not just committed to the commitment of NNPC, but it's committed to the entire completion of the projects. Continuing, he said “he is the one that has asked us to visit this project, just like other ones, they are very important and key to Mr. President. Commending the contractor handling the Sokoto - Gusau road, Sen. Umahi said “we have not seen everything they are doing, but the little we've seen is excellent. in fact, that project, the neatness and quality looks excellent”. Explaining the delay in the progress of work, Sen. Umahi disclosed that “my directive was what slowed down the job. But I have redirected having come and examined the projects.”, he reassured his audience.” On the issue of payment of compensation to those affected by the dualization of the roads, the Honourable Minister called on the relevant State Government to follow the commitment of Sokoto State which has agreed to settle all payments regarding compensation to the people concerned. Meanwhile, the Honourable Minister, while speaking to some journalists along the Gusau - Funtua Road, after inspecting the ongoing work by Setraco, warned contractors that there would be no variation on 30% mobilisation advanced to them. According to him “the contractors must know that I will never pay variation on mobilized funds or works that are delayed.” “Because if we do not obey the timetable, inflection and time will catch up with us.” Stressing “it’s the Federal Government that is losing. That's why if we have little money to complete the project and we prolong it, then the Federal Government is unable to further source for funds”, he reasoned. During his remarks, the Governor of Zamfara State, praised the vision of President Bola Tinubu for the road sector, noting the commitment of the Honourable Minister has truly helped to realize Mr. President’s goals. He expressed his joy about the news that the construction of the Zaria - Gusau - Sokoto was still on course. He therefore pledged the support of his administration to the Federal Government, while requesting Sen. Umahi to look into the rehabilitation of Gusau-Dansadau road. Sen. Inspection of Ongoing Federal Roads Rehabilitation in Northwest Zone: We Know Concrete Road Technology Will Be A Huge Success, Says Works Minister …..BUA Cement restates commitment to reduction in price We know that concrete road technology is going to be a huge success for the benefit of our people, says the Honourable Minister of Works, Sen. Engr. Nweze David Umahi, CON. According to him, we are sure that utilizing concrete road technology is the right decision and so we have not made any mistakes insisting that concrete road technology should take its root, especially in some of these key projects.” The Honourable Minister disclosed this today in Sokoto while fielding questions from journalists after the inspection BUA Cement facility which is part of his inspection of ongoing rehabilitation of highways in Sokoto State. Speaking on his visit to the State, Sen. Umahi disclosed that “first, I'm here to inspect as you know, a very ambitious road project being embarked upon by His Excellency, the President of the Republic of Nigeria, Senator Tinubu Ahmed. He added that the Federal Government was “constructing 372 kilometers of roads, multiplied by two, which means its dualization. One road is an existing one, which we are doing complete rebuilding, and then a brand-new road, again, of 372; a total of 744 km roads. The Honourable Minister revealed that “Mr. President wants this road very fast, but wasn't too sure if we can get the volume of cement to use. So, we are constructing the first 372 kilometers running from Kaduna, Zaria, Zamfara, to Sokoto, with asphalt as the carriageway, and then the shoulders will be concrete”. Adding that “but the entire new lane, carriageway, will be constructed with concrete.” Stressing the agenda of President Tinubu for the road sector, Sen. Umahi reiterated that “I know very well that Mr. President's still desires that the public should get something much better. And he's giving all the support, so we still expect that you will fulfill the promise you made to Mr. President as we're going back to the status quo so that the public can benefit. “The very massive housing project Mr. President has embarked upon will definitely see the light of the day. And also, the massive road construction Mr. President has embarked upon will also benefit from this initiative.” Commenting on his impression of facility tour of BUA Cement, Sen Umahi said “So we have gone there, we have seen, and it's quite amazing, the complexity of the cement factory of BUA in Sokoto.” “We saw very organized industrial setup, no single dust. There was no need to use a nose mask. There was no loitering of workers, everything being in automation.” While speaking to journalists about the cooperation of BUA Group with the Federal Government on the reduction of price of cement, the Group Executive Director, BUA Cement, Alhaji Kabir Rabiu while thanking the Minister, told them his company stands by their commitment made to the Federal Government two weeks ago. He said further that “then we gave a commitment, not only on the pricing, but also on additional capacity to go to the market, reassuring that with 165 additional trucks on a daily basis from our Sokoto cement allotment, we're putting almost 400 trucks by day of cement into the market.” “We believe this additional capacity is going to have a serious positive effect on the supply and demand issue in the country, he emphasized. He reaffirmed that “we also gave in our commitment that we don't believe cement should sell more than 7,000 Naira anywhere in Nigeria. He thus promised that “we will continue to do our best to support this administration, to support Mr. President's agenda in ensuring that Nigerian economy is back on its feet and is doing so much better than it is doing at the moment.” On his part, the Senate Chairman of Committee on Housing, Senator Aminu Tambuwal noted that cement product is very critical and a major component towards delivery of housing projects by the Federal Government by state governments and even by the private sector in our country. FG Opens Bid On Highway Development and Management Initiative (HDMI)

The Federal Ministry of Works and Housing will officially open the bid for *Value Added Concession* under the Highway Development and Management Initiative (HDMI) on *Tuesday, June 1st, 2021 at 11a.m West African Time. * The bid will be witnessed by the *Infrastructure Concession Regulatory Commission (ICRC), * other interested partners and stakeholders.

