CEMENT MANUFACTURERS MUST REDUCE PRICES, TINUBU IS RETAKING NIGERIA — UMAHI The Honourable Minister of Works, Senator Engr. David Umahi, CON, has called on cement manufacturers across the country to immediately reduce the price of cement, insisting that the current cost of the product is placing pressure on ongoing infrastructure projects and increasing demands for contract variations. Umahi made the call while delivering keynote address at the official unveiling of the new corporate identity of Lafarge, now rebranded as HBM, a member of the HUAXIN Group, held at the Lagos Continental Hotel on June 21, 2026. Speaking before industry leaders, investors, and stakeholders, the Minister emphasized that the Federal Government would engage cement manufacturers from July 1 to address the issue of cement prices. “I want to insist that Lafarge now HBM and other manufacturers of cement should reduce their prices,” Umahi declared. “We shall be engaging on this from First of July. Manufacturer of Cement must reduce their prices because the contractors are chocking me to review their contracts. But nobody is reviewing anybody’s contract. It’s the manufacturers of cement that should review their cost.” The Minister noted that President Bola Ahmed Tinubu’s administration is investing heavily in critical infrastructure across the country, creating unprecedented opportunities for manufacturers and investors. He urged HBM and other industry players to expand their capacity to meet the growing demands of the nation’s infrastructure revolution. Commending the company on its transition and renewed commitment to the Nigerian market, Umahi assured the management of government support and partnership. “I commend you very highly and I say welcome onboard and we are going to work together. The market is smaller than what the president is doing. So, enlarge your coast,” he said. The Minister used the occasion to highlight the remarkable progress being recorded under President Tinubu’s Renewed Hope Agenda, particularly in the area of infrastructure development. He pointed to the Lagos-Calabar Coastal Highway as one of the evidences of the administration’s bold vision and commitment to national transformation. According to him, the quality and scale of the project have continued to attract global attention and admiration. “When the Dudge Bank came to evaluate our project, they said it was undervalued and that the project is of topmost quality. Today, Our neighboring nations are coming to steal the technology of the coastal highway.” Umahi expressed profound appreciation to President Tinubu for providing the leadership and political will driving the country’s infrastructure renaissance, assuring Nigerians that the administration remains firmly on course to restore national prosperity. “I want to use this opportunity to thank President Bola Ahmed Tinubu and I commit that Mr. President is committed to retake this country. The President knows what he is doing. The vision and mission are achievable and we are on course and this country will be taken back for the good of Nigerians.”
Works Minister Visits Zamfara Governor, Says Dualisation of Zaria - Gusau - Sokoto Highway on Course …..Umahi says no variation on 30% mobilization advanced to contractors “Mr. President has not stopped the dualization of Zaria - Gusau - Sokoto highway rather, the projects will be completed, and the design would even be improved upon.” “There were rumors that Mr. President has stopped this project and even the NNPCL tax credit; that is not the truth at all. In fact, he has given more life to the tax credit of NNPCL.” Adding “though the NNPCL projects are not funded by NNPC 100 percent. We still have a funding gap of over N2.7 trillion to get them completed”. The Honourable Minister of Works, Sen. Engr. Nweze David Umahi, CON, made the disclosure today at Government House Gusau when he paid a courtesy call on the Governor of Zamfara State, Dauda Lawal. Affirming the position of the Federal Government, he said “Mr. President has approved that we should take the funding gap to the National Assembly for approval. So, it's not just committed to the commitment of NNPC, but it's committed to the entire completion of the projects. Continuing, he said “he is the one that has asked us to visit this project, just like other ones, they are very important and key to Mr. President. Commending the contractor handling the Sokoto - Gusau road, Sen. Umahi said “we have not seen everything they are doing, but the little we've seen is excellent. in fact, that project, the neatness and quality looks excellent”. Explaining the delay in the progress of work, Sen. Umahi disclosed that “my directive was what slowed down the job. But I have redirected having come and examined the projects.”, he reassured his audience.” On the issue of payment of compensation to those affected by the dualization of the roads, the Honourable Minister called on the relevant State Government to follow the commitment of Sokoto State which has agreed to settle all payments regarding compensation to the people concerned. Meanwhile, the Honourable Minister, while speaking to some journalists along the Gusau - Funtua Road, after inspecting the ongoing work by Setraco, warned contractors that there would be no variation on 30% mobilisation advanced to them. According to him “the contractors must know that I will never pay variation on mobilized funds or works that are delayed.” “Because if we do not obey the timetable, inflection and time will catch up with