FG COMMISSIONS REHABILITATED SECTIONS OF GWADA-SHIRORO ROAD, RESTORES CONNECTIVITY AND SAFETY IN NIGER STATE AND BEYOND 

The Federal Ministry of Works has officially commissioned the completed critically failed sections of the Gwada–Shiroro Road Section 1 in Niger State, alongside Emergency Repairs of Embankment Washouts and the Construction of a 2-Cell Box Culvert on the same alignment. The projects are part of the 260 Emergency/Special Intervention Projects carried out, nationwide, by the Renewed Hope Administration of His Excellency, President Bola Ahmed Tinubu, GCFR in order to salvage the nation’s road network. It signals a significant milestone in restoring connectivity, safety, and economic activities in the affected areas.

Speaking at the commissioning ceremony, which forms an integral component of a National Media Tour, the Federal Controller of Works (FCW) in Niger State, Engineer Eyitayo Aluko, welcomed members of the Council for the Regulation of Engineering in Nigeria (COREN), Nigerian Society of Engineers (NSE), Civil Society Organisations (CSOs), community leaders, residents, members of the press, and other stakeholders. He informed the gathering that he represents the Honourable Minister of Works, His Excellency, Sen. (Engr.) David Umahi CON, FNSE, FNATE in the State, describing the intervention as “two projects in one.”
Engineer Aluko explained that the ceremony site was previously a critical failure point on the road, where a one-cell pipe culvert had collapsed due to its flawed design and overburdenedness. The collapse of the culvert severely disrupted the movement of people, goods, and services, moving in and out of Gwada town into a major challenge for commuters and residents.

“Before our intervention, movement through Gwada was a nightmare. The pipe cover here was inadequate and eventually collapsed. We had to intervene urgently,” said the Controller. According to him, the Ministry improved the infrastructure by replacing the collapsed one-cell pipe culvert with a two-cell box culvert measuring 2.0m x 2.0m, significantly enhancing water flow capacity and structural stability, and durability. He noted that the project has since been completed and traffic has fully resumed.
In addition to the construction of the culvert, the FCW disclosed that several failed sections of the Gwada–Shiroro Road were rehabilitated to improve travel time, road safety and reduce wear and tear of vehicles. The scope of work included embankment washout remediation, construction of the box culvert, laying of stone base, granular course, and asphalt surfacing.
The projects were awarded to Messrs Wise Spin Limited and Messrs High Dee Construction Limited, and have been substantially completed and put to use.

Also speaking at the occasion, the Representative of  COREN, Engineer Dr. Bala Saliu, who is also the Chairman of the Engineering Regulation Committee of COREN, Niger State Chapter, commended the intervention, describing it as professional, timely, and impactful.

“This intervention speaks for itself. The project has been put to use, and you can see the community's happiness. Despite how remote this area is, its economic and social importance cannot be overemphasised,” he further noted.

He added that similar critical areas exist across Niger State and expressed confidence that the Federal Government would continue to intervene to ease the challenges faced by commuters and residents.

The Secretary General, NSE, Minna Branch, Engineer Abubakar Kawu also praised the delivery of the two projects. He described the Gwada–Shiroro Road as a strategic route that required urgent attention.
“This timely intervention has significantly reduced road accidents and increased socioeconomic activities. This road leads to the Shiroro Hydroelectric Power Station, a major contributor to power generation in Nigeria,” he recalled. He further stated that the road rehabilitation would positively impact the power and energy sectors, while affirming that the project meets required engineering standards and professional regulations.

The Mai Anguwa (Ward Head) of the immediate benefiting community, Alhaji Alhassan Zarumi, expressed deep appreciation to the Federal Government for extending the nationwide road intervention initiative to his people. He described the road as a former “death trap” and emphasised its importance as a link to the Shiroro Power Station and other surrounding towns and villages.

“If this place were not repaired, I wonder if we would be passing here today. Now, we can move freely and safely. We thank the Federal Government, the Engineers, and the contractors for a job well done,” he said.

In his remarks before performing the ribbon-cutting ceremony, the Vice Chairman of the Nigeria Union of Journalists (NUJ), Niger State Chapter, Comrade Uriah Tsado Gana, thanked President Tinubu and the Minister of Works for ensuring the successful completion of the project.

