95% OF NIGERIANS DEPEND ON ROAD TRANSPORT — PERMANENT SECRETARY The Permanent Secretary, Federal Ministry of Works, Engr. Olufunsho Adebiyi, FNSE, has disclosed that approximately 95 percent of Nigerians rely on road transport for their movement and the transportation of goods and services across the country. Engr. Adebiyi made this known, while delivering his Address at the 30th Meeting of the National Council on Works, which opened today, 3rd November 2025, at the Adetiloye Hall, Trade Fair Complex, Ado-Ekiti, Ekiti State. He explained that despite the development of other modes of transportation such as rail, air, and water, road transport remains the dominant means of mobility in Nigeria — a situation that places enormous pressure on the nation’s road infrastructure. “The resultant effect is heavy traffic volume and rapid deterioration of our pavements caused by heavy-duty vehicles and cargo movements,” he stated. The Permanent Secretary emphasised that the completion and effective utilisation of the national rail network would significantly reduce road congestion, improve safety, and enhance economic efficiency. “If rail transport becomes fully operational and reliable, many Nigerians would prefer to travel by train. It is cheaper, safer, faster, and less stressful,” he disclosed. Engr. Adebiyi expressed appreciation to the Governor of Ekiti State, His Excellency, Mr. Biodun Abayomi Oyebanji, for hosting the milestone event and for the warm hospitality extended to delegates. He noted that holding the Council meeting in Ado Ekiti was symbolic, as it provides an opportunity to showcase the state’s infrastructure development strides. He also lauded the Honourable Minister of Works, Sen. (Engr.) David Umahi, CON, FNSE, FNATE, and the Honourable Minister of State for Works, Bello M. Goronyo, Esq., for their exceptional leadership and untiring commitment to improving the nation’s road network, ensuring transparency in project implementation and management, and upholding professional standards in engineering practice. The theme of the 30th National Council on Works, “Discipline, Transparency, and Innovation in Engineering Practice,” underscores the Federal Government’s resolve to entrench integrity, accountability, and creativity in infrastructure management and delivery. According to Engr. Adebiyi, the theme reflects the nation’s commitment to ensuring value for money in public projects through ethical practices, openness in procurement, and the adoption of modern technologies to achieve durable and sustainable infrastructure. He further called on all delegates and other stakeholders to engage in constructive deliberations during the Technical Sessions to develop practical strategies that will enhance service delivery, strengthen institutional capacity, and promote economic diversification through efficient road networks. The meeting brought together Commissioners for Works from all the 36 States of the Federation and the Federal Capital Territory (FCT), Permanent Secretaries, Directors, representatives of professional bodies, contractors, and other key stakeholders in the works and infrastructure sectors. In her remarks, the Director of Planning, Research and Statistics, Federal Ministry of Works, Mrs. Emily I. Sounde, also expressed heartfelt appreciation to the Government and good people of Ekiti State for hosting this important national event in such a calm, secure, and beautiful environment. She described Ekiti State as “a wonderful land, where nature’s beauty meets tranquility,” noting that the hospitality extended to delegates made the state a truly fitting venue for this year’s Council meeting. Mrs. Sounde emphasised that the National Council on Works remains a veritable platform for formulating policies and strategies that guide the growth and performance of Nigeria’s infrastructure sector. She reaffirmed the Ministry’s commitment to evidence-based policy formulation, robust data systems, continuous research, and stakeholder engagement — all in line with national priorities and global best practices. She encouraged delegates to use the opportunity of the forum to evaluate current policies, identify implementation gaps, and propose actionable strategies to improve service delivery and sustainability in the works sector. The Director further commended the Honourable Ministers of Works, the Permanent Secretary, and all delegates for their leadership, vision, and dedication to advancing the nation’s infrastructure development. Speaking earlier, the Director of Civil Engineering, Ekiti State Ministry of Works, Engr. B. J. Oke, reaffirmed the State Government’s commitment to ethical governance, transparent procurement processes, and sustainable infrastructure delivery. WORKS MINISTER ALLAYS FEAR ABOUT THE STATE OF BRIDGES IN LAGOS, SAYS NO NEED TO WORRY * Umahi orders relocation of those cooking under Carter bridge The Honourable Minister of Works, Sen. Engr. Nweze David Umahi, CON, has allayed the fear of road users in Lagos about the integrity of the Third Mainland bridge, Eko and Carter bridges, saying “there is no need to worry.” Explaining the work to be done , he said “Some of the elements which are defective are going to be fixed. But there's nothing to worry about. We are going to reinstate those defective slabs with the new the design.” Speaking to journalists Wednesday after the joint assessment tour of the three bridges in company of the Honourable Minister of Finance and Coordinating Minister of the Economy, Wale Edun, the Minister explained that “over the years, after the construction of the bridge, there was no serious maintenance,” He therefore assured that the failure of the bridge would be addressed. “So, we are working on the problems about the bridges.” On the state of the Lagos shoreline, Sen. Umahi stressed that the shore protection on the marina needs urgent attention, noting that the Lagos railway project, the blue line might be threatened if nothing is done to address the