us.” Stressing “it’s the Federal Government that is losing. That's why if we have little money to complete the project and we prolong it, then the Federal Government is unable to further source for funds”, he reasoned. During his remarks, the Governor of Zamfara State, praised the vision of President Bola Tinubu for the road sector, noting the commitment of the Honourable Minister has truly helped to realize Mr. President’s goals. He expressed his joy about the news that the construction of the Zaria - Gusau - Sokoto was still on course. Speaking on his visit to the State, Sen. Umahi disclosed that “first, I'm here to inspect as you know, a very ambitious road project being embarked upon by His Excellency, the President of the Republic of Nigeria, Senator Tinubu Ahmed. He added that the Federal Government was “constructing 372 kilometers of roads, multiplied by two, which means its dualization. One road is an existing one, which we are doing complete rebuilding, and then a brand-new road, again, of 372; a total of 744 km roads. The Honourable Minister revealed that “Mr. President wants this road very fast, but wasn't too sure if we can get the volume of cement to use. So, we are constructing the first 372 kilometers running from Kaduna, Zaria, Zamfara, to Sokoto, with asphalt as the carriageway, and then the shoulders will be concrete”. Adding that “but the entire new lane, carriageway, will be constructed with concrete.” Stressing the agenda of President Tinubu for the road sector, Sen. Umahi reiterated that “I know very well that Mr. President's still desires that the public should get something much better. And he's giving all the support, so we still expect that you will fulfill the promise you made to Mr. President as we're going back to the status quo so that the public can benefit. “The very massive housing project Mr. President has embarked upon will definitely see the light of the day. And also, the massive road construction Mr. President has embarked upon will also benefit from this initiative.” Commenting on his impression of facility tour of BUA Cement, Sen Umahi said “So we have gone there, we have seen, and it's quite amazing, the complexity of the cement factory of BUA in Sokoto.” “We saw very organized industrial setup, no single dust. There was no need to use a nose mask. There was no loitering of workers, everything being in automation.” While speaking to journalists about the cooperation of BUA Group with the Federal Government on the reduction of price of cement, the Group Executive Director, BUA Cement, Alhaji Kabir Rabiu while thanking the Minister, told them his company stands by their commitment made to the Federal Government two weeks ago. He said further that “then we gave a commitment, not only on the pricing, but also on additional capacity to go to the market, reassuring that with 165 additional trucks on a daily basis from our Sokoto cement allotment, we're putting almost 400 trucks by day of cement into the market.” “We believe this additional capacity is going to have a serious positive effect on the supply and demand issue in the country, he emphasized. He reaffirmed that “we also gave in our commitment that we don't believe cement should sell more than 7,000 Naira anywhere in Nigeria. He thus promised that “we will continue to do our best to support this administration, to support Mr. President's agenda in ensuring that Nigerian economy is back on its feet and is doing so much better than it is doing at the moment.” On his part, the Senate Chairman of Committee on Housing, Senator Aminu Tambuwal noted that cement product is very critical and a major component towards delivery of housing projects by the Federal Government by state governments and even by the private sector in our country. The inspection visits by the Honourable Minister to Sokoto and Zamfara States will see him inspect four projects across four States; which includes Katsina and Kaduna States. ...

Keynote Address by the Hon. Minister of Power, Works and Housing, At the 4th Quadrennial Delegates Conference of the Petroleum Tanker Drivers Branch of NUPENG
To the National Executive Council of the Petroleum Tanker Drivers Branch of NUPENG, I say thank you for inviting me to deliver this keynote address at your 4th Quadrennial Delegates Conference.
I also wish to thank you for attending in large numbers, the one-day stakeholders meeting my Ministry convened in Abuja recently, to discuss our policies about how to make your work easier and your businesses more efficient, through the management of the Federal Highway Right of Way and the enforcement of axle load regulations.
As I said to you at the conference, while those who cheat by overloading axles may make quick gains, in the long run, it is everybody that loses when the roads fail.
This is the background of our previous relationship and interactions from which I intend to discuss the subject of the keynote address, which is: ‘Road Infrastructure in Nigeria: Impact on Petroleum Product Distribution’.
I think the proper place to start is the Economic Recovery and Growth Plan launched by President Muhammadu Buhari, in which he identified Energy Sufficiency and Infrastructure Development as critical action points.
These action points are not accidental; on the contrary, they reveal a clear thinking and understanding of what must be done to rebuild our economy and underline the interconnectivity between availability of quality infrastructure and the delivery of energy from petroleum products to drive our economy.