The Team visited ongoing works on the Bida–Lemu–Wushishi–Zungeru Road, Phase 1, which commences from Yesso Junction in Bida Town to Yazhigi. Giving an update on the progress of work, the FCW revealed that the road shoulders are being constructed with 200mm thick concrete, and that approximately 16 kilometers of asphaltic binder course have been completed out of the 29.5-kilometer project length - representing about 40 percent completion. He added that the contractor is actively on site and is expected to complete the binder course within the next two months, after which the asphaltic wearing course will be applied.

The Project Manager of Gerawa Global Engineering Limited, Engineer Adam S. Adam, corroborated the update and highlighted initial challenges faced during project execution, including security concerns and attempted kidnappings. He disclosed that with the support of the Ministry, community leaders, and security stakeholders, these issues have been fully resolved and work is ongoing. “We are now working day and night. The problems have been resolved completely, and the quality of work speaks for itself,” he stated.

Also present was the NSE official, Engineer Aliyu, who attested to the project’s compliance with engineering standards and professional ethics, giving kudos to the company handling the work.

The Ministry continues to demonstrate its commitment to enhancing national road infrastructure with the execution of major highway projects across Niger State, aimed at improving connectivity between the Northern and Southern parts of the country, guaranteeing safety, and enabling socio-economic development. Another strategic project underway in the State is the Jebba–Mokwa–Bokani Junction Road (Section II), which forms part of the Trans-Sahara Road Network, linking Lagos in the South West geopolitical zone to Northern Nigeria through Kwara State.

The route is a vital artery that carries heavy volumes of articulated traffic on a daily basis. And the project is redesigned as a Dual Carriageway with a pavement structure consisting of 7.3-metre-wide asphaltic concrete carriageways on each side, complemented by 3.0m and 2.75m wide surface-dressed shoulders. The pavement layers include a 200mm thick sub-base, 275mm stone base, and two asphaltic concrete layers of 75mm binder course and 50mm wearing course.

The road section commences at the northern end of the River Niger Bridge in Jebba and terminates at the Bokani Junction, with a total length of 46.0 kilometres. It involves the construction of an additional carriageway that intersects the existing one at various alignments, traversing farmlands, settlements, and diverse terrains, including hills, valleys, streams, and ridges. Interchanges will also be constructed at major intersections to facilitate free-traffic flow. The project is being executed by Messrs CGC (Nigeria) Limited.

In addition, the Federal Government is presently rehabilitating the Minna–Zungeru–Tegina Road (Section I), also a major transportation link connecting Northern and Southern Nigeria and a vital route for the movement of industrial and agricultural goods. The road has suffered severe deterioration over the years, characterized by deep potholes, failed carriageway sections, frequent accidents, and prolonged travel time.

Section I of the project stretches 94.987 kilometres from Minna to Tegina, comprising a 10.90km dualised urban section within Minna town and an 84.087-kilometre single carriageway through inter-urban and non-urban areas. The scope of work includes the rehabilitation of the single-carriageway sections and overlay of the existing dual carriageway, which remains in fair condition. The road traverses about eighteen communities, including Maikonlele, Kuyi, Gusase, Zungeru, Akusu, Garum Gabas, and Gatako, terminating at Tegina.

The existing infrastructure includes several pipe and box culverts, as well as seven bridges, many of which are slated for repair and maintenance due to siltation and structural degradation. The project is being handled by Messrs Develevo (Nigeria) Limited in partnership with Messrs HMF Construction Limited.

Similarly, Section II of the Minna–Zungeru–Tegina Road, covering the Tegina–Kontagora axis, is also receiving intervention. This section is a single carriageway extending from Tegina to Kontagora, with its zero chainage at a Y-Junction off the Mokwa–Makera–Kaduna State border road and terminating at the Kontagora roundabout. The road passes through several semi-rural communities, including Gimi, Babban Gona, Mariga, Bobi, Beri, Tungan Ahmadu, Tadali, and Machanga.