matter. At the end of the exercise in Lagos, the Ministers who agreed there was need for rehabilitation work to be carried out, noting that the impact created by the current of water under the bridges and on the shoreline need intervention. On the ongoing rehabilitation of the third mainland bridges, the Minister revealed that some comprehensive works would be done especially in area of provision of street lights on and under the bridge and installation of CCTV. While praising the work being done by the Contractor, he assured that the bridge would be opened to road users soon. On his part, the Minister of Finance and Coordinating Minister of the Economy, Wale Edun commended the Minister of Works and his team of officials for their efforts at rehabilitating the roads and bridges as he described them as very important for economic development. While answering questions from reporters, the Minister disclosed that the Federal Government was looking to raise revenue to finance infrastructure, pointing out that “what we are targeting and working towards is a 77% increase in internally generated revenue for the Federal Government. So that is where the funding particularly is going to come from”, he submitted. Meanwhile, during the inspection tour, the Works Minister upon citing those cooking under the Carter bridge, ordered that security be mobilised to stop the menace, adding that they be relocated immediately to avoid any serious damage to the health of the bridge. In continuation of the inspection of Federal road projects in Lagos, the two Ministers also visited the Lagos - Calabar coastal highway and met with the contractor to review progress work on the project. The project when completed is expected to go through the shoreline linking Lagos with Calabar . WORKS, FINANCE MINISTERS UNDERTAKE INSPECTION OF ONGOING REHABILITATION OF THIRD MAINLAND BRIDGE The Honourable Minister of Works, Sen. Engr. Nweze David Umahi, CON, and his counterpart, the Minister of Finance and Coordinating Minister of the Economy, Chief Wale Edun have undertaken the inspection of the ongoing rehabilitation of the Third Mainland bridge in Lagos. While Inspecting the ongoing rehabilitation work this Tuesday, the Ministers took time to examine different aspects of the rehabilitation work, commending the contractor, Messrs CCECC for their good efforts so far. Sen. Umahi particularly gave good attention to the ongoing relaying of asphalt pavements of the bridge which commenced at the Owornshoki end of the 11.8kn bridge, noting the quality of work by the contractor, encouraging them to maintain the quality of work. On the installation of the solar based street lights and the CCTV cameras on the 3rd mainland, Engr Umahi described solar lights as very useful and will be strategic for road users. He however told the contractor to ensure the right quality materials are utilised to ensure value for money. WORKS MINISTER DEBUNKS CLAIM OF FRAUDULENT PAYMENT OF FUNDS TO A MICTOFINANCE BANK, SAYS IT IS A DISTRACTION * To work with Governors to certify job completion before payment to contractors The Honourable Minister of Works Sen. Engr. Nweke David Umahi, CON, has debunked the claim that funds for construction of roads was fraudulently paid into a Microfinance Bank contrary to extant regulations. According to the Honourable Minister, “Let me also use the opportunity to debunk something that is ongoing in the social media. I don't know what they call the group, Is it Tracta Budgit or something which claims they're monitoring the budget of federal government; said that we paid 8.7 billion to the microfinance bank. Speaking to some journalists today in Rivers State during the inspection of the Enugu-Port Harcourt dual carriageway being reconstructed by Arab Contractors Ltd, Sen. Umahi disclosed that the organisation “went ahead and said, that the 8.7 billion were paid against a number of projects in Ekiti State, in Kaduna State, Kastina State and Borno State between June and September, 2023. The Honourable Minister while debunking further the erroneous claim by Tracka Budgit stated that as at June 2023, “he was in the Senate. So, if they are correct, it means the contracts would have been awarded while I was still a Governor, so not a minister.” Concerning the payments to a Microfinance bank, the Minister explained that as at July, “I was in the Senate Up to the 20th of August”. He, however explained concerning the payments to a Microfinance Bank that “when a contractor has done his or her work, the money becomes his money. He can say pay it to any bank of his choice." Sen. David Umahi described as very mischievous the claim by the organisation stating that they should have investigated “whether the job was done, that is the only right they have. But they don't have the right to say where a contractor will say his money will be paid. He submitted therefore that “whether it's paid in microfinance bank or macrofinance bank, what is paramount to establish if the funds were rightly paid for good work done.” The Honourable Minister averred that it was an attempt to distract his commitment to delivering on the Renewd Hope Agenda of President Tinubu for the road sector development in Nigeria. “And so, it's just a distraction. And then, some of the bank contractors are using them to fight back. But I refuse to be distracted, he restated. On his efforts to ensure quality delivery of road projects through partnership with the States, Sen. Umahi said “let me also say that in all the states, it's our policy that the state governors, through their appointed officials, must mark off any project, especially the emergency, palliative projects. According to him “when a contractor has completed a job, no matter how big it is, my advice is for the state governor to come to the site and look at it and then mark off the job before he gets to office for payment. He strongly affirmed that “Where this procedure is not done, I will not sign any generated certificate”. ...