But it is one thing to have a plan, and yet another thing to commit to a faithful implementation of that plan.
If you think this is not important, let me remind you that in 2015, only N18 Billion was budgeted for all Nigerian roads in the Ministry of Works. Only N9 Billion was funded at the time, when Nigeria’s oil was selling at close to $100 per barrel.
This was at the time of the Transformation Agenda, when commitment fell significantly behind stated objectives.
What has changed under the Economic Recovery and Growth Plan (ERGP) is that the Buhari Government has committed close to N300 Billion to roads, and funded about N260 Billion at a time when oil prices are manifestly below the 2015 figures.
So, if people ask you what change means, please tell them it means doing more with less.
What are the results of this change?
The results mean reduced journey times on the sections of roads where work has now resumed.
Those of you who ply Ilorin-Jebba will now admit that from spending 7 (seven) days on that road, you now spend less time while works are rapidly progressing, not only on the road but also in the Emergency Repairs on the Tatabu Bridge, which suddenly collapsed as a result of massive rainfall, flooding, and lack of maintenance.
Those of you who ply the Suleja-Minna Highway where there are strategic NNPC Depots at Minna and the PPMC Depot at Diko, will now acknowledge that the contractor is back to work.
I must, of course, acknowledge the support we have received from the Niger State Government, and the impact of the Sukuk, an initiative of the Federal Ministry of Finance, wholesomely supported by Mr. President.
Those of you who take products from the NNPC Depot at Gusau will acknowledge that our contractor is now back to work after years of absence due to lack of payment for work done on the Zaria-Gusau-Sokoto Road.
Those of you who use the NNPC Depot in Ibadan will also now acknowledge that our contractor is back to work on the Ibadan-Abeokuta Highway.
And work has been completed on the Enugu-Abakaliki and Kaduna-Jos Roads to provide access to the NNPC depots at Enugu and Yola.
So, if they ask you what change means to tanker drivers, please tell them that it means the revival of construction works and the return of contractors to access roads to petroleum depots, from which you do business and support your families.
Tell them that your journey times on these roads is gradually improving and the presence of contractors at the work site gives you hope that it will get better.
Ladies and gentlemen, I know that they will ask more of you as they seek to enlist your support.
When they do, please tell them that you are right thinking and well meaning Nigerians who also see a commitment to support pubic transport with Rail.
Tell them that you see change in the work that the Ministry of Transportation is undertaking on the Lagos-Ibadan-Kano Rail.
Tell them that after many years of broken promises, the Buhari Government has acted by starting the construction of the Lagos-Ibadan section of the project which will link to the Apapa Port.
Tell them that change means the employment of about 7,000 Nigerians now working on that section of the project, and that you now believe that those who started it are better positioned to complete it.
Tell them that you see change because there is a clear difference between unfulfilled promises of yesterday and a commitment that is backed by visible action today.
Tell them that while you did not believe what you heard in the past, you cannot disbelieve what you can now see.
If there is anyone of you who still doubts the importance of Road Infrastructure to Energy Security and its impact on Petroleum Products Distribution, I believe the list of some of these critical Roads where work is going on, and recent announcements of additional works on Lagos-Ibadan Expressway must erase the doubt.
Although this is a summary from a very long list of critical roads that support Petroleum distribution, I cannot fail to mention the recent award of the Ikorodu-Shagamu Road that services Mosimi Depot, where work will soon commence.
Similarly, our Ministry is working to finalise the procurement and award of the Apapa, Tin Can, Mile 2, Oshodi to Oworonshoki Highway.
But the impact of Road infrastructure to your business does not start and end with access to good roads and improved journey times.
The commitment to infrastructure development and renewal by President Buhari also means more demand and supply of petroleum products which means more trips for tanker drivers and more income.
I just returned from road project inspection in Kebbi and Jigawa States last night where our contractors informed me that Bitumen producers and suppliers are now struggling to cope with demand.
These are clear signs of a business boom and employment not only for transporters of the products like your members, but also for the manufacturers.
I must now conclude by stating that the Buhari Government understands your contribution to the National Economy and is acting to improve the ease with which you do business.
While the results are beginning to manifest, the type of harvest you will reap depends on the choices you will make in the near future.
Think well, and choose wisely.
Thank you for inviting me and for listening.
I wish you fruitful deliberation at this 4th Quadrennial Delegates Conference and a very successful election.
Babatunde Raji Fashola, SAN