The existing carriageway, though originally constructed to standard specifications, has suffered erosion of shoulders and deterioration of pavement in several sections. The project includes the replacement of substandard culverts, desilting of existing drainage structures, and maintenance works on six bridges along the corridor to ensure structural integrity and improved hydraulic performance. The contractor handling this section is Glamor Engineering Nigeria Limited.

Upon completion, these projects are expected to significantly reduce road accidents, shorten travel time, improve the movement of goods, both industrial and agricultural, and strengthen economic activities across Niger State and its neighbours. The Administration remains committed to delivering quality road infrastructure that enablers of national growth and improves the quality of life of Nigerians. Road users, members of the benefiting communities along the corridors visited, and different stakeholders were full of praises to Mr. President’s infrastructure renaissance.

Road Infrastructure Revolution Nationwide has Started, Courtesy of the Renewed Hope Administration of Mr President. Read to Know Your Role   1. The attention of the Federal Ministry of Works has been drawn to the concerns of the public on the deplorable situations of some sections of the Federal roads throughout the Federation as reported in many media platforms, especially social media, the front page, pages 4,5,6 and 14 of the publication of Sun Newspaper of 26th November, 2023. Most of the sections of the roads frequently reported but definitely not exhaustive are: the Makurdi-Nsukka 9th Mile Road, East West Road, Lagos-Abeokuta Expressway, Benin bypass road, collapsed bridges of Enugu- Port Harcourt road, collapsed bridges of Shandam-Plateau State, Abuja-Kaduna- Zaria-Kano road and Gombe- Bauchi etc.    2. The President of the Federal Republic of Nigeria, His Excellency, Senator Asiwaju Bola Ahmed Tinubu, GCFR is aware of the state of our road infrastructure which he inherited on the 29th day of May 2023. Without prejudice to all the good efforts of the past administration on road infrastructure development which they tackled within the limit of their resources, the work to be done to change the ugly state of our roads is quite enormous.   3.  Mr. President is not complaining of the challenges he inherited in nearly all sectors of the economy, especially as it concerns our road infrastructure, but he is quite courageous as he had promised to tackle the problems head-on which he has started to do not minding the debt burden inherited especially the funding gap of over Six Trillion Naira (₦6T) from most of the inherited on-going road projects.   4. Mr. President has since reeled out plans of commitment, consistence, and innovations towards actualizing a sustainable road infrastructure development throughout the country. He has just approved a 2023 Supplementary budget of Three Hundred Billion Naira (₦300B) for the Ministry of Works comprising of One Hundred Billion Naira (₦100B) for immediate palliative works in 36 States and FCT and Two Hundred Billion Naira (₦200B) for continuation of most of the inherited ongoing projects and very few new but critical road projects.   5. Mr. President has directed that works in those palliative projects must commence before 1st December 2023, while observing all due process. On the sections being frequently complained of by the public in all regions of the North and South of the country, Mr. President has equally isolated them and directed immediate actions on them and indeed work has started on all such roads. The public can crosscheck our claims and report back to us.   6. The engagements of the Federal Ministry of Works will not be limited to these isolated reported cases but shall be holistic in our approach through these approved palliative measures and the interventions of FERMA in all the 36 States and FCT also.   7.  The public is hereby requested to assist the Federal Ministry of Works and FERMA by supervising the contractors that will be engaged in these palliative works and indeed all ongoing projects of the Federal Ministry of Works and FERMA. It is the right of every Nigerian to have value for their money deployed to the road infrastructure sector and therefore must show both interest and passion in all the ongoing projects by the Federal Ministry of Works and FERMA, and indeed all projects of the Federal, State and Local governments. All poorly constructed roads should be photographed and reported immediately to the following contacts: 08030986263, 08037086137, or 08106423197; showing the name of the contractor, the location and type of contract and defects observed. The Federal Ministry of Works will document such reports, verify and take effective action to correct such infractions. The Federal Ministry of Works shall also periodically recognize publicly those who made such reports that are genuine in a public engagement forum to be hosted quarterly by the Federal Ministry of Works and will sanction such erring contractors publicly too.                               8. THE USE OF ASPHALT AND CONCRETE PAVEMENT IN ROAD INFRASTRUCTURE DEVELOPMENT   a. The Federal Ministry of Works is shocked to observe the various acts of darkening counsel without knowledge on the position of the Ministry on the use of asphalt and concrete pavement in the development of our road infrastructure by people who have vowed not to release their hands off the brake of our road infrastructure development just for their selfish gains. b. The Federal Ministry of Works has at no time banned the use of asphalt or directed that concrete pavement shall be the only means of road pavement structure. For the avoidance of doubt, the new policy of the Federal Ministry of Works is simply put as follows: i.    contractors for all the ongoing projects are simply requested to have a choice to continue to use asphalt or have their projects redesigned on concrete at no extra cost to government following the underlisted conditions: ii.    Use of asphalt: contractors shall stick to only 5% Variation on Price (VOP) in line with the signed contract agreement throughout the period of the project and the signed contract shall not be subject to review especially on bituminous items. iii.    The thickness of the asphalt pavement as designed must be strictly adhered to by all such contractors and the design shelf life for the asphalt (at least 15 years) shall be guaranteed by issuing an insurance bond through a reputable insurance company in favour of the Federal Government. This is in line with Article 2 of the signed contract and clause 51 of the general conditions of contract (which is part of the documents forming the signed contract with contractors which authorize the client through the Engineer to change the scope of the work, the quantity of the work, the quality of the work as the client may deem fit at any time etc.) for all the ongoing projects. These directives to the contractors do not in any way violate the Federal Ministry of Works' signed agreement with the contractors. iv.    