It will be recalled that Honourable Minister of Works and Housing Mr. Babatunde Raji Fashola SAN, received the *Certificate of Compliance* for the *Outline Business Case* for the HDMI in December 2020, followed by the official launching of the *E-portal (https://hdmi.worksandhousing.gov.ng)* by the Honourable Minister on 29th March, 2021.

Applications were received from interested prospective concessionaires in response to the *Request for* *Qualification (RfQ )* and the bid will be opened on the *1st June, 2021*.

The Highway Development and Management Initiative was created by the Ministry of Works and Housing to develop and manage the Federal Road network through *sustainable Private Sector investment*, maximizing the use of assets along *the right of way*.

The twelve roads to be concessioned under the first phase of the HDMI are:

Remarks By H.E President Muhammadu Buhari At The Meeting With Mr Joe Kaeser, Ceo/President Siemens AG At The State House On Monday 22nd July 2019

1. Thank you all for coming today and for the roles you have all played in planning what we hope will be a significant project to dramatically improve the quality of our electricity supply.

2. I recall my meeting in late August, last year, with Chancellor Merkel here in Abuja, when both our Governments committed to future cooperation to support economic growth and development in Nigeria. We were clear that fixing the power sector was a key priority for this administration.

3. It was during that event that Mr Joe Kaeser, CEO of Siemens AG committed to working with Nigeria to develop a feasible roadmap to modernise our electricity grid with support from the German Government.

4. We all know how critical electricity is to the development of any community or indeed any nation. And in Nigeria, whilst we are blessed to have significant natural gas, hydro and solar resources for power generation, we are still on the journey to achieving reliable, affordable and quality electricity supply necessary for economic growth, industrialization and poverty alleviation.

5. Ladies and Gentlemen, there have been many attempts at solving the electricity problem in our country. Previous Governments have explored State funded solutions through the ill prepared National Independent Power Projects. They also explored the installation of large emergency power projects. There was also the partial privatization of the power generation and distribution sectors.

6. These various interventions to solving the electricity problem have yielded an imbalance between the amount of power generated and the amount available for consumers. Despite over 13,000 megawatts of power generation capacity, only an average of 4,000 megawatts reliably reaches consumers.

7. Now, we have an excellent opportunity to address this challenge.

8. This Government’s priority was to stabilise the power generation and gas supply sector through the Payment Assurance Facility, which led to a peak power supply of 5,222 MW. Nonetheless, the constraints remained at the transmission and distribution systems.

9. This is why I directed my team to ask Siemens and our Nigerian stakeholders to first focus on fixing the transmission and distribution infrastructure – especially around economic centres where jobs are created.

10. Whilst it was evident that more needed to be done to upgrade the sub-transmission and distribution system, our Government was initially reluctant to intervene as the distribution sector is already privatised.

11. I am therefore very pleased with the positive feedback from private sector owners of the distribution companies, who have all endorsed Government’s intervention to engage Siemens on this end-to-end plan to modernise the electricity grid.

12. Our goal is simply to deliver electricity to Nigerian businesses and homes. My challenge to Siemens, our partner investors in the Distribution Companies, the Transmission Company of Nigeria and the Electricity Regulator is to work hard to achieve 7,000 megawatts of reliable power supply by 2021 and 11,000 megawatts by 2023 – in phases 1 and 2 respectively.

13. After these transmission and distribution system bottlenecks have been fixed, we will seek – in the third and final phase – to drive generation capacity and overall grid capacity to 25,000 megawatts.

14. With our strong commitment to the development of Mambilla Hydroelectric and the various solar projects under development across the country, the long-term power generation capacity will ensure adequate energy mix and sustainability in the appropriate balance between urban and rural electrification.

15. Our intention is to ensure that our cooperation is structured under a Government-to-Government framework. No middlemen will be involved, so that we can achieve value for money for Nigerians. We also insist that all products be manufactured to high quality German and European standards and competitively priced.

16. This project will not be the solution to ALL our problems in the power sector. However, I am confident that it has the potential to address a significant amount of the challenges we have faced for decades.

17. Ladies and Gentlemen, it is our hope that as the power situation improves, we will improve investor confidence, create jobs, reduce the cost of doing business and encourage more economic growth in Nigeria.

18. I thank you for coming today, particularly those of you who have had to come from outside Nigeria. I wish you all safe stay in Abuja and safe journeys back home.