FG Opens Bid On Highway Development and Management Initiative (HDMI)
The Federal Ministry of Works and Housing will officially open the bid for *Value Added Concession* under the Highway Development and Management Initiative (HDMI) on *Tuesday, June 1st, 2021 at 11a.m West African Time. * The bid will be witnessed by the *Infrastructure Concession Regulatory Commission (ICRC), * other interested partners and stakeholders.
It will be recalled that Honourable Minister of Works and Housing Mr. Babatunde Raji Fashola SAN, received the *Certificate of Compliance* for the *Outline Business Case* for the HDMI in December 2020, followed by the official launching of the *E-portal (https://hdmi.worksandhousing.gov.ng)* by the Honourable Minister on 29th March, 2021.
Applications were received from interested prospective concessionaires in response to the *Request for* *Qualification (RfQ )* and the bid will be opened on the *1st June, 2021*.
The Highway Development and Management Initiative was created by the Ministry of Works and Housing to develop and manage the Federal Road network through *sustainable Private Sector investment*, maximizing the use of assets along *the right of way*.
The twelve roads to be concessioned under the first phase of the HDMI are:

Remarks By H.E President Muhammadu Buhari At The Meeting With Mr Joe Kaeser, Ceo/President Siemens AG At The State House On Monday 22nd July 2019
1. Thank you all for coming today and for the roles you have all played in planning what we hope will be a significant project to dramatically improve the quality of our electricity supply.
2. I recall my meeting in late August, last year, with Chancellor Merkel here in Abuja, when both our Governments committed to future cooperation to support economic growth and development in Nigeria. We were clear that fixing the power sector was a key priority for this administration.
3. It was during that event that Mr Joe Kaeser, CEO of Siemens AG committed to working with Nigeria to develop a feasible roadmap to modernise our electricity grid with support from the German Government.
4. We all know how critical electricity is to the development of any community or indeed any nation. And in Nigeria, whilst we are blessed to have significant natural gas, hydro and solar resources for power generation, we are still on the journey to achieving reliable, affordable and quality electricity supply necessary for economic growth, industrialization and poverty alleviation.
5. Ladies and Gentlemen, there have been many attempts at solving the electricity problem in our country. Previous Governments have explored State funded solutions through the ill prepared National Independent Power Projects. They also explored the installation of large emergency power projects. There was also the partial privatization of the power generation and distribution sectors.
6. These various interventions to solving the electricity problem have yielded an imbalance between the amount of power generated and the amount available for consumers. Despite over 13,000 megawatts of power generation capacity, only an average of 4,000 megawatts reliably reaches consumers.
7. Now, we have an excellent opportunity to address this challenge.
8. This Government’s priority was to stabilise the power generation and gas supply sector through the Payment Assurance Facility, which led to a peak power supply of 5,222 MW. Nonetheless, the constraints remained at the transmission and distribution systems.
9. This is why I directed my team to ask Siemens and our Nigerian stakeholders to first focus on fixing the transmission and distribution infrastructure – especially around economic centres where jobs are created.
10. Whilst it was evident that more needed to be done to upgrade the sub-transmission and distribution system, our Government was initially reluctant to intervene as the distribution sector is already privatised.
11. I am therefore very pleased with the positive feedback from private sector owners of the distribution companies, who have all endorsed Government’s intervention to engage Siemens on this end-to-end plan to modernise the electricity grid.
12. Our goal is simply to deliver electricity to Nigerian businesses and homes. My challenge to Siemens, our partner investors in the Distribution Companies, the Transmission Company of Nigeria and the Electricity Regulator is to work hard to achieve 7,000 megawatts of reliable power supply by 2021 and 11,000 megawatts by 2023 – in phases 1 and 2 respectively.
13. After these transmission and distribution system bottlenecks have been fixed, we will seek – in the third and final phase – to drive generation capacity and overall grid capacity to 25,000 megawatts.
14. With our strong commitment to the development of Mambilla Hydroelectric and the various solar projects under development across the country, the long-term power generation capacity will ensure adequate energy mix and sustainability in the appropriate balance between urban and rural electrification.
15. Our intention is to ensure that our cooperation is structured under a Government-to-Government framework. No middlemen will be involved, so that we can achieve value for money for Nigerians. We also insist that all products be manufactured to high quality German and European standards and competitively priced.
16. This project will not be the solution to ALL our problems in the power sector. However, I am confident that it has the potential to address a significant amount of the challenges we have faced for decades.
17. Ladies and Gentlemen, it is our hope that as the power situation improves, we will improve investor confidence, create jobs, reduce the cost of doing business and encourage more economic growth in Nigeria.
18. I thank you for coming today, particularly those of you who have had to come from outside Nigeria. I wish you all safe stay in Abuja and safe journeys back home.