For the use of concrete, contractors must abide by the 5% VOP and 50 years design shelf life using concrete grade 40. c. Those who are complaining and demarketing this policy are simply those who do not wish Nigeria well and they are the same people that use adulterated bitumen in their projects while putting pressure on our Naira through the importation of adulterated bitumen instead of developing our abundant God given bitumen deposits in Ogun State and other parts of Nigeria. Insofar as this new policy has not violated any law, the Federal Ministry of Works is forging ahead with this new policy.  As at today, most of the ongoing projects are still ongoing with asphalt pavement in line with this new policy while some are redesigned on concrete pavement, depending on the terrain and with full understanding of the affected contractors of those projects.   9. The Federal Ministry of Works is very concerned with the supervision of our projects and effective 1st of December 2023, there will be a revolution in the ways and methods the Federal Ministry of Works supervises her projects nationwide. All concerned are HEREBY put on NOTICE as the Ministry will not spare anyone found culpable in his or her assignment.    10. The Director of Works of the 36 States and FCT and  FERMA have been directed to audit all projects in their States and FCT especially equipment on and off sites with their pictures, personnel of contractors, status of all projects including financial status (contract sum, date of award, period of construction and time table, amount paid, challenges, % of work completion, augmentation of project if any, VOP claims etc). This assignment must be completed before 30th November 2023. Note that this directive was given since the past two months.   11. The Federal Ministry of Works wishes to thank Mr. President for his directive that all inherited projects from the past administration be continued while he makes frantic efforts to source for funds for the completion of these ongoing projects and the critical new ones within his 1st 4 years of his Divine 8 years of purposeful and fruitful divine administration through the power of God who divinely brought him to  leadership at this critical moment of our Nation’s history.   12. On the part of the staff of the Federal Ministry of Works, I pledge to strictly and Godly follow the divine Renewed Hope Agenda of Mr. President, and God willing, we shall continue to support Mr. President and deepen the good efforts of Mr. President in all our road infrastructure development.   Signed: H. FG is Committed to the Engineering Values in Road Infrastructure Development as Supervision Occupies a Centre Stage in the New Policy of the Federal Ministry of Works   The Federal Government under President Asiwaju Bola Ahmed Tinubu, GCFR is committed to outstanding quality, value for money, innovation, responsiveness, fast deliveries and technical expertise in road infrastructure development in Nigeria. This was contained in the message of the Hon. Minister of Works, Sen. Engr. Nweze David Umahi, CON when the national leadership of Nigerian Society of Engineers (NSE) led by its President, Engr.   Tasiu Sa'ad Gidari Wudil paid him a courtesy call in his office in Abuja on 23rd November, 2023.   The Hon. Minister emphasized the importance attached to quality delivery of construction works by the Renewed Hope administration of Mr. President stressing that the 'business as usual' syndrome in road construction is no longer tenable under the Renewed Hope administration of Mr. President. He reeled out the new policies on road infrastructure to include:   • good stabilized and tested subgrade, sub-base course before pavement placement. • expose subgrade, sub-base and base course to 60 days vehicular movement and continuous sheep-foot rolling before pavement placement. • introduction of reinforced concrete road pavement in most roads’ carriageway and shoulders. • continuous maintenance of all roads under construction throughout the life of the project under contract. • effective design of road infrastructure anchored on detailed report of environmental site conditions and geotechnical report. • community relations in terms of keeping roads motorable under the period of the contract.   He said that supervision was necessary in the actualization of quality delivery of road construction whether concrete pavement or asphalt, noting that each of the two models has its own attendant conditions. “When you start to compare asphalt and concrete, it is if all things are equal, here all things are not equal, there are many factors why we are talking about concrete”.   He noted that the stand of the Ministry is not about comparing asphalt and concrete pavement but that if you are using either of them, there are conditions attached to them. He said there are certain terrains on our roads that make it   imperative for concrete pavement to  be used." You cannot put asphalt in water but you can put concrete in water”.   The Minister explained that the rate of increase in the cost of materials for construction of the two models is alarming  and argued that the cost of materials for  asphalt  is in  geometric progression while the cost of  materials for  concrete pavement  is in arithmetic progression. He reiterated that prudence and value for money are the watchwords of the Ministry of Works under him, and this involves getting materials at the minimum purchase price and maximum efficiency and effectiveness of the product. He urged the leadership of Nigerian Society of Engineers to consider retraining of members of the society and enforcement of discipline and strict standards of ethics in the practice of Engineering in Nigeria in the interest of public safety and for the protection of the economic investments.   " I went to China, and I saw their roads, there was no evidence of any maintenance in nearly 30 years. And I asked them what the reason is, and they said that if you build a road in China and within your lifetime, the road fails, they will come for test and if there is any evidence of compromise, the person responsible goes to prison for life".   The Hon. Minister offered partnership with the NSE in the area of supervision and consultancy.   In his mission statement earlier, the President of Nigerian Society of Engineers ( NSE) said the  aim of the courtesy call was to seek areas of collaboration with their own and described the Hon. Minister as a round beg in a round hole "Since after your assumption of office, we have been monitoring your  progress, and  I must tell you we are not surprised, what you did as Governor in Ebonyi State is amazing. We visited you when you were the Governor of Ebonyi State, and I am going to visit your Governor now. I must go because it is like a pilgrimage.... In fact, Your Excellency, we are proud of you."   The President said that the Society which is an umbrella organization for Engineering profession in Nigeria is committed to best Engineering practices. He enumerated the achievements of the Society and the prospects of their smart office project, and expressed hope that it would be an innovation hub of the nation. ...

Asphalt Pavement and Concrete Pavement not Compared - Umahi.   .....We will Partner with NSE   The Minister of Works, Sen. Nweze David Umahi has reiterated the stand of the Ministry on the use of either asphalt or concrete on the construction of federal roads across the nation saying that each one has conditions attached to its usage.   He made this assertion when the President of the Nigeria Society of Engineer, Engr. Tasiu Sa’ad Gidari Wudil paid him a courtesy visit in his office in Abuja.   Umahi stated that there are many factors why the issue of concrete technology came up and it’s only because all things are not equal and can only be understood by professionals and not by people who have no knowledge about it.   “When you start to compare Asphalt and Concrete, it is as if all things are equal, here all things are not equal, because there are many factors why we are emphasizing about the use of concrete, nevertheless, people speak about  a profession they have no knowledge about” He said.   He noted that the stand of the Ministry is not about comparing asphalt pavement and concrete pavement but that if you are using either of them, there are certain conditions according to the terrains in different states that will require our roads being built with concrete as well as that concrete must be used as pavement.   “We are not just comparing asphalt and concrete, no, that is not what we are doing, first of all, for the use of asphalt, these are the conditions, also for the use of concrete, these are the conditions, but there are certain terrain in states that we stressed must use concrete, we cannot change that.  You cannot put asphalt in water, but you can put concrete into water” he said.   The Minister explained that the rate at which the prices of these two products fluctuates is alarming and that increment in asphalt is Geometric while that of concrete is in Arithmetic progression noting that the FG is the one funding these huge projects and must tread with caution taking into consideration the budgetary allocation of the Ministry of Works.   Umahi expressed his worries saying that the greatest challenge experienced in road construction is the problem of supervision caused by lack of commitment by not putting professional ethics over and above chasing of money but that the Ministry is committed to providing adequate supervision to all road constructions across the 36 states and the FCT.    "If we are committed to public things, God will give you new ideas, if you are not committed to public things, you will not get new ideas “he said.   The Minister declared that the Ministry will partner with the Nigeria Society of Engineers in the supervision of all road projects across the country and encouraged NSE to improve on the professionalism by opening a training school, both in the North and  in the South one each, while he  pledged his support.   “We are going to partner with NSE in the supervision of all road projects and will also   emphasis the need for retraining schools across states. Engineering is wide, if you are a professional engineer, you will not have problem with professional ethics” he said.   Umahi maintained that the first job of Nigeria Society of Engineer is to bring discipline among members by setting standard for membership in the sense that if any action against the profession is committed, one can be disrobed noting that everyone cannot be an engineer.   “The first job of NSE is to bring discipline, you have to bring us under your leadership so if you hear that a member has committed fraud, you can disrobe him, and it is not everyone that will answer the name -Engineer” he said. ...

Works Ministry Sensitises Staff on Anticorruption

A one-day Sensitisation Seminar on Anticorruption Policy was organised for the staff of the Federal Ministry of Works and Housing by the Anti-corruption and Transparency Unit (ACTU) of the Ministry.

With the theme " Whistle Blower Policy, Ethics and Compliance" the Seminar was intended to sensitise the staff of the Ministry on the provision of the Anti-corruption policy, as part of the functions of the ACTU to educate and enlighten the public servants on and against corruption.

In his opening remarks, the Permanent Secretary, Federal Ministry of Works and Housing, Ernest Umakhihe, represented by the Director Human Resource, Abdullahi Umar Utono, said that the public servant who holds power, authority and trust for the people, must lead the vanguard of the crusade against corruption.

He stated that the Ministry of Works and Housing is committed to implementing the Anticorruption provision to the letter, reason why the Ministry's ACTU was given all the necessary support to perform it's functions, one of which is the Sensitisation Seminar.

Head of the Anti-corruption and Transparency Unit of the Ministry, Barrister Sonny Inyang, stated that emphasis on corruption was the bane of every country in the world and that was why the United Nations Anti-Corruption Committee made it mandatory for all member nations to establish a body that would regulate the conduct and management of economic affairs of the countries, in line with best practices.

Barrister Inyang disclosed that Nigeria as a member nation established the Independent Corrupt Practices and Other Related Offenses Commission (ICPC) which further gave birth to the Anti-corruption and Transparency Unit (ACTU).

The ACTU according to Barrister Inyang had been set up in all the Ministerial Departments and Agencies of the government by ICPC as one of the implementation mechanisms for its mandate on prohibition and prevention of corruption especially in the public service.

Among its functions, he numerated were; to educate and enlighten public servants on and against corruption; promote ethics and ensure compliance with ethical codes; as well as monitoring of budgets implementation.

Barrister Inyang said the one-day seminar was to see how the ministry could forge ahead to initiate a colloquium within the contest of best practices and brainstorm on its theme and at the same time proffer solutions.

Highlights at the Sensitization seminar were papers delivered on; Strategic Corruption Control And Institutional Integrity by Dr. Jaiyeola Akindipe; Ethics And Compliance Score-Card In MDAs by Barr, Obialor Ifeanyi and Whistle Blower Policy by Mr. Justin Kuatsea.

This was followed by the official unveiling of Domestication and Code of Ethics Booklet of the Ministry by the representative of the Permanent Secretary, Director Human Resources Management Abdullahi Umar Utono

Remarks By H.E, Babatunde Raji Fashola, SAN At 27th Monthly Power Sector Operators Meeting Hosted By Yola Distribution Company

I welcome you all very warmly to this meeting, which is the 27th in the series of monthly meetings that has taken us to virtually all parts of Nigeria.

I thank the Managing Director of Yola Distribution for hosting us.

Many of you will remember that in 2015, Yola DisCo was the only one of the 11 (eleven) privatized DisCos that was given up as being unviable.

But this Government did not give up on Yola DisCo. The Government appointed Engr. Mustapha to manage this DisCo.

Month after month, from reports we have all received about performance and monthly rating of DisCos, it is obvious that Engr. Mustapha and his team have proven that Yola DisCo is not unviable.

At this forum, I will repeat what I have said about change, that it is not a matter of chance but a matter of choice.

Similarly, it is not an event but a process that involves the application of methods and the making of choices, some of which are difficult, but very often resourceful, even if sometimes misunderstood.

The story of Yola DisCo epitomizes change and it speaks eloquently to our roadmap of incremental power.

From my very first visit to inspect the resumption of work at the Maiduguri TCN substation, which had been damaged by insurgents, to the completion of the Mayo-Belwa TCN substation and the installation of Distribution Infrastructure by Yola Disco, incremental power is returning to the customers within the Yola DisCo franchise.

Eighty per cent (80%) of damaged 33KV lines have been restored in areas like Damboa, Madagali, Maiduguri, Damasak, Gombi, Mubi, Wukari to mention a few.

Change means providing incremental power against the odds, and nothing is truer than the story of one Agricultural enterprise in Adamawa, whose proprietor visited to tell me that since the completion of the Mayo-Belwa sub-station, he has drastically reduced his purchase of diesel and the use of his generator.

For him, change means reduced operating cost at his farm, and for consumers of his Agro products, change means reduced food prices.

As you will have heard in the news, economists are predicting a further reduction in inflation and they are attributing it to reduction in food inflation and food prices.

As you might have also heard, I visited Kebbi last week to inspect our road projects, and the Governor,  Atiku Bagudu, reported that most of the local governments in his State are getting 18 to 20 hours of power supply, from Kaduna DisCo.

This is what change means, and it is consistent with our roadmap of incremental power.

While we are inspired by the news of progress, especially coming from those who receive the service, we remain mindful of those we have not yet reached, and remain committed to get to them, whether on the grid or off the grid.

In this regard, let me report some progress made within the last month, as I usually do, in order to keep all of us abreast of what our members are doing and what the industry as a whole is experiencing.

I am pleased to inform the meeting formally that a substantive Chairman, in the person of Professor James Momoh, is now in place for the NERC, following confirmation by the Senate, and his swearing in on the 3rd day of May 2018.

This means that another issue under our Power Sector Recovery Programme (PSRP), relating to Governance, has now been resolved.

Also, within the last month, particularly, on the 7th of May 2018, I had the privilege to Commission the Odogunyan Transmission Substation completed by TCN to serve customers in Lagos and Ogun States, under the Ikeja DisCo franchise.

I can also report that we are making progress on the Federal Government’s planned intervention in the Distribution Value Chain to help deliver the 2,000MW that is constrained by distribution equipment.

The advertisements for quotation by original equipment manufacturers for Transformers, Breakers, and Associated Equipment compiled by the DisCos have been published, and we await responses.

The Azura Power Plant is now fully completed and ready for commercial operation to deliver more power to boost incremental power.

On the off-grid side, His Excellency, the Vice President, recently commissioned a market intervention in Ondo State, delivered by Rural Electrification Agency, another boost to our incremental power and provision of access to previously unserved people.

The progress we are making will require us to increase our commitment to further improving service.

This will be more demanding as the rains come down in the next few months.

The rains will bring more water supply to the Hydro Electric facilities, and they will bring more challenges to Transmission and Distribution by way of storms, heavy winds, falling trees, damage to towers, lines and installations.

We must rise up to these challenges better than we have done in the past.

Some of what we must do are:

Promptly issue notices when there are known damages that interfere with power supply;
Promptly send our maintenance men out to repair and replace damaged equipment or clear fallen trees;
Send information to the public on multiple platforms of conventional and social media to report faults that we may not be aware of;
Painstakingly hold ourselves out as available, ready, and willing to resolve customer problems and provide better service